Integrated & Sustainable Development Planning Programme
1. INTEGRATED & SUSTAINABLE DEVELOPMENT PLANNING
BACKGROUND
The Integrated & Sustainable Development Planning (ISDP) learning programme
aims to develop higher-level skills required to identify developmental priorities and
equip learners with an ability to plan in an integrated way.
It clarifies the critical importance of sustainable social, economic and
environmental development and expands learner’s understanding of the
international and national framework that drives planning.
LEARNER PROFILE
This capacity building programme is intended for municipal managers, integrated
development planning coordinators, councillors and other development specialists
and planners serving local, provincial and national government.
Persons employed in non-profit, non-governmental organisations and private
sector agencies that interact with local government would also benefit from
completing the programme.
In addition it will be of value to persons who seek employment in government and
public officials who are building their career as a development planner, public
sector manager or administrator.
Although it is recommended that learners should have obtained a Further
Education and Training Certificate (FETC) or equivalent qualification, Recognition
of Prior Learning (RPL) is promoted.
PROGRAMME STRUCTURE
The programme consists out of five modules.

Module 3 Data Gathering and Analysis STSN/ ISDP1011/ DG02
Module 4 Integrated Development STSN/ ISDP1011/ ID02
Module 5 Local Governance STSN/ ISDP1011/ LG02
The first four modules are face-to-face training sessions of five (5) consecutive
days per module. An interactive adult learning approach will be followed during
contact hours, including presentations, seminars, discussion groups, group work
and practical activities.
This course is mid-level in technical content. It weaves theoretical underpinnings
into non-technical presentations and reading materials with empirical evidence
using a knowledge-sharing approach.
During the few weeks break between modules, learners have an opportunity to
complete the fifth module on their own accord.

SAQA UNIT STANDARDS
The programme is aligned to three unit standards that fall within LG Seta scope:
1. US # 120504: Determine the impact and policy implications of the concepts of integrated
sustainable development and sustainable human settlements for a municipal area (NQF Level
5 Credits 8)
2. US # 120502: Facilitate municipal wide information gathering and the compilation of an
updated integrated municipal development profile (NQF Level 6 Credits 8)
3. US # 120501: Demonstrate an understanding of the legal implications and principles of the
concepts of 'developmental local government' and 'integrated development planning' for
governance in a municipal area (NQF Level 5 Credits 6)
To assess competency, learners have to submit a Portfolio of Evidence with:
Individual and/or group formative learning activities of each module
Individual open book summative assessment at the end of each module
Successful completion will provide a learner with twenty two credits towards the National
Certificate Municipal Integrated Development Planning (SAQA Reg No: 50205 NQF Level 5)
