Ensure benefits of food security scheme by
disposing application on NFSA portal: CM
Jaipur: To take advan-
tage of the National
Food Security (NFSA)
scheme, the state gov-
ernment has decided to
provide the eligible
families with cheap
food grains and other
benefits under the
scheme by early scruti-
ny of the applications
received till the closing
of the process of regis-
tration on the food se-
curity portal. Chief
Minister Ashok Gehlot
has directed the Food
and Civil Supplies De-
partment to complete
the process for this.
Along with this, the
Government of India
will also be requested
for registration of new
beneficiaries of food
security through corre-
spondence.
This decision was
taken in the review
meeting of Food, Civil
Supplies and Consumer
Affairs Department
chaired by Gehlot on
Monday through video
conference at the Chief
Minister’s residence.
“Along with the appli-
cations received for
registration, such cases
should also be re-
viewed, in which the
beneficiaries are not
taking ration wheat for
several months, so that
in the present odd eco-
nomic conditions, oth-
er needy people should
be given affordable food
grains while giving
benefits in their place,”
Gehlot said. Turn to P6

PRASHANT BHUSHAN
SENDS A WRONG
MESSAGE ON JABS
day after Prime Min-
ister Narendra Modi
urged people not to
pay heed to rumours
and get themselves
vaccinated, senior advocate of
the Supreme Court Prashant
Bhushan went on a trouble-in-
viting rant against Covid-19
jabs. Although he later clarified
that he was not anti-vaccine but
was only against promotion of
“universal vaccination” using
“untested and experimental”
shots, the damage may have
been done in doubting minds.
Barring Bharat Biotech’s Cov-
axin, which is awaiting approval
by the World Health Organisa-
tion, other vaccines have passed
the three-phase clinical tests.
Covaxin, which is being ad-
ministered in India, has not re-
ported any major incident of
adverse effect while the US FDA
warned of heart inflammation,
“a rare risk”, in those taking
Pfizer and Moderna’s vaccines.
Is India’s watchdog body also
studying the risks which indig-
enously manufactured shots
could pose? Nevertheless, vac-
cination is the only way to fight
the coronavirus. One can say
with certainty that jabs may
have caused minuscule damage
compared to the pandemic.
A
o far the United
States and Iran-
backed Houthis
had used un-
manned aerial ve-
hicles (UAVs) with telling ef-
fect in Afghanistan and Sau-
di Arabia respectively. Now
for the first time Pakistan-
based terror outfits have
given their strategy a new
dimension by using drones to
drop “high impact” explo-
sives on the Indian Air Force
base in Jammu. The explo-
sives did not cause much
damage but sent a message to
Indian security agencies to
urgently prepare for an
asymmetric warfare. On
Monday, two more drones
were launched towards the
Jammu air force base but a
possible attack was thwarted
by Quick Reaction Teams.
Terror outfits had earlier
used a drone to supply weap-
ons, a total payload of 5 kg, to
their contact on the Indian
side of the border. The UAV
was shot down by the Border
Security Force.
The new paradigm leaves

trol of Pakistani intelligence

is about how to secure these
installations. If this drone
could travel 14-15 km deep in-
side Indian territory others
can fly in even deeper and
cause huge damage.
The attack came a day after
Prime Minister Narendra
Modi’s meeting with political
leaders from Kashmir. Along
with talks on reorganization
of constituencies and holding
elections the government
should also look at acquiring/
developing anti-drone tech-

he recent meeting of the ma-
jor political outfits in Jammu
and Kashmir with the Prime
Minister Narendra Modi, has
given a ray of hope to end the
on-going political confronta-
tion. It could take place due
to the informal efforts of the
Congress Party veteran,
Ghulam Nabi Azad.
The participation of the
six political parties, National
Conference (NC), People’s
Democratic Front (PDP),
Peoples’ Conference (PC),
CPI(M) and Awami Party, ap-
pears to have an element of
surprise. It is childish as
some news channels or com-
mentators have stated that it
is a climb down for either the
Union Government or the
major parties.
It is true that they had
stitched an alliance, the Peo-
ple’s Alliance for Gupkar Dec-
laration(PAGD)undertheNC
chief FarooqAbdullah,which
had ruled out any talks with
the Union Government un-
less the special status of the
state of Jammu and Kashmir
under the Article 370 of the
Constitution and 35-A is re-
stored. They also stated that
the trifurcation of the erst-
while state in three Union ter-
ritoriesJammu,Kashmirand
Ladakh and the on-going ex-
ercise of the delimitation or
is the “aggression” against
the people of the state.
The high-level meeting has
disheartenedPakistan.Itsfor-
eignminister,ShahMahmood
Qureshi, has described it as a
part of the ”public relations
exercise of Modi’’. It just re-
veals its frustration, because
It expected that the PAGD
would weaken India’s close
ties with Kashmir. However,
the “understanding” evolved
betweentheKashmirileaders
and Modi has dashed
Qureshi’s hopes.
The political temperature
in the Kashmir valley ap-
peared to have risen following
the end of the special status
to the state on August 5, 2019,
when its special status was
ended. However, with the ma-
ture approach and initiative
of Azad, all the stakeholders
of the state have joined hands
to end the impasse.
The meeting was success-
ful with the presence of the
four prominent leaders, the
Aabdullahs-both father and
son, Farooq and Umar, Azad
and Mahbooba Mufti. These
leaders have served the Indi-
an state in key positions in-
cluding as union ministers.
Azad, who had served both
the Houses of Parliament
and served as the state chief
minister of Jammu and
Kashmir during 2005-2008 for
31 months, knows that “what
is possible and could be at-
tained. He is also for the state
to regain its symbol of com-
posite culture with the re-
turn of the Kashmiri Pandits
to the valley
.
During the past two years,
their detention enabled them
to finally dump the pro-Paki-
stani outfit, the All Parties
Hurriyat Conference (APHC)
in the valley’s volatile poli-
tics. .” It has two main fac-
tions: the Mirwaiz Umar Fa-
rooq group and the other is
led by Syed Ali Shah Geelani.
For the APHC leaders, the
separatist movement had
been a ‘lucrative business’ as
a Pakistani commentator
and lawyer, Bhashani, be-
moans “they own huge busi-
ness and properties” ac-
quired from the ill-gotten
money from Pakistan’s poor
citizens in the name of Islam
and Kashmir. Their demand
was either Kashmir becomes
an independent state or
merges with Pakistan.
The APHC finally lost its
relevance, when Modi did not
invite them to the meeting.
Earlier, they used to adopt
belligerent attitude and could
refuse to join an all party
meeting during Dr. Manmo-
han Singh’s tenure as the
Prime Minister.The Kashmi-
ri leaders may not publicly
accept, but few will be sur-
prised if they are thankful to
Modi for getting them rid of
this ‘embarrassing’ outfit.
The marathon meeting of
about 3.5 hours between
Modi and the Jammu and
Kashmir leaders comprising
a broad spectrum of the po-
litical opinion have zeroed on
the issue of restoring full
statehood to the state, which
was bifurcated in three re-
gions, Kashmir, Jammu and
Ladakh on August 5, 2019. In-
terestingly, Article 370 is still
a part of the Indian Constitu-
tion. It has also resolved the
issue of delimitation pend-
ing for decades, and the vot-
ing rights of thousands of
people living in the state for
generations. The political
parties were not able to re-
solve due to their internal
pressures. They officially
may not concede that for the
first time, the people of the
erstwhile state could enjoy
the Fundamental Rights like
other citizens of the country
.
Few are ready to take the
APHC’s rhetoric that Kash-
mir is an ‘unfinished agenda’
of 1947 seriously. The twins,
India and Pakistan, were
born from the womb of a
white mother, the British
House of Commons, when it
enacted the Indian Independ-
ence Act. It had envisaged
the partition on the basis of
the two-nation theory that
Hindus and Muslims are sep-
arate nations, but it was fi-
nally dumped in the history
following the formation of
Bangladesh in 1971.

