Jaipur: Wednesday finally
brought with it a culmination
of the ongoing tussle between
the top two constitutional posi-
tions in Rajasthan, i.e. Gover-
nor Kalraj Mishra and Chief
Minister Ashok Gehlot, since
late in the evening the Gover-
nor gave his in-principal as-
sent to calling the state Assem-
bly from August 14.
The development, which
rendered excitement and ela-
tion in the Gehlot camp, also
stamped the moral victory of
CM Gehlot.
The development occurred
hours after Governor rejected
Gehlot’s request for an As-
sembly session for the third
time, citing short notice, after
which CM Gehlot, who made
untiring efforts to get Gover-
nor’s approval, proposed a
new date.
Earlier in the day, the Gov-
ernor had said that there
seemed to be no convincing
reason to call a session as ear-
ly as Friday without a 21-day
notice in the middle of the
coronavirus pandemic. A
floor test could be one reason
to call a session at short no-
tice, Mishra suggested, and a
short session could be held
with social distancing meas-
ures. An interesting develop-
ment occurred when the Gov-
ernor rejected the proposal.

New Delhi: The Minis-
try of Human Resource
Development (MHRD)
is back to being Minis-
try of Education with
the Union Cabinet ap-
proving the change in
its name on Wednesday.
The name change
was among the key rec-
ommendations of the
draft New Education
Policy, which was also
cleared in Wednesday’s
Cabinet meeting.
The Ministry of Edu-
cation was renamed as
the HRD ministry in
1985, during the tenure
of former Prime Minis-
ter Rajiv Gandhi. The
next year the National
Education Policy (NEP)
was introduced which
was later amended in

Rao became the first
HRD minister in the Ra-
jiv Gandhi Cabinet.

New Delhi: MHA on
Wednesday issued
`Unlock 3’ guidelines
removing restrictions
on the movement of
individuals during the
night (night curfew)
and allowing Yoga in-
stitutes and gymnasi-
ums to open from Au-
gust 5 while schools,
metro and cinema
halls will continue to
remain closed.
The ministry said
that lockdown shall con-
tinue to be implemented
strictly in the contain-
ment zones till August
31 and schools, colleges,
coaching institutions
and cinema halls will
remain closed till the
end of August. Accord-
ing to the new guide-
lines, metro rail, cine-
ma halls, swimming
pools, entertainment
parks, theatres, bars,
auditoriums, assembly
halls, social/ political/
sports/ entertainment/
academic/ cultural/ re-
ligious functions and
other large congrega-
tions will continue to
remain prohibited.
Dates for the opening
of these will be decided
separately based on the
assessment of the situ-
ation, the ministry said
in a release.
States and UTs, based
on their assessment of
the situation, may pro-
hibit certain activities
outside the contain-
ment zones, or impose
such restrictions as
deemed necessary.
“Restrictions on the

Ambala: Prime Minister Narendra
Modi has welcomed the landing of Ra-
fale fighter jets in Ambala with a tweet
in Sanskrit which refers to the obliga-
tion of protecting one’s nation being
supreme. The PM’s tweet came mo-
ments after the first batch of five Ra-
fale Jets touched down in Ambala on
Wednesday afternoon after covering
7,000 km in flight since its take off from
France on Tuesday. The jets were given
a customary water salute upon their
arrival at the airbase, some 220-km
from the India-Pakistan border. The
formal induction ceremony of the air-
craft would be held later. The aircraft
would move out soon to another opera-

taking charge, Do-
tasara said that party
organization will fully
back up the state gov-
ernment, which will
complete its five-year
term without any dif-
ficulty. He also said
that he is the son of a
farmer and will work
with the help of all the
communities.

chief to convene a ses-
sion of the state unit.
He also said that people
have been asking ques-
tions as to why the gov-
ernor has been block-
ing the state assembly
session. He also said
that the government
was stable.

Apart from Gehlot,
Avinash Pande and Sur-
jewala, ministers,
MLAs and party work-
ers were present in the
PCC office when Do-
tasara took charge.
Many in the party
claimed that he was
chosen for the job for
ideological commit-
ment, which he showed
as an education minis-
ter. He had constantly
attacked the RSS and its
ideology and the post of
PCC chief seen as a re-
ward for that.
There is no doubt
that it won’t be an easy
job for Dotasara but he
is likely to get support
and guidance from sen-
ior leaders.
What is also interest-
ing is that for the first
time, both the BJP and
Congress have state
presidents from the
same community. Who
will be successful in get-
ting a bigger pie of
their community’s vote
bank will be keenly
watched.

