Shivraj Singh Chouhan
on Tuesday said neces-
sary legal provisions
will be made to ensure
that only local people
get jobs in the state gov-
ernment. He also said
resources of the state
are meant for residents
of the state.
“The state (BJP) gov-
ernment has taken an
important decision that
government jobs will be
given only to youths of
Madhya Pradesh. We
are making necessary
legal provisions for this
purpose. Resources of
Madhya Pradesh are
meant for children of
the state,” Chouhan said
in a video statement.
He, however, did not
elaborate on the pro-
posed legal provisions.
Later in a tweet ad-
dressed to youths, the
CM said, “From today,
the children of Madhya
Pradesh will have the
first right over the re-
sources of Madhya
Pradesh. All govern-
ment jobs will be re-
served only for the chil-
drenof MadhyaPradesh.
Our aim is to involve the
localtalentsintheuplift-
ment of the state”.
The MP CM said that
students of state will be
taken in government
services and “neces-
sary statutory provi-
sions will be made to
ensure this”.
In his Independence
Day speech, Chouhan
had announced that
preference would be
given to local people in
government jobs. He
had also said his gov-
ernment will devise a
mechanism to ensure
employment to youths
on the basis of their
marksheets of classes

been admitted to AIIMS
in Delhi for post-COVID
care, the hospital said.
“The Home Minister
has been complaining
of fatigue and body
aches for the past 3-4
days. He has tested neg-
ative for COVID-19,” the
statement by hospital
said, adding, “he has
been admitted for post-
COVID care. He is com-
fortable and is continu-
ing his work from the

‘Motivate farmers to start own agro-processing unit’

agro processing units
should be provided to

PM CARES Fund for

ECI to focus on online
voter list review process

Commisionof India has
started the summary re-
view of the voter lists
under which the new
voters who have at-
tained the age of 18 can
get their names added.
The review will also
permit objections,
claims and changes in
the existing lists. The
process initiated on 10
August will culminate
with publication of the
final voter lists on 15
January 2021. The poll-
ing stations will be ra-
tionalized from 10 Au-
gust to 31 October.
The inconsistencies
in epic & other docu-
ments will be done away
by 31 August, the re-
structuring of polling
stations and the publi-
cation of the electoral
rolls.
A campaign will be
held on Saturday & Sun-
day from 16 November
- 15 December to clear
the objections & claims
thus finishing the pro-
cess for the final step on
5 January 2021. The fi-
nal voter lists will be
published on 14-15 Jan-
uary 2021.
ECI is now focusing
on making most pro-
cesses like name addi-
tion etc online. It has
published all the rele-
vant information re-
garding this on College
education and selected
govt websites. The on-
line process received a
good response from the
new voters and the Di-
vyangs.

online education, edu-
cation minister and
PCC president Govind
Singh Dotasra said.
During his first vis-
it after being appoint-
ed as the PCC chief,
Dotasra said that dis-
cussion will be held
with chief minister
Ashok Gehlot after
the centre’s guide-
lines on school reo-
pening and appropri-
ate decisions will be
taken thereafter. “The
government will take
appropriate steps
while considering the
interests of the school
authorities, parents
and students,” the
minister said.
The schools are
holding online classes
due to the corona pan-
demic. Issue of second
grade teachers, he said
that the government
contended in the court
strongly in favour of
the candidates and the
exercise for the ‘man-
dal’ allotment has
started. He said nearly
9,000 candidates will
be appointed in govt
schools next month.

In a letter to the Di-
rector of the depart-
ment Deepak Nandi,
the minister said that

have expressed their
desire and have re-
quested that the meat
shops and slaughter-
ing houses should be
closed on these days.
Samvatsari will be
celebrated on August
23 while Anant
Chaturdashi is fall-
ing on September 1.

said that the entire
month of Bhado is a
significant time peri-
od for the Jain com-
munity but these two

cial religious impor-

meat shops and

raising the demand

Jaipur: Panic grip
Chandi ki taksal area
in the city when a fire
broke out in a fire-
crackers’ godown on
Tuesday leaving one
person dead.
The godown was in a
shop located in Battery
wali gali. The members
of two families who
were living on the sec-
ond and third floor
over the shop managed
to come out of the
building. The rescue
team rushed to the spot
and found a charred
body of a youth from
the godown, identified
as Kamlesh Paswan, a
resident of Jharkhand.

action will be taken
against the owner of
the godown. He in-
formed that Paswan
died due to burns and
suffocation.
Reasons of the fire
are not yet known. Fo-
rensic Science Labora-
tory team have collect-
ed evidence. The police

manufacturing of fire-
crackers apart from
the ready firecrackers.
It is suspected that the
firm was packaging old
firecrackers with new
labels.

four including hus-

two children attempted
suicide by consuming
poison in the Ribiya
village. The husband
and wife were declared
dead, on arrival, by the
hospital while the two
children in serious

house closed with no
sign of activity. On
forcefully entering the
house all four family