New Delhi: Supreme Court is scheduled to pro-

directions to Centre and states to ensure food
security, cash transfers and other welfare measures
for migrant workers hit hard again by the curbs
imposed during second wave of Covid. A bench of
justices Ashok Bhushan MR Shah had on June 11

New Delhi: The Supreme Court on Monday reiter-

reservation in promotions in government jobs as it
upheld a Kerala HC order granting the benefit to a

the purpose of quota had to take place immediately
but a resistance to this is obvious from the “delay-

Yogesh Sharma
Jaipur: While the Con-
gress has been accus-
ing the BJP state unit
of internal tussle and
factionalism, it seems
the grand old party is
itself suffering from
factionalism! Now
there are murmurs
even at grassroots level
that the list of the dis-
trict presidents is
stuck! Word is that
even the lowest level
party workers have
started aligning them-
selves with either Ge-
hlot or Pilot camp ow-
ing to the develop-
ments over the past 11
months.
Old district presi-
dents have had their
allegiances with for-
mer PCC Chief Sachin
Pilot and therefore
PCC Chief Govind Sin-
gh Dotasra wants to
bring in those individ-
uals whose loyalties do
not lie with individu-
als but with the party.
This, apparently, is
causing delay in re-
leasing the list of dis-
trict presidents.
District presidents
who will be appointed
now will remain till
the next Assembly
elections, and there-
fore their announce-
ment is important.
Meanwhile, Dotasra
has made a list after
talking to the leaders
of various districts
where he has mainly
taken names from
organization in-
charge and
ministers in
c h a r g e .
Even so,
task of
announc-
ing names
is compli-
cated!
JAIPUR CITY
In Jaipur city Congress,
there are two camps—
Mahesh Joshi and Pratap
Singh Khachariyawas—
and both have different
opinions about district
presidents, even though
both are in the Gehlot
camp. While leaders
like Amin Kagzi, Rafeek
Khan and Ganga Devi are
believed to be in Gehlot
camp, Sitaram Aggarwal
has proximity to both
the camps. Moreover,
Archana Sharma, Push-
pendra Bhardwaj, RR
Tiwari, Avadh Sharma,
Manoj Mudgal, Vimal
Yadav, Sunil Parwani are
from Gehlot camp; on the
other hand Jyoti Khan-
delwal, Mahesh Sharma
are believed to be in Pilot
camp.
JAIPUR RURAL
In Jaipur Rural, the
largest section is that
of minister Lal Chand
Kataria, a Gehlot loyalist,
with MLAs like Rajendra
Yadav and Gopal Meena
standing with him. The
second faction is of Pilot
Camp with MLAs Indraj
Gurjar, Ved Prakash
Solanki being the main
faces along with leaders
like Prashant Sharma,
Vidyadhar Chaudhary,
Rajesh Chaudhary,
Manish Yadav, Surgyan
Ghosalya.
ALWAR
In Alwar, Bhanwar
Jitendra Singh Camp is
the most prominent with
leaders like Durru Mian,
Tikaram Jully and RC Ya-
dav being part of it. While
Dr Karan Singh Yadav
leads the second camp.
However, Alwar’s sce-
nario is different as BSP
turncoats—Deepchand
Kheria and Sandeep
Yadav—who hail from the
district, have supported
Gehlot. Furthermore,
Johri Lal Meena, Shakun-
tala Rawat, Safia Zubair
are considered in
Gehlot camp too.
BHARATPUR
Bharatpur too
has a two way
war with one
end being held
by Vishvendra
Singh and the
other Subhash
Garg. Although
Garg is not a
Congress MLA, but he
is considered close to
Gehlot. Here too, BSP
turncoats rule the roost
as both Joginder Awana
and Wajib Ali hail from
here and have supported
Gehlot. Another known
face from the region—Za-
hida Khan—who was with
Gehlot during the ‘bada-
bandi’, is now known for
her ‘neutral politics’. Then
there is Bhajan Lal Jatav
who is consid-
ered in Gehlot
camp and
on the
other
hand,
Amar
Singh
Jatav is
close to
the Pilot.
Interest-
ingly,
these days Vishvendra
is being seen with both
Gehlot and Pilot camps.
KARAULI
In Karauli politics is
deeply divided between
Gehlot and Pilot camps.
While Ramesh Meena
and Sanjay Jatav are
considered with Pilot,
former BSP leader Lakhan
Singh is with Gehlot.
Another important leader
PR Meena keeps swing-
ing between Gehlot and
Pilot camps while Bharosi
Lal Jatav is considered in
Gehlot camp.
DAUSA
Dausa, an epicentre of
Meena-Gurjar politics has
two factions i.e. Parsadi
Lal Meena and Mamta
Bhupesh. Pilot camp is
effective in organisational
politics here and decides
on the district presidents.
Murari Lal Meena and GR
Khatana are with Pilot,
while Parsadi Lal Meena is
in Gehlot camp but does
neutral politics and his son
Kamal is in Gehlot camp.
SAWAI MADHOPUR
Sawai Madhopur has
an important face in
former Union Minister
Namonarayan Meena but
the region has two other
power centres namely
Indra Meena and Danish
Abrar. Danish is in Gehlot
camp these days, while
Indra Meena is ‘divided’
between both the camps.
Others like Ramkesh
Meena and Dheeraj
Meena are staunch Ge-
hlot supporters. Believed
to be an out and out Pilot
area, as he is an MLA
from Tonk, local leaders
like Harish Meena and
Saud Sayedi are Pilot
supporters. Kuldeep
Singh Rajawat and Ram
Vilas Chaudhary can be
counted in Gehlot camp,
however, another influ-
ential name is Prashant
Bairwa who is believed to
be in both camps.
JHUNJHUNU
In Jhunjhunu, Brijendra
Singh Ola has a separate
faction but is closer to
Pilot. Then there are
leaders like Dr Rajkumar
Sharma, JP Chandeliya,
Rita Chowdhary and
Shravan Kumar who are
believed to be in Gehlot
camp. Another known
political face—Rajendra
Gudha—who came to
Congress from
BSP, is also with
Gehlot.
SIKAR
In Sikar the home
district of PCC
Chief Govind
Singh Dotasra
factionalism is
rampant but it is
Dotasra’s group
which is most pow-
erful here and senior
leader Mahadev Singh
Khandela is part of the
group. The second fac-
tion is that of Parasram
Mordia and Rajendra
Pareek, who too are with
Gehlot on the state level
but do their own politics
within the district. The
third faction is of Deep-
ender Singh Shekhawat
while the fourth camp is
of Chaudhary Narayan
Singh which includes
his MLA son Virendra
Singh. Both the third
and fourth groups are in
Pilot camp.
AJMER
Pilot camp’s presence in
Ajmer is comprehensive
and includes faces like
Rakesh Pareek, Ram-
narayan Gurjar and
Naseem Akhtar. How-
ever, Dr Raghu Sharma’s
faction is also strong
here while Ramchandra
Choudhary has a sepa-
rate faction while Gopal
Baheti has the largest
group in Ajmer city.
What will earn a berth, loyalty to party or the leader?

