7. BIODIVERSITY
"Biological diversity" means the variability among living
organisms from all sources including, inter alia, terrestrial, marine
and other aquatic ecosystems and the ecological complexes of
which they are part; this includes diversity within species, between
species and of ecosystems (CBD).

71. Substantiating the principles of sustainable
development and the precautionary principle
articulated in the Rio declaration, the Convention on
Biological Diversity (CBD) is the main international legal
instrument for conservation of biological diversity. India
has ratified the Convention on Biological Diversity. The
CBD recognizes protected areas as a fundamental tool
for safeguarding biodiversity.
72. Government Efforts
Main Acts and Rules to regulate the coastal and marine activities
in India include Indian Fisheries Act 1899, and its amendments
in 1920 and 1980, Indian Ports Act 1902, Merchant Shipping Act
1974, Wildlife Protection Act 1972 (amended in 1991 and then
in 2002), Water (Prevention and Control of Pollution) Act 1974,
Indian Coast Guard Act 1974, Marine Zones of India Act
(Regulation of Fishing by Foreign Vessels) Act 1981 and the
Environment Protection Act 1986.
