Collective use of abundant resources through regional interconnection under the
SAARC( South Asian Association for Regional Cooperation) Member States, comprising
Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.
Early power delivery from neighbouring countries to meet urgent power needs in
Pakistan
Requirements
Power delivery to Pakistan should be in near future term (2017-18 target)
Investment required and cost of power delivered to Pakistan grid should be
competitive with locally produced power

Power transmission corridors to complement other regional initiatives and projects leading
to accelerated economic growth in the area.
The concept of a regional grid was first discussed in 1998.
Recalling further the decision of the 17th SAARC summit held in Addu City, Maldives, 2011,
which directed the conclusion of the Inter- government Framework Agreement for Energy
Cooperation.
Framework Agreement for Energy Cooperation( Electricity) was signed in Kathmandu, Nepal
on 27th November,2014.( Copy attached).
In Third SAARC Energy Regulators Meeting, held from 21-22 September,2016, Islamabad,
Chairman, NEPRA stressed on the need for cooperation for the development of efficient and
conventional and renewable energy resources, strengthening of related transmission
systems and cross-border electricity trade for sustainable development of member states.
Chairman, NEPRA, further elaborated that Pakistan is already importing 100 MW from Iran
and is expected to increase to 3000MW, and CASA project would enable Afghanistan and
Pakistan to import 1300MW electricity from central Asian countries. Pakistan has also
submitted a draft MOU to India on importing 1200MW of electricity. He added that NEPRA
Act envisages open access to transmission and distribution systems and NEPRA interim
power Procurement Regulations have been framed to allow foreign generation companies
to sell electricity to power purchasers.
The power sector in Pakistan is in transition towards a competitive regime which is targeted
to be achieved by 2020.
