I am from the Steel City of India –
Jamshedpur, Jharkhand. I have
been lucky to be born and brought
up here, and I can proudly say that
the lifestyle of inhabitants in my
city have always been in line with
the concept of ‘Sustainable
development’.
3. + What is a Sustainable City? Checklist for Jamshedpur.
Sustainable cities, urban sustainability, or eco-city is a city designed with
consideration for social, economic, environmental impact, and resilient habitat for
existing population, without compromising the ability of future generation to
manage the same.
They are inhabited by people who are dedicated towards minimization of required
inputs of energy, water, food, waste, output of heat, air pollution – CO2, methane and
water pollution.
Ideally, a sustainable city creates an enduring way of life across the four domains of
ecology, economics, politics and culture.
Additionally, it should be able to power itself with renewable sources of energy. The
core of this is to create the smallest conceivable ecological footprint, while producing
the lowest quality of pollution achievable.
A sustainable city should firstly be able to feed itself with a sustainable reliance on
the surrounding countryside.
4. + How did it all start? – A brief history of Jamshedpur:
Jamshedpur, is the first well planned industrial city of India, founded by the late
Jamshedji Nusserwanji Tata – a visionary and pioneer industrialist who also founded
the TATA group.
With the dream to establish India’s first steel plant in the most beautifully and well
planned city, Jamshedji said: “Be sure to lay wide streets planted with shady trees,
every other of a quick growing variety. Be sure there is plenty of place for lawns and
gardens; reserve large areas for football, hickey and park; earmark areas for Hindu
temples, Mohammedan mosques and Christian churches.”
In 1908, when the construction of the steel plant as well as the city began, the primary
vision of the founder was not only to manufacture world-class steel but also to create
dignified employment for millions and to keep the welfare of the society in the
forefront.
What the city looks like today is an exemplary model of a sustainable business
environment. Jamshedpur is the only city in India without a municipality. The
responsibility for its conservation and maintenance is entirely taken care by TATA
Steel. Very likely, a unique situation in the world too.
5. + What makes Jamshedpur a Sustainable city? -
Recognitions and Awards
There are two main reasons why the city of Jamshedpur in eastern India stands out from other
cities in the country. The first is that it ranks among the best cities in the world for sustainable
living. In January 2017, Jamshedpur received the gold certification under ISO 37120
Sustainable Development of Communities: Indicators for City Services and Quality of Life.
The new international civic standard created by the World Council on City Data, has been
extensively tested in 255 cities in 82 countries, with certification granted to only 49 cities across the
world. Jamshedpur was selected as one of only three Indian cities (along with Pune and Surat) on
the basis of its performance on parameters such as cleanliness, water management, waste
management, etc.
The second reason is linked to the first. Jamshedpur is home to India’s oldest and one of its
biggest steel facilities — Tata Steel’s maiden plant. Conceived by Jamshedji Tata, the Founder of
the Tata group, the city was planned for comfort and harmony at the very outset. When Jamsedji
described his vision for Jamshedpur, he spoke of wide roads, abundant foliage, playgrounds, parks
and places of worship. That was how Dorabji, Jamsedji’s elder son, built the city and that was how
Tata Steel developed it. Jamshedpur was a smart city long before the term became fashionable.
What binds the aforesaid two reasons together is Jamshedpur Utilities and Services Company
(JUSCO), the urban services company that manages Jamshedpur township. Speaking about
JUSCO’s role, managing director Ashish Mathur says, “The company is committed to building,
operating and maintaining the infrastructure of Jamshedpur city.”

On December 19, 2016, Tata Steel, Jamshedpur became India’s first steel manufacturing
company to receive Greenco platinum rating by CII Green Building Council (GBC).“As an
outcome of the improvements undertaken inside the steelworks in the domain of Energy and
Environment excellence and the collaboration between the various divisions and departments of
the company, facilitated by Corporate Sustainability, Tata Steel has scored in the band of 751-800.
This makes Tata Steel a Platinum-rated organization.
Jamshedpur is declared as one of the top 10 clean and green
cities in India by ‘Walk through India’.
Tata Steel (in Jamshedpur) won CII-ITC Sustainability Award
in 2013.
Tata Steel was declared “Climate Disclosure Leader” consecutively 2 years (2012 and 2013) by
CDP based on the company’s disclosure score (85 in 2013, 73 in 2012 and 71 in 2011). Scoring 85
in 2013 Climate Disclosure Leadership Index, TATA Steel made it to top 20 companies from India.
Recognition from World steel in 2014 for five successive years as Climate Action Member.

