Oman’s growing economy, as seen in the spate of large-
scale infrastructure projects resulting from rapid urban
and industrial expansion, fast-growing population and
change in modern lifestyle, are contributing much to boost
demand for power and water. Developing sustainable
water and energy supplies and finding innovative sources
are critical to the country’s immediate and long-term future,
which is high in the government’s agenda. Currently, it is
focusing its attention on developing renewable energy on
electricity production, boosting investment opportunities
and capacity, and implementing big projects.
A long-term energy infrastructure master plan, dubbed the Oman
Electricity Transmission System Plan (2014-2030), designed by Oman
Electricity Transmission Company (OETC), which operates the northern
half of the electricity grid, outlines “a well-defined target for harnessing
the Sultanate’s prodigious but largely untapped renewable energy
resources, chiefly solar and wind power, to help meet the country’s
galloping electricity demand, currently averaging 10 per cent annually.”

National Water Sector
Master Plan
Oman’s National Water Sector Master Plan, includes a blueprint, spanning 25 years, for expanding and
reinforcing the country’s water transmission and distribution infrastructure.Its projected capital expenditure
till 2040 is estimated at U$ 6.5 billion, with new water infrastructure expected to cost US$ 389.6 million
annually over the 10-to-15-year master plan.
The investment will partly go to the development of new networks to server green-field areas being
added to the water grid, while the rest will be utilized to finance the cost of renewing old transmission and
distribution infrastructure.

Wastewater
Master Plan
Oman will also invest US$ 2.8 billion for new wastewater projects across
the country. During its 9th Five-Year Plan (2016-2020), Haya Water, a
government-owned entity, is mandated to manage, operate and maintain
all wastewater networks, desalination facilities, pumping stations and
sewage treatment plants in Oman, as well as the development of a
national master plan for the management of the country’s wastewater
and operate Muscat’s (the city’s capital) biggest sewage network. This
involves an investment of US$ 6.25 billion at a rate of about US$ 258.9
million per year, and aims to connect 80 per cent of Muscat residents by
2020, up from the current 30 per cent.

the Public Authority for Electricity and Water in partnership with Omanexpo, the pioneer exhibitions and conference organizer
in Oman, whose events are recognized to contribute to the advancement of Oman’s key industries.
This event aims to showcase the Sultanate’s major multi-million power and water projects,
support the government’s long-term energy and water infrastructure plan, attract public,
private and foreign investment, and present business opportunities in order to fulfill the rising
demand for these resources. The exhibition will provide individuals, companies, and industry
professionals with the opportunity to learn about the latest and innovative products, tools,
and technology that facilitate the production and distribution process.
The Conference will serve as a venue for knowledge sharing, gaining insight into the current
issues as well as developments in the sector, learning best practices, and establishing

The two water projects make up the single largest procurement of water desalination capacity in
Oman. The water schemes will be powered from the grid. The 281,000 m3/d Barka IWP will be
the larger of the two schemes. The Sohar IWP will have a desalination capacity of 250,000 m3/d.
Commercial operation is set in April 2018.
Combined Project Cost: US$1 billion
SOHAR AND BARKA INDEPENDENT WATER PROJECT
The expansion of the 80,000 cm3 Sur Desalination Plant, adding 10 MIGD (50,000 cm3) and
located adjacent to the existing reverse osmosis project.
SHARQIYAH WATER DESALINATION PROJECT
SALALAH INDEPENDENT WATER AND POWER PROJECT
A gas-fired power plant and with a gross capacity of 490 megawatts (MW) and a reverse osmosis
seawater desalination facility with an output of 15 million imperial gallons (69,000 cubic meters)
per day.
Project Cost: US$700 million
MAZYUNAH SOLAR PLANT PROJECT
The expansion of the initial U$1-million solar project for the rural grid at Mazyunah to a further
three sites. The project is expected to have an annual generation capacity of 558 MWh at peak
capacity and is seen to save some 155,000 litres of diesel per year.
The first coal-fired power plant in Oman, and one of the first in the Gulf region, it is a proposed
1,000-megawatt (MW) coal-fired power station associated with a desalination plant. It is slated
to be operational in April 2018.
Estimated Project Cost: US$2 billion
DUQM INDEPENDENT WATER AND POWER PROJECT
The establishment of an irrigation network with a total length of about 63 kilometers, which will be
utilized for irrigation and other commercial and industrial usages. It boasts a capacity of 10,000
cubic meters per day.
LIWA SEWAGE TREATMENT PLANT (STP)
MUSCAT WASTEWATER PROJECT
The construction of what is equated to be the largest membrane bioreactor (MBR) plant in the
world, which will ultimately serve 90 per cent of the city’s residents by 2017. This involves the
provision of the 53,000m/day treatment works at Al Ansab in the Bausher region and the extension
and further development of facilities in the Al Seeb area. The work also involves extending the
capacity of the Darsait WWTP by 7,500m3/day and constructing a 25-kilometer trunk line and a
drainage basin near Muscat.

