This document outlines three steps to grow open educational resources: 1) use Creative Commons licenses to openly share educational content while still maintaining copyright, 2) get an open policy from schools allowing teachers to share resources they create, and 3) make it easy to find, attribute, and share open educational resources through better technical tools like automated attribution, new sharing platforms, and built-in Creative Commons licensing.
