SUPREME COURT ON MANIPUR INCIDENT
New Delhi: The Supreme Court on Thursday
condemned what it called the “deeply disturbing”
video of two women paraded naked in Mani-
pur and said the visuals showed “gross constitutional
failure”. If the government didn’t act, the Supreme Court
would, warned CJI DY Chandrachud, adding that the
court would take up the case on July 28.

situation, CM Ashok Gehlot
on Thursday said that the
entire country is worried
about it. Taking to Twitter,
CM Gehlot targeted the
BJP fiercely saying that it is
very sad that the violence in
Manipur is not ending and
the whole country is worried

New Delhi: Making a strong remark over Manipur
incident, PM Narendra Modi on Thursday said that it
“brings shame to humanity” and what has happened to
daughters of Manipur can never be forgiven and the “guilty will
not be spared.” He said, “The whole country is being insulted,
and 140 crore countrymen are feeling ashamed. I assure the
countrymen that no culprit will be spared. What has happened
to these daughters of Manipur can never be forgiven.”

with a provision of im-
prisonment up to five
years imprisonment for
the protesters who sit on
roads with dead bodies.
The Bill also seeks to

The Rajasthan Assembly
on Thursday passed the
RajasthanHonourofDead
Body Bill-2023 with a
provisionofimprisonment
uptofiveyearsforprotest-
ers who sit on roads with
bodies seeking “unjusti-
fied demands” for their
family members. The Bill
also seeks to ensure that
every dead person has the
right to last rites. There
have been 82 such inci-
dents from 2014 to 2018
and 306 from 2019 till
now, said Parliamentary
Affairs Minister Shanti
Dhariwal in the House on
Thursday. He said that in
case the family members
do not take the dead body
of the deceased, a provi-
sion has been made in the
Bill for punishment of up
to one year and fine.
Along with this, a pro-
vision has been made for
punishment and fine of up
to 2 years even if family
membersusedeadbodyin
the protest. Similarly, a
provision has been made
to punish the person other
than family member for
the use of the dead body
for protest, from 6 months
to 5 years and fine.

in view the impact on the
revenue. He said that the
distance between the pet-
rol pump and the oil depot
will have an impact on

He said that the State govt
has written letters to the
Central govt and oil com-
paniesatdifferenttimesto
set up new depots at ap-
propriate places in State.
He said that Rajasthan

compared to other states.

on diesel petrol in the state,
said that the most expensive
diesel petrol in the country is
available only in Rajasthan.

there is no possibility to reduce

this scheme. Anjana said in a written reply that
under the Small and Marginal Old Age Farmers
Samman Pension Scheme, run by the Department
of Social Justice and Empowerment, Government
of Rajasthan, every month, women of 55 years or
above and men of 58 years or above, who are
native of Rajasthan and live in here, a minimum of
one thousand rupees is given.
Law and Legal Affairs Minister Shanti Kumar
Dhariwal told the Vidhan Sabha on Thursday that
new courts are being established by the state govern-
ment for speedy disposal of pending cases. He said
that in the state budget 2023-24, the establishment of
69 new courts of different levels has been announced
in the state. “Out of these 29 courts have been opened.
After consultation with the High Court, action will be
taken to open the remaining courts,” he said.
Forest Min Hemaram Choudhary told the Vidhan
Sabha that three entry gates have been opened for
tourists to visit the buffer area of Ramgarh Vishdhari Tiger
Reserve in Bundi district. He assured that apart from
these, the demand for opening the entrance gate in
Pipalya village will also be examined at departmental
level after discussing with officials and if found suitable,
efforts will be made to open the gates. He informed the
assembly that three routes have been made in the buffer
area for the safari of tourists. “None of the entrances
have been declared as the main entrance,” he said.

Dhariwal during the debate said, “Executive Magis-
trate has been given the power to conduct last rites
of deceased within 24 hours. This period can also
be extended under special circumstances. Also, in case the
family members do not perform the last rites of the dead
body, last rites can be performed by the public authority.”
“Till now, there was no such act” he added.