Priorities for saving the private sectoror most coun-
tries,navigating
the protracted
economicslump
brought on by
COVID-19 is starting to look
more like a marathon than
a sprint. According to our
estimates at the Interna-
tional Finance Corporation
(IFC), domestic private in-
vestment and foreign direct
investment in emerging
economieswillfallthisyear
by almost $700 billion and
$250 billion, respectively,
and may not return to pre-
crisis levels until 2023.
Worse, the crisis is exact-
ing a massive toll on the
world’s poor and most vul-
nerable, jeopardizing dec-
ades of hard-won develop-
ment gains. The World
Bank warns that we are
about to witness the first
increase in global poverty
since 1998, with up to 100
millionpeoplebeingpushed
into extreme poverty.
How governments and
firms navigate this uncer-
tain period between shock
and recovery will deter-
mine whether there is a
sound economic founda-
tion upon which to revive
employment, long-term
growth, and global devel-
opment efforts. The situa-
tion demands that we reor-
ganize and fix markets.
Many companies have had
no choice but to reshape
their business models, now
that the pandemic is accel-
erating changes in how we
work, consume, and com-
municate. These trends
could reshape entire indus-
tries, creating opportuni-
ties for those with the in-
novative capacity.
But governments, too,
must seek creative ways to
adapt their economies and
protect viable firms, while
quickly unwinding those
that should disappear be-
cause they are insolvent or
obsolete. This will be a time
of trial and error, requiring
strategic vision and prag-
matism on the part of busi-
ness and political leaders.
Countries can do three
things to speed up the recov-
ery. The first task is to adapt
the rules of the game to new
realities. A prolonged crisis
means that emerging econo-
mies will increasingly find
themselves ill equipped to
help thousands of compa-
nies renegotiate their debts.
In many low-income coun-
tries,aninsolvencyproceed-
ing averages more than
three years, a half-year long-
er than the global norm. But
with informal out-of-court
mechanisms and simplified
court proceedings, govern-
ments can give viable busi-
nesses an opportunity to
weatherthestormandavoid
lengthy legal processes and
costly and cumbersome ne-
gotiations.Developingcoun-
tries can also increase the
thresholdforinsolvencyand
adapt debt-restructuring
rulestopreventunnecessary
liquidation of firms that are
struggling for no other rea-
son than lockdowns.
Second, governments
must adopt a “do-no-harm”
principle when organizing
their responses. Wherever
possible, the public sector
should limit or simply sus-
pend its arrears to private
contractors, especially in
job-rich sectors and critical
supply chains. That will
mitigate the damage to bal-
ance sheets, prevent viable
businesses from going
bankrupt, and limit the
kind of ripple effects that
could delay the recovery.
In Sub-Saharan Africa,
public-sector arrears rep-
resent 3.3% of GDP. Clear-
ing them could create the
equivalent of a large stim-
ulus package.

hat the Union and most state
governments were able to han-
dle the COVID crisis on the
front foot is not in doubt. Rath-
er the unity of purpose dis-
played by the political leader-
ship, the bureaucracy, civil so-
ciety and corporates made it
possible for India to tide over
this crisis, which could have re-
ally spelt disaster if the provi-
sions of the Disaster Manage-
ment Act was not invoked by
the executive authorities as
and when required.
In fact, it is important to note
that the policy instruments
and institutional arrange-
ments were in place when Co-
rona struck India. Through-
out the length and breadth
of the country, the leader-
ship provided by the district
magistrates, municipal com-
missioners and chief execu-
tives of Zila Panchayat have
been appreciated by one and
all. It is a reflection of their
training, spirit de corps, in-
formal interaction and the
ability to talk across states
that made a crucial differ-
ence. The movement of the
migrant workers, the logis-
tics with regard to their
quarantine and treatment,
ramping up the MNREGA
works in the rural areas and
mapping their competencies
for deployment after the
COVID was all done seam-
lessly. The extensive use of IT
platforms, including MyGov
and the documentation of the
Centre of Disaster Manage-
ment at the LBSNAA also
helped the district administra-
tions to seek references on best
practices and norms without
the usual hierarchical mode of
seeking information from
across states.
One must mention here that
over the last few years the
DoPT and the LBSNAA, the
apex training institution of the
country have been working in
sync to ensure that the orienta-
tion, methodology and content
of the training is geared to-
wards making the officers
aware of their eco-system, as
well as the expectations of
them. The focus has shifted
from content to context, from
information to institutional
settings and from individual
excellence to working in teams
and groups. Rather than look at
the teaching of economics, law,
management, public adminis-
tration in silos, the emphasis
today is on understanding the
deliverables in education,
health, agriculture and rural
development, among others.
The sequence in KSA (Knowl-
edge, Skills and Attitude)
framework has been reversed
– and the leitmotif for training
today is ASK (Attitude, Skills
and Knowledge). If officers are
endowed with a positive atti-
tude, a spirit of inquiry, and
empathy towards those who
need the state the most – skills
and knowledge would follow
quite easily. The government is
also quite clear that training is
not a onetime affair alone.
There is an increasing empha-
sis on mid-career training pro-
grams, and after the comple-
tion of the initial two-year
training program (both at the
Academy and in the districts,
officers return after the com-
pletion of ten, twenty, and thir-
ty years in the field. It is also
important to mention here that
for the last five years , the DoPT
also posts officers across de-
partments of the Union gov-
ernments as Assistant Secre-
taries, during which period
that are attached to a Joint Sec-
retary to understand the func-
tioning of the government of
India, and more specifically,
the nuances of interdepart-
mental co0ordnation. There is
thus a clearer understanding
of the Rues of Business as well
as the procedure to be followed
for preparing agenda noted,
memoranda for meetings and
notes for the consideration of
the Committee of Secretaries,
as well as for the Cabinet.
During the times of COV-
ID, while some training insti-
tutions closed down, the LB-
SNAA continued with the
key training programs for
officers in an online mode.
Not only classroom lectures,
but even negotiation mod-
ules, interaction with lumi-
naries, language classes and
counselor group meetings
were conducted online. Start-
ing with the morning yoga to
quiz programs, debates on
contemporary issues, dance
and sketching completions
and film festivals were held
over the Gyan portal of the
Academy. The National Police
Academyalsofollowedsuit,and
now the working protocols es-
tablishedintheapexinstitution
are being replicated elsewhere,
including the state training
academies.
If virtual is a new reality, the
DoPT and LBSNAA deserve ac-
colades for doing a great job.