STATE CONGRESS WORKING

Gehlot and Sachin Pilot camps, a virtual meet-

functioning of the organisation where the outgo-
ing district presidents and members of state

organisations have also been instructed to attend

POSTAL REG NO. JPC/010/2019-21
Vikas Sharma
Jaipur: While Corona
has disassembled the
way of life, it has hurt
the State Government
way more, since the
many revenue streams
have dried up while
providing services;
without causing harm
to the lives of people,
remains a challenge.
During such a drastic
time, the Energy De-
partment has played a
‘dual responsibility’
under an overall super-
vision of Minister BD
Kalla and the direction
of its Principal Secre-
tary Dinesh Kumar.
With Corona’s second
wave wreaking havoc,
apart from medicines,
perhaps the most im-
portant element in fight
against Covid was un-
disturbed electric sup-
ply to hospitals, which
were ‘ground zero’ for
the fight.
While ‘Team Energy’
emerged as a “Life giv-
er” by providing dedi-
cated power supply
from hospitals to oxy-
gen plants, however, on
the other hand, it also
provided uninterrupt-
ed power supply to the
households and com-
mon man. Call it power
management or team
spirit, even under the
Corona ‘stress’, the
work of revenue collec-
tion of Discoms was
not allowed to suffer
and whether it is bill-
ing on average basis or
“discount” for deposit-
ing the bill, keeping in
mind the suffering of
every section, the En-
ergy Department gave
a huge relief by taking
decisions in public in-
terest.
Even the depart-
ment also suffered
‘shocks’, as in second
wave around 1,500
electricity personnel
contracted Corona
while more than 100
personnel lost their
lives. However, Dinesh
Kumar’s constant mo-
tivation to officials,
new SOPs and vaccina-
tion drive resulted in
the Department not
only saving lives by
giving uninterrupted
power supply, but also
maintained a steady
flow of revenue.
This was achieved
through sensible and
simple planning as
most of the work and
meetings of the Depart-
ment were conducted
online and power sup-
ply across state was
monitored through
whatsapp groups. The
door- to -door meter
reading work was halt-
ed and consumers’ bills
were generated on av-
erage basis and con-
sumers were encour-
aged to pay bills
through ideas like bill
waiver.
Despite the Corona
crisis, the Energy De-
partment provided jobs
and conducted recruit-
ment on 2,370 posts of
EBC by amending rules.
While the fight contin-
ued, with the efforts of
Principal Secretary
Dinesh Kumar, Ra-
jasthan created a record
as country’s first plant
of “A” component cate-
gory of Kusum Yojana
was commissioned in
Rajasthan as a 1 MW ca-
pacity plant was started
in Bhaloji village locat-
ed in Kotputli area near
Jaipur.
Now, with the crisis
of second wave of Co-
rona over, Principal
Secretary Dinesh Ku-
mar has started giving
tasks with timeline to
the Engineers to work
vigorously in the field,
so that the Depart-
ment’s performace can
be bettered!

