Cover Letter:
To whom it may concern,
I am applying for the position of principal I&C Designer and stand in highest confidence that I will be able to fulfill the obligations of the job
description requirements as posted. Being a self starter and team motivator I have worked closely with other departments and developed a
close relationship with several venders within the Gulf Coast region of Texas, Louisiana, and Mississippi to ensure time constraints have
been met and budgets remain within the original estimate. I worked with the design and engineering project teams to create a design base
schedule for management reporting and design team information and much more. During the schedule being created I also create
construction scopes and coordinate schedule to meet contract obligations set the clients upper management to make sure that all
documents do not vary on information provided to management and to the client. I have managed both electrical and instrument design
departments with over 60 designers and draft-persons per project within the combined departments. I would have to say that 95% of the
job description items listed as requirements I completed on schedule as well as Budget. The projects that went over were either other
departments that changed the design basis or the client’s inability to decide on process design criteria, equipment specifications and the
P&ID’s was a moving target. Weekly reports were created and given to management with issued the status of concerns and possible
delays on design.
Projects I have been involved with in the past with companies Texas Eastern Pipeline (Enterprise Pipeline) Liquids in which covered the
territories from Texas Gulf Coast to the Northeast portions of the United States. Projects I have been involved in but not limited to
fractionation units, mainline and booster pump stations and pipeline reversal projects, and over 60 control systems upgrades are just to
name a few.
My most recent major project was the management of EI&C design group that designed a 6MM BPD production module, new MCC and
chemical injection skid that was delivered and set on the Devils Town (Williams Production) offshore platform located 120 miles out in the
Mississippi Delta region of the Gulf of Mexico. The design team was heavily involved from the start of the project helping engineering with
MFD development and specking out the DeltaV control system and the Allen Bradley Control Logix SIS logic solver. I had to come up with
a new design for a remote control building with enough power to accommodate the expansion and relief the overloaded existing MCC and
switchgear. This project was one of those moving targets that management couldn’t figure out the design on the chemical skid that the
client wanted to use. I got with a vender / fabricator in Lafayette and we came up with a design that the client bought off on. The project
was a success with loop shooting, commissioning and startup went without a glitch. This project had a document count of over 1400
including construction documents and scope of work for both electrical and instrument construction supervision and inspection.
Best regards,
Mark E. Williams
