Senior journalists move SC seeking
probe into govt snooping allegations
New Delhi: Veteran journalists N Ram and Sashi Kumar have moved the Supreme
Court seeking an independent probe by its sitting or retired judge into the reports
of alleged snooping by government agencies on eminent citizens, politicians
and scribes by using Israeli spyware Pegasus. The petition, likely to come up for
hearing within the next few days , sought to investigate if the illegal hacking into
the phones using the Pegasus spyware represented an attempt by agencies and
organisations to muzzle and chill the exercise of free speech and dissent in India.

Maken’s ‘mann ki baat’, legislators made a beeline for

cabinet. On Monday, Ministers Mamta Bhupesh, Rajendra

Jaipur: A delegation led by the patron of Family
Court Bar Association Poonam Chand Bhandari on
Tuesday requested JDA commissioner Gaurav Goyal
to expedite the process of allotment of land for the
family court. The JDA called the Zone Commissioner
and asked him about the process of land allotment.
He instructed him to complete the proceeding within
two weeks. Bhandari was accompanied by the asso-

Alwar: A 30-old-man allegedly raped his 10-year-
old step daughter and attempted to rape younger
daughter aged 6 in Alwar. Cops arrested accused
within 24 hours and filed chargesheet against him
within three days, SP Alwar Tejaswani Gautam
said. District police received a complaint on July
22 through the legal services authority. The victim
told the police that her stepfather used to tie her
hands and feet. Accused is under judicial custody.
Kota: Armed miscreants opened fire on a business-
man Naresh Dhakad in broad daylight in Kota. The
incident has been captured in a CCTV footage. On
Tuesday, bike-borne miscreants fired at him in broad
daylight. He narrowly escaped the attack as the bullet
missed the target. According to information, there is
an old land dispute between the attacker Monu Shar-
ma and businessman Naresh Dhakad. Therefore, the
miscreants fired at Naresh Dhakad in Kota’s shopping
center. Dhakad has filed a case against Monu Sharma
and his partner Firoz at Gumanpura police station.

vehicles. The accused had demanded Rs 30,000
bribe and had already taken Rs 10,000 earlier. A team
led by ASP Ramesh Maurya laid the trap.
ACB on Tuesday arrested an AAO posted in office
of local self government department for taking a
bribe of Rs 15,000. The accused Meena demanded
bribe from an employee of fire dept. The employee
alleged that Meena demanded bribe for granting ap-
proval for issuing NOC for half salary of six months
and for sanctioning leave.

CPP), West Bengal
Chief Minister Mamata Baner-
jee landed in Delhi with a series
of important meetings on her
agenda. Her being elected as the
TMCPP chief signals her return

two states which has been

Last year also the two states
had clashed but not as vio-
lent. This time the clashes
were far more serious as, ac-
cording to Assam Chief Min-
ister Himanta Biswa Sarma,
Mizoram police used light
machine guns. Mizoram
claimed that 200 Assam Po-
lice personnel overran a
CRPF and police post along
the border. Two companies
of CRPF have been deployed
to maintain peace.
The clashes erupted just
days after Union Home Min-
ister Amit Shah chaired a
meeting of chief ministers
of all north-eastern states
and reflected the complexity
of the issue at the Centre of
which is Assam. The cause of
the territorial dispute arose
after Mizoram was carved
out of Assam. Mizoram
claims territorial rights over
a certain area as its residents
have been cultivating it for
long. Assam officials cite
documents to press their
claim. Of the other NE states
created from Assam’s large
territory, Nagaland also dis-
putes Assam’s claim over
part of land falling within its
boundary. Meghalaya and
Arunachal Pradesh too have
disputes with Assam.
Nagaland and Mizoram are
especially sensitive states.
Nagaland because it borders
China, while Mizoram as,
like Assam, is contiguous
with Bangladesh. It is alleged
that the illegal immigrants
from the neighbouring coun-
try take advantage of the dis-
pute to fan violence. The Cen-
tre must resolve the dispute
and bring to book those re-
sponsible for fracas.

vacy is almost celebrated and
cherished notably on week-
ends. No wonder creativity
rises here more than the
sperm counts! It’s no coinci-
dence that Steve Jobs had the
beginning of his binary jour-
ney from a Garage. Most
amazing bands had their first
drum beats inventions not in
a studio but in a garage. Ga-
rage is where you plan and
disrupt your life.You make
love with life. Have no proof
to support but I believe that
the concept of actual pursuit
of happiness must be the
guiding principles behind
this brilliant invention. Be it
your survival in a compatible
and yet complex marriage or
relationship, your tough and
demanding and frustrating
professional career, decoding
the code of life or deciding to
solve your mid life crisis by
having an affair or not. Ga-
rage is your own place, un-
taxed yet your paid comfort
zone. For pursuit at least un-
derstanding clearly that hap-
piness is only a myth. This
shade may not have one thou-
sand shade appeal but it’s
loyal and never judgemental.