Jaipur: Remember the
bollywood movies from
1980s, here it was cus-
tomary to show the
hero or villian’s life as a
youngster and then the
scene would be ‘cut-to’
‘Bees Saal Baad’ (20
years later). The char-
acter is now grown up
and the small incident
of his younger days
now remain the epi-cen-
tre of his life.
Well, something on
the same lines has hap-
pened with BJP State
Chief Satish Poonia,
who has now been
‘haunted’ by an inci-
dent of his life, from 22
years ago, which, after
all these years, has sud-
denly become a point of
‘botheration’ for him!
On Monday, a letter
went viral on social
media, written by Poo-
nia, wherein, he had
levelled serious charg-
es against BJP stal-
warts like Bhairon
Singh Shekhawat, Lalit
Kishore Chaturvedi
and Harishankar
Bhabra. Poonia had
written a 3 -page letter
while resigning from
the post of BJYM state
President, after his
party ticket for 1999 as-
sembly election was
cut, and claimed of
back-stabbing by the
three leaders. Moreo-
ver, he even termed Ra-
jendra Rathore and
Ram Singh Kaswan as
‘Bhasmasur’.
Interestingly, now
that the letter is out,
Poonia has termed the
entire matter to be
reeking of political
conspiracy. “There is
malice behind bringing
forward such an old let-
ter. I took the decision
of writing the letter ac-
cording to the political
situation of the day,
and therefore, the let-
ter should also be seen
in context of those by-

said.

he was a small
woman, less than 5
feet in height, of
Kashmiri descent.
She was born poor, so
much so that she had to
become a “ nauch” girl at
the age of 14 years. De-
spite being in such a pre-
carious living situation,
she knew that a bright
future is awaiting her as
she has a unique quality
in her - the mastery in
the art of manipulation.
The world knows her as
Begum Samru Akka Zo-
anna Nobilis Sombre, the
only Catholic Christian
ruler in the Indian sub-
continent, of a principal-
ity called Sardhana near
Meerut in the present-
day Uttar Pradesh. She
has the guts to seduce a
brutal German merce-
nary who roamed within
the area of Agra, Bharat-
pur, Deeg and Doab. Far-
zana who later became
Begum Samru was 14
when she married this
German Walter R Som-
bre who was then 45
years of age and com-
manded a large contin-
gent of foreign and Indi-
an professional fighters.
He killed many British
soldiers in Patna by de-
ceit, hence called “ butch-
er of Patna” and had a
price for his head by the
British establishment.
Jats of Bharatpur gave
him support and shelter
for his military tactics
but he cheated them
against the Mughal at-
tack on Bharatpur and
got the principality of
Sardhana as a gift from
the Mughal emperor. Far-
zana became the wealthi-
est woman of the Indian
subcontinent when his
husband died as she con-
vinced the Mughal em-
peror that she alone was
the deserving person for
the seat of power in the
principality
.
Begam Samru had
great wom-
anly in-
stincts. She
knew that
she can not
rule if she
stays as a Mus-
lim, so she con-
verted to Catho-
lic Christianity
even when she
knew nothing of
it. She also saw
the arrival of
English rule and
the decline of
Mughals but she
respected emperor Alam
Shah and came to his res-
cue successfully twice,
one of these rescues was
to save the emperor
against legendary Sikh
Baghel Singh with 30
thousand Sikhs with
him. The Sikhs left Delhi
without attacking it as
they were paid a big ran-
som negotiated by Be-
gum. The place where
Sikhs camped is, hence,
called the Tees Hazari
area indicative of 30
thousand warriors. For
her empire services, she
was decorated with the
title ‘Zeb- Un- Nissa (
woman of splendour and
beauty). But she always
regretted that she
couldn’t rescue the em-
peror a third time when
a fellow Muslim Qadir
Khan blinded the emper-
or and violated his
daughters. Begum
reached there but the
damage was already
done. Qadir Khan punc-
tured the eyes of Alam
Shah and forced his
daughters to dance na-
kedbeforehim.Ashamed
by these grand insults
the princess-
es committed suicide. It
was Mahadji Shinde who
came first and killed
Qadir Khan and restored
Alam Shah to the throne.
Begam Samru also con-
tributed her bit. Late in
life, she developed ky-
phosis, bend into two but
died as a very rich wom-
an whose face became
like a ‘shrivelled raisin’.
This was the end of a 4
feet 6-inch tall woman of
small built who rode to
battle with her big, burly
Jat soldiers.
This piece of histo-
ry of India is a classic
example
of manipulation as
an important tool to at-
tain and retain power.
Begum Samru learnt it
from her German hus-
band who, being alone
German from Luxem-
bourg was able to form a
powerful army in India
and changed sides with
Emperor of Delhi,
Nawab of Bengal and
King of Bharatpur as a
serial deserter and mas-
ter manipulator. Samru
was a great learner and
fine-tuned the art of ma-
nipulation, motivated
her people to improve ag-
riculture and small busi-
nesses, strengthened
state treasure and ruled
her whole life. It was not
possible but for manipu-
lation that small women
of Kashmiri descent,
Muslim turned Catholic
in faith with no family of
significance could rule
the area dominated by
powerful Jats.
We may shun the
idea of manipulation in
our general public dis-
course but people who
pursue power use it bla-
tantly and this has been
happening from the days
of Chanakya and is flour-
ishing in today’s world as
well. The art of manipu-
lation means getting peo-
ple to a state of thinking
where they want to do
what you wanted them to
do. You can directly influ-
ence people who follow
you to do certain things
but then this would be
your work they are doing
and you, thus, owe re-
sponsibility. This is not
manipulation, this is an
order. A manipulator
gets other people to a
thought level where these
people start thinking that
it is they who want to do
a particular thing which
the manipulator wanted
them to do. He makes peo-
ple feel that they always
wanted to do what they
are doing and pursue
what they are pursuing.
People love getting ma-
nipulated. Getting ma-
nipulated is highly addic-
tive and no logic can
wean away from such ad-
dicts from their chosen
(?) path.
The art of manipula-
tion is very subtle and
can not be described but
can be seen all around if
you keep your eyes open
and can use them to see
what is there rather than
what you want to see.
Most of us are blind to
reality and manipulate
our own eyes to see what
our mind wants to see. It
is not that manipulation
is bad always. It can be
made to good use many
times like parents ma-
nipulating their children
to study, original moral
texts to form humane be-
haviour, motivating peo-
ple to save the environ-
ment and serve society,
follow laws of the land
and all such things. But
the problem comes when
a bunch of wicked peo-
ple come together and
start manipulating a
large number of people
for personal gains. Such
a situation always leads
to large scale human suf-
fering and the destruc-
tion of a lot of innocent
lives. The end is almost
always tragic for affect-
ed as well as offenders
and this usually includes
the manipulators. We
have seen such things
happening historical-
ly and history has a
bad habit of repeating
itself.