OUT OF FIRING LINE
he political row over Facebook’s pro-
BJP bias has turned into a full-scale war
between the Congress and the ruling
party. The situation turned unsavoury
after Shashi Tharoor, who heads the Par-
liamentary Standing Committee on Science and
Technology, announced summoning Facebook ex-
ecutives to face the panel for their inaction against
some BJP leaders for their hate speech. Jumping
to Facebook’s defence, the BJP has announced it
will seek Tharoor’s removal.
The alacrity with which the ruling party moved
against the Congress MP makes one wonder why
it should go all out to shield the social media giant
if not for its own interests.
Ever since the massive data leak by Cambridge
Analytica, a political consulting firm that worked
for Donald Trump’s election victory, Facebook has
been mired in controversy. The row in India is not
about data protection but Facebook’s partisan role
when it comes to enforcing its hate-speech rules in
India. A recent article in the Wall Street Jour-
nal headlined “Facebook Hate-Speech Rules Collide
With Indian Politics---Company executive opposed
the move to ban controversial politician” said that
Facebookturns a blind eyeto hatespeechandobjec-
tionable content posted by BJP leaders and workers
while blocking even mildly critical content posted
by those from the opposition. The Journal quoted
anexecutiveof FacebooksayingthatpunishingBJP
workers for violating rules will hurt the social me-
diagiant’sbusinessprospectsinIndia.Thisprompt-
ed Shashi Tharoor to summon FB executives.
Facebook insists that it prohibits hate speech
irrespective of one’s political affiliation but is yet
to block BJP leaders for their offensive posts.

uspended Congress leader Sanjay Jha
set the cat among pigeons when he
claimed that about 100 leaders of the
party, including some MPs, have written
to party president Sonia Gandhi seeking
a change in leadership, an issue which has been
dogging India’s GOP after repeated setbacks, and
transparency in working committee elections. “It
is estimated that around 100 Congress leaders (in-
cluding MPs), distressed at the state of affairs
within the party, have written a letter to Mrs Sonia
Gandhi, Congress President, asking for a change
in political leadership and transparent elections in
CWC. Watch this space,” Jha tweeted last Monday.
The Congress denied the existence of any such
letter and accused Jha of playing into the hands of
the BJP to divert attention from the more pressing
issue of Facebook’s partisan role favouring the BJP.
In recent months, Jha has been openly critical of
the leadership’s indecisiveness in several important
matters like Jyotiraditya Scindia leaving the party
andSachinPilot’srecentepisode.Infact,Jhawassus-
pended after he questioned the party’s silence over
Sachin Pilot’s resignation. In an article in June, he
wrote, “The Congress…has demonstrated extraordi-
nary lassitude and its lackadaisical attitude towards
itsownpoliticalobsolescencehasbeenbaffling,tosay
the least (and this despite a whopping defeat in two
Lok Sabha elections and several reverses in states)”.

MEGHALAYA GOVERNOR
New Delhi: Satya Pal Malik was on Tuesday
transferred as Governor of the northeastern
state of Meghalaya, replacing Tathagata Roy who
completed his five-year tenure on the guberna-
torial post. A Rashtrapati Bhavan communique
said Malik has been shifted to Meghalaya, and
Governor of Maharashtra Bhagat Singh Koshyari
has been asked to discharge the functions of Goa
governor in addition to his own duties. There is
no fixed tenure for governors, but conventionally
it is considered for a period of five years.

Mumbai: Equity benchmark Sensex rallied 478
points, driven by gains in index majors Reliance
Industries, HDFC Bank and ICICI Bank amid
positive cues from global markets and sustained
foreign fund inflows. The BSE Sensex ended
477.54 points or 1.26% higher, while the NSE
Nifty surged 138.25 points to 11,385.35. UltraT-
ech Cement was the top gainer, rising over 3%,
followed by Kotak Bank, ICICI Bank, Asian Paints
and Tata Steel. Reliance Industries and HDFC
Bank added most to the gains on the index.

VERDICT ON PLEAS OPPOSING
UGC CIRCULAR RESERVED
New Delhi: The SC reserved its order on a batch of
pleas challenging a circular of the UGC mandating
to conduct the final term exams in all affiliated
universities by the end of September.
A bench of Justice Ashok Bhushan reserved
the judgement and said it will also decide whether
the states will have power under the Disaster
Management Act to defer final examination till the
COVID-19 situation normalises. During the hear-
ing, Solicitor General Tushar Mehta, appearing for
the UGC, told the court that there was a political
somersault by the Maharashtra government in
this matter.
He said that on May 6, Maharashtra had constituted
a state-level committee by the Minister of Higher and
Technical Education. Their own committee recom-
mended that the exams can be conducted, Mehta said.
“One thing I must emphasise is that the deadline
was given for the benefit of the students. It’s not a
diktat. All universities have to start admissions of
postgraduate courses The country is working. These
students are 20/21 years old. Do you really think they
are not stepping out?” Mehta contended. —ANI

New Delhi: Amid bor-

na, the Indian Air (IAF)
Force has deployed the
indigenous LCA Tejas
fighter aircraft on the
western front along the
Pakistan border.
“The LCA Tejas was
deployed by the Indian
Air Force on the Paki-
stan border to thwart
any possible misadven-
ture,” government said
sources. LCA is India’s
first indigenous fighter
aircraft. After the in-
duction of the first two
squadrons, Prime Min-