to actual nirvana it is a ref-
uge from the fear of recogni-
tion of failure as its only non-
living machines here which
witness your imperfections
in your favourite project...be
it a muscle car refurbish-
ment or a rocket or a jittery
side table. you can be your-
self without being apologet-
ic. Garage is ever forgiving
and undemanding. Near zero
maintenance and abundant
returns. Most importantly
one’s failure unbundled here
is reassuring too as its reso-
nance is muffled in the nois-
es of fancy table saws!! You
can ignore it if you choose.
Noise of solitude becomes
jazz in itself.
On a serious note, the ga-
rage is the catalyst of the
enterprise of Americans.
Most amazing inventions
have their roots in the ga-
rage. The spirit of experi-
mentation is nurtured in this
space. It’s an emotional sup-
plement for confidence
building too and a teething
toy for entrepreneurship.
American capitalism seems
to be having a profound link
with garage projects. Garage
sales are evidence of con-
sumer surplus. I don’t know
if Adam Smith ever explored
the freedom of this Adam
space or not but the concept
of free economy surely has
an organic connection with
the free chaotic space like a
garage! you supply your pas-
sion and time to your own
demand for creativity in a
given space and reach some
personal equilibrium...in
that broader sense it appears
to be linked with Ayn Rand’s
idea of individualism too.
Garage is the gateway of
Nirvana for American men.
Budhha had to learn it the
harder way as east is always

New Delhi: The Supreme Court on
Tuesday made it clear that it cannot
take an elitist view and ban begging
while stressing that needing to take

and Delhi government on a petition
seeking vaccination and rehabilitation

PLEA: CENTRE GETS TIME
New Delhi: The Delhi High Court on
Tuesday granted more time to the Cen-
tre to file its reply in a petition moved
by a transgender woman regarding
non-issuance of a new passport with
the required changes in her name and
gender. A bench of Justice DN Patel
and Justice Jyoti Singh on Tuesday
slated the matter for September 6 for
further hearing. The court had ear-
lier issued a notice in the matter and
sought a reply from the respondents.
DELHI POLICE OPPOSES
BAIL PLEA OF UMAR KHALID
New Delhi: The Delhi Police on Tues-
day filed its reply in a bail plea moved
by JNU student leader Umar Khalid
arrested under the stringent Unlawful
Activities (Prevention) Act in connec-
tion with the north-east Delhi Violence
matter. Additional Sessions Judge
Amitabh Rawat adjourned the hearing
for August 7 for detailed arguments.
The Delhi Police in its reply opposed
the bail plea stating that the petition is
“meritless”.

KANGANA IN AKTHAR CASE’
Mumbai: A magistrate’s court in Mum-
bai directed actor Kangana to remain
present before it without fail in the next
hearing in the Akhtar defamation case.
The Andheri metropolitan magistrate’s
court also rejected an application filed
by Akhtar seeking a non-bailable war-
rant against Ranaut for not appearing
before the court, while granting her
exemption, “This is the last chance,
keep the accused present on next date

New Delhi: Minister of
State for Home Nity-
anand Rai, in a written
reply, on Tuesday,
informed the Parlia-
ment that it has sought
an extension of more
than six months for
framing rules under the
Citizenship (Amend-
ment) Act, 2019. The
Ministry said that it has
requested the Lok Sab-
ha and Rajya Sabha
Committees on Subor-
dinate Legislation to
grant further extension
of time upto January 9,
2022, to frame the CAA
rules. MoS Rai submit-
ted a written reply to a
question raised by Con-
gress MP Gaurav Go-
goi, informing the CAA
has been notified on
December 12, 2019, and
has come into force
from January 10, 2020.
“The Committees on
Subordinate Legisla-
tion, Lok Sabha and
Rajya Sabha have been
requested to grant fur-
ther extension of time
up to January 9, 2022, to
frame the rules under
theCitizenship(Amend-
ment) Act, 2019,” Rai
further replied.
This is the fifth
extension sought by the
government for framing
these rules. According
to the Manual on Parlia-
mentaryWork,therules
for any legislation
shouldhavebeenframed
within six months of
presidential assent or
seek an extension.
The CAA allows per-
secuted minorities
belonging to the Hindu,
Sikh, Jain, Buddhist,
Parsi, and Christian
communities from
Pakistan, Bangladesh,
and Afghanistan to
avail of Indian citizen-