TOP TWEET PRASHANT BHUSHAN SENDS A WRONG MESSAGE ON JABS day after Prime Min- ister Narendra Modi urged people not to pay heed to rumours and get themselves vaccinated, senior advocate of the Supreme Court Prashant Bhushan went on a trouble-in- viting rant against Covid-19 jabs. Although he later clarified that he was not anti-vaccine but was only against promotion of “universal vaccination” using “untested and experimental” shots, the damage may have been done in doubting minds. Barring Bharat Biotech’s Cov- axin, which is awaiting approval by the World Health Organisa- tion, other vaccines have passed the three-phase clinical tests. Covaxin, which is being ad- ministered in India, has not re- ported any major incident of adverse effect while the US FDA warned of heart inflammation, “a rare risk”, in those taking Pfizer and Moderna’s vaccines. Is India’s watchdog body also studying the risks which indig- enously manufactured shots could pose? Nevertheless, vac- cination is the only way to fight the coronavirus. One can say with certainty that jabs may have caused minuscule damage compared to the pandemic. A o far the United States and Iran- backed Houthis had used un- manned aerial ve- hicles (UAVs) with telling ef- fect in Afghanistan and Sau- di Arabia respectively. Now for the first time Pakistan- based terror outfits have given their strategy a new dimension by using drones to drop “high impact” explo- sives on the Indian Air Force base in Jammu. The explo- sives did not cause much damage but sent a message to Indian security agencies to urgently prepare for an asymmetric warfare. On Monday, two more drones were launched towards the Jammu air force base but a possible attack was thwarted by Quick Reaction Teams. Terror outfits had earlier used a drone to supply weap- ons, a total payload of 5 kg, to their contact on the Indian side of the border. The UAV was shot down by the Border Security Force. The new paradigm leaves vital installations vulnerable to the nefarious designs of thoseoperatingunderthecon- trol of Pakistani intelligence agency the ISI. The question is about how to secure these installations. If this drone could travel 14-15 km deep in- side Indian territory others can fly in even deeper and cause huge damage. The attack came a day after Prime Minister Narendra Modi’s meeting with political leaders from Kashmir. Along with talks on reorganization of constituencies and holding elections the government should also look at acquiring/ developing anti-drone tech- nology to protect its defence and civilian assets. The gov- ernmentmustbeawareof the new threat and work on some plan. It must be preparing to tryouttheanti-dronetechnol- ogy available but it has to be deployed before drones be- come a new nightmare. DRONE ATTACK A NEW NIGHTMARE IN JK The new paradigm leaves vital installations vulnerable to the nefarious designs of those operating under the control of Pakistani intelligence agency the ISI. The question is about how to secure these installations S Promoted by First India News International Pvt. Ltd. he recent meeting of the ma- jor political outfits in Jammu and Kashmir with the Prime Minister Narendra Modi, has given a ray of hope to end the on-going political confronta- tion. It could take place due to the informal efforts of the Congress Party veteran, Ghulam Nabi Azad. The participation of the six political parties, National Conference (NC), People’s Democratic Front (PDP), Peoples’ Conference (PC), CPI(M) and Awami Party, ap- pears to have an element of surprise. It is childish as some news channels or com- mentators have stated that it is a climb down for either the Union Government or the major parties. It is true that they had stitched an alliance, the Peo- ple’s Alliance for Gupkar Dec- laration(PAGD)undertheNC chief FarooqAbdullah, which had ruled out any talks with the Union Government un- less the special status of the state of Jammu and Kashmir under the Article 370 of the Constitution and 35-A is re- stored. They also stated that the trifurcation of the erst- while state in three Union ter- ritoriesJammu,Kashmirand Ladakh and the on-going ex- ercise of the delimitation or is the “aggression” against the people of the state. The high-level meeting has disheartenedPakistan.Itsfor- eignminister,ShahMahmood Qureshi, has described it as a part of the ”public relations exercise of Modi’’. It just re- veals its frustration, because It expected that the PAGD would weaken India’s close ties with Kashmir. However, the “understanding” evolved betweentheKashmirileaders and Modi has dashed Qureshi’s hopes. The political temperature in the Kashmir valley ap- peared to have risen following the end of the special status to the state on August 5, 2019, when its special status was ended. However, with the ma- ture approach and initiative of Azad, all the stakeholders of the state have joined hands to end the impasse. The meeting was success- ful with the presence of the four prominent leaders, the Aabdullahs-both father and son, Farooq and Umar, Azad and Mahbooba Mufti. These leaders have served the Indi- an state in key positions in- cluding as union ministers. Azad, who had served both the Houses of Parliament and served as the state chief minister of Jammu and Kashmir during 2005-2008 for 31 months, knows that “what is possible and could be at- tained. He is also for the state to regain its symbol of com- posite culture with the re- turn of the Kashmiri Pandits to the valley . During the past two years, their detention enabled them to finally dump the pro-Paki- stani outfit, the All Parties Hurriyat Conference (APHC) in the valley’s volatile poli- tics. .” It has two main fac- tions: the Mirwaiz Umar Fa- rooq group and the other is led by Syed Ali Shah Geelani. For the APHC leaders, the separatist movement had been a ‘lucrative business’ as a Pakistani commentator and lawyer, Bhashani, be- moans “they own huge busi- ness and properties” ac- quired from the ill-gotten money from Pakistan’s poor citizens in the name of Islam and Kashmir. Their demand was either Kashmir becomes an independent state or merges with Pakistan. The APHC finally lost its relevance, when Modi did not invite them to the meeting. Earlier, they used to adopt belligerent attitude and could refuse to join an all party meeting during Dr. Manmo- han Singh’s tenure as the Prime Minister. The Kashmi- ri leaders may not publicly accept, but few will be sur- prised if they are thankful to Modi for getting them rid of this ‘embarrassing’ outfit. The marathon meeting of about 3.5 hours between Modi and the Jammu and Kashmir leaders comprising a broad spectrum of the po- litical opinion have zeroed on the issue of restoring full statehood to the state, which was bifurcated in three re- gions, Kashmir, Jammu and Ladakh on August 5, 2019. In- terestingly, Article 370 is still a part of the Indian Constitu- tion. It has also resolved the issue of delimitation pend- ing for decades, and the vot- ing rights of thousands of people living in the state for generations. The political parties were not able to re- solve due to their internal pressures. They officially may not concede that for the first time, the people of the erstwhile state could enjoy the Fundamental Rights like other citizens of the country . Few are ready to take the APHC’s rhetoric that Kash- mir is an ‘unfinished agenda’ of 1947 seriously. The twins, India and Pakistan, were born from the womb of a white mother, the British House of Commons, when it enacted the Indian Independ- ence Act. It had envisaged the partition on the basis of the two-nation theory that Hindus and Muslims are sep- arate nations, but it was fi- nally dumped in the history following the formation of Bangladesh in 1971. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL T It is true that they had stitched an alliance, the People’s Alliance for Gupkar Declaration (PAGD) under the NC chief Farooq Abdullah, which had ruled out any talks with the Union Government unless the special status of the state of Jammu and Kashmir under the Article 370 of the Constitution and 35-A is restored For the APHC leaders, the separatist movement had been a ‘lucrative business’ as a Pakistani commentator and lawyer, Bhashani, bemoans “they own huge business and properties” acquired from the ill-gotten money from Pakistan’s poor citizens in the name of Islam and Kashmir GOPAL MISRA The writer is accredited as a Journalist of Long and distinguished service with the Press Information Bureau of the Information and Broadcasting Ministry KASHMIR IMPASSE THE AZAD SCRIPTS A ROAD MAP TO ENABLE POLITICAL PARTIES TO RETURN TO THE STATE POLITICS

