3. INTRODUCTION
MEANING
Project formulation is the systematic development of a project idea for
arriving at an investment decision. ... Thus, project formulation is the
process of examining technical, economic, financial & commercial
aspects of a project. To understand the actual meaning of Project
Formulation we have to understand the meaning of Project and
Formulation separately.

4. DEFINITION
PROJECT
Project is an idea which takes shape in someone’s mind, imagination,
thoughts, etc. And when it turns into a scheme, program etc but yet to
be implemented called project.
FORMULATION
This is an entire process of turning an idea or notion in a feasible action
plan to achieve that idea for helping needy is called formulation.

5. DEFINITION
PROJECT FORMULATION
This is an entire process of systematic action series to convert that
imagined idea into a feasible action plan to achieve/reach that idea or
notion.
A process is a collection of interrelated actions and activities that take
place in order to achieve a set of previously specified products, results
or services. The processes (tasks and activities) have clear dependencies
and are done following the same sequence in each project.

6. DEFINITION
According to Connor et.al (1996), “a proposal is a request for action. Its
purpose is to persuade decision makers that a need exists for action and
that the action described in the document is the best response to that
need”.
According ITTO, “a project proposal is a detailed description of a series
of activities aimed at solving a certain problem. The proposal should
contain a detailed explanation of the:
• Justification of the project
• Activities and implementation time line
• Methodology, and
• Human, material and financial resources required

Project Identification helps in identification of project. Generally,
NGOs , government organisation, welfare setup do project formulation.

Balanced should be there between demand and supply. Enough supply
should be there to meet demand at right/needy time. Analysis of
proposed project demand and will it be able to fulfil supply as per
time/requirement or not.
For example – COVID-19 vaccine supply should be adequate to fulfil
demand of it as pandemic is in 2020-21. This medicine will be of no use
once pandemic phase will over so requirement should fulfil at required
time.

Financial analysis is mainly related with arrangement of funds from
various sources like government funding, banking institution's funding
in terms of loan, donations, public funding, etc for meeting out the
welfare setup expenses or cost.

14. 6. Project Appraisal
Project Appraisal is about knowing project stage. In other words, to
know in which stage is. Appraisal has certain parameters like how
project is achieving goal as per decided time(short-term goals),
feedback appraisal. It is of two types-
1. Ex-ante project appraisal- Appraisal takes place before the
implementation of project.
2. Ex-post project appraisal- It is considered as the last step. When
project is already implemented then dip-check to know progress of
the project as per aim decided in the beginning of the project.

15. CONCLUSION
Pproject Formulation plays an important role in
the execution and implementation of schemes,
programmes, projects, welfare activities, etc.
Schemes/programmes are not something which
introduced out of the bolt but it takes a lot of
researches, monitoring, evaluation, planning,
execution, etc which is only possible because of
project formulation and it’s process. It starts
before the beginning of the project and ends after
the completion of the scheme/programme.