How does the city ensure Sustainability?
Ways by which Sustainability is ensured in the city can be categorized as
follows:
1. TATA Steel – company's initiative towards Sustainable Development.
2. Conscious Jamshedpurians
3. Nearby communities: with the goal of overall development, innumerable
initiatives are taken by the company and the people of the city to spread
sustainability to regions nearby.
8. + TATA Steel: Sustainable business policy.
Sustainability is embedded in the business philosophy of Tata Group.
They believe – “Adoption of clean & green way of life is where future lies. “
The Company operating fully in the city of Jamshedpur has always focused on responsible
environmental practices and responsible resource management while upgrading skills of workmen
through training as technologies evolve.
Especially, Tata Steel’s Jamshedpur Works’ brownfield expansion project, has added eco-efficient
products to its portfolio while using fewer natural resources, less energy and less water per tonne
of steel produced. To meet environmental standards, dust and other emission levels are monitored
to ensure they stay within permissible limits.
The Company continues to invest in process and technologies that are more energy efficient and
consequently CO2 efficient. Tata Steel is committed to playing an active and constructive role in
addressing climate change - both by reducing its own carbon footprint and by creating high-
performance steels that will make it possible to produce lighter, more fuel-efficient vehicles and
energy-efficient buildings.
Having already halved the amount of energy needed to make a tonne of steel over the last 40 years,
Tata Steel has set itself a target of reducing CO2 emissions by a further 20% within the next
decade.
9. + Some common practices adapted by TATA Steel in JSR
IMPLEMENTATION OF ZERO WASTE DISCHARGE: In the year
2017, Jamshedpur became India’s first ‘Zero Waste Discharge City’.
Aim of Zero Liquid Discharge (ZLD ) system: to treat plant waste
water, converting them to reusable quality and reusing them in the
industrial process so that the fresh water intake to industry is reduced and
no waste water is discharged outside the industry boundary.
Waste water treatment plant’s Current capacity: 10 million liters
per day.
RAIN WATER HARVESTING
AND USE OF RENEWABLE
ENERGY: Tata Steel has
undertaken rainwater harvesting
on an extensive scale to utilize and
conserve water in an eco-friendly
way. A total of 38 roof top rain
water harvesting structures have
been constructed so far in
different buildings inside steel
plant for conserving and recharging
rain water. This is also being
extensively promoted in schools and
housing societies in Jamshedpur.
Solar energy is very commonly
used to generate electricity in not
only the residential but also the
industrial areas of Jamshedpur.
Renewable energy based lighting
currently included more than 300
LED lights installed resulting in
savings of 15.2 KWH and ₹ 8
lakhs.
ORGANIC COMPOSTING PLANT:
Treated waste is collected from its 16
canteens in the steel plant, bio-
mechanically, generates 400 Kg of
mature compost per shift and is
utilized for in-house
gardening.
12. + TATA Steel in JSR: Greenery and road development
“Every city in India needs to take a leaf out of Jamshedpur’s book – it is the only city in India which uses
plastic waste for constructing roads.” - Akanksha Prabhune, on Storypick.
Jamshedpur Utility and Services Company (JUSCO) uses bitumen technology on waste plastic, ranging from
polybags to biscuit packets, thus nullifying the problem of disposing plastic in the city. Jamshedpur is the
only city in eastern India where bitumen technology (Dry Process)
patented by Thiagarajar College of Engineering (TCE), Tirupparankuram,
Madurai, has been implemented on accumulated waste plastic for the first time.
The benefits of this technology are:
The quality and longevity of roads made of waste
plastic-aggregate-bitumen is two times better than bitumen road
costs less as compared to bitumen road
has no toxic gas emission
can withstand high temperature and higher load
Due to this amazing initiative by JUSCO, the steel city has got
eco-friendly and durable roads, and dealt with the problem of
plastic waste disposal at the same time. They have already constructed
12-15 kms road in the city as well as Tata Steel Works besides
widening 22 roads using this environment-friendly technology.
Such solutions to the problem of plastic waste pollution signify the efforts
of the city towards Sustainability.
13. + Conscious Jamshedpurians
Concern for the environment has been in our blood cause each and every school in
Jamshedpur gives utmost importance to environmental conservation studies.
Most fond memory from school for me is taking up the initiative to plant a sapling
every single year on my birthday as taught by the principle of my school (Carmel
Junior College) – St. Flavian.
Jamshedpur being a home to about 68 NGOs, is always engaged in the welfare of
women, children, old aged people, environment and animals. Most residents are a
part of one or more NGOs as they believe in collective development of the
society. Few top NGOs are: Anwesha, Adivasi Welfare society (for the tribal
community), Dream, Jahrkhand Jyoti, Neev, Samarpan, Seeds, Youth Unity for
Voluntary Action etc.
Students of XLRI, Jamshedpur – (on of the top B
schools in India) now have an international
platform by virtue of a recent tie-up with a global
community that believes in sustainable practices.
The Social Initiative Group for Managerial
Assistance (SIGMA), a students' society at
XLRI, has become a member of Oikos
international, St Gallen, Switzerland. An
international students' organization for sustainable
economics and management, Oikos has 40 chapters
across the globe.
The primary aim of SIGMA is to help NGOs
formulate effective fund-raising strategies,
develop new sustainable programmes, curtail
expenses and perform better. Essentially, it works
on projects for building sustainable business models
for NGOs and small-medium scale enterprises.

