- Entitlement amounts for USDA Foods are calculated based on the number of meals served in the previous year. More meals served means more entitlement dollars. The initial entitlement amount for the school year is an estimate based on the previous year's meal counts.
- Entitlement amounts may change after final meal counts are reconciled at the end of the federal fiscal year. Previously, this adjustment was applied to district balances in the spring. Now it will be applied to the following school year's entitlement up front.
- Districts can check their current entitlement balance on the CNP2000 system. They provide a survey each year to indicate what USDA Foods they would like to receive to help the state order sufficient quantities

7. Why does it change?
• The initial amount you start the school year is based on the previous
meals meal count estimates
• Once all the meal counts are finalized at the end of the federal fiscal year,
then an adjustment needs to be made
• This adjustment was previously applied to your balance in the spring
• As a result of feedback from districts, we are now applying that at the start of the
following school year
8. How do I know what my entitlement amount is
each year?
• We start the school year with an amount that is an estimate
• +/- the amount that resulted from the spring meal count reconciliation
• You can always access your current entitlement balance in CNP 2000
9. What’s all this wish list/survey business….
• We are required to share with the districts the USDA Foods Available list
• “Best case scenario”
• DOES NOT mean all those foods will be available for order
• Crop shortage, producers not submitting bids, etc.
• We have shortened that list to foods we think are most appealing to
districts
• Created the SURVEY to determine if we have enough demand to bring in a full truck
• (We also use the survey to determine quantities of processed foods needed)

• LOTS of efforts lately to bring those up to speed with the new meal
pattern
• Lower sodium
• Updated product spec sheets

12. FND Entitlement Policy Update
• New Policy for Reconciliation
NDA reconciles the Entitlement for current school year
Agencies will give a copy of the reconciliation spreadsheet when final
Additional entitlement dollars will be allotted towards the next school year’s entitlement
FND will enter additional entitlement amounts into CNP2000 by July 1st
• New Policy for Unused Entitlement
Districts that do not use 90% of their entitlement by January 31st can surrender their
entitlement
This process will help those districts that cannot use their full entitlement and for those
that need additional
Agencies will complete a standard form to either surrender or request more entitlement
15. Purpose of the USDA Foods Survey
• This format replaces the old “Wish List” spreadsheet
• Consolidated list of items
• Helps NDA determine what items to order from USDA
• Similar to the process for indicated desired amounts of processed
product