While debating on the Bill, LoP Rajendra Rathore said
that in the guise of the Bill, the govt wants to bring
“lathi tantra” in state because as per the provision, the
executive magistrate may use force to disperse people. “This
Bill reminds of the laws like MISA and DRI of Emergency,”
said Rathore. “There are no adequate provisions in the exist-
ing law to keep a record of unclaimed bodies, protection of
genetic data info through DNA profiling,” the Bill said.

The Rajasthan Legislative Assembly on Thursday
passed the Rajasthan ILD Skill University, Jaipur
(Change of Name and Amend-
ment) Bill – 2023 with a voice vote. Now,
the institute will be named as Vishwakarma
Skill University, Jaipur. Minister of State for
Skill, Planning and Entrepreneurship Ashok
Chandna said that the Bill was brought with
the objective of improving the skill courses
and making the management of the Skill University more
effective. He said that through this it would be possible to
check the level of courses and training conducted by this
university from time to time.

day passed Marwar Med-
ical University Bill-2023
with a voice vote. Health
Minister Parsadi Lal
Meena said that with the
opening of Marwar Med-
ical University in Jodh-
pur, the patients of west-
ern Rajasthan will be able
to get better medical fa-
cilities near them. Finan-
cial sanction of Rs 500
crore has also been issued
to open this university
and posts have also been
created. He said that in-
structions have also been
issued for the DPR for the
university building.
“Bill is for the good of
Rajasthan as doctors do
not go to Jaisalmer, Ja-
lore, Sirohi and in re-
mote areas,” said Meena.
“The Centre refused to
give medical colleges in
3 districts so the CM
gave medical colleges
there from the state
budget,” said Meena.

Smriti Irani on Thursday said that the National Com-
mission for Protection of Child Rights and National
Commission for Women have taken cognizance of the Ra-
jasthan’s Jodhpur incident where 4 of a family were hacked
to death and then burnt allegedly by a relative at Cherai
village in Ramnagar gram panchayat of Jodhpur. “Both @
NCPCR and @NCW have taken cognisance
of the horrific incident in Rajasthan”, tweeted
Union Minister Irani. The National Com-
mission for Women on Thursday criticized
Rajasthan’s Jodhpur incident where four
charred bodies were recovered from a hut.
Taking to Twitter, NCW said, “NCW strongly
condemns the horrific incident in Rajasthan where 4 peo-
ple, including a six-month-old, were burnt to death. Taking
suo moto cognizance, NCW has contacted DGP Rajasthan
urging prompt action on this tragic matter”. Union Minister
for Women and Child Development Smriti Irani on Thurs-
day also said that National Commission for Protection of
Child Rights and National Commission for Women have
taken cognizance of the Rajasthan’s Jodhpur incident.

Jaipur: A 22-year-old married woman was allegedly
gang-raped by two men in an inebriated condi-
tion on the top of a hill located in Harmada Police
Station area, police said. Police informed the incident took
place at around 2pm on July 16. “The accused, Shivam
Yadav, along with his friend stopped the victim outside the
temple of Benad Bheruji. The accused made the victim
drink alcohol and then took the mobile and money from her.
She was then taken to a nearby hill where she was gang-
raped by the two men. Later, the victim’s son narrated the
ordeal of his family members, following which, an FIR was
registered in Harmada Police Station,” police said.
Among the 14 officers, 9 officers who were on APO
have been given postings. Moreover, 4 RAS offic-
ers - Bhavna Garg, Prabhjyot Singh, Sita Sharma and
Bhupendra Kumar Yadav - were put on APO till further orders.
The National Commission for Scheduled Castes has
started investigation in the case of gang rape with
a minor dalit girl in Jodhpur. Commission member
Subhash Somnath Pardhi held a meeting with top officials
of administration and police in the circuit house today.
Pardhi asked officials to present challan at the earliest.