New Delhi: A spike of
55,079 cases took India’s
COVID-19 tally past 27
lakh on Tuesday just a
day after it crossed the
26-lakh mark, while
19.77 lakh people have
so far recuperated from
the disease pushing the
recovery rate to 73.18
per cent, according to
the Union Health Min-
istry data.
The COVID-19 case-
load stood at 27,02,742,
while the death toll
climbed to 51,797 with
876 people succumbing
to the disease in a span
of 24 hours, the data up-
dated at 8 am showed.
Case fatality rate
stands at 1.92 per cent.
There are 6,73,166 ac-
tive cases of coronavi-
rus infection in the
country which is 24.91
per cent of the total
caseload, while the
number of recoveries
has risen to 19,77,779.
India’s COVID-19
tally had crossed the
20-lakh mark on Au-
gust 7.
According to the In-
dian Council of Medi-
cal Research (ICMR), a
cumulative total of
3,09,41,264 samples
have been tested up to
August 17 with 8,99,864
samples being tested

New Delhi: India has

now gone up to about
two million, Union
Health Ministry said.
Addressing a press
conference here, Union
Health Secretary
Rajesh Bhushan said
that case fatality rate is
below two per cent and
recovered patients are
2.93 per cent of active
cases. He said nearly 9
lakh tests were conduct-
ed in the last 24 hours.
“A total of 8,99,864
tests have been conduct-
ed in the last 24 hours.
Recovered patients are

25 per cent of cases are
active cases,” he said.
Bhushan said that aver-
age recovery per day is
55,000whileweeklyposi-
tivity rate has come
down to 7.72 per cent.
“The average recov-
ery per day is 55,000.
More than three crore
people have been tested
so far. The weekly posi-
tivity rate has come
down from 10 per cent to
7.72 per cent. Keeping
two yards distance,
wearing mask and hand
cleaning is necessary,”

the museum on Tues-
day and took stock of
the situation. He spoke
with museum officials
about the efforts being
made to recover the ar-
ticles of historic value
from losses.
He also instructed of-
ficials to make sure
that no article, docu-
ment or record is dam-
aged next time if it
rains heavily.
The minister gave di-
rections to prepare an
action plan and also
asked them to keep the
digital record of the
museum.
Kalla said that the
work for setting up an-
other museum in the
city will be started and
the historic articles
which at present are
kept in the Albert
Hall’s store will be
shifted.
“Instructions have
been issued to officials
in this regard,” he said.
The minister visited
the store room, record
room, galleries and

The new PCC Chief seems to be

Usually, when a PCC Chief is to
reach the state HQ, their arrival
is told in advance. However,

Govind Singh Dotasara apparently
believes to surprise everyone so

connection, recently Dotasara
conducted a surprise inspection
of the entire PCC as he reached
the PCC all by himself, devoid of

the arrival of PCC Chiefs. None
of the office-bearers knew the
Chief would be coming and thus

Dotasara inspected all the offices
in the PCC along with every nook

Jaipur last Friday, the
volunteers of Rashtriya
Swayamsevak Sangh
(RSS) sprung into ac-
tion providing humani-
tarian assistance and
relief work in several
affected areas of the
city.
The residential areas
like Ganeshpuri near
Galta Gate, where soil
brought by heavy cur-
rent of water from hills
accumulated up to the
level of five-six feet.
The affected resi-
dents having no clothes
to change and no ar-
rangement of food were
relentlessly clearing
the soil and mud from
inside their houses.
RSS volunteers took
up the responsibility to
arrange food and
clothes and contributed
in the efforts to clear
the soil from houses
and other areas. Dozens
of vehicles have buried
under the soil. Since the
houses are filled with
mud and soil, people
have no place to live.
They were wearing
the same clothes from
Friday and looking at
the situation of women
and children, a team of
the RSS arranged
clothes for them.
Food was also pre-
pared and distributed
among the needy.
“The humanitarian
assistance and relief
was started by the RSS
volunteers and tireless-
ly contributed in restor-
ing the situation with
the locals. We never saw
such kind of scene ex-
cept in movies. We
shared their pain and
the work is continu-
ing,” RSS volunteer
Rakesh Khandelwal
said.
“Sangh always con-
tributes to the society
and stands by people in
the time of need. The
volunteers have done
this work selflessly and
with passion,” he added.

bureaucracy and one
such rule says that if
both husband and wife
are serving then a
house will be allotted
in husband’s name.
However, the situa-
tion around former
Chief Secretary DB
Gupta and his wife
Veenu Gupta is unique
and interesting.
In the years of ser-
vice, the government
bungalows have been
allotted in DB’s name
and after he became
the Chief Secretary, he
was accorded the plush
bungalow reserved for
CS at Ram Singh road.
Veenu Gupta used to
stay with DB in this
house during this time.
But when in July, DB
Gupta was shifted from
the position of Chief
Secretary, he had to let
go of the bungalow ear-
marked for the CS.
Now since he has
only two more months
of time left in his ser-
vice while Veenu Gup-
ta has three more
years, the new govern-
ment bungalow has
beenallottedinVeenu’s
name.
But an interesting
rule in this matter has
come to light.
GADrulessaythatif
either of the husband
or wife, have their own
personal home in
Jaipur, then they can
not be allotted a gov-
ernment bungalow, but
in this ‘special matter’,
theGADhasrelaxedits
rules for Veenu Gupta
and allotted a plush A-
category bungalow
in Gandhi Nagar.
The Guptas have got
a minor renovation
also done of the bunga-
low. Interestingly, there
is a minor issue here.
The neighbour, a
minister, has got a
double-storey con-
structed on his bunga-
low which apparently
hampers the privacy of
Guptas.
However, there
may be a few other
senior IAS and IPS
officers who, like DB
Gupta and Veenu
Gupta, are an excep-
tion to this DOP rule
and therefore, Gupta
couple’s case may not
be the one off inci-
dent.