vertical growth, group
housing, and eco-friend-
ly construction. Dhari-
wal clearly intends an
organized, faster, trans-
parent, decentralized,
and hassle-free growth
mechanism in the state.
Continuing with his re-
forms now he has ap-
proved the new better-
ment levy provisions.
The new system will not
have slabs as per Built
Area Ratio (BAR). Now
betterment levy will be
charged at 20% and 40%
of the reserved price for
residential and commer-
cial properties respec-
tively irrespective of the
height of the building.

posal of colony wise
impanelling skilled per-
sonnel for horticulture
& rainwater harvesting

constitutional head of
Rajasthan government,
Gehlot decided to call
his Cabinet yet again,
eighth time in five days,
signaling that he want-
ed the unending back-
and-forth with the Gov-
ernor to end, and decid-
ed to ask for a session
exactly 21 days from
when the first request
was made.
This marked a sig-
nificant concession
from the Gehlot Cabi-
net’s earlier stance that
the Governor was block-
ing proposals using
questions that were not
in his jurisdiction.
Maintaining his pre-
vious stand to either dis-
close the reason for con-
vening session on short
notice or give prior no-
tice of 21 days as per
rules, the Governor said
in a three page note
while returning the Ge-
hlot government’s pro-
posal for the third time.
There seemed to be no
convincing reason to
call a session on Friday,
the Governor said. A
floor test could be one
reason, he said, and a
short session could be
held with social distanc-
ing measures. The gov-
ernor also gave reasons
for rejecting the govern-
ment proposals. “The
first proposal received
on July 23, did not have
dateandcabinetapprov-
al. The second one on
late night on July 25 did
not respond to informa-
tion sought by me, the
third one too did not an-
swered my queries,” the
Governor maintained.

India. Although the
touchdown of the
fighter craft has elated
every Indian but find-
ing a direct connection
with it makes the resi-
dents of Jalore feel
special.
Wing Commander
Abhishek Tripathi was
born on January 9, 1984
to father Anil and moth-
er Manju Tripathi in
the Gurjaro Ka Bas, Ra-
jendra Nagar area. Fa-
ther Anil Tripathi
served Land Develop-
ment Bank while moth-
er Manju Tripathi was
a sales tax employee.
Abhishesk did his ini-
tial schooling from Im-
manuel Secondary
School of Jalore.
Abhishek shifted to
Mansarovar branch of
Seedling Public School
in Jaipur from which
he finished classes 11
and 12. Abhishek com-
pleted his higher stud-
ies from JNU, Delhi. He
passed the prestigious
NDA exams in 2001 and
joined Indian Air Force
as a flying officer.
Steadily he rose to
flying lieutenant,
squadron leader and
now is posted at Amba-
la base as wing com-
mander with the IAF.
While Abhishek was
studying in Jalore he

son as a student. All the

Jaipur: In the last 24
hours, 1,144 new corona
cases and 10 deaths have
been reported in the
state, which has taken
the total number of pos-
itives to 39780 and total
deaths to 654. As of now,
28,309 people have re-
covered from coronvi-
rus in Rajasthan, out of
which 27032 have been
discharged. At the same
time, 10817 people are
undergoing treatment
for coronavirus in hos-
pitals. The number of
corona positive mi-
grants has reached 7555.
In Jaipur alone, 183
people have died so far,
followed by Jodhpur 81
fatalities, Bharatpur
53, Ajmer 38, Bikaner
36, Kota 34, Pali 30, Na-
gaur 23 and Dholpur 15
deaths.
On Wednesday, 10
people lost their lives
due to corona in the
state, including 1 each
from Alwar, Churu, Ka-
rauli, 2 from Bikaner, 3
from Pali and 2 from
other states. The maxi-
mum 253 corona cases
were reported in Alwar,
followed by 154 cases in
Jodhpur and 102 cases
in Jaipur.

Guv cancels ‘At Home’ on
I-Day citing Covid surge
Jaipur: Rajasthan Gov-
ernor Kalraj Mishra on
Wednesday cancelled
the customary Inde-
pendence Day “At
Home” programme at
Raj Bhavan because of
the coronavirus disease
outbreak in the state.
The Governor also
used pandemic as one
of the reasons not to
convene the assembly
session, despite the
Ashok Gehlot-led gov-
ernment’s insistence
and three proposals
sent to him.
The Raj Bhavan hosts
the “At Home” pro-
gramme on the occa-
sion of the Republic
Day and the Independ-
ence Day on January 26
and February 15, re-
spectively, every year.
“The Governor has
expressed deep concern
about the severe Cov-
id-19 outbreak in the
state. The rising num-
ber of active Covid-19
cases in the state is a
worrisome cause,” stat-
ed a communiqué from
the Raj Bhavan.
It quoted Governor
Mishra, who said that
when Rajasthan assem-
bly was adjourned sine
die on March 13, there
only two active Covid-19
cases in the state.
“There were 3,381 ac-
tive cases in Rajasthan
on July 1, which has
breached the 10,000-
mark on July 28. The
state needs to make seri-
ous efforts to check the
spread of the viral infec-

