2. PDS was introduced in India is a security measure. A good system
in essence,is not without its faults.Over the years the system has been
fraught with various problems to such an extent that its viability and
feasibility is now questioned.
Problems that PDS is facing :
❏ Improper management
❏ Mismanagement of revenue
❏ Compromised quality of food grains
❏ Ghost ration cards

4. PROPOSED SOLUTION
We propose to digitize the PDS under the PPP model along with
regional cooperation for self sufficiency and improved efficiency.
DIGITISATION AND AADHAR AS PART OF PDS
❏ To make the AADHAR card like the DEBIT CARD
ensuring durability.
❏ The ration shops shall work on BIOMETRIC
IDENTIFICATION system where the card along
with the fingerprint of the holder shall open the
portal for the PDS as the combination
❏ In the case of procurement the person who is
responsible for the process shall get the amount
of ration allocated to his shop registered on his
AADHAR CARD and the data should be updated

5. Making the system semi-privatised in order to scale down the
cost of project and ensure quality.
PPP MODEL FOR PDS
❏ The PDS system shall be converted to a public -private
partnership model so that we have proper system of
checks and balance.
❏ With semi - privatisation of the system the cost of the
project can be scaled down and we can ensure quality.

6. Implementing quantisation in order to
eliminate problem of storage and
malpractices.
QUANTISATION OF RATION
❏ The products will be kept in packets of fixed
quantities that are read by biometric system.
❏ The fixed quantity packets works as same as the
food stamps which were included in the 10th Five
Year Plan as a pilot.

7. ● The regional board consists of two members from the government, 2
private people from the PPP and 2 from the local people.
● The regional board shall nominate 2 members each to state board which
shall perform the same function as the regional board but on the state
level.it shall coordinate the functioning and exchange between differnt
regional boards.
● Accordingly ,the state shall nominate one member each to the central
board that shall coordinate the activities of the state boards and
facilitate inter-state exchange.
SYSTEM OF CHECKS AND BALANCE
● We propose to have a 3-tier federal system that shall keep the proposed system in check.
Within a state different district shall form region according to their physical and climatic
conditions which basically will serve as the determinant of their agricultural riches and
deficits.
● The board will keep the record of the demand and supply of the region.The preference will be
to match the Supply-Demand deficit in the local level so that the transportation and storage
cost is minimised.

9. The Proposed Plan witnesses an increase of 10.6 % in the total expenditure by the Government in the
current UIDAI budget plan while linking up the PDS monitoring system in accordance with the existing
resources of UIDAI ( i.e. from 99.76
crores to 110.263 crores ).
Establishment Revenue seeks an increase of 10%, revenue on information Technology requires an
increase of 30%, capital on major work and machinery/equipments hopes for an increase of 10 % each
while the expenditure on assistance on registrars remains same.

10. FEASIBILITY AND VIABILITY
● The project makes use of existing UIDAI data • The project makes use of
existing UIDAI data and system that is already in place thus reducing the
logistics and technicalities of creating a whole new system. The only new
points in the proposed model are the regulatory body/vigilance system , the
digitization of process, and the quantization formula.
● The regionalization recipe on the basis of physical characteristics shall help
us evolve more efficient plans and also track the ration needs of different areas
and fulfill the Central demand by tackling the regional demands first and then
mitigating the surplus accordingly to achieve State self sufficiency and finally
Central self sufficiency. We shall resort to export only after this has been
effectuated.
For example, Ragi, sold as cattle feed in the ration shops actually sells for 10$/KG in
the USA. The data study shall help us know whether it is really required as a ration
or not. The ration not used can be exported which will help the economy to grow and
develop.

● The financial feasibility of the proposal has been firmly established according
to the current economic scenario with the introduction of PPP model in the

11. • The digitised system shall eliminate
ghost ration cards
• Digitisation shall bring complete
transparency to PDS.
• Seeing the success of PPP model in
other projects (mostly
infrastructural), we feel that the system
can work here too.
• A complete online data will help in
proper audit and survey and
will help in Impact assessment of the
project.