Ajay Maken is a man to
watch in a ‘complicated’
Rajasthan Congress
politics. After the shift-
ing of a 3-year-long Ra-
jasthan performer Avi-
nash Pande, Maken had
emerged as a consensus
choice for the post
among Sonia, Rahul,
Priyanka, Ahmed Patel,
KC Venugopal and
Ashok Gehlot himself.
The most difficult
challenge before Mak-
en is to take along two
still warring Con-
gress camps i.e. 102
MLAs Gehlot camp
and a 19 MLAs Pilot
Camp, though many of
Pilot camp rebels had
come back to Gehlot
even before a August 14
trust vote in the assem-
bly. At one stage, Ge-
hlot, under a mount-
ing pressure of his
supporting 102 MLAs,
had virtually made up
his mind to not to take
back the rebels but
apparently after a de-
cisive Priyanka Gan-
dhi intervention via a
trusted Ahmed Patel,
Gehlot had reconciled
with the situation and
agreed for the come-
back move. Subse-
quently, a three member
high powered commit-
teeconsisting of Ahmed
Patel- KC Venugopal-
Ajay Maken was consti-
tuted by the Congress
President Sonia Gandhi
to look into Pilot camp’s
grievances and to en-
sure a total political
peace in Rajasthan.
Being the General
Secretary Incharge,
now Maken has to co-
ordinate the working
of the committee, un-
der a close supervision
of Ahmed Bhai and
KC. In the first phase,
Maken has met Patel,
KC, rebel leader Pilot
and even an outgoing
Pande, to have the first
‘feel’of thesituation. In-
cidentally, Maken en-
joys an equal ‘trust
and understanding’
with Gehlot and Pilot.
TheCommitteeislike-
ly to finalise the ‘modali-
ties’ of the truce, where
both Gehlot and Pilot
camps are claiming five
cabinet berths for each
group against an availa-
ble vacancy of eight
seats. Pilot has also gone
to the extent for one post
of DeputyCM.Similarly,
an enthusiastic Pilot
camp is also asking for
it’s ‘share’ in the likely
PCC reshuffle. So, the
real job before Maken
is to work out a work-
able agreement which
suits both the sides
and more to a towering
CM Gehlot. In fact,
Maken’s entire ‘inde-
pendence and credibili-
ty’ will be at stake be-
cause in spite of his best
‘efforts’, his predecessor
AvinashPandecouldnot
create a sense of trust
and acceptability in the
Pilotcamp.Now, Maken
has to prove a better
performer than Pande
! So, let’s keep our fin-
gers crossed !

RHB receives design proposals for coaching hub, to finalise soon

tects from various parts
of the country gave
presentations on the de-
sign of the state’s first
proposed coaching hub
to be set up at Pratap Na-
gar, Jaipur by Rajasthan
Housing Board (RHB).
RHB commissioner
Pawan Arora said that
the architects gave their
presentations about the
design of the coaching
hub and the designing
part will be finalised
soon. The primary
structure of the hub has
already been approved
by MNIT and after final-
ising the design, the
work will start, he said.
Arora informed that
the construction will be
completedintwophases.
Encroachment on the
landfortheconstruction
of 21 commercial show-
roomshasbeenremoved
and work for boundary
construction is going on
andtendershavealready
been issued for the con-
struction of various
blocks in the hub.
He said, as per the
budget announcement
made by Chief Minister
Ashok Gehlot, the hub
has been proposed on
67,000 sq meter area in
Pratap Nagar’s sector
16. It can accommodate
nearly 70,000 students.
The construction will
be done on 30 per cent
area and the rest 70 per
cent will be open.
In the first phase of
construction,fivetowers
will be constructed and
three towers will come
up in the second phase.
In every institutional
building, 5000 sq feet to
14,000 sq feet of the car-
pet area will be saleable
to coaching institutes in
everyinstitutionalbuild-
ing. In each tower, a sev-
en-storeybuildingwith1
lakhsqfeetunderground
parking area will be con-
structed. The ambitious
projectwillbereadyin42
months. The first phase
is scheduled to be com-
pletedbySeptember2022
and the next phase will
be ready by December
2023.
The coaching hub will
have facilities like audi-
torium, jogging track,
cycling track, open air
theatre, indoor and out-
door gym, basketball/
tennis court, yoga and
meditation centre, food
court, two wheeler and
four wheeler parking,
hostel and guest house.

Jaipur: After the
deaths of two big cats,
another bad news has
arrived yet again from
Mukundara Hills Tiger
Reserve where a male
cub of tigress MT-2 has
died. MT-2 was found
dead on August 3 after a
fight with another big
cat. Her five-month-
old cub was under
treatment since then
and has now died.
This is the third
death in the tiger re-
serve since July 23
and two cubs are still
missing. Now a tiger
MT-1 and tigress MT-4
are left alone in the re-
serve. The cub was un-
der treatment in ICU. A
teamof threeveterinary
doctors, Dr Rajiv Garg,
Tejendra Singh Riyad
and Akhilesh Pandey,
were looking after him.
The cub was suffer-
ing from protein defi-
ciency and low haemo-
globin and was given
treatment. The cub
was not able to feed
self and a food supple-
ment was being ad-
ministered. The staff-
ers also tried to feed
him pieces of meat.
Samples have been
sent to the laboratory
for testing so that exact
cause of the death could
be determined.
Forest minister Sukh-
ram Vishnoi expressed
grief over the death of
the cub. He said that the
state government is se-
rious for the reserve and
will form a solid action
plan. Rajsamand MP
Diya Kumari urged
state and Central gov-
ernmenttoformstricter
policies to conserve ti-
gers and said, “A cub of
tigress MT-2, who was
found dead on August 3
in Mukundara Sanctu-
ary - Kota, has been
missing for 17 days and
the news of the death of
another cub is sad.”

