Draft on
National Education Policy(NEP)-2019
• The last National Education Policy (NEP) was released in
1986 and modified in 1992.
• Since then, major changes have been observed in the
world and in our country and;
• the education policy needed to be modified as per the
current scenario.
• In order to make changes and implement new policy
from primary, secondary & higher education, a
committee was set up (June 2017) to prepare a draft of
a new National Education Policy, under the
chairmanship of Dr Krishnaswamy Kasturirangan
• The committee handed over the draft of its new
National Education Policy 2019 to MHRD, Govt. of India.

Important Features of NEP-2019
• The Draft National Education Policy, 2019 is built
on the foundational pillars of Access, Equity,
Quality, Affordability and Accountability
• Renaming of MHRD as Ministry of Education
(MoE)
• Free and compulsory education from Pre-school
to 12thStd.
• A major reconfiguration of curricular and
pedagogical structure with Early Childhood Care
and Education (ECCE) as an integral part of school

• Extension of Right to Education Act 2009 to cover
children of ages 3 to 18
• 5+3+3+4 curricular and pedagogical structure based
on cognitive and socio-emotional developmental
stages of children:
• (i) five years of foundational stage (3 years of pre-
primary school and classes one and two),
• (ii) three years of preparatory stage (classes 3 to 5),
• (iii) three years of middle stage (classes 6 to 8 ), and
• (iv) four years of secondary stage (classes 9 to 12).

HIGHER EDUCATION (HE)
• In higher education, a re-
structuring of higher education
institutions with Three Types
are proposed-
• Type 1: Focused on world-class
research and high-quality
teaching;
• Type 2: Focused on high-quality
teaching across disciplines with
significant contribution to
research;
• Type 3: High-quality teaching
focused on under-graduate
education.

According to the All India Survey on Higher Education, the Gross
Enrolment Ratio (GER) in higher education in India has increased
from 20.8% in 2011-12 to 25.8% in 2017-18.

New Architecture of HE
• New Architecture: A new vision and
architecture for higher education has been
envisaged with large, well-resourced, vibrant
multidisciplinary institutions.
• The current 800 universities and 40,000
colleges will be consolidated into about
15,000 excellent institutions.

Liberal Education:
• A broad-based liberal arts education at the
undergraduate level for integrated, rigorous
exposure to science, arts, humanities,
mathematics and professional fields will be
put in place.
• This would have imaginative and flexible
curricular structures, creative combinations of
study, integration of vocational education and
multiple entry/exit points.

Governance & Regulation:
• Institutional governance will be based on
autonomy - academic, administrative and
financial. Each higher education institution
will be governed by an Independent Board.
• Regulation will be ‘Light But Tight’ to ensure
financial probity and public- spiritedness -
standard setting, funding, accreditation, and
regulation will be conducted by independent
bodies to eliminate conflicts of interest.

The National Research Foundation(NRF)
• The total investment on research and
innovation in India has declined from 0.84% of
GDP in 2008 to 0.69% in 2014.
• So, the committee recommended that .. Need
to establish an autonomous RESEARCH
organisation..NRF
• The NRF, an apex body is proposed for
creating a strong research culture and
building research capacity across higher
education.

• NRF for funding, mentoring and building the
capacity for quality research in India.
• The Foundation will consist of four major
divisions: sciences, technology, social
sciences, and arts and humanities, with the
provision to add additional divisions.
• The Foundation will be provided with an
annual grant of Rs 20,000 crore (0.1% of GDP).

National Higher Education
Regulatory Authority (NHERA)
• It is an Independent Body
• It is only regulator body for all higher education
including professional education.
• It has four functions such as
• Standard setting;
• Funding;
• Accreditation and ;
• Regulation
An autonomous National Educational Technology
Forum (NETF) will be set up to facilitate review of
initiatives related to the use of technology in
education along with sharing of best practices.

Creation of Accreditation Eco-system
• Creation of accreditation eco-system led by
revamped NAAC; Professional Standard
Setting Bodies for each area of professional
education and
• UGC to transform to Higher Education Grants
Commission (HEGC).
• The Private and Public Institutions will be
treated on par and education will remain a
‘Not For Profit’ activity.

Open and Distance Education-ODL
• Several new policy initiatives for promoting the
internationalization of higher education,
strengthening quality open and distance learning,
• technology integration at all levels of education,
• adult and lifelong learning and initiatives to
enhance participation of underrepresented
groups, and
• eliminate gender, social category and regional
gaps in education

National Repository on Educational Data:
• A National Repository will be setup to
maintain all records related to institutions,
teachers, and students in digital form.
• Further, a single online digital repository will
be created where copyright-free educational
resources will be made available in multiple
languages.

National Mission on Education Through ICT:
• The Mission will encompass virtual laboratories
that provide remote access to laboratories in
various disciplines.
• A National Education Technology Forum will
also be setup under the Mission, as an
autonomous body, to facilitate decision-making
on the induction, deployment and use of
technology.
• This Forum will provide evidence-based advice to
central and state-governments on technology-
based interventions.

Education Through ICT...
• The Committee observed that technology plays
an important role in:
• improving the classroom process of teaching,
learning and evaluation,
• aiding in preparation of teachers and continuous
professional development of teachers,
• improving access to education in remote areas
and for disadvantaged groups, and
• improving the overall planning, administration
and management of the entire education system
• It recommends focused electrification of all
educational institutions as electricity is a pre-
requisite for all technology-based interventions.