officer of a private com-
pany asking for an
amount of Rs 1 lakh, in
lieu of providing com-

day. Raghav had asked
thecomplainantPrahlad
for the bribe and the vic-
tim had lodged the com-
plainttotheACBonJuly
16. ACB first verified the
matter and then laid a
trap. The accused was
caughtred-handedwhile
taking a bribe of Rs.
50,000, which was the
first installment of the
bribe, from Kishangarh.
The team has also recov-
ered the bribe amount
from him. The action
was taken in the leader-
ship of DYSP Mahipal
Chaudhary. Currently,
the ACB team is interro-
gating the accused.
In the past, Rahul Ra-
ghav had also taken a
signed blank cheque of
Rs. 1 lakh from the com-
plainant. The accused
will be presented in the
court today.

Court seeking quash-
ing of an FIR against
him in connection

case dealing with an

court, alternatively de-
manding the transfer
of the investigation
into the case to the Na-

Agency from SOG.

crore project has been

regulator for higher ed-

graduate courses with
multiple exit options
and appropriate certifi-
cation, and intiatives to
bring back 2 crore out-
of-school children,
among others. The new
education policy also
envisions increasing
public investment in
education sector to 6
per cent of the GDP.

Grade 5 to be in mother
tongue or regional lan-
guages. No language
will be imposed on any

Health and Family Wel-
fare Ministry has di-
rected the DCGI) to en-
sure equitable distribu-
tion of drugs across the
country included as
part of “investigational
therapies” in clinical
management protocol
for COVID-19. The move
comes when Arunachal
Pradesh, Dadra and Na-
gar Haveli and Daman
and Diu informed the
ministry of the require-
ment of investigational
therapy drugs.
“With the interven-
tion of DCGI, smaller
States and UTs were
provided with adequate
quantities of drugs un-
der the investigational
therapy for the treat-
ment of COVID-19 pa-
tients,” said the official.
A letter written by
the senior Health Min-
istry official to the
DCGI stated, “I am di-
rected to say that apart
from availability, the
geographical distribu-
tion/reach of the drugs
included as part of in-
vestigational therapies
in clinical manage-
ment protocol for COV-
ID-19, namely, Remdesi-
vir and Tocilizumab,
may also be moni-

be done. I directed the
officers today to ensure
strict compliance with
these guidelines,”

hours after the Ashok
Gehlot-led cabinet sent
a revised proposal—the
fourth in seven days—
to the Governor amidst
thepoliticalcrisisinthe
state.
Meanwhile earlier in
the day, Congress lead-
ers and ministers
slammed Governor
Mishra after he had
sent back the proposal
for the third time for
conveningtheassembly
session by the council
of ministers.
Rajasthan Minority
Affairs and Waqf Min-
ister Saleh Mohammad
said that such develop-
ment has happened for
thefirsttimethatgover-
nor has sent back pro-
posal three times and it
is unfortunate.
“Everybody is look-
ing at the Governor to
save the Constitution
and democracy. It is
not necessary that 21
days are required for
calling the session.
We are confident that
our leaders are with
us and those who
have left us are mes-
saging that they want
to come back,” he
said.

Minister Ashok Chan-
dna also expressed con-
cern at the decision of
the Governor.
“Such a thing has not
happened before. The
council of ministers

to decide when to call
the assembly session.

the Speaker. In that
committee, both ruling
and opposition leaders
are there. I feel that it
(cabinet decision) only
goes as information to
the Governor. The file
has come for the third
time to him. No one has
objected before when
assembly sessions were
called with less than 21
days notice,” Chandna
said.

think about why he is
returning it. There is
coronavirus crisis and
other important bills
that have to be dis-
cussed,” he said.