He also said resources of the state are meant for residents of the state. “The state (BJP) gov- ernment has taken an important decision that government jobs will be given only to youths of Madhya Pradesh. We are making necessary legal provisions for this purpose. Resources of Madhya Pradesh are meant for children of the state,” Chouhan said in a video statement. He, however, did not elaborate on the pro- posed legal provisions. Later in a tweet ad- dressed to youths, the CM said, “From today, the children of Madhya Pradesh will have the first right over the re- sources of Madhya Pradesh. All govern- ment jobs will be re- served only for the chil- drenof MadhyaPradesh. Our aim is to involve the localtalentsintheuplift- ment of the state”. The MP CM said that students of state will be taken in government services and “neces- sary statutory provi- sions will be made to ensure this”. In his Independence Day speech, Chouhan had announced that preference would be given to local people in government jobs. He had also said his gov- ernment will devise a mechanism to ensure employment to youths on the basis of their marksheets of classes 10 and 12. ECI to focus on online voter list review process Dr Rituraj Sharma Jaipur: ECI, Election Commisionof India has started the summary re- view of the voter lists under which the new voters who have at- tained the age of 18 can get their names added. The review will also permit objections, claims and changes in the existing lists. The process initiated on 10 August will culminate with publication of the final voter lists on 15 January 2021. The poll- ing stations will be ra- tionalized from 10 Au- gust to 31 October. The inconsistencies in epic & other docu- ments will be done away by 31 August, the re- structuring of polling stations and the publi- cation of the electoral rolls. A campaign will be held on Saturday & Sun- day from 16 November - 15 December to clear the objections & claims thus finishing the pro- cess for the final step on 5 January 2021. The fi- nal voter lists will be published on 14-15 Jan- uary 2021. ECI is now focusing on making most pro- cesses like name addi- tion etc online. Satyanaryan Sharma Jaipur: Panic grip Chandi ki taksal area in the city when a fire broke out in a fire- crackers’ godown on Tuesday leaving one person dead. The godown was in a shop located in Battery wali gali. The members of two families who were living on the sec- ond and third floor over the shop managed to come out of the building. The rescue team rushed to the spot and found a charred body of a youth from the godown, identified as Kamlesh Paswan, a resident of Jharkhand. Worse, the crisis is exact- ing a massive toll on the world’s poor and most vul- nerable, jeopardizing dec- ades of hard-won develop- ment gains. The World Bank warns that we are about to witness the first increase in global poverty since 1998, with up to 100 millionpeoplebeingpushed into extreme poverty. How governments and firms navigate this uncer- tain period between shock and recovery will deter- mine whether there is a sound economic founda- tion upon which to revive employment, long-term growth, and global devel- opment efforts. The situa- tion demands that we reor- ganize and fix markets. Many companies have had no choice but to reshape their business models, now that the pandemic is accel- erating changes in how we work, consume, and com- municate. These trends could reshape entire indus- tries, creating opportuni- ties for those with the in- novative capacity. But governments, too, must seek creative ways to adapt their economies and protect viable firms, while quickly unwinding those that should disappear be- cause they are insolvent or obsolete. This will be a time of trial and error, requiring strategic vision and prag- matism on the part of busi- ness and political leaders. Countries can do three things to speed up the recov- ery. The first task is to adapt the rules of the game to new realities. A prolonged crisis means that emerging econo- mies will increasingly find themselves ill equipped to help thousands of compa- nies renegotiate their debts. In many low-income coun- tries,aninsolvencyproceed- ing averages more than three years, a half-year long- er than the global norm. But with informal out-of-court mechanisms and simplified court proceedings, govern- ments can give viable busi- nesses an opportunity to weatherthestormandavoid lengthy legal processes and costly and cumbersome ne- gotiations.Developingcoun- tries can also increase the thresholdforinsolvencyand adapt debt-restructuring rulestopreventunnecessary liquidation of firms that are struggling for no other rea- son than lockdowns. Second, governments must adopt a “do-no-harm” principle when organizing their responses. Wherever possible, the public sector should limit or simply sus- pend its arrears to private contractors, especially in job-rich sectors and critical supply chains. That will mitigate the damage to bal- ance sheets, prevent viable businesses from going bankrupt, and limit the kind of ripple effects that could delay the recovery. In Sub-Saharan Africa, public-sector arrears rep- resent 3.3% of GDP. Clear- ing them could create the equivalent of a large stim- ulus package. It is a reflection of their training, spirit de corps, in- formal interaction and the ability to talk across states that made a crucial differ- ence. The movement of the migrant workers, the logis- tics with regard to their quarantine and treatment, ramping up the MNREGA works in the rural areas and mapping their competencies for deployment after the COVID was all done seam- lessly. The extensive use of IT platforms, including MyGov and the documentation of the Centre of Disaster Manage- ment at the LBSNAA also helped the district administra- tions to seek references on best practices and norms without the usual hierarchical mode of seeking information from across states. One must mention here that over the last few years the DoPT and the LBSNAA, the apex training institution of the country have been working in sync to ensure that the orienta- tion, methodology and content of the training is geared to- wards making the officers aware of their eco-system, as well as the expectations of them. The focus has shifted from content to context, from information to institutional settings and from individual excellence to working in teams and groups. Rather than look at the teaching of economics, law, management, public adminis- tration in silos, the emphasis today is on understanding the deliverables in education, health, agriculture and rural development, among others. The sequence in KSA (Knowl- edge, Skills