Promote Sustainable Soil
fertility management in
Uganda
Implementation at the national level
• Assess national capacities on soil fertility management and fertilizer use;
• National trainings on the sustainable use and management of fertilizers
(extension services, government staff etc.);
• Offer trainings to retailers and agro-dealers on sustainable use and
management of fertilizers;
• Harmonization of methods and data on soil fertility (GLOSOLAN);
• Balanced/ precision fertilization recommendations are development and
strengthened using country conditions and data;
• Pilot sites can be implemented to test the implementation of the
Fertilizer Code’s principles;
• Review and/or development of national policies for best fertilizer use and
management practices (this can include recommendations on fertilizer
subsidy schemes, efficiency and cost optimization in the supply chain).
The International Code of Conduct for the
Sustainable Use and Management of Fertilizers
GLOSOLAN
The Global Soil Laboratory Network (GLOSOLAN) was established to build
and strengthen the capacity of laboratories in soil analysis and to
respond to the need for harmonizing soil analytical data. Harmonization
of methods, units, data and information is critical to
(1) provide reliable and comparable information between countries and
projects;
(2) allow the generation of new harmonized soil data sets; and
(3) support evidence-based decision making for sustainable soil
management.
EduSOILS
• EduSOILS proposes a series of training materials and e-learning
courses on soil-related issues to help build the capacity of different
actors, with the ultimate goal of increasing understanding of the value of
soil resources and their impact on food security, climate change and
human health/well-being, the importance of soils protection and the
determination of soils status at local, national and global levels.
The formats of the courses:

Activities: 1.1 Provide equipment for efficient laboratory soil testing and efficient
fertilizer testing
Results: 1 laboratory
Indicators: One laboratories provided with equipment for high-efficiency soil and
fertilizer testing;
Action:
• Analysis the list of equipment with the partner of selected laboratory in Uganda ⚪
• Start the parchment process of FAO for laboratory equipment ⚪
• Supply and install equipment
• Training laboratory technicians for using the equipment

Activities: 1.2 Support staff in performing soil sampling, collection, and analysis, as well as on
fertilizer use and recommendations on site.
Results: At least 500 soil samples collected and analyzed; a soil fertility database will be
developed
Indicators: Number of soil samples collected and analyzed for soil fertility indicators, and a soil
fertility database has been established.
Action:
• Develop detailed plan for soil sampling and testing, and sign a LoA for the implementation
of activities with the partner in Uganda ⚪
• Conduct field soil sampling
• Testing soil samples
• Establish soil fertility database

Activities: 1.3 Conduct fertilizer quality assessment
Results: A policy brief developed
Indicators: At least 100 fertilizer items distributed and establishment of
fertilizer quality database.
Action:
• Develop detailed plan for fertilizer sampling and testing, and sign a LoA
for the implementation of activities with the partner in Uganda ⚪
• Conduct fertilizer sampling
• Test fertilizer samples
• Establish soil fertility database

Activities: 1.4 Conduct field experiments and demonstrations of fertilizer use to
evaluate the effects of fertilization on crop yields
Results: Field experiment organized
Indicators: One field experiment is established for evaluation the effects of
fertilization.
Action:
• Develop a detailed field experiment plan, and sign a LoA for the implementation
of activities with the partner in Uganda⚪
• Conduct field trials at demonstration sites for soil testing and formula
fertilization
• Demonstration and technology promotion on fertilization
• Training agricultural extensionist and farmers.

Activities: 1.5 Establish a fertilizer service
Results: A report developed
Indicators: Fertilizer distribution chains and fertilizer services are established; and local
extension service capacities on fertilization recommendation
Action:
• Develop detailed training plan, and sign a LoA for the implementation of activities with the
partner in Uganda ⚪
• Provide technical and training support to local agricultural service institutions, famers and
private sectors in Uganda.
• Cooperation with companies by providing new fertilizer production technology based on
the results of soil testing and formula fertilization of this project, towards innovation
promotion and technology upgrading.
Activities: 2.1 Develop 1 course
Results: At least 1 online training courses developed
Indicators: One course on SSM practices
Action:
• The content of the course on SSM practices will be developed. The development
of the course is based on Soil Science and Plant Nutrition and targets the current
agricultural soil management of Uganda ⚪
• Integrated course into the Global Soil Partnership’s EduSOILS platform

Activities: 2.2 Establish EduSOILS
Results: 1 education platform establish
Indicators: The EduSOILS of GSP education platform on soils is established and
running.
Action:
• Develop the EduSOILS platform under the GSP √
• Development of sustainable soil management practical course modules in
EduSOILS platform. The development of the modules should be adapted to the
online education system in Uganda.