Choudhary said the
Governor has “no right
to return it again and
again”.
“It is the work of
Speaker to manage sit-
tingarrangementinthe
assembly. The session
will happen. A wrong
message is sent by the
Governor. Who knows
the Governor might be
pressurised from the
top to do so,” he said.

intended “not to call”

erties worth Rs 62.22
crore, including 203
residential and two
commercial proper-
ties.
Notably, the Board’s

na, the Board has been
soaring high.
“This Wednesday was
also a bumper Wednes-

state, which gave the
Board a revenue of Rs

buyers on installments
underthewhichgavethe
board a revenue of Rs

were sold through e-auc-

It is noteworthy that
both the plots of Mansa-
rovar Yojana were of a
large size measuring
2741.99 square metres
and 1137.60 square me-
tresrespectively.“Noone
expected such large-
sizedplotstobesolddur-
ing the covid period, but
theresultof thepayment
terms which the Hous-
ing Board has relaxed
and better publicity has
resulted in the sale of
such large plots in cur-
rentmarketconditions,”
the Commissioner said.
He said that under

DABI’S ‘CHARGE’
SHOCKS MANY
The young IAS officers of today,
perhaps pout of their sheer
excitement or immaturity, sometimes act
in a manner which creates controversies
and later face the flak for it. Take for
example the 2016 India topper Tina Dabi,
who is a major point of discussion in
the bureaucratic circles and especially
in the relevant quarters in Jaipur. Tina
was promoted on April 1, 2020 from
Bhilwara ADM and has now been made
SDM of Sri Ganganagar. Although
in the transfer list of July 2, she was
transferred to the position of CEO Jila
Parishad at Sri Ganganagar, the state
election commission stayed her transfer,
and thus she has been given the new
post two days back. And the ‘taking over
ceremony’ is the reason that controversy
has surrounded Tina. The young IAS
took charge in the most unassuming
manner wherein a pandit was consulted
to take out the ‘shubh mahurat’ and
once that came to be, she took charge
under vedic hymns and other rituals.
Once the ‘programme’ was completed,
only then did she cut the ribbon and
entered the new office of hers but even
then the Pandit kept on reciting hymns
and conducted other rituals. Once all
that ended, the office staff and officials
clapped and congratulated Dabi. Those
who know the bureaucracy of Rajasthan,
claim that never has any IAS assumed
charge in such a fashion and also point
to the fact that all this has happened
when the Corona threat is facing right
in the face. Notably, Tina married her
batch-mate Athar Amir Khan, who is also
an IAS in Rajasthan and was recently
promoted to the position of CEO Jila
Parishad, Jaipur. The bureaucratic circles
are abuzz that on one hand Tina has
established an ideal by marrying Athar,
yet she adopted such rituals when it
came to assuming charge. Personnel

petty politicians and a hoarding has been placed at Bais Godam
flyover saying just that. The words ‘Democracy on Ventilator’ is
also mentioned on the hoarding placed in the name of Dr Bharat
Choudhary. But little does Mr Choudhary realise that it is his ‘act’ that
is staining the Governor’s constitutional honour and it remains to be
seen if the police or administration takes cognizance on the hoarding.

virus has altered
life for all of us by
affecting every-
thing be it home,
work, education
etc. The outbreak has disrupted
the academic year by schools
called off and cancelled exami-
nations across the country.
Every House has become a
school and every parent a
teacher, there’ s no frontier be-
tween the bedroom and class-
room. Although initially of the
pandemic, the routine had gone
a haywire where everybody suf-
fered in their own way. Educa-
tion for the current session is a
big question mark for all par-
ents. What will be the future of
their child? Looking into the
concern of parents, schools en-
sured that students do not miss
out on their studies, schools
moved classes online, to prevent
a loss of a year of their stu-
dents. Teachers were trained to
give classes via their gadgets
and check on the maximum at-
tendance of students. It was a
completely new form of school
for the teachers and the stu-
dents. It created a panic and dis-
comfort for parents as now they
too had to involve themselves
with their kids.
However, it sparked a debate
on whether the increased
amount of screen time helps
student learn or if it impedes
their progress. There comes dif-
ferent versions for the same;
where some are of the opinion
that online classes will increase
screen time, others feel they
don’t have time, few feel that
they have to sit with their kids.
The truth stands children today
are anyways hooked to screens
even before the pandemic be-
gan. It is commonly observed
that children are exposed to
screens right from a young age,
viewing videos to get toddlers to
eat without a fuss isn’t recent
affair. Looking into current sce-
nario where still there is no cer-
tainty about the situations
ahead, the online classes are the
only ray of hope to save our
child’s academic year and also
the health. Besides the regular
lessons, the online classes are
also giving students a blend of
activities like – yoga, dancing,
music, painting, craft, no gas
cooking etc. The teachers are
busy working, planning and de-
veloping better online modules
so as to cover various aspects of
child’s development. And for
brain development, children
need to receive the right kind of
stimulation, which only teach-
ers can provide.
On practical note, losing one
academic year of your child is a
concern which if not monitored
wisely, could make them lack
behind. The online classes have
made their everyday life sys-
tematic keeping them construc-
tive and creative.
off late, the government advi-
sories too ask students to go on-
line to reduce disruption. It ap-
plies to both categories of stu-
dents – senior and junior. We
should accept that online class-
es are a necessity today as there
is no other alternative to substi-
tute the loss of a year in stu-
dents life.
Let us all join hands in this
pandemic situation to co-oper-
ate with each other and handle
the situation with ease. Lastly, a
little sacrifice for the future of
our children can be worth it.

