4. Getting Started with Phase I
Pre-assessment is both an internal and an external
process, and MPAS provides tools to support both.
1. Internally, Principals reflect on their past
performance and readiness for the challenges
ahead using the MPAS Principal’s Comprehensive
Self-Assessment Inventory.
2. Externally, Principals get feedback from the
superintendent and, if they choose to, from their
faculty when they complete the MPAS 360.
5. The Phase I Process
• Principal completes 99-item Comprehensive
Self-Assessment Inventory.
• Principal, superintendent and faculty complete
7–item MPAS 360.
• Principal and superintendent meet to begin the
Professional Growth Planning process, using the
MPAS Planning and Tracking Tool, The Tracker.
6. Step1. Principal takes Inventory.
Step 2. Principal, superintendent & faculty take MPAS 360 (principal
simply transfers her Inventory results to the 360).
Step 3. Principal & superintendent set Baseline Scores in The Tracker.
7. 1. The Principal’s Comprehensive
Self-Assessment Inventory
The Inventory is a tool that helps principals prepare
for the MPAS 360 by assessing themselves on the 99
specific Minnesota principal licensure competencies
that are included in the seven Core Competencies
identified by the State’s professional associations*
as essential to effective principal performance.
*MASA, MASSP, MESPA, BOSA

• Principal’s complete the Inventory to prepare for
the MPAS 360. Once they’ve completed the
Inventory, they simply transfer their results to the
360.

9. 2. The Superintendent’s & Faculty’s
Pre-Assessment Tool is The MPAS 360.
The MPAS 360 captures the principal’s, the
superintendent’s and the faculty’s pre-assessment
of principal performance in the 7 research-based
competencies for which Minnesota principals are
actually accountable – providing the data needed
to assure relevant, meaningful, professional growth
planning in Phase II.

the survey and login instructions.
When you log in, you will receive a task list and a link to
view reports.

11. Next Steps?
Once all parties have completed the MPAS 360,
the superintendent schedules a meeting with the
principal to discuss the results and to begin the
planning phase.