Activities: 2.3 Support the organization of at least one training session on a given soil module
Results: 1 training session Workshop organized
Indicators: At least 1 sessions are implemented on given soil module.
Action:
• Develop a detailed technical training plan, and sign a LoA for the implementation of activities
with the partner in Uganda ⚪
• Organized at least one training course on soil testing recommended fertilization in Uganda.
The objective of the training is to develop the capacity of researchers to use the fertilization
recommendations software and thus promote sustainable management of soil nutrients.

Activities: 2.4 Organize dissemination workshops for universities to demonstrate the availability
of the EduSOILS platform
Results: 1 training session Workshop organized
Indicators: At least 1 sessions implemented on given EduSOILS platform.
Action:
• Develop detailed technical training plan and select a university to cooperate in Uganda. Sign a
LoA for the implementation of activities with the university in Uganda ⚪
• Organize workshops to showcase the existence and functioning of the EduSOILS platform in
the national universities. This will consolidate a network of potential users of the EduSOILS
platform.

Activities: 3.1 Global implementation of the International Code of Conduct for the
Sustainable Use and Management of Fertilizers according to the result of this
project.
Results: 1 policy briefs and fact sheets disseminated at national level,
Indicators: 1 presentations in regional soil partnership meetings.
Action:
• Evaluation and summary of the results of activity 1
• Develop a policy brief to support and implement the International Code of
Conduct for the Sustainable Use and Management of Fertilizers

Activities: 3.2 Organize interregional workshops to share the experience
Results: 1 interregional workshops reports, number of participants.
Indicators: 1 interregional workshops in Uganda are organized where African experience is
shared.
Action:
• Develop a detailed meeting plan. and sign a LoA for the implementation of activities with
the partner in Uganda
• Organize at least one event in Uganda to share these experiences within the framework of
South-South cooperation Network to support capacity development on soils among
regional soil partnerships with developing countries.

Background of the SSCAF Soil Project Implementation organization: • FAO Representation in Uganda • Land and Water Division of FAO Donor: • China International Center for Economic and Technical Exchanges (CICETE) • China International Development Cooperation Agency (CIDCA) Partner: • Ministry of Agriculture, Animal Industry and Fisheries, Republic of Uganda • The Institute of Agricultural Resources and Regional Planning (IARRP) of Chinese Academy of Agricultural Sciences Period: • Two years, July 2020 – June 2022
  • 5. Related activities of the Global Soil Partnership (GSP) to the project • The Fertilizer Code • GLOSOLAN • EduSOILS Promote Sustainable Soil fertility management in Uganda
  • 6. Implementation at the national level • Assess national capacities on soil fertility management and fertilizer use; • National trainings on the sustainable use and management of fertilizers (extension services, government staff etc.); • Offer trainings to retailers and agro-dealers on sustainable use and management of fertilizers; • Harmonization of methods and data on soil fertility (GLOSOLAN); • Balanced/ precision fertilization recommendations are development and strengthened using country conditions and data; • Pilot sites can be implemented to test the implementation of the Fertilizer Code’s principles; • Review and/or development of national policies for best fertilizer use and management practices (this can include recommendations on fertilizer subsidy schemes, efficiency and cost optimization in the supply chain). GLOSOLAN The Global Soil Laboratory Network (GLOSOLAN) was established to build and strengthen the capacity of laboratories in soil analysis and to respond to the need for harmonizing soil analytical data. Harmonization of methods, units, data and information is critical to (1) provide reliable and comparable information between countries and projects; (2) allow the generation of new harmonized soil data sets; and (3) support evidence-based decision making for sustainable soil management.
  • 8. EduSOILS • EduSOILS proposes a series of training materials and e-learning courses on soil-related issues to help build the capacity of different actors, with the ultimate goal of increasing understanding of the value of soil resources and their impact on food security, climate change and human health/well-being, the importance of soils protection and the determination of soils status at local, national and global levels. The formats of the courses: The set of training materials will include, but not be limited to: oVideo tutorials oPresentations oPosts oWebinars

Implementation plan Activities: 1.1 Provide equipment for efficient laboratory soil testing and efficient fertilizer testing Results: 1 laboratory Indicators: One laboratories provided with equipment for high-efficiency soil and fertilizer testing; Action: • Analysis the list of equipment with the partner of selected laboratory in Uganda ⚪ • Start the parchment process of FAO for laboratory equipment ⚪ • Supply and install equipment • Training laboratory technicians for using the equipment OUTPUT 1: Scientific and technical cooperation promoted