coalition government in
the state with full major-
ity and yet from the day
the government was
formed, there has al-
ways been a talk that the
coalition will not 'work'.
Another coincidence
with Jharkhand is that
it has always had a Ma-
harashtra connection.
Whenever it comes to
political instability in
the state, whether it
comes to toppling the
government or form-
ing a new government,
Maharashtra is defi-
nitely involved in it
somewhere.
For the past few
months, the issue of in-
stability of the govern-
ment in the state has
been looming large and
so far two connections
of Maharashtra have
come out in this. The
first connection was
with Chief Minister He-
mant Soren, when a
young woman in Mum-
bai accused him of sex-
ual abuse and the mat-
ter reached the High
Court. That matter is
still pending in the
court. The girl who
made the allegation
once withdrew the
charges and the matter
was settled out of court.
But when the girl again
reached to accuse, this
time the court took seri-
ous cognizance of it,
due to which the possi-
bility of settlement out-
side the court has end-
ed. A Jharkhand BJP
MP and aides of a for-
mer CM are 'fanning
the fire' in the issue.
The second connec-
tion came to fore recent-
ly, when the state police
raided hotels and ar-
rested three individuals
on charges of conspira-
cy to topple the govern-
ment. Word is that the
arrested accused have
confessed to the police
that Maharashtra BJP
leaders Mohit Bhartiya
and Chandrakant
Bawankule had talked
about breaking the Con-
gress MLAs. It is being
said that these leaders
introduced some Con-
gress MLAs to the sen-
ior leaders of BJP and
also went from Delhi to
Ranchi with them.
There is news of their
stay in a hotel in Ranchi
and it is being said that
these people had left the
hotel 15 minutes before
the police action.
But the present sce-
nario is not a secluded
incident, in fact, a dec-
ade and a half ago,
Jharkhand had yet an-
other 'Maharashtra
connection'.
When Madhu Koda's
government was
formed with Congress
support and JMM, then
Maharashtra Congress
leader Kripashankar
was very active in the
politics of the state.
Later, Kripashankar
Singh's son was also
married to the daugh-
ter of Kamlesh Singh,
an MLA of the state
and a minister in the
Koda government.
Even after the fall of
the Koda government,
Kripashankar Singh
was interfering in the
politics of Jharkhand
in one form or the other
for a long time.
Right now the lead-
ers of Maharashtra
Congress are silent and
the leaders of Maha-
rashtra BJP are cam-
paigning in Jharkhand
to increase their impor-
tance in the eyes of the
party high command
but due to such inci-
dents the image of the
party is also getting tar-
nished.

Mumbai: Maharashtra ACB on Tuesday refuted
reports about a lookout notice against former
Mumbai Commissioner of Police (CP) Parambir
Singh, stating that no such action was taken by the
agency. “Some reports are claiming that Maha-
rashtra ACB has issued a lookout notice against
former Mumbai CP Parambir Singh. The news is
false. ACB has not issued any LOC against Singh,”
the Anti Corruption Bureau said. Earlier on July
23, a case of extortion has been registered against
Param Bir Singh at Kopari Police Station in Thane
City Police Commissionerate. It was the second
case of extortion in which Param Bir Singh has
been named. The Enforcement Directorate had
earlier summoned the former Mumbai Police Com-
missioner to record a statement in connection with
the Rs 100 crore money laundering case against
ex-Maharashtra Home Minister Anil Deshmukh.
New Delhi: India and Russia will carry out a
13-day mega military exercise with a focus on
counter-terror operations in the Russian city of
Volgograd from August 1, the Indian Army said
on Tuesday. It said the 12th edition of the “In-
dra” exercise will be yet another “milestone” in
strengthening the bilateral security cooperation
and will serve to reinforce the longstanding bond
of friendship between India and Russia. The Army
said 250 personnel from each side will participate
in the 12th edition of the joint military exercise.
“The 12th edition of Indo-Russia joint military
exercise Indra-21 will be held at Volgograd, Russia
from August 1 to 13,” the Army said.