14. + Infrastructure for congenial living
“Sports: is a way of life”, as believed by the founder of our city, is given
utmost importance. The huge JRD sports complex is an arena that provides
facility for almost every sport such as tennis, football, basketball, cricket,
swimming, badminton, hockey etc. This ensures health and interest of the
residents of the city.
The Dimna Lake, an artificial reservoir and the Dimna Dam is one of
the main sources for the city's drinking water. It also functions to
prevent flooding in and around Jamshedpur. Is is also one of the
biggest tourist attractions in this region.
Places of recreation in Jamshedpur mainly use renewable
energy for lighting. This is done to ensure that tourists are
educated about the importance of sustainable development.
Greenery and cleanliness live in the soul of Jamshedpur. One can be assured to breathe in the cleanest air when in
this city. This is one huge factor which makes JSR to be one of the most livable cities in India.
Reducing waste and conscious segregation of
it is what every resident in Jamshedpur practices.

15. + Nearby Communities
“Tata Power promotes collective farming for sustainable development of
communities near Jamshedpur” : committed to the wellbeing of the
communities that surround its areas of operations, Tata Power’s in
collaboration with Green View Nursery, has taken progressive steps
to promote collective farming by bringing previously non-cultivable
barren / fallow land under cultivation using drip irrigation
techniques for water management.
Due to the programme, the village of Sarjamda has increased its
gross-cropped area to 11 acres of land, while the other two sites at
Khairboni and Haludboni have increased their cultivable land to 14
acres. Additionally, farmer’s interest groups have been set up, and
TATA is supporting these groups by introducing them to the latest
farming practices. Supported by Green view Nursery the farmers have
cultivated cauliflower, muskmelon, watermelon, brinjals and peas
amongst other vegetables in surplus and received enormous profits.
Moreover, the consolidation of fragmented landholdings and
practice of collective farming has helped the farmers to reap in
benefits that would help in developing a truly sustainable
community. Women SHG members, formed by TPCDT in the same
village, are being trained on vermicomposting and some of them are
being engaged in harvesting and packaging of products resulting in
gainful employment for them.
Dozens of ancillary industries in and around Jamshedpur are
also involved in educating the local communities and in promoting
healthy environment practices. For example: Adityapur
Industrial area development Authority takes care of waste
management and water and air pollution controls.

16. + Working towards uplifting tribal communities…
Jharkhand is a state that is predominantly occupied by tribal communities. Jamshedpur, being the biggest urban
agglomeration in the state of Jharkhand, is actively involved in educating these tribal communities and in fetching
dignified job opportunities for them.
This is done keeping few of the primary goals of sustainable development in mind, such as: no poverty, zero hunger,
gender equality, good health and well being of people, clean water and sanitation etc.
Jamshedpurians thus follow: Collectively we learn, collectively we grow.
17. + Few problems and what more can be done?
Due to high employment opportunities and advanced educational facilities, Jamshedpur often faces the
problem of urban encroachment. This further leads to diversified problem such as: air, water and land
pollution; congestion and greater demand for housing; reduced green space; increased traffic, increased crime
rates etc. These eventually lead to more serious mental and physical health problems.
In order to solve these problems, the residents and maintenance authorities need to come up with appropriate
solutions to ensure the sustainability of the city is intact. Few measures that are taken or should be taken to
prevent adverse situations are:
1. Educating the public and making them aware about the importance of each ones contribution towards
sustainability.
2. Building green buildings and housing societies.
3. Improving public transportation services and encouraging car pooling.
4. Reducing the use of toxic products such as plastics.
5. Encouraging more greenery.
6. Encouraging practices such as rain water harvesting, use of renewable energy (solar panels being most
suitable considering the tropical climate of the city), conscious waste management, reducing the wastage of
available resources (such as water and electricity), use of bio fuels etc.
Even though above listed practices are extensively carried out in Jamshedpur by most of the resident, it is the
responsibility of the citizens to educate the new comers in order to collectively lead a healthier
life aiming towards sustainable development.
Every year, even the Steel plant takes initiatives to improve processes and to install advanced
technology so that they keep getting closer to their key goal of Sustainable Development.
18. + Conclusion
In a county like India, we do not lack companies like TATA Steel.
What we sometimes lack, is a visionary like Jamshedji Nasarwanji
Tata.
Learning from our founder, each Jamshedpurian takes personal
responsibility to safeguard their society in every possible manner.
The way my town is designed, it has been an exemplary model of a
sustainable business environment in my mind’s eye and I believe, it
has engrained in me, as well as in others, the value of being a
responsible citizen.