ing a complete U-turn

the new normal of our daily lives.
I see that the time is challenging
but personally perceive the oppor-
tunity as a blessing in disguise. The
new normal has made us stronger
without shedding our values. Peo-
ple emerging out of the critical situ-
ation will have a better control over
their lives in the future.
Every member of society needs to
contribute to the new normal. What-
ever the challenge is, this too shall

Manesar have informed
Rajasthan SOG, which
is probing the alleged
horse-trading case that
no MLAs were staying
on their premises.
“Best Western Resort
in Manesar, Gurugram
was served a notice on
July 23. Hotel adminis-
tration informed that it
is a COVID centre and
no MLAs are staying
there,” SOG said in a
press release. “Similar-
ly, information was
sought from the admin-
istration of Heritage
Village Hotel in Mane-
sar. They also informed
that no MLAs are stay-
ing there,” SOG said.
Last week, SOG said
that its DSP Kamal Sin-
gh was stopped by the
Haryana Police. It also
said that manager of
the resort in Manesar
was later called to the
police naka, where Sin-
gh was stopped, and the
letter seeking records
for investigation was

ra said on Thursday
that the RHB has man-
aged to free yet anoth-
er of its property in
Sector 8 of Pratap Na-
gar area measuring
5000 square meters
valued at around Rs 60
crore.Thesaidlandwas
acquired in 1989 by Ra-
jasthan Housing Board,
however, over the years,
land mafia encroached
upon it and even built a
teen-shed and boundary
wall. However, on
Wednesday the Board
demolished the con-
struction, thus effective-
ly removing the en-
croachment on the prop-
erty and now the RHB
will prepare an action
plan for the land. Inter-
estingly, the RHB, as
soon as the encroach-
ment was removed, con-
structedaboundarywall
and placed its board too.
In order to effectively
carry out this action,
RHB Commissioner
made a special request
to Commissioner of
Jaipur Police to cooper-
ate in removing the en-
croachment. During the
proceedings, along with
a large number of Po-
lice personnel, a large
number of employees
of Housing Board were
present along with the
executive.
“The recent amend-
ment to the RHB Act
gave powers to the
Board that it could re-
move the encroach-
ments on its own. Sec-
tion 51B has been
added to the Ra-
jasthan Housing
Board Act 1970, which
has given powers to
the Board to remove
encroachment from
its property. After the
acquisition of land in
the board’s plans, it
takes time to construct
basic structures and al-
locate them to the com-
mon people by con-
structing houses. Many
times during this pe-
riod, the property was
illegally occupied or
encroached upon by
the trespassers, but
the powers to remove
them were not in the
Housing Board Act,”

has made an appeal for
plasma donation to win
in the war against coro-
navirus. The Health
Minister said that
plasma therapy has
proved very effective
in corona treatment.
Since, there is a need
for plasma to treat seri-
ous patients; he re-
quested those who have
defeated corona to do-
nate plasma.
“In the time of co-
rona pandemic, plas-
ma donation is the
biggest act of kind-
ness,” Dr Sharma
said. According to the
medical experts, any
person aged between 18
and 60 years who has
turned negative after
treatment of 14 days
can donate plasma.
The Health Minister
said that plasma treat-
ment of serious corona
patients was started at
Sawai Man Singh hospi-
tal and it has been a to-
tal success. “Permis-
sion has been sought
from ICMR to start
treatment with plas-
ma therapy at other
medical colleges. At
present, patients are
being treated with
plasma therapy and
given new life at
Jaipur, Jodhpur Kota
and Udaipur,” he said
adding that soon Bikan-
er and Ajmer too will
get permission for plas-
ma therapy treatment.
He informed that the
government has set up
Plasma Bank at SMS
Hospital. Dr Sharma
said that presently, the
biggest problem is co-
rona infected people not
having any symptoms.
To identify asympto-
matic people, govern-
ment would buy 12,000
oximeters.
Dr Sharma said that
all the district collec-
tors have been directed
to impose local lock-
down as per the re-
quirement, but it is not
the complete solution.
He said that the increas-
ingly vicious circle of
corona could be broken
if the general public fol-
low the protocol that is
not to go out without any
important work, wear a
mask while going out,
avoid going to crowded
places and frequently
wash hands with soap.