IMF cuts India’s GDP growth
forecast to 9.5% for FY22
Washington: The In-
ternational Monetary
Fund (IMF) on Tuesday
cut its economic growth
forecast for India to 9.5
per cent for the fiscal
year to March 31, 2022
as the onset of a severe
second COVID-19 wave
cut into recovery mo-
mentum.
This forecast for 2021-
22 is lower than the 12.5
per cent growth in GDP
that IMF had projected
in April before the sec-
ond wave took a grip.
For 2022-23, IMF ex-
pects economic growth
of 8.5 per cent, larger
than the 6.9 per cent it
had projected in April.
“Growth prospects in
India have been down-
graded following the
severe second COVID
wave during March-
May and expected slow
recovery in confidence
from that setback,” IMF
said in its latest World
Economic Outlook
(WEO).

gradually recovering
from a deep contraction
in the fiscal year ended
March 31, 2021 (7.3 per
cent) and a subsequent
severe second wave of

tion of CCTV cameras

Jaipur: The state govern-
ment has prepared an ac-
tion plan for the inclusive
development of Transgen-
der community, taking a
sensitive decision towards
the protection of the rights
of the transgender com-
munity. Chief Minister
Ashok Gehlot has ap-
proved the draft of this ac-
tion plan proposed by the
Department of Social Jus-
tice and Empowerment.
He has also approved an
additional budget provi-
sion of about Rs 8.98 crore
for the implementation of
the action plan.
Gehlot had announced
the creation of an uplift-
mentfundforthetransgen-
der community with an
amount of Rs 10 crore in
the state budget year 2021-
22. In this sequence,
it is proposed to
constitute a
Transgen-
der Protection Cell (Cell)
in the office of the Direc-
tor General of Police of
the State, the Chief Minis-
ter has already approved
its proposal.
According to the propos-
al, the main function of
this cell constituted under
Protection of Rights of
Transgenders Act-2019 is
to protect rights of
transgenders, besides co-
ordinating between the
State Level Transgender
Justice Board  District
Transgender Justice Com-
mittees. This cell will work
for prevention, monitor-
ing of crimes against them
 ensuring probe  prose-
cution by timely regis-
tration of cases.

FREE BUS TRAVEL FOR WOMEN ON
RAKSHABANDHAN
On the occasion of Rakshabandhan, women and girls
will be able to travel free of cost in ordinary and
express buses of roadways, Chief Minister Ashok Gehlot
has approved the proposal in this regard. On August 22,
women travelling within Rajasthan border in all ordinary
and express buses of roadways (except buses with AC,
Volvo and All India Permit) will be able to avail this free
travel facility.
CM Ashok Gehlot has given out-of-turn appoint-
ment to selected athlete Sher Singh from the
sports quota against the vacancies of the year
2021-22 for the post of Sub-Inspector Police (SI)
with an aim to promote sports talent in the state.
The proposal to give out- of- turn appointment has
been approved.
A‘Building Infra Maintenance Fund’ will be created
for the repair of old public utility buildings in
the state. Through this fund, in the next two years,
works worth Rs 500 crore will be conducted in all
public utility buildings that need repair. CM Ashok
Gehlot has approved the draft guidelines to be is-
sued for the operation of this fund.
International cricket matches  IPL tournaments
will be organised in Jodhpur at Barkatullah Khan
Cricket Stadium in Jodhpur after renovation. CM
Gehlot has approved the proposal of additional
budget provision of Rs.10 crore for this.Rs 5 crore
each will be provided by Jodhpur Development Au-
thority and Rajasthan Housing Board for the same.

of events, Pilot suddenly
left for New Delhi by

ing and judging by the
sudden plan of his visit,
the grape vine in Jaipur
was that he had gone to
speak to senior leaders
in the national capital.
And true to the claim,
Pilot did meet Ajay Mak-
en for an hour before the
state in-charge left for
Jaipur. It is said that Pi-
lot is still unsure that
Gehlot will be agreeing
to his demands. A senior
party leader, on condi-
tion of anonymity,
claimed that Pilot also
met senior leaders such
as Priyanka Gandhi,
however the claim could

have received nearly
three times more appli-
cation forms than the
number of seats avail-
able in Class 1, reflect-
ing the growing desire
among parents to send
their wards to English-
medium institutions,
an official said.
The Mahatma Gan-
dhi State Government
Schools (English Medi-
um) have received
60,000 applications
against the 18,093 seats
available in Class 1.
A school in the state
capital Jaipur has re-
ceived about 1,400 appli-
cations against 60 seats.
With growing interest
of students and parents
for English-medium
education, the second-
ary education depart-
ment has added 168
schools last year. Now,
there are over 200 such
schools in the state.