efore the State Assembly elections Chief
Minister Ashok Gehlot has come up with a
master card, which would appeal to his vot-
ers. At the same time, Gehlot has ensured that the
Rajasthan Minimum Guaranteed Income Bill, which
was tabled in the House on Tuesday, also avoids fall-
ing into the category of “revdis”. No wonder the Bill
is winning praises from social activists and the peo-
ple. It is better than cash transfer schemes.
The Bill aims to provide guaranteed 125 days of
employment every year. This is 25 days more than
the 100 days’job guarantee under the Mahatma Gan-
dhi National Rural Employment Guarantee Scheme.
It also guarantees a minimum income of Rs 1000 to
the aged, specially-abled, single women and widows,
which covers every spectrum of the vulnerable sec-
tions of society. The right to employment entails
weekly payment of wages once the work in job guar-
antee schemes are over.
The Bill will be protected from legal challenges.

en the task of learning a
foreignlanguage,forexam-
ple, AI has been known to
learn another language it
wasn’t tasked with. Faced
with the complex problem
ofmappingproteinsinthree
dimensions, which can take
a human researcher several
years,AI has mapped every
known protein, all 200 mil-
lion of them.
What isn’t generally
known, however, is that to
accomplishthesethingsand
many more, AI uses only a
few basic processes of the
human brain, namely infor-
mation gathering memory,
and repetitive learning. AI
is self-learning, which is
why it can be taught the ru-
diments of chess, for exam-
ple, and in short order in-
vent a novel strategy never
discovered before.
Yet if you look beyond
the basic brain processes
beingemployedsofar,there
are three thresholds that
present cosmic challenges,
and if AI can cross these
thresholds, it will be able to
explore, and perhaps solve,
mysteries that have defied
human intelligence.
The first threshold is cre-
ativity, a quality some peo-
ple possess in abundance
but which cannot, so far at
least, be taught. How and
why did creativity emerge
as the most important as-
pect that makes art, science,
technology, and civilization
possible? Is it a cosmic
trait? If creativity is innate
in the cosmos, this would
defy the standard scientific
model that explains all of
creation through random
events operating along the
known laws of physics and
chemistry.

the experience of happi-
ness. Sentience has many
aspects (thinking, feeling,
understanding, remember-
ing, etc.), but experience is
always at the core. To date,
despite a few fringe claims
that were later disproved,
no machine has ever had an
experience.ThefamousTu-
ringtestmeasuredsentience
simply through imitation. If
a computer is asked ques-
tions,andyoucannottellby
its answers that they were
not produced by a human
being, then the machine has
passed the Turing test.
But the cleverest imita-
tion of a human being isn’t
the same as being human.
Sentience requires an inner,
subjective world, and one
important quality of human
subjectivityisirrational.We
doubt,getconfused,runinto
dead ends, get frustrated,
give in to fear, grow de-
pressed, adopt prejudices,
actagainstourbestinterests,
hold grudges, show loyalty
and betrayal, and many oth-
er things that “perfect” sen-
tiencewouldneverbeguilty
of.Yetfromthisamalgamof
memory, unconscious
drives, atavistic impulses,
conditioning, and social
pressure, the panorama of
human achievement
emerged. No computer
would build the Pyramids, a
magnificently irrational
thing to do. No computer
would invent music if it
didn’talreadyexist,because
computersdon’tknowwhat
pleasureactuallyis,andmu-
sic is for pleasure.
But let’s accept the pos-
sibility that future AI can
cross the thresholds of
creativity and sentience.
Perhaps a genuine quan-
tum computer will offer
answers to these two mys-
teries beyond our compre-
hension to disprove. In that
case, the AI answer would
have to be accepted.
But this leaves the third
threshold, which is tran-
scendence. Transcendence
is the ability to go beyond
the boundaries of physical
reality. Religion, mythol-
ogy the products of the im-
agination, and spiritual
experiences of every kind
are transcendent, since
they have no physical ex-
planation. It is conceivable
that a super-computer can
invent new religions and
produce imaginative nov-
els — those achievements
seem to be on the verge of
occurring already.

