Notes on Sub-themes for Day 1
2nd PMAC 2019 Preparatory Meeting
18-20 April, 2018, JICA Research Institute, Japan
The sub-theme coordinators presented the content of each sub-theme. Then the meeting discussed and
commented on the contents. It is possible that some sessions will be merged together or split. The sub-
theme coordinators will take into account these comments and will briefly discuss the session content
together the following day before a group breakout. Some key comments are as follows.
- Subtheme 1 “Critical bottlenecks : An integrated response to NCD risk factors”
o PS4-Political economy can be raised to plenary session.
o All sessions should not only narratively detail the situations, but also raise ‘provocative
questions to the audiences’.
o The term ‘determinants’ is better and more comprehensive than ‘risks’.
o Digital health can be integrated to some of the sessions in sub-theme 2.
o Air pollution and climate change should be added in PS3.
- Subtheme 2 “Systems response to NCDs: addressing the political economy”
o The coordinator should make sure that the term ‘health system response’ here is not
just a ‘health service system’, but it should encompass all aspects of response in the
health sector. Then the response can be broadened from just ‘NCD’ alone to other
important issues like maternal and child health.
o Access to medicine should be more highlighted.
o Health workforce competency should encompass non-professional workers, such as
health volunteers and community health workers.
o PS3 can be crafted in another way round, from ‘health in all policies’ to ‘all in health
policies’, or even both. This title can address how the health sector responds to the
demand from pharmaceutical industries, and flag the debates in the ministry of health
about financial allocation to tackle NCDs rather than spending the money on other
activities.
o PS4 should incorporate the concept of ‘health system resilience’ in its title.
o PS5 can be merged with PS4 as re-orientating the system towards chronic care model
(PS4) needs a new set of competencies of health workforce (PS5).
o PS1 should mention not only the tools for system thinking but also its concept and how
to make the best use of it.

- Subtheme 3 “Critical barriers and enablers: governance, financing and accountability for the
prevention and control of NCDs”
o PS7 ‘getting the framing right’ can be lifted up to plenary session.
o PS6 (environmental determinants) can be integrated in sub-theme 1.
o PS1 (multi-stakeholder partnership could include the issue of incompatible partnerships
between stakeholders. This can be linked to PS2, how countries make the best use
while keeping balance with the ODA.
o PS4 may include Mary Basset to be speaker.
o NCD Alliance is willing to co-coordinate sub-theme 3.
o Sania Nishtar should be place as first on the list of key note speakers in the plenary
session.
The floor will be divided into 3 groups tomorrow. The aim of the conference is to have a maximum of 15
sessions including commissioned sessions ([4+1]*3). The sub-theme coordinators should look at all sub-
themes and select sessions that fit well into their sub-theme, consider merging some sessions together,
as well as consider where is the gap that we need to have commissioned work.