Recommendations
• Prime Minister Narendra Modi on 17th
of October,
2017, announced about World-Class universities to
give Rs. 10,000 crore to 20 varsities across India
world-class un Universities (WCU). Hence, it is
recommended that the WCU should be established.
• As per the NKC recommendations, need to more
1500 hundred universities also established to provide
higher educational opportunities TO ALL.
• SWAYAM programmes should be strengthen.
• It is also need to appoint one National Commission
on Libraries to provide research facilities.

Draft on National Education Policy(NEP)-2019 • The last National Education Policy (NEP) was released in 1986 and modified in 1992. • Since then, major changes have been observed in the world and in our country and; • the education policy needed to be modified as per the current scenario. • In order to make changes and implement new policy from primary, secondary & higher education, a committee was set up (June 2017) to prepare a draft of a new National Education Policy, under the chairmanship of Dr Krishnaswamy Kasturirangan • The committee handed over the draft of its new National Education Policy 2019 to MHRD, Govt. of India. 07/22/19 4

Important Features of NEP-2019 • The Draft National Education Policy, 2019 is built on the foundational pillars of Access, Equity, Quality, Affordability and Accountability • Renaming of MHRD as Ministry of Education (MoE) • Free and compulsory education from Pre-school to 12thStd. • A major reconfiguration of curricular and pedagogical structure with Early Childhood Care and Education (ECCE) as an integral part of school education is proposed.07/22/19 9
  • 10. • Extension of Right to Education Act 2009 to cover children of ages 3 to 18 • 5+3+3+4 curricular and pedagogical structure based on cognitive and socio-emotional developmental stages of children: • (i) five years of foundational stage (3 years of pre- primary school and classes one and two), • (ii) three years of preparatory stage (classes 3 to 5), • (iii) three years of middle stage (classes 6 to 8 ), and • (iv) four years of secondary stage (classes 9 to 12). 07/22/19 10

New Architecture of HE • New Architecture: A new vision and architecture for higher education has been envisaged with large, well-resourced, vibrant multidisciplinary institutions. • The current 800 universities and 40,000 colleges will be consolidated into about 15,000 excellent institutions. 07/22/19 13

Liberal Education: • A broad-based liberal arts education at the undergraduate level for integrated, rigorous exposure to science, arts, humanities, mathematics and professional fields will be put in place. • This would have imaginative and flexible curricular structures, creative combinations of study, integration of vocational education and multiple entry/exit points. 07/22/19 14
  • 15. Governance & Regulation: • Institutional governance will be based on autonomy - academic, administrative and financial. Each higher education institution will be governed by an Independent Board. • Regulation will be ‘Light But Tight’ to ensure financial probity and public- spiritedness - standard setting, funding, accreditation, and regulation will be conducted by independent bodies to eliminate conflicts of interest. 07/22/19 15

The National Research Foundation(NRF) • The total investment on research and innovation in India has declined from 0.84% of GDP in 2008 to 0.69% in 2014. • So, the committee recommended that .. Need to establish an autonomous RESEARCH organisation..NRF • The NRF, an apex body is proposed for creating a strong research culture and building research capacity across higher education. 07/22/19 17
  • 18. conti... • NRF for funding, mentoring and building the capacity for quality research in India. • The Foundation will consist of four major divisions: sciences, technology, social sciences, and arts and humanities, with the provision to add additional divisions. • The Foundation will be provided with an annual grant of Rs 20,000 crore (0.1% of GDP). 07/22/19 18

National Higher Education Regulatory Authority (NHERA) • It is an Independent Body • It is only regulator body for all higher education including professional education. • It has four functions such as • Standard setting; • Funding; • Accreditation and ; • Regulation An autonomous National Educational Technology Forum (NETF) will be set up to facilitate review of initiatives related to the use of technology in education along with sharing of best practices. 07/22/19 19

Creation of Accreditation Eco-system • Creation of accreditation eco-system led by revamped NAAC; Professional Standard Setting Bodies for each area of professional education and • UGC to transform to Higher Education Grants Commission (HEGC). • The Private and Public Institutions will be treated on par and education will remain a ‘Not For Profit’ activity. 07/22/19 20

Open and Distance Education-ODL • Several new policy initiatives for promoting the internationalization of higher education, strengthening quality open and distance learning, • technology integration at all levels of education, • adult and lifelong learning and initiatives to enhance participation of underrepresented groups, and • eliminate gender, social category and regional gaps in education 07/22/19 21

National Repository on Educational Data: • A National Repository will be setup to maintain all records related to institutions, teachers, and students in digital form. • Further, a single online digital repository will be created where copyright-free educational resources will be made available in multiple languages. 07/22/19 22

National Mission on Education Through ICT: • The Mission will encompass virtual laboratories that provide remote access to laboratories in various disciplines. • A National Education Technology Forum will also be setup under the Mission, as an autonomous body, to facilitate decision-making on the induction, deployment and use of technology. • This Forum will provide evidence-based advice to central and state-governments on technology- based interventions. 07/22/19 23

Education Through ICT... • The Committee observed that technology plays an important role in: • improving the classroom process of teaching, learning and evaluation, • aiding in preparation of teachers and continuous professional development of teachers, • improving access to education in remote areas and for disadvantaged groups, and • improving the overall planning, administration and management of the entire education system • It recommends focused electrification of all educational institutions as electricity is a pre- requisite for all technology-based interventions. 07/22/19 24

Recommendations • Prime Minister Narendra Modi on 17th of October, 2017, announced about World-Class universities to give Rs. 10,000 crore to 20 varsities across India world-class un Universities (WCU). Hence, it is recommended that the WCU should be established. • As per the NKC recommendations, need to more 1500 hundred universities also established to provide higher educational opportunities TO ALL. • SWAYAM programmes should be strengthen. • It is also need to appoint one National Commission on Libraries to provide research facilities. • Need to start School Libraries like western countries07/22/19 25