Implementation plan OUTPUT 1: Scientific and technical cooperation promoted Activities: 1.2 Support staff in performing soil sampling, collection, and analysis, as well as on fertilizer use and recommendations on site. Results: At least 500 soil samples collected and analyzed; a soil fertility database will be developed Indicators: Number of soil samples collected and analyzed for soil fertility indicators, and a soil fertility database has been established. Action: • Develop detailed plan for soil sampling and testing, and sign a LoA for the implementation of activities with the partner in Uganda ⚪ • Conduct field soil sampling • Testing soil samples • Establish soil fertility database

Implementation plan OUTPUT 1: Scientific and technical cooperation promoted Activities: 1.3 Conduct fertilizer quality assessment Results: A policy brief developed Indicators: At least 100 fertilizer items distributed and establishment of fertilizer quality database. Action: • Develop detailed plan for fertilizer sampling and testing, and sign a LoA for the implementation of activities with the partner in Uganda ⚪ • Conduct fertilizer sampling • Test fertilizer samples • Establish soil fertility database

Implementation plan OUTPUT 1: Scientific and technical cooperation promoted Activities: 1.4 Conduct field experiments and demonstrations of fertilizer use to evaluate the effects of fertilization on crop yields Results: Field experiment organized Indicators: One field experiment is established for evaluation the effects of fertilization. Action: • Develop a detailed field experiment plan, and sign a LoA for the implementation of activities with the partner in Uganda⚪ • Conduct field trials at demonstration sites for soil testing and formula fertilization • Demonstration and technology promotion on fertilization • Training agricultural extensionist and farmers.

Implementation plan OUTPUT 1: Scientific and technical cooperation promoted Activities: 1.5 Establish a fertilizer service Results: A report developed Indicators: Fertilizer distribution chains and fertilizer services are established; and local extension service capacities on fertilization recommendation Action: • Develop detailed training plan, and sign a LoA for the implementation of activities with the partner in Uganda ⚪ • Provide technical and training support to local agricultural service institutions, famers and private sectors in Uganda. • Cooperation with companies by providing new fertilizer production technology based on the results of soil testing and formula fertilization of this project, towards innovation promotion and technology upgrading.

Activities: 2.1 Develop 1 course Results: At least 1 online training courses developed Indicators: One course on SSM practices Action: • The content of the course on SSM practices will be developed. The development of the course is based on Soil Science and Plant Nutrition and targets the current agricultural soil management of Uganda ⚪ • Integrated course into the Global Soil Partnership’s EduSOILS platform Implementation plan OUTPUT 2: National capacities on sustainable soil management practices are enhanced

Implementation plan OUTPUT 2: National capacities on sustainable soil management practices are enhanced Activities: 2.2 Establish EduSOILS Results: 1 education platform establish Indicators: The EduSOILS of GSP education platform on soils is established and running. Action: • Develop the EduSOILS platform under the GSP √ • Development of sustainable soil management practical course modules in EduSOILS platform. The development of the modules should be adapted to the online education system in Uganda.

Implementation plan OUTPUT 2: National capacities on sustainable soil management practices are enhanced Activities: 2.3 Support the organization of at least one training session on a given soil module Results: 1 training session Workshop organized Indicators: At least 1 sessions are implemented on given soil module. Action: • Develop a detailed technical training plan, and sign a LoA for the implementation of activities with the partner in Uganda ⚪ • Organized at least one training course on soil testing recommended fertilization in Uganda. The objective of the training is to develop the capacity of researchers to use the fertilization recommendations software and thus promote sustainable management of soil nutrients.

Implementation plan OUTPUT 2: National capacities on sustainable soil management practices are enhanced Activities: 2.4 Organize dissemination workshops for universities to demonstrate the availability of the EduSOILS platform Results: 1 training session Workshop organized Indicators: At least 1 sessions implemented on given EduSOILS platform. Action: • Develop detailed technical training plan and select a university to cooperate in Uganda. Sign a LoA for the implementation of activities with the university in Uganda ⚪ • Organize workshops to showcase the existence and functioning of the EduSOILS platform in the national universities. This will consolidate a network of potential users of the EduSOILS platform.
  • 18. Implementation plan Activities: 3.1 Global implementation of the International Code of Conduct for the Sustainable Use and Management of Fertilizers according to the result of this project. Results: 1 policy briefs and fact sheets disseminated at national level, Indicators: 1 presentations in regional soil partnership meetings. Action: • Evaluation and summary of the results of activity 1 • Develop a policy brief to support and implement the International Code of Conduct for the Sustainable Use and Management of Fertilizers OUTPUT 3: Knowledge sharing between global and regional partnerships is promoted

Indicators: 1 interregional workshops in Uganda are organized where African experience is shared. Action: • Develop a detailed meeting plan. and sign a LoA for the implementation of activities with the partner in Uganda • Organize at least one event in Uganda to share these experiences within the framework of South-South cooperation Network to support capacity development on soils among regional soil partnerships with developing countries.