New Delhi: A sessions court here on Thursday
rejected activist Teesta Setalvad’s discharge plea in a
case of alleged fabrication of evidence related to the 2002
Gujarat riots. Additional sessions judge A R Patel rejected
Setalvad’s plea. The Gujarat government had opposed her
application saying that she abused the trust of the riots
victims and implicated innocent persons. On Wednesday,
the Supreme Court had granted bail to Setalvad in the
same case after the Gujarat High Court denied her relief.
New Delhi: A court here has sent a woman pilot and
her husband arrested for allegedly assaulting their
minor domestic help in southwest Delhi’s Dwarka area to
judicial custody till August 2, police said on Thursday.
Three people have also been arrested for allegedly
thrashing the couple, they said. The 10-year-old girl worked
as a domestic help at the house of the woman pilot,
Poornima Bagchi (33). A senior police officer said
Poornima was produced before a court on Wednesday and
sent to judicial custody till August 2.

New Delhi: As per Rajya Sabha rules, “The chair-
man shall, from time to time, nominate from amongst
the members of the Council a panel of not more than
six vice-chairmen, one of whom may preside over the Coun-
cil in the absence of the chairman and the deputy chairman
when so requested by the chairman, or in his absence,
by the deputy chairman.” A vice-chairperson nominated
under sub-rule (1) shall hold office until a new panel of
vice-chairperson is nominated, the rules say. Soon after the
Rajya Sabha met after an hour’s adjournment, the chairman
greeted the House members on their birthdays, wishing
Rajmani Patel of the Congress, and Laxmikant Bajpayee
and Sangeeta Yadav, both of the BJP. . “On my own and

one of the women narrated the horrifying ordeal she
went through, alleging that they were “left on the road with
the mob by the police”. Speaking with media, one of the
women alleged that they were with the police before the mob
seized them. She alleged that it was the police that “left them
on the road with the mob”. The woman alleged: “The police
were there with the mob which was attacking our village. The
police picked us up from near home, and took us a little away
from the village and left us on the road with the mob. We
were given to them by police”, the report mentioned.

create an environment

cusing the Rajasthan
govt of bad governance
but such attempts would
not be successful, PCC
Chief GS Dotasra said
on Thursday. “The Op-
position BJP leaders are
trying to create an envi-
ronment in election year
that crime and corrup-
tion are rising and the
Congress government is
not able to provide good
governance. They will
not be successful in
their attempts,” Dotasra
told reporters at a press
conference.
Dotasra said BJP lead-
ers, including P M Modi
and party president JP
Nadda, attack the Con-
gress-led Rajasthan gov-
ernment but do not an-
swer any questions re-
garding the promises the
BJP failed to fulfil. They
have not answered any
questions about demon-
etisation, doubling farm-
ers income, the farm
laws, eliminating cor-
ruption, he said. “I want
to challenge BJP leaders
to compare poll mani-
festo of Centre and pre-
vious state (BJP) govt.
Only 9% election mani-
festo promises were ful-
filled whereas present
Congress govt in the
state has fulfilled 94 per
cent of its promises,”

The Jaipur Development
Authority (JDA) will no
longer take the help of
Google in the matter of
approval of the height of
buildings. Instead, a Dif-
ferential Global Posi-
tioning System (DGPS)
will be used. The JDA
and Airport Authority of
India officials held a
meeting. The Authority
has implemented New
Colour Coding Zone
Map (CCZM) because
of which the height of
the buildings is less than
before.
Earlier, CCZM 2017
was applicable. At pre-
sent, there is a differ-
ence of 10 to 20 metres
in height.Ameeting was
called in this regard. The
Authority officials said
that a new radar system
has been implemented at
Jaipur airport.
That’s why the new
CCZM has been imple-
mented. But this has not
impacted the height.
The real reason is the
change in the ground
level. Google has in-
creased the ground level
in the last six months
and it is necessary to
know the ground level.
The JDAwill work on
this advice of Airport
Authority of India given
during the meeting.

state to provide better
employment opportuni-
ties to the students. CM
Gehlot has approved the
financial proposal of Rs
9.18 crore for this
scheme. Along with this,
the draft guidelines have
been approved for the
implementation of the
Campus Placement Fa-
cility Scheme in Govern-
ment colleges.
In first phase, campus
placement scheme will
be started in 100 colleges
twice a year. Before cam-
pus placement, students
will be given soft skill
training via pre-place-
ment, which will boost
their confidence  aid in
employment. Coordina-
tion with nationalised
institutes will be done.