My enduring memory of Rajmata is of her bold
spirit. In 2002 I invited her to be patron of my
‘Keep Amber Clean’ Campaign. I thought it polite
to tell her that I was trying to save a 300 year
old Bavri; that threats had been made on my life
so government had given me armed bodyguards;
that over 40 enquiries were looking into me. Rajmata Sa
brushed my concerns aside. This display of courage and
solidarity meant the world to me.

thing for me and not easy
to talk about my associa-
tionwithRajmataGayatri
Devi that went back to the
early 1980s. She passed
away on 29 July 2009, it’s
been 11 years but for me the pain
and the loss is still the same. I miss
her almost every day of my life.
As students of her Maharani
GayatriDeviGirlsPublicSchoolin
Jaipur, the highlight of those days
was when this extraordinarily at-
tractive Maharani visited the
school in her soft French chiffons.
Oneleftschoolandwentontoother
things but somehow the links were
never severed and there was al-
ways some activity that took us
back to school. Several years
later I edited her cookbook
titled Gourmet’s Gateway
that surprised all of us by
doing well. The idea of
doing a biography
happened during one of our fre-
quent meetings. That gave me an
opportunity to meet her on a more
regularbasisandalsoallthepeople
who had been in close contact with
her. She was quick to anger and
equally quick to cool down.
A very old member of her staff
recalled the time when she had
gonetoahotelinDelhitodrop
somebody.Thedarban,una-
ware that she was not get-
ting down, opened the
cardoorforherresult-
ing in her hand be-
ing painfully
pulled with the door. The poor man
receivedaproper,royalfiring.Once
home, she kept thinking about the
incident and asked her ADC if he
thought that the darban was upset
aboutthewholething.TheADCas-
sured her that the darban must be
quite used to it. But she could not
gettheincidentoutof hermindand
within an hour drove back to the
hotel, called the nervous man and
apologised to him and explained
that she had not meant to shout at
him but had lost her temper be-
cause her arm had been hurt. The
poor man was too embarrassed to
say anything more than “Huzur,
what are you doing? Why are you
saying sorry? It is all right.”
Her sense of humour and her
love to gossip made her seem more
humane. She could pull one’s leg
so subtly that it took most people
a while to realise that they’d been
had! One had to know her well
enough to see through her jokes.
Once she was invited for dinner.
Among the guests were some non-
Jaipur people who did not know
whoshewas.Theladyaskedforan
introduction. Without batting an
eyelid Rajmata Sahiba said, “Oh
I’m a doctor from a nearby hospi-
tal and this gentleman here is my
assistant. Now, if you’ll excuse us,
we have to go for an operation.”
The ‘assistant’ nearly choked on
his drink but quickly regained his
composure and accompanied the
‘lady doctor’ to assist her in the
operation. She can say the most
unexpected thing with such a
straightfacethatonedoesn’tknow
if one should laugh or be shocked.
Rajmata put me in a tight spot sev-
eral times. Once she introduced
me to a publisher saying, “Oh, this
is Dharmendar and she doesn’t
like you. She thinks you’re not an
honest person!” The man, who I
was meeting for the first time,
lookedquiteconfusedandsuitably
hurt. The next few minutes were
embarrassing as I tried to extract
myself from the awkward situa-
tion while Rajmata Sahiba looked
on, very pleased with herself and
enjoyed every minute of my dis-
comfiture.
What a legend she was! There is
so much to share yet there seem to
be no suitable words to sum up the
amazing grace and charisma of
this original embodiment of style.

ctor Sonu Sood, after working
tirelessly for the welfare of mi-
grant laborers over the past
three months, isn’t going to take
a day off on his birthday too. For the day,
he has planned to organise medical camps
across the country, which he expects
around 50,000 people to attend.
This event is Sonu Sood’s way of celebrat-
ing his 47th birthday. He has also been help-
ing thousands of migrant workers return to
their homes during the pandemic. During
the three months, he has been busy with

