HSE Procedures Awareness Oil & Gas 27.09.2022.pptx
1. Topic:
HSE Procedures
Name of facilitator: Syed Neyaz Ahmad
Safety Representative (PMC)
Location: Fujairah U.A.E.
References: Abu Dhabi EHMS Regulatory Frame Work- EHS-R1- COP 21.0 Permit to
work system (OSHA 29CFR Part 1917.
2. • Work at height:18 MPH right up to 40 MPH. However, HSE states
that winds above 23 MPH (Force 5) will affect a worker’s balance.
• the maximum design wind speed in which a MEWP can work is 12.5
m/s (28 mph).
• The maximum wind speed for safe vacuum lifter use is 18 miles per
hour / 29 kilometres per hour / 8 metres per second. Strong winds
could cause the load sway violently or to drop, potentially resulting in
damage to the surroundings and injuries.
• ATEX is short for “Atmospheres Explosibles”
3. What are intrinsically safe lights?
Intrinsically safe lights are designed to eliminate "sparking"
which can cause explosions in and around flammable
conditions.
Intrinsically safe lights are rated by Class, Division and
Group.
These ratings tell prospective users under what conditions
the light will NOT cause explosions.
4. Benefit use of 110 Voltage
• It is considered safer.
• While the voltage and amperage can pose a considerable risk, they are
directly proportional.
• This means that 100v wiring, although it can electrocute, the odds to die
from it are lesser because it employs lower voltage.
• Lower voltage means a lower risk of arcing as well.
• Only 110 v allowed at site after getting
Permission through work permit
• Use only industrial socket
• All lights should be intrinsically safe
• Follow HSE requirements.
5. Benefits of industrial plugs and sockets
Key Benefits of industrial plugs and sockets are mains rated at
higher voltages and currents than household plugs and sockets
protection from environmental hazards is required.
Industrial outlets may have to prevent accidental
disconnection of an energized plug.
Some types of plants, where flammable gas may be present.
7. Electrical Hazards
Burns:
Most common shock-related injury
Three types of electrical burns:
• Electrical
• Arc flash
• Thermal contact
Electrocution:
• Is fatal Meaning:
to kill with electrical shock
Results when a human is
exposed to a lethal amount
of electrical energy
8. P.A. DUTIES & RESPONSIBILITIES:
Perform the task in premises in a safe manner by following Procedures system and
engineering documents.
For the safe system of work JP has to follow:
• Make sure all procedures are followed.
• Submit permits one day in advance.
• On completion or suspension of work, the work site must be kept clean, clear
and safe at all time.
• Conduct tool box talk before the job.
• Visibly displays the permit at the work site.
• 1st person reach at site and last person leave the site
9. P.A. DUTIES & RESPONSIBILITIES:
•Area representative to be informed prior to start of activity
•Deploy competent staff on job has adequate experience for the activity
•Permit acceptor must ensure that none of the irrelevant persons present at
the site
•The performing authority (Permit Acceptor) shall remain at the worksite during
the entire duration of work and shall not leave the worksite.
•If the permit accepter leaves the worksite for any reason, then the new permit
shall be raised with an alternate permit acceptor.
•Remains at the work site for the duration of work.
•Permits will be closed on a daily basis
•Permit revalidate as per procedure.
10. How do you control the risks of manual handling?
• Controlling manual handling risks Once you have identified the
hazards, you must determine how best to control them, for
example use a mechanical aid to help you lift and move the
load.
• Make sure that they have been
maintained and kept in good
working condition
11. Manual Handling Precautions:
• Your first lift is a mental lift. Think about the lift prior to actually doing it:
• How am I going to lift the item?
• Can I do it myself or should I get some help?
• How heavy is the item? Do I need to use mechanical assistance?
• Where am I taking the item being lifted? Is the area clear
where I need to set it down?
• Is it a difficult path or a distance to go?
• What hazards may hamper the lift or obstruct the travel path?
• Eliminate those hazards before you lift the item. In other words, Plan the Lift First!
• The second lift is the actual physical lift. Here is where you carry out your plan.
• Use proper body mechanics and techniques while going through the motions. Bend those
knees!
• Most important: Keep the load as close to your body as possible and don’t twist.
12. When you have to manually handle loads consider:
Remember : TILE
Task - how often, how much twisting
or bending is needed?
Individual capability, male or
female, old or young, experienced or
inexperienced?
Load - how heavy? Good grip?
Bulky? Heavier at one end?
Environment - hot, cold,
uneven floor, windy, stairs?
13. Controlling the risk
If used to install materials check the weight and dimensions of materials and consider
any manual handling and load distribution issues. (M23 kg / F16 kg)
•You may need additional lifting equipment to transport
materials to the work position.
14. MEWP HAZARDS
Falling:
an operator may fall
from the basket during
work activities,
or Materials
Collision: the vehicle may collide with
pedestrians, Arcing or contact with
overhead cables, Overhead obstructions
or nearby vehicles.
15. Load Capacity
Boom and basket load limits Shall not exceed
manufacturer specified limits
Maximum Occupants: 2
Occupants and equipment must not exceeded 500 lbs / 227 kgs
16. Overloading of MEWP
Overloading a MEWP can lead to instability and potentially serious
accidents.
It is important to ensure that the equipment is used within its safe
working load limit.
Always follow the manufacturer’s instructions and safety
procedures if you are using a MEWP or any other type of powered
access equipment.