BAUSHER WASTEWATER PROJECT
The construction of a wastewater network, including a 14.5-kilometer fiber optic line network. The network is a key part of a larger
sewerage collection and treatment scheme—the Muscat Wastewater Services Project. The new network will replace the current one
while it will also have additional networks.
The construction of two gas-fired power plants with complex cycle in the wilayats of Ibri and
Sohar (Sohar Industrial Port), commercial operations of which are expected to start in the first
quarter of 2019.
Combined Investment Cost: US$2.2 billion
IBRI AND SOHAR POWER PLANTS
The construction of a 10,000m3 desalination plant/independent water project in Duqm to meet
the growing demand for potable water in the interior regions. Using reverse osmosis technology,
the project will have the capacity to produce 60,000 cubic meters of water per day and is
expected to start operations in the fourth quarter of 2019.
DUQM DESALINATION PLANT PROJECT
The phase 2 STP project aims to double the pumping capacity at the Al Ansab STP from 130,000
cubic meters/day to 260,000 cubic meters/day. The expansion is one of the most complex and
advanced project ever undertaken in the region. The plant will be the largest membrane bioreactor
facility in the Middle East, capable of up to 150,000 tons of sewage per day.
Project Cost: US$ 81 million
AL ANSAB SEWAGE TREATMENT PLANT EXPANSION
DARSAIT SEWAGE TREATMENT PLANT
The new DSTP project is a major element of the Muscat Wastewater Master Plan. It will entail
the design, construction and two-year operation of the second largest membrane biological
reactor (MBR) in the Gulf region, with a design flow of 50,000 cubic meters per day. It is aimed
at providing the necessary advanced wastewater treatment capacity and accommodate the
increasing population. It is expected to be completed in the first quarter of 2017.
Project Cost: US$ 50 million
The expansion of the Al Seeb sewage networks, where facilities will be upgraded and the
construction of 65-kilometer main lines for sewage drainage in the area. The project is part of the
Muscat Wastewater Project Plan to reduce the contamination of ground water.
Estimated Project Cost: US$ 46.5 million
A’SEEB WASTEWATER PROJECT
The Amerat catchment project covers the northern and eastern areas, which includes laying of 6.2
kilometers of wastewater pipes, 70 kilometers of side pipelines, installation of 13.35 kilometers of
treated water lines and 230.4 kilometers of fiber optic channels, in addition to 23.2 kilometers of
house-connecting lines (northern area) and 8.9 kilometers of wastewater pipes, 86.5 kilometers
of side pipelines, installation of 9.9 kilometers of treated water lines and 230.3 kilometers of fiber
optic channels, in addition to 32.45 kilometers of house-connecting lines (eastern area).
Project Cost: US$ 98 million