The development, which rendered excitement and ela- tion in the Gehlot camp, also stamped the moral victory of CM Gehlot. The development occurred hours after Governor rejected Gehlot’s request for an As- sembly session for the third time, citing short notice, after which CM Gehlot, who made untiring efforts to get Gover- nor’s approval, proposed a new date. Earlier in the day, the Gov- ernor had said that there seemed to be no convincing reason to call a session as ear- ly as Friday without a 21-day notice in the middle of the coronavirus pandemic. A floor test could be one reason to call a session at short no- tice, Mishra suggested, and a short session could be held with social distancing meas- ures. New Delhi: The Minis- try of Human Resource Development (MHRD) is back to being Minis- try of Education with the Union Cabinet ap- proving the change in its name on Wednesday. The name change was among the key rec- ommendations of the draft New Education Policy, which was also cleared in Wednesday’s Cabinet meeting. The Ministry of Edu- cation was renamed as the HRD ministry in 1985, during the tenure of former Prime Minis- ter Rajiv Gandhi. P4 New Delhi: MHA on Wednesday issued `Unlock 3’ guidelines removing restrictions on the movement of individuals during the night (night curfew) and allowing Yoga in- stitutes and gymnasi- ums to open from Au- gust 5 while schools, metro and cinema halls will continue to remain closed. The ministry said that lockdown shall con- tinue to be implemented strictly in the contain- ment zones till August 31 and schools, colleges, coaching institutions and cinema halls will remain closed till the end of August. Accord- ing to the new guide- lines, metro rail, cine- ma halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, social/ political/ sports/ entertainment/ academic/ cultural/ re- ligious functions and other large congrega- tions will continue to remain prohibited. Dates for the opening of these will be decided separately based on the assessment of the situ- ation, the ministry said in a release. States and UTs, based on their assessment of the situation, may pro- hibit certain activities outside the contain- ment zones, or impose such restrictions as deemed necessary. “Restrictions on the movementof individuals during the night (night curfew) have been re- moved,” the release said. Rajasthan HC on Friday had ordered status quo on the dis- qualification notices sent by the Speaker, effectivelybarringthe Speaker to proceed further on the notices underTenthSchedule of the Constitution to disqualify the dissi- dent MLAs, even if they do not submit their replies to it. “The impugned or- der restraining the Speaker from per- forming his constitu- tional duties under the Tenth Schedule is a direct intrusion by the High Court into the domain exclusive- ly reserved for the Speaker under the Tenth Schedule of the Constitution,” read Joshi’s plea. Meanwhile earlier in the day, Congress lead- ers and ministers slammed Governor Mishra after he had sent back the proposal for the third time for conveningtheassembly session by the council of ministers. Rajasthan Minority Affairs and Waqf Min- ister Saleh Mohammad said that such develop- ment has happened for thefirsttimethatgover- nor has sent back pro- posal three times and it is unfortunate. “Everybody is look- ing at the Governor to save the Constitution and democracy. It is not necessary that 21 days are required for calling the session. We are confident that our leaders are with us and those who have left us are mes- saging that they want to come back,” he said. Rajasthan Sports Minister Ashok Chan- dna also expressed con- cern at the decision of the Governor. “Such a thing has not happened before. ONLINE CLASSES NEED OF THE HOURoday, when Corona virus has altered life for all of us by affecting every- thing be it home, work, education etc. The outbreak has disrupted the academic year by schools called off and cancelled exami- nations across the country. Every House has become a school and every parent a teacher, there’ s no frontier be- tween the bedroom and class- room. Although initially of the pandemic, the routine had gone a haywire where everybody suf- fered in their own way. Educa- tion for the current session is a big question mark for all par- ents. What will be the future of their child? Looking into the concern of parents, schools en- sured that students do not miss out on their studies, schools moved classes online, to prevent a loss of a year of their stu- dents. Teachers were trained to give classes via their gadgets and check on the maximum at- tendance of students. It was a completely new form of school for the teachers and the stu- dents. It created a panic and dis- comfort for parents as now they too had to involve themselves with their kids. However, it sparked a debate on whether the increased amount of screen time helps student learn or if it impedes their progress. There comes dif- ferent versions for the same; where some are of the opinion that online classes will increase screen time, others feel they don’t have time, few feel that they have to sit with their kids. The truth stands children today are anyways hooked to screens even before the pandemic be- gan. It is commonly observed that children are exposed to screens right from a young age, viewing videos to get toddlers to eat without a fuss isn’t recent affair. Looking into current sce- nario where still there is no cer- tainty about the situations ahead, the