Beside being prelude to actual nirvana it is a ref- uge from the fear of recogni- tion of failure as its only non- living machines here which witness your imperfections in your favourite project...be it a muscle car refurbish- ment or a rocket or a jittery side table. you can be your- self without being apologet- ic. Garage is ever forgiving and undemanding. Near zero maintenance and abundant returns. Most importantly one’s failure unbundled here is reassuring too as its reso- nance is muffled in the nois- es of fancy table saws!! You can ignore it if you choose. Noise of solitude becomes jazz in itself. On a serious note, the ga- rage is the catalyst of the enterprise of Americans. Most amazing inventions have their roots in the ga- rage. Whenever it comes to political instability in the state, whether it comes to toppling the government or form- ing a new government, Maharashtra is defi- nitely involved in it somewhere. For the past few months, the issue of in- stability of the govern- ment in the state has been looming large and so far two connections of Maharashtra have come out in this. The first connection was with Chief Minister He- mant Soren, when a young woman in Mum- bai accused him of sex- ual abuse and the mat- ter reached the High Court. That matter is still pending in the court. The girl who made the allegation once withdrew the charges and the matter was settled out of court. But when the girl again reached to accuse, this time the court took seri- ous cognizance of it, due to which the possi- bility of settlement out- side the court has end- ed. A Jharkhand BJP MP and aides of a for- mer CM are 'fanning the fire' in the issue. The second connec- tion came to fore recent- ly, when the state police raided hotels and ar- rested three individuals on charges of conspira- cy to topple the govern- ment. Word is that the arrested accused have confessed to the police that Maharashtra BJP leaders Mohit Bhartiya and Chandrakant Bawankule had talked about breaking the Con- gress MLAs. It is being said that these leaders introduced some Con- gress MLAs to the sen- ior leaders of BJP and also went from Delhi to Ranchi with them. There is news of their stay in a hotel in Ranchi and it is being said that these people had left the hotel 15 minutes before the police action. But the present sce- nario is not a secluded incident, in fact, a dec- ade and a half ago, Jharkhand had yet an- other 'Maharashtra connection'. When Madhu Koda's government was formed with Congress support and JMM, then Maharashtra Congress leader Kripashankar was very active in the politics of the state. New Delhi: India and Russia will carry out a 13-day mega military exercise with a focus on counter-terror operations in the Russian city of Volgograd from August 1, the Indian Army said on Tuesday. It said the 12th edition of the “In- dra” exercise will be yet another “milestone” in strengthening the bilateral security cooperation and will serve to reinforce the longstanding bond of friendship between India and Russia. The Army said 250 personnel from each side will participate in the 12th edition of the joint military exercise. “The 12th edition of Indo-Russia joint military exercise Indra-21 will be held at Volgograd, Russia from August 1 to 13,” the Army said. IMF cuts India’s GDP growth forecast to 9.5% for FY22 Washington: The In- ternational Monetary Fund (IMF) on Tuesday cut its economic growth forecast for India to 9.5 per cent for the fiscal year to March 31, 2022 as the onset of a severe second COVID-19 wave cut into recovery mo- mentum. This forecast for 2021- 22 is lower than the 12.5 per cent growth in GDP that IMF had projected in April before the sec- ond wave took a grip. For 2022-23, IMF ex- pects economic growth of 8.5 per cent, larger than the 6.9 per cent it had projected in April. “Growth prospects in India have been down- graded following the severe second COVID wave during March- May and expected slow recovery in confidence from that setback,” IMF said in its latest World Economic Outlook (WEO). India’s economy is gradually recovering from a deep contraction in the fiscal year ended March 31, 2021 (7.3 per cent) and a subsequent severe second wave of COVID-19. —PTI Install CCTV cameras in police stations: MHA New Delhi: The Minis- try of Home Affairs (MHA) on Tuesday in- formed the Lok Sabha that it has issued a guideline to all States and UTs for the installa- tion of CCTV cameras in all police stations. Chief Minister Ashok Gehlot has ap- proved the draft of this ac- tion plan proposed by the Department of Social Jus- tice and Empowerment. He has also approved an additional budget provi- sion of about Rs 8.98 crore for the implementation of the action plan. Gehlot had announced the creation of an uplift- mentfundforthetransgen- der community with an amount of Rs 10 crore in the state budget year 2021- 22. In this sequence, it is proposed to constitute a Transgen- der Protection Cell (Cell) in the office of the Direc- tor General of Police of the State, the Chief Minis- ter has already approved its proposal.