Now there are murmurs even at grassroots level that the list of the dis- trict presidents is stuck! Word is that even the lowest level party workers have started aligning them- selves with either Ge- hlot or Pilot camp ow- ing to the develop- ments over the past 11 months. Old district presi- dents have had their allegiances with for- mer PCC Chief Sachin Pilot and therefore PCC Chief Govind Sin- gh Dotasra wants to bring in those individ- uals whose loyalties do not lie with individu- als but with the party. This, apparently, is causing delay in re- leasing the list of dis- trict presidents. District presidents who will be appointed now will remain till the next Assembly elections, and there- fore their announce- ment is important. Meanwhile, Dotasra has made a list after talking to the leaders of various districts where he has mainly taken names from organization in- charge and ministers in c h a r g e . Even so, task of announc- ing names is compli- cated! JAIPUR CITY In Jaipur city Congress, there are two camps— Mahesh Joshi and Pratap Singh Khachariyawas— and both have different opinions about district presidents, even though both are in the Gehlot camp. While leaders like Amin Kagzi, Rafeek Khan and Ganga Devi are believed to be in Gehlot camp, Sitaram Aggarwal has proximity to both the camps. Moreover, Archana Sharma, Push- pendra Bhardwaj, RR Tiwari, Avadh Sharma, Manoj Mudgal, Vimal Yadav, Sunil Parwani are from Gehlot camp; on the other hand Jyoti Khan- delwal, Mahesh Sharma are believed to be in Pilot camp. JAIPUR RURAL In Jaipur Rural, the largest section is that of minister Lal Chand Kataria, a Gehlot loyalist, with MLAs like Rajendra Yadav and Gopal Meena standing with him. The second faction is of Pilot Camp with MLAs Indraj Gurjar, Ved Prakash Solanki being the main faces along with leaders like Prashant Sharma, Vidyadhar Chaudhary, Rajesh Chaudhary, Manish Yadav, Surgyan Ghosalya. ALWAR In Alwar, Bhanwar Jitendra Singh Camp is the most prominent with leaders like Durru Mian, Tikaram Jully and RC Ya- dav being part of it. While Dr Karan Singh Yadav leads the second camp. However, Alwar’s sce- nario is different as BSP turncoats—Deepchand Kheria and Sandeep Yadav—who hail from the district, have supported Gehlot. Furthermore, Johri Lal Meena, Shakun- tala Rawat, Safia Zubair are considered in Gehlot camp too. BHARATPUR Bharatpur too has a two way war with one end being held by Vishvendra Singh and the other Subhash Garg. Although Garg is not a Congress MLA, but he is considered close to Gehlot. Here too, BSP turncoats rule the roost as both Joginder Awana and Wajib Ali hail from here and have supported Gehlot. Another known face from the region—Za- hida Khan—who was with Gehlot during the ‘bada- bandi’, is now known for her ‘neutral politics’. Then there is Bhajan Lal Jatav who is consid- ered in Gehlot camp and on the other hand, Amar Singh Jatav is close to the Pilot. Interest- ingly, these days Vishvendra is being seen with both Gehlot and Pilot camps. KARAULI In Karauli politics is deeply divided between Gehlot and Pilot camps. While Ramesh Meena and Sanjay Jatav are considered with Pilot, former BSP leader Lakhan Singh is with Gehlot. Another important leader PR Meena keeps swing- ing between Gehlot and Pilot camps while Bharosi Lal Jatav is considered in Gehlot camp. DAUSA Dausa, an epicentre of Meena-Gurjar politics has two factions i.e. Parsadi Lal Meena and Mamta Bhupesh. Pilot camp is effective in organisational politics here and decides on the district presidents. Murari Lal Meena and GR Khatana are with Pilot, while Parsadi Lal Meena is in Gehlot camp but does neutral politics and his son Kamal is in Gehlot camp. SAWAI MADHOPUR Sawai Madhopur has an important face in former Union Minister Namonarayan Meena but the region has two other power centres namely Indra Meena and Danish Abrar. Danish is in Gehlot camp these days, while Indra Meena is ‘divided’ between both the camps. Others like Ramkesh Meena and Dheeraj Meena are staunch Ge- hlot supporters. Believed to be an out and out Pilot area, as he is an MLA from Tonk, local leaders like Harish Meena and Saud Sayedi are Pilot supporters. Kuldeep Singh Rajawat and Ram Vilas Chaudhary can be counted in Gehlot camp, however, another influ- ential name is Prashant Bairwa who is believed to be in both camps. JHUNJHUNU In Jhunjhunu, Brijendra Singh Ola has a separate faction but is closer to Pilot. Then there are leaders like Dr Rajkumar Sharma, JP Chandeliya, Rita Chowdhary and Shravan Kumar who are believed to be in Gehlot camp. Another known political face—Rajendra Gudha—who came to Congress from BSP, is also with Gehlot. SIKAR In Sikar the home district of PCC Chief Govind Singh Dotasra factionalism is rampant but it is Dotasra’s group which is most pow- erful here and senior leader Mahadev Singh Khandela is part of the group. The second fac- tion is that of Parasram Mordia and Rajendra Pareek, who too are with Gehlot on the state level but do their own politics within the district. The third faction is of Deep- ender Singh Shekhawat while the fourth camp is of Chaudhary Narayan Singh which includes his MLA son Virendra Singh. Both the third and fourth groups are in Pilot camp. AJMER Pilot camp’s presence in Ajmer is comprehensive and includes faces like Rakesh Pareek, Ram- narayan Gurjar and Naseem Akhtar. How- ever, Dr Raghu Sharma’s faction is also strong here while Ramchandra Choudhary has a sepa- rate faction while Gopal Baheti has the largest group in Ajmer city. What will earn a berth, loyalty to party or the leader? DELAY IN NAMING DISTRICT CHIEFS IN CONGRESS STATE CONGRESS WORKING COMMITTEE MEETING TODAY Jaipur: Amid the ongoing tussle between Asok Gehlot and Sachin Pilot camps, a virtual meet- ing of the state Congress working committee, chaired by PCC president Govind Singh Dotasara, will be held on Tuesday at 5 pm. It will review the functioning of the organisation where the outgo- ing district presidents and members of state executive will participate. Presidents of frontal organisations have also been instructed to attend the meeting. Sources said that PCC chief will also review works done during pandemic and will take feedback on work done so far under district wise outreach programme. There will also be a brainstorming on the names