online classes are the only ray of hope to save our child’s academic year and also the health. Besides the regular lessons, the online classes are also giving students a blend of activities like – yoga, dancing, music, painting, craft, no gas cooking etc. The teachers are busy working, planning and de- veloping better online modules so as to cover various aspects of child’s development. And for brain development, children need to receive the right kind of stimulation, which only teach- ers can provide. On practical note, losing one academic year of your child is a concern which if not monitored wisely, could make them lack behind. The online classes have made their everyday life sys- tematic keeping them construc- tive and creative. off late, the government advi- sories too ask students to go on- line to reduce disruption. Many times during this pe- riod, the property was illegally occupied or encroached upon by the trespassers, but the powers to remove them were not in the Housing Board Act,” said Pawan Arora Vikas Sharma Jaipur: Health Minis- ter Dr Raghu Sharma has made an appeal for plasma donation to win in the war against coro- navirus. The Health Minister said that plasma therapy has proved very effective in corona treatment. Since, there is a need for plasma to treat seri- ous patients; he re- quested those who have defeated corona to do- nate plasma. “In the time of co- rona pandemic, plas- ma donation is the biggest act of kind- ness,” Dr Sharma said. According to the medical experts, any person aged between 18 and 60 years who has turned negative after treatment of 14 days can donate plasma. The Health Minister said that plasma treat- ment of serious corona patients was started at Sawai Man Singh hospi- tal and it has been a to- tal success. “Permis- sion has been sought from ICMR to start treatment with plas- ma therapy at other medical colleges. At present, patients are being treated with plasma therapy and given new life at Jaipur, Jodhpur Kota and Udaipur,” he said adding that soon Bikan- er and Ajmer too will get permission for plas- ma therapy treatment. He informed that the government has set up Plasma Bank at SMS Hospital. Dr Sharma said that presently, the biggest problem is co- rona infected people not having any symptoms. To identify asympto- matic people, govern- ment would buy 12,000 oximeters. Dr Sharma said that all the district collec- tors have been directed to impose local lock- down as per the re- quirement, but it is not the complete solution. As students of her Maharani GayatriDeviGirlsPublicSchoolin Jaipur, the highlight of those days was when this extraordinarily at- tractive Maharani visited the school in her soft French chiffons. Oneleftschoolandwentontoother things but somehow the links were never severed and there was al- ways some activity that took us back to school. Several years later I edited her cookbook titled Gourmet’s Gateway that surprised all of us by doing well. The idea of doing a biography happened during one of our fre- quent meetings. That gave me an opportunity to meet her on a more regularbasisandalsoallthepeople who had been in close contact with her. She was quick to anger and equally quick to cool down. A very old member of her staff recalled the time when she had gonetoahotelinDelhitodrop somebody.Thedarban,una- ware that she was not get- ting down, opened the cardoorforherresult- ing in her hand be- ing painfully pulled with the door. The poor man receivedaproper,royalfiring.Once home, she kept thinking about the incident and asked her ADC if he thought that the darban was upset aboutthewholething.TheADCas- sured her that the darban must be quite used to it. But she could not gettheincidentoutof hermindand within an hour drove back to the hotel, called the nervous man and apologised to him and explained that she had not meant to shout at him but had lost her temper be- cause her arm had been hurt. The poor man was too embarrassed to say anything more than “Huzur, what are you doing? Why are you saying sorry? It is all right.” Her sense of humour and her love to gossip made her seem more humane. She could pull one’s leg so subtly that it took most people a while to realise that they’d been had! One had to know her well enough to see through her jokes. Once she was invited for dinner. Among the guests were some non- Jaipur people who did not know whoshewas.Theladyaskedforan introduction. Without batting an eyelid Rajmata Sahiba said, “Oh I’m a doctor from a nearby hospi- tal and this gentleman here is my assistant. Now, if you’ll excuse us, we have to go for an operation.” The ‘assistant’ nearly choked on his drink but quickly regained his composure and accompanied the ‘lady doctor’ to assist her in the operation. She can say the most unexpected thing with such a straightfacethatonedoesn’tknow if one should laugh or be shocked. Rajmata put me in a tight spot sev- eral times. Once she introduced me to a publisher saying, “Oh, this is Dharmendar and she doesn’t like you. She thinks you’re not an honest person!” The man, who I was meeting for the first time, lookedquiteconfusedandsuitably hurt. The next few minutes were embarrassing as I tried to extract myself from the awkward situa- tion while Rajmata Sahiba looked on, very pleased with herself and enjoyed every minute of my dis- comfiture. What a legend she was! There is so much to share yet there seem to be no suitable words to sum up the amazing grace and charisma of this original embodiment of style.
