2. CHALLENGES OF THE PRESENT SYSTEM
Unplanned Development
• Urban Cities are only planned before development
• After a while, the development is uncontrolled as plan is not maintained
Improper resource allocation
• Resource utilization is not done properly
• Population explosion creates pressure on available resources
Lack of specialized manpower
• Elected administrators are not specialized in the technical field
• This non-specialty leads to inefficiency in the practical scenario
Improper Infrastructure distribution
• Basic amenities available in abundance in developed areas
• Underdeveloped areas don’t not have even basic amenities
3. The current scenario
According to a research 42.7% of population of India would be
urban population by 2050
The two largest cities of the country, DELHI & MUMBAI face the
problem of scarcity of water in summers and water logging
during monsoons.
At an average out of Rs. 1 crore allocated to area
representatives only Rs. 35 lakhs are spent and the rest gets
lapsed due to lack of technical know how
According 2011 census only 54% of urban population, 21% of
rural population & 31% in total have sanitation access
According to 2011 census 46% of urban population, 79% of rural
population and 69% of total population have remained without
any development.

• It will set uniform guidelines for development

• The SMC will look into the matters of developing the state
infrastructure adhering to the guidelines of the CPC.

* At both the levels of district and state, the officers who will be in a ratio
of 8:8:16:8 will be holding offices and would be selected through an
examination. They would be the same class of officers reducing the
problem of promotion and the corrupt practices involved in the system.
•They will hold office of equal ranks and
would be responsible for the development
and maintenance of the areas allocated in
their jurisdiction.
•Their plans must be according to the rules
put forth by the CPC and then must be
executed.
• These people will be further divided into 5 groups in
which the there would be two engineers, one lawyer,
one economist and one scientist

8. Functioning of the model
District Maintenance Cell
Subordinate of the State maintenance cell, and
ensures ground level functionality of the
guidelines and enforcement laws.
Ground level problems in implementation, if
any, are forwarded to the SMC, thereafter to
the CPC for resolution.
State Maintenance cell
Maintenance is the main function of the cell,
along with enforcement of the guidelines set
by the CPC.
Resource allocation, like water, energy etc. will
be done at this level. Renewable energy
enforcement laws will be made by the SMC.
Central Planning Cell
It will set forth detailed guidelines for how the
urban centers should be planned.
The guidelines set by them would be binding
on the SMC & DMC

small roads and diametrical
development without a preplan
would no more take place
3. The urban areas would be
developed keeping in mind the
place for further development and
change
4. The people involved would be
specialized in economics, law,
science, and technology so the
various management and
development strategies would be
more sound.
5. Its application would ensure the
funds allocation for a work is
completely used in the work as the
allocation would be not through a
departmental process but directly
from the union or state to the
contractor who’s tender is passed.
The advantages of our system
10. 1. The proposed system would use a lot of man power for implementation but this can be
catered to by having a separate examination for this planning board and choosing
people through them to be placed in it.
2. The funds allocated would need to go through a process which is very precise but this
is difficult in the present system so a direct body (the finance ministry state/central
level) on advice of the CPC must directly transfer the amount to the contractors fixed by
the SMC and DMC.
3. The system shall stand the tests of any issues that crop up because it leaves no loop
holes.
4. The system if implemented would help the proper urbanization process a million times.