and Attitude) framework has been reversed – and the leitmotif for training today is ASK (Attitude, Skills and Knowledge). If officers are endowed with a positive atti- tude, a spirit of inquiry, and empathy towards those who need the state the most – skills and knowledge would follow quite easily. The government is also quite clear that training is not a onetime affair alone. There is an increasing empha- sis on mid-career training pro- grams, and after the comple- tion of the initial two-year training program (both at the Academy and in the districts, officers return after the com- pletion of ten, twenty, and thir- ty years in the field. It is also important to mention here that for the last five years , the DoPT also posts officers across de- partments of the Union gov- ernments as Assistant Secre- taries, during which period that are attached to a Joint Sec- retary to understand the func- tioning of the government of India, and more specifically, the nuances of interdepart- mental co0ordnation. There is thus a clearer understanding of the Rues of Business as well as the procedure to be followed for preparing agenda noted, memoranda for meetings and notes for the consideration of the Committee of Secretaries, as well as for the Cabinet. During the times of COV- ID, while some training insti- tutions closed down, the LB- SNAA continued with the key training programs for officers in an online mode. Not only classroom lectures, but even negotiation mod- ules, interaction with lumi- naries, language classes and counselor group meetings were conducted online. Start- ing with the morning yoga to quiz programs, debates on contemporary issues, dance and sketching completions and film festivals were held over the Gyan portal of the Academy. The National Police Academyalsofollowedsuit,and now the working protocols es- tablishedintheapexinstitution are being replicated elsewhere, including the state training academies. If virtual is a new reality, the DoPT and LBSNAA deserve ac- colades for doing a great job. The situation turned unsavoury after Shashi Tharoor, who heads the Par- liamentary Standing Committee on Science and Technology, announced summoning Facebook ex- ecutives to face the panel for their inaction against some BJP leaders for their hate speech. Jumping to Facebook’s defence, the BJP has announced it will seek Tharoor’s removal. The alacrity with which the ruling party moved against the Congress MP makes one wonder why it should go all out to shield the social media giant if not for its own interests. Ever since the massive data leak by Cambridge Analytica, a political consulting firm that worked for Donald Trump’s election victory, Facebook has been mired in controversy. The row in India is not about data protection but Facebook’s partisan role when it comes to enforcing its hate-speech rules in India. A bench of Justice Ashok Bhushan reserved the judgement and said it will also decide whether the states will have power under the Disaster Management Act to defer final examination till the COVID-19 situation normalises. During the hear- ing, Solicitor General Tushar Mehta, appearing for the UGC, told the court that there was a political somersault by the Maharashtra government in this matter. He said that on May 6, Maharashtra had constituted a state-level committee by the Minister of Higher and Technical Education. Their own committee recom- mended that the exams can be conducted, Mehta said. “One thing I must emphasise is that the deadline was given for the benefit of the students. It’s not a diktat. All universities have to start admissions of postgraduate courses The country is working. These students are 20/21 years old. IAF deploys indigenous LCA Tejas along Pak border India’s COVID-19 tally crosses 27 lakh mark: Health Ministry New Delhi: Amid bor- der tensions with Chi- na, the Indian Air (IAF) Force has deployed the indigenous LCA Tejas fighter aircraft on the western front along the Pakistan border. “The LCA Tejas was deployed by the Indian Air Force on the Paki- stan border to thwart any possible misadven- ture,” government said sources. LCA is India’s first indigenous fighter aircraft. After the in- duction of the first two squadrons, Prime Min- ister Narendra Modi recently said the deal for the 83 Mark1A LCAs will be finalised soon. The deal, expected to be worth over Rs 40,000 crore, will likely be the largest-ever deal for an indigenous equipment in the country. There were differ- ences between the Air Force and the produc- tion agencies over spec- ifications issued by IAF but the then Defence Minister, Manohar Par- rikar, ensured that both sides reached a middle path and clearance for 83 additional planes was given in 2016 by the Defence Ministry. New Delhi: A spike of 55,079 cases took India’s COVID-19 tally past 27 lakh on Tuesday just a day after it crossed the 26-lakh mark, while 19.77 lakh people have so far recuperated from the disease pushing the recovery rate to 73.18 per cent, according to the Union Health Min- istry data. The COVID-19 case- load stood at 27,02,742, while the death toll climbed to 51,797 with 876 people succumbing to the disease in a span of 24 hours, the data up- dated at 8 am showed. Case fatality rate stands at 1.92 per cent. There are 6,73,166 ac- tive cases of coronavi- rus infection in the country which is 24.91 per cent of the total caseload, while the number of recoveries has risen to 19,77,779. India’s COVID-19 tally had crossed the 20-lakh mark on Au- gust 7. According to the In- dian Council of Medi- cal Research (ICMR), a cumulative total of 3,09,41,264 samples have been tested up to August 17 with 8,99,864 samples being tested on Monday. —PTI New Delhi: India has recorded the highest number of COVID-19 tests in the last 24 hours while the number of people recovered has now gone up to about two million, Union Health Ministry said. Addressing a press conference here, Union Health Secretary Rajesh Bhushan said that case fatality rate is below two per cent and recovered patients are 2.93 per cent of active cases. He said nearly 9 lakh tests were conduct- ed in the last 24 hours. “A total of 8,99,864 tests have been conduct- ed in the last 24 hours. Recovered patients are morethan19.70lakhand 25 per cent of cases are active cases,” he said. Bhushan said that aver- age recovery per day is 55,000whileweeklyposi- tivity rate has come down to 7.72 per cent. “The average recov- ery per day is 55,000. More than three crore people have been tested so far. The weekly posi- tivity rate has come down from 10 per cent to 7.72 per cent. The residential areas like Ganeshpuri near Galta Gate, where soil brought by