for the appointment of district presidents. JPC/010/2019-21 Vikas Sharma Jaipur: While Corona has disassembled the way of life, it has hurt the State Government way more, since the many revenue streams have dried up while providing services; without causing harm to the lives of people, remains a challenge. During such a drastic time, the Energy De- partment has played a ‘dual responsibility’ under an overall super- vision of Minister BD Kalla and the direction of its Principal Secre- tary Dinesh Kumar. With Corona’s second wave wreaking havoc, apart from medicines, perhaps the most im- portant element in fight against Covid was un- disturbed electric sup- ply to hospitals, which were ‘ground zero’ for the fight. While ‘Team Energy’ emerged as a “Life giv- er” by providing dedi- cated power supply from hospitals to oxy- gen plants, however, on the other hand, it also provided uninterrupt- ed power supply to the households and com- mon man. Call it power management or team spirit, even under the Corona ‘stress’, the work of revenue collec- tion of Discoms was not allowed to suffer and whether it is bill- ing on average basis or “discount” for deposit- ing the bill, keeping in mind the suffering of every section, the En- ergy Department gave a huge relief by taking decisions in public in- terest. Even the depart- ment also suffered ‘shocks’, as in second wave around 1,500 electricity personnel contracted Corona while more than 100 personnel lost their lives. However, Dinesh Kumar’s constant mo- tivation to officials, new SOPs and vaccina- tion drive resulted in the Department not only saving lives by giving uninterrupted power supply, but also maintained a steady flow of revenue. This was achieved through sensible and simple planning as most of the work and meetings of the Depart- ment were conducted online and power sup- ply across state was monitored through whatsapp groups. The door- to -door meter reading work was halt- ed and consumers’ bills were generated on av- erage basis and con- sumers were encour- aged to pay bills through ideas like bill waiver. Despite the Corona crisis, the Energy De- partment provided jobs and conducted recruit- ment on 2,370 posts of EBC by amending rules. While the fight contin- ued, with the efforts of Principal Secretary Dinesh Kumar, Ra- jasthan created a record as country’s first plant of “A” component cate- gory of Kusum Yojana was commissioned in Rajasthan as a 1 MW ca- pacity plant was started in Bhaloji village locat- ed in Kotputli area near Jaipur. Now, with the crisis of second wave of Co- rona over, Principal Secretary Dinesh Ku- mar has started giving tasks with timeline to the Engineers to work vigorously in the field, so that the Depart- ment’s performace can be bettered! On Monday, BJP work- ers and Union minister Gajendra Singh Shek- hawat’s supporters hit back at the Congress leaders by burning ef- figy of Congress Chief Whip Mahesh Joshi, in response to the Con- gress’s protest against Union Minister Gajen- dra Singh Shekhawat. Theworkers, ledbyBJP leader Prem Singh Ban- vasa, took out a foot march from the BJP headquarters and reached the Civil Lines gate. During this, slo- gans were raised fierce- ly against Mahesh Joshi and the Congress government. Banvasa said that Mahesh Joshi, through his comments, is trying to build a base- less rhetoricaroundthe matter. “Congress is calling the Union Min- ister a fugitive, but the state police is providing him security under pro- tocol,” he said. Meanwhile, Chief Whip Mahesh Joshi has responded to the dem- onstration called by BJP and Shekhawat’s supporters. “Till date, I don’t have any FIR against me, but the po- litical enmity under whichtheDelhiPolice’s notice has been sent; this whole act has been done by Union Minister Gajendra Singh Shek- hawat. On one hand, Prime Minister Naren- dra Modi talks about the elimination of Co- rona, on the other hand, BJP workers are pollut- ing the environment by burning effigies. We can also burn effigies but we do not believe in dual policy . CM Ashok Gehlot banned fire- crackers on Diwali to end Corona. Shekhawat is an immature leader and because of his childish attitude, no one accepts him as a leader of Rajasthan BJP ,” he said. Jaipur: The Ra- jasthan Phone Tap- ping case seems to be the focal point of both premier parties in the state i.e. ruling Congress party and the opposition BJP. While It was the Con- gress that drew first blood, in the recent developments too, and termed the Union Jal Shakti Minister and Jodhpur MP Ga- jendra Singh Shekha- wat a ‘Bhagoda’ (fugi- tive); the BJP has also set it eyes on the poli- cy of ‘fighting fire with fire’ and there- fore, after the initial ‘war of words’ fol- lowed by ‘social- me- dia war,’ now a post- er-war has erupted between the two ‘war- ring’ parties. But with each ‘new’ arena of war, the fight is turning murkier. As a result, in the poster- war, now, ani- mals have been made a weapon of political attack. While Con- gress workers in- stalled posters term- ing the Delhi Police’s notice to Mahesh Joshi as ‘injustice’, its opponents - BJP and Shekhawat’s sup- porters - have at- tacked through the usage of elephants and dogs wherein, Gajendra Singh has been described as an ‘Elephant’ and the op- ponents as ‘Dogs.’ Af- ter Mahesh Joshi re- ceived a notice from the Crime Branch of Delhi Police in the phone tapping case, his supporters have been putting up post- ers all over Jaipur. In response to this, Ga- jendra Singh support- ers have also started putting up banner posters in Jaipur as a response to these posters. Well, something on the same lines has hap- pened with BJP State Chief Satish Poonia, who has now been ‘haunted’ by an inci- dent of his life, from 22 years ago, which, after all these years, has sud- denly become a point of ‘botheration’ for him! On Monday, a letter went viral on social media, written by Poo- nia, wherein, he had levelled serious charg- es against BJP stal- warts like Bhairon Singh Shekhawat, Lalit Kishore Chaturvedi and Harishankar Bhabra. Poonia had written a 3 -page letter while resigning from the post of BJYM state President, after his party ticket for 1999 as- sembly election was cut, and claimed of back-stabbing by the three leaders. Moreo- ver, he even termed Ra- jendra Rathore and Ram Singh Kaswan as ‘Bhasmasur’. Interestingly, now that the letter is out, Poonia has termed the entire matter to be reeking of political conspiracy. “There is malice behind bringing forward such an old let- ter. I took the decision of writing the letter ac- cording to the political situation of the day, and therefore, the let- ter should also be seen in context of those by- gone days,” Poonia said. • 11. S he was a small woman, less than 5 feet in height, of Kashmiri descent. She was born poor, so much so that she had to become a “ nauch” girl at the age of 14 years. De- spite being in such a pre- carious living situation, she knew that a bright future is awaiting her as she has a unique quality in her - the mastery in the art of manipulation. The world knows her as Begum Samru Akka Zo- anna Nobilis Sombre, the only Catholic Christian ruler in the Indian sub- continent, of a principal- ity called Sardhana near Meerut in the present- day Uttar Pradesh. She has the guts to seduce a brutal German merce- nary who roamed within the area of Agra, Bharat- pur, Deeg and Doab. Far- zana who later became Begum Samru was 14 when she married this German Walter R Som- bre who was then 45 years of age and com- manded a large contin- gent of foreign and Indi- an professional fighters. He killed many British soldiers in Patna by de- ceit, hence called “ butch- er of Patna” and had a price for his head by the British establishment. Jats of Bharatpur gave him support and shelter for his military tactics but he cheated them against the Mughal at- tack on Bharatpur and got the principality of Sardhana as a gift from the Mughal emperor. Far- zana became the wealthi- est woman of the Indian subcontinent when his husband died as she con- vinced the Mughal em- peror that she alone was the deserving person for the seat of power in the principality . Begam Samru had great wom- anly in- stincts. She knew that she can not rule if she stays as a Mus- lim, so she con- verted to Catho- lic Christianity even when she knew nothing of it. She also saw the arrival of English rule and the decline of Mughals but she respected emperor Alam Shah and came to his res- cue successfully twice, one of these rescues was to save the emperor against legendary Sikh Baghel Singh with 30 thousand Sikhs with him. The Sikhs left Delhi without attacking it as they were paid a big ran- som negotiated by Be- gum. The place where Sikhs camped is, hence, called the Tees Hazari area indicative of 30 thousand warriors. For her empire services, she was decorated with the title ‘Zeb- Un- Nissa ( woman of splendour and beauty). But she always regretted that she couldn’t rescue the em- peror a third time when a fellow Muslim Qadir Khan blinded the emper- or and violated his daughters. Begum reached there but the damage was already done. Qadir Khan punc- tured the eyes of Alam Shah and forced his daughters to dance na- kedbeforehim.Ashamed by these grand insults the princess- es committed suicide. It was Mahadji Shinde who came first and killed Qadir Khan and restored Alam Shah to the throne. Begam Samru also con- tributed her bit. Late in life, she developed ky- phosis, bend into two but died as a very rich wom- an whose face became like a ‘shrivelled raisin’. This was the end of a 4 feet 6-inch tall woman of small built who rode to battle with her big, burly Jat soldiers. This piece of histo- ry of India is a classic example of manipulation as an important tool to at- tain and retain power. Begum Samru learnt it from her German hus- band who, being alone German from Luxem- bourg was able to form a powerful army in India and changed sides with Emperor of Delhi, Nawab of Bengal and King of Bharatpur as a serial deserter and mas- ter manipulator. Samru was a great learner and fine-tuned the art of ma- nipulation, motivated her people to improve ag- riculture and small busi- nesses, strengthened state treasure and ruled her whole life. It was not possible but for manipu- lation that small women of Kashmiri descent, Muslim turned Catholic in faith with no family of significance could rule the area dominated by powerful Jats. We may shun the idea of manipulation in our general public dis- course but people who pursue power use it bla- tantly and this has been happening from the days of Chanakya and is flour- ishing in today’s world as well. The art of manipu- lation means getting peo- ple to a state of thinking where they want to do what you wanted them to do. You can directly influ- ence people who follow you to do certain things but then this would be your work they are doing and you, thus, owe re- sponsibility. This is not manipulation, this is an order. A manipulator gets other people to a thought level where these people start thinking that it is they who want to do a particular thing which the manipulator wanted them to do. He makes peo- ple feel that they always wanted to do what they are doing and pursue what they are pursuing. People love getting ma- nipulated. Getting ma- nipulated is highly addic- tive and no logic can wean away from such ad- dicts from their chosen (?) path. The art of manipula- tion is very subtle and can not be described but can be seen all around if you keep your eyes open and can use them to see what is there rather than what you want to see. Most of us are blind to reality and manipulate our own eyes to see what our mind wants to see. It is not that manipulation is bad always. It can be made to good use many times like parents ma- nipulating their children to study, original moral texts to form humane be- haviour, motivating peo- ple to save the environ- ment and serve society, follow laws of the land and all such things. But the problem comes when a bunch of wicked peo- ple come together and start manipulating a large number of people for personal gains. Such a situation always leads to large scale human suf- fering and the destruc- tion of a lot of innocent lives. The end is almost always tragic for affect- ed as well as offenders and this usually includes the manipulators. We have seen such things happening historical- ly and history has a bad habit of repeating itself. 10 ETC JAIPUR | TUESDAY, JUNE 29, 2021 www.firstindia.co.in I www.firstindia.co.in/epaper/ I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia ARIES MAR 21 - APR 20 You may get a chance to pursue old hobby.