An Overview of Oman’s Utilities Sector oman power & water exhibition & conference2 Oman’s growing economy, as seen in the spate of large- scale infrastructure projects resulting from rapid urban and industrial expansion, fast-growing population and change in modern lifestyle, are contributing much to boost demand for power and water. Developing sustainable water and energy supplies and finding innovative sources are critical to the country’s immediate and long-term future, which is high in the government’s agenda. Currently, it is focusing its attention on developing renewable energy on electricity production, boosting investment opportunities and capacity, and implementing big projects. A long-term energy infrastructure master plan, dubbed the Oman Electricity Transmission System Plan (2014-2030), designed by Oman Electricity Transmission Company (OETC), which operates the northern half of the electricity grid, outlines “a well-defined target for harnessing the Sultanate’s prodigious but largely untapped renewable energy resources, chiefly solar and wind power, to help meet the country’s galloping electricity demand, currently averaging 10 per cent annually.” Energy Master Plan Based on the government- owned Oman Power & Water Procurement Company (OPWP), demand is foreseen to grow by almost 9.5 to 10 per cent yearly until 2019. National Water Sector Master Plan Oman’s National Water Sector Master Plan, includes a blueprint, spanning 25 years, for expanding and reinforcing the country’s water transmission and distribution infrastructure.Its projected capital expenditure till 2040 is estimated at U$ 6.5 billion, with new water infrastructure expected to cost US$ 389.6 million annually over the 10-to-15-year master plan. The investment will partly go to the development of new networks to server green-field areas being added to the water grid, while the rest will be utilized to finance the cost of renewing old transmission and distribution infrastructure. Oman’s water sector is experiencing strong demand, which is anticipated to continue to rise at the rate of 7 per cent through 2021. Wastewater Master Plan Oman will also invest US$ 2.8 billion for new wastewater projects across the country. During its 9th Five-Year Plan (2016-2020), Haya Water, a government-owned entity, is mandated to manage, operate and maintain all wastewater networks, desalination facilities, pumping stations and sewage treatment plants in Oman, as well as the development of a national master plan for the management of the country’s wastewater and operate Muscat’s (the city’s capital) biggest sewage network. This involves an investment of US$ 6.25 billion at a rate of about US$ 258.9 million per year, and aims to connect 80 per cent of Muscat residents by 2020, up from the current 30 per cent.   • 3. oman power & water exhibition & conference 3 The two water projects make up the single largest procurement of water desalination capacity in Oman. The water schemes will be powered from the grid. The 281,000 m3/d Barka IWP will be the larger of the two schemes. The Sohar IWP will have a desalination capacity of 250,000 m3/d. Commercial operation is set in April 2018. Combined Project Cost: US$1 billion SOHAR AND BARKA INDEPENDENT WATER PROJECT The expansion of the 80,000 cm3 Sur Desalination Plant, adding 10 MIGD (50,000 cm3) and located adjacent to the existing reverse osmosis project. SHARQIYAH WATER DESALINATION PROJECT SALALAH INDEPENDENT WATER AND POWER PROJECT A gas-fired power plant and with a gross capacity of 490 megawatts (MW) and a reverse osmosis seawater desalination facility with an output of 15 million imperial gallons (69,000 cubic meters) per day. Project Cost: US$700 million MAZYUNAH SOLAR PLANT PROJECT The expansion of the initial U$1-million solar project for the rural grid at Mazyunah to a further three sites. The project is expected to have an annual generation capacity of 558 MWh at peak capacity and is seen to save some 155,000 litres of diesel per year. The first coal-fired power plant in Oman, and one of the first in the Gulf region, it is a proposed 1,000-megawatt (MW) coal-fired power station associated with a desalination plant. It is slated to be operational in April 2018. Estimated Project Cost: US$2 billion DUQM INDEPENDENT WATER AND POWER PROJECT The establishment of an irrigation network with a total length of about 63 kilometers, which will be utilized for irrigation and other commercial and industrial usages. It boasts a capacity of 10,000 cubic meters per day. LIWA SEWAGE TREATMENT PLANT (STP) MUSCAT WASTEWATER PROJECT The construction of what is equated to be the largest membrane bioreactor (MBR) plant in the world, which will ultimately serve 90 per cent of the city’s residents by 2017. This involves the provision of the 53,000m/day treatment works at Al Ansab in the Bausher region and the extension and further development of facilities in the Al Seeb area. The work also involves extending the capacity of the Darsait WWTP by 7,500m3/day and constructing a 25-kilometer trunk line and a drainage basin near Muscat.   • 4. 4 oman power & water exhibition & conference BAUSHER WASTEWATER PROJECT The construction of a wastewater network, including a 14.5-kilometer fiber optic line network. The network is a key part of a larger sewerage collection and treatment scheme—the Muscat Wastewater Services Project. The new network will replace the current one while it will also have additional networks. The construction of two gas-fired power plants with complex cycle in the wilayats of Ibri and Sohar (Sohar Industrial Port), commercial operations of which are expected to start in the first quarter of 2019. Combined Investment Cost: US$2.2 billion IBRI AND SOHAR POWER PLANTS The construction of a 10,000m3 desalination plant/independent water project in Duqm to meet the growing demand for potable water in the interior regions. Using reverse osmosis technology, the project will have the capacity to produce 60,000 cubic meters of water per day and is expected to start operations in the fourth quarter of 2019. DUQM DESALINATION PLANT PROJECT The phase 2 STP project aims to double the pumping capacity at the Al Ansab STP from 130,000 cubic meters/day to 260,000 cubic meters/day. The expansion is one of the most complex and advanced project ever undertaken in the region. The plant will be the largest membrane bioreactor facility in the Middle East, capable of up to 150,000 tons of sewage per day. Project Cost: US$ 81 million AL ANSAB SEWAGE TREATMENT PLANT EXPANSION DARSAIT SEWAGE TREATMENT PLANT The new DSTP project is a major element of the Muscat Wastewater Master Plan. It will entail the design, construction and two-year operation of the second largest membrane biological reactor (MBR) in the Gulf region, with a design flow of 50,000 cubic meters per day. It is aimed at providing the necessary advanced wastewater treatment capacity and accommodate the increasing population. It is expected to be completed in the first quarter of 2017. Project Cost: US$ 50 million The expansion of the Al Seeb sewage networks, where facilities will be upgraded and the construction of 65-kilometer main lines for sewage drainage in the area. The project is part of the Muscat Wastewater Project Plan to reduce the contamination of ground water. Estimated Project Cost: US$ 46.5 million A’SEEB WASTEWATER PROJECT The Amerat catchment project covers the northern and eastern areas, which includes laying of 6.2 kilometers of wastewater pipes, 70 kilometers of side pipelines, installation of 13.35 kilometers of treated water lines and 230.4 kilometers of fiber optic channels, in addition to 23.2 kilometers of house-connecting lines (northern area) and 8.9 kilometers of wastewater pipes, 86.5 kilometers of side pipelines, installation of 9.9 kilometers of treated water lines and 230.3 kilometers of fiber optic channels, in addition to 32.45 kilometers of house-connecting lines (eastern area).