heavy cur- rent of water from hills accumulated up to the level of five-six feet. The affected resi- dents having no clothes to change and no ar- rangement of food were relentlessly clearing the soil and mud from inside their houses. RSS volunteers took up the responsibility to arrange food and clothes and contributed in the efforts to clear the soil from houses and other areas. Dozens of vehicles have buried under the soil. Since the houses are filled with mud and soil, people have no place to live. They were wearing the same clothes from Friday and looking at the situation of women and children, a team of the RSS arranged clothes for them. Food was also pre- pared and distributed among the needy. “The humanitarian assistance and relief was started by the RSS volunteers and tireless- ly contributed in restor- ing the situation with the locals. We never saw such kind of scene ex- cept in movies. After the shift- ing of a 3-year-long Ra- jasthan performer Avi- nash Pande, Maken had emerged as a consensus choice for the post among Sonia, Rahul, Priyanka, Ahmed Patel, KC Venugopal and Ashok Gehlot himself. The most difficult challenge before Mak- en is to take along two still warring Con- gress camps i.e. 102 MLAs Gehlot camp and a 19 MLAs Pilot Camp, though many of Pilot camp rebels had come back to Gehlot even before a August 14 trust vote in the assem- bly. At one stage, Ge- hlot, under a mount- ing pressure of his supporting 102 MLAs, had virtually made up his mind to not to take back the rebels but apparently after a de- cisive Priyanka Gan- dhi intervention via a trusted Ahmed Patel, Gehlot had reconciled with the situation and agreed for the come- back move. Subse- quently, a three member high powered commit- teeconsisting of Ahmed Patel- KC Venugopal- Ajay Maken was consti- tuted by the Congress President Sonia Gandhi to look into Pilot camp’s grievances and to en- sure a total political peace in Rajasthan. Being the General Secretary Incharge, now Maken has to co- ordinate the working of the committee, un- der a close supervision of Ahmed Bhai and KC. In the first phase, Maken has met Patel, KC, rebel leader Pilot and even an outgoing Pande, to have the first ‘feel’of thesituation. In- cidentally, Maken en- joys an equal ‘trust and understanding’ with Gehlot and Pilot. TheCommitteeislike- ly to finalise the ‘modali- ties’ of the truce, where both Gehlot and Pilot camps are claiming five cabinet berths for each group against an availa- ble vacancy of eight seats. Pilot has also gone to the extent for one post of DeputyCM.Similarly, an enthusiastic Pilot camp is also asking for it’s ‘share’ in the likely PCC reshuffle. So, the real job before Maken is to work out a work- able agreement which suits both the sides and more to a towering CM Gehlot. In fact, Maken’s entire ‘inde- pendence and credibili- ty’ will be at stake be- cause in spite of his best ‘efforts’, his predecessor AvinashPandecouldnot create a sense of trust and acceptability in the Pilotcamp.Now, Maken has to prove a better performer than Pande ! RHB receives design proposals for coaching hub, to finalise soon Shivendra Parmar Jaipur: Noted archi- tects from various parts of the country gave presentations on the de- sign of the state’s first proposed coaching hub to be set up at Pratap Na- gar, Jaipur by Rajasthan Housing Board (RHB). RHB commissioner Pawan Arora said that the architects gave their presentations about the design of the coaching hub and the designing part will be finalised soon. The primary structure of the hub has already been approved by MNIT and after final- ising the design, the work will start, he said. Arora informed that the construction will be completedintwophases. Encroachment on the landfortheconstruction of 21 commercial show- roomshasbeenremoved and work for boundary construction is going on andtendershavealready been issued for the con- struction of various blocks in the hub. He said, as per the budget announcement made by Chief Minister Ashok Gehlot, the hub has been proposed on 67,000 sq meter area in Pratap Nagar’s sector 16. It can accommodate nearly 70,000 students. The construction will be done on 30 per cent area and the rest 70 per cent will be open. In the first phase of construction,fivetowers will be constructed and three towers will come up in the second phase. In every institutional building, 5000 sq feet to 14,000 sq feet of the car- pet area will be saleable to coaching institutes in everyinstitutionalbuild- ing. In each tower, a sev- en-storeybuildingwith1 lakhsqfeetunderground parking area will be con- structed. The ambitious projectwillbereadyin42 months. The first phase is scheduled to be com- pletedbySeptember2022 and the next phase will be ready by December 2023. The coaching hub will have facilities like audi- torium, jogging track, cycling track, open air theatre, indoor and out- door gym, basketball/ tennis court, yoga and meditation centre, food court, two wheeler and four wheeler parking, hostel and guest house. Nirmal Tiwari Jaipur: After the deaths of two big cats, another bad news has arrived yet again from Mukundara Hills Tiger Reserve where a male cub of tigress MT-2 has died. MT-2 was found dead on August 3 after a fight with another big cat. Her five-month- old cub was under treatment since then and has now died. This is the third death in the tiger re- serve since July 23 and two cubs are still missing. Now a tiger MT-1 and tigress MT-4 are left alone in the re- serve. The cub was un- der treatment in ICU. A teamof threeveterinary doctors, Dr Rajiv Garg, Tejendra Singh Riyad and Akhilesh Pandey, were looking after him. The cub was suffer- ing from protein defi- ciency and low haemo- globin and was given treatment. The cub was not able to feed self and a food supple- ment was being ad- ministered. The staff- ers also tried to feed him pieces of meat. Samples have been sent to the laboratory for testing so that exact cause of the death could be determined. Forest minister Sukh- ram Vishnoi expressed grief over the death of the cub. He said that the state government is se- rious for the reserve and will form a solid action plan. Rajsamand MP Diya Kumari urged state and Central gov- ernmenttoformstricter policies to conserve ti- gers and said, “A cub of tigress MT-2, who was found dead on August 3 in Mukundara Sanctu- ary - Kota, has been missing for 17 days and the news of the death of another cub is sad.” Aishwary Pradhan Jaipur: Saddened by the tragic death of two persons in a road accident on Sikar road on Sunday, for- mer Chief Minister Vasuandhara Raje has appealed to people to be cautious and be- come responsible citi- zens.