They must have had a
smart official in their
Foreign Ministry, who
prepared a statement that
India is a friend and Pa-
kistan is a brother. They
kept both the nations to-
gether. I have said time
and again that these days
economy takes the front
seat and politics comes
second. Everyone wants
to engage in commerce
and business and move
ahead. So friendships
happen and friendship
with India has its own
place and friendship with
Pakistan its own.
Some people who met
Modi in Paris said that
PM Modi was in Paris
but his heart was in In-
dia with Chandrayaan?
What would you say?
Hundred percent. This
has happened several
times in the past too. He
may physically be in
some foreign land, but
his heart is always in In-
dia. Upon his return from
Australia, when he was
received at the airport by
BJP President JP Nadda,
Modi asked him how the
nation was doing. When
the floods hit, he called
up and enquired what
was being done for Del-
hi, parts of which had
been inundated and as-
sured that there will be
no shortage of money or
help from the Govern-
ment of India. Regarding
Chandrayaan, definitely
he must have been a hap-
py person and more so
because last time around
when Chandrayaan was
about to land on moon,
the mission failed. The
entire nation felt de- mo-
tivated, but Modi did not.
He hugged the ISRO
Chief and consoled him
not to get disappointed
and assured him that he
will be successful next
time provided, he works
hard. Now that Modi is
back, it may happen that
if he gets time, he may go
back to ISRO to congrat-
ulate the scientists.
At the beginning of
2014, political observers
feared that India would
find it difficult to deal
with Muslim nations be-
cause of Narendra
Modi’s image as a Hindu
leader, but the opposite
has happened. How do
you see this miracle?
Credit for this miracle
goes entirely to Narendra
Modi. This is correct that
there was apprehension
on this aspect, as there
was a particular atmos-
phere that had been cre-
ated against PM Modi
and his government in
other nations. But time is
a great healer. With time,
see how many deals have
happened and so many
leaders from Islamic na-
tions have met PM, how
these leaders hug Modi
and are now building
‘Temples’ in these na-
tions! Everything is
dealt with tactfully and
Modi and his advisors
like S Jaishankar and
Ajit Doval have handled
the issue in the best way
possible. Now there is
no communication gap
and Narendra Modi is a
hero in these nations as
well as in India.
Just a day before the
Prime Minister’s visit to
France, a major newspa-
per there wrote “BON-
JOUR NaMo!” for Nar-
endra Modi. What does
this mean?
This means ‘Welcome,
Mr. Modi.’And perhaps
what is more important is
that he has been ad-
dressed as ‘NaMo,’ the
sobriquet that he is so
popular within India!
The French President
also addressed PM in a
similar fashion. This is
the impact of Narendra
Modi. Prior to this, PM
had said that India must
act as a springboard be-
tween the ‘Global South’
and European nations.
Remember, the Papua
New Guinea Prime Min-
ister who touched PM
Modi’s feet? Today PM
Modi is advocating for
them and their develop-
ment, something that no
one had cared about for
so long. The people of
these nations used to feel
powerless, but PM Modi
took this initiative to pro-
mote them. When PM
Modi reached there, the
Chinese newspaper
Global Times, which
writes negatively about
India, congratulated us
on the achievement. So
this is the impact Modi
has created.
How do you rate the
joint Flypast by the Indi-
an and French armies
during Prime Minister’s
visit to Paris?
I could not believe it
that a contingent of In-
dian Army was engaged
in the Flypast with their
French counterpart. Then
I gave this move a
thought and realised that
several nations of the
world have, in a way, be-
come a colony of Naren-
dra Modi and it is as if
Modi is their Viceroy!
Just imagine, your army
marching in some other
nation, it’s unthinkable!
The Rafales of IndianAir
Force are flying in for-
mation with French Ra-
fales - this is a miracle,
which is unheard of.
Narendra Modi nowa-
days talks about India
becoming a super power
in 2047? Will Modi con-
tinue to be the Prime
Minister for the next 25
years?
Hope makes the world
go round, but PM Modi
is one individual, who is
not lured by the glamour
or power of the post of
PM. He is like a ‘Fakir,’
someone who has de-
nounced the worldly
charms. But he is com-
mitted to the nation and
thinks in the