The objective of the project was to develop urban infrastructure to improve Thang Long Industrial Park and the northern Van Tri new urban area near Hanoi. The project built road and drainage systems over 2 years to support a population increase of 110,000 people living on 2,640 hectares of land. It was funded by JICA at a total cost of $18 million and involved designing and constructing roads, drainage canals, pumping stations and other water infrastructure to service the new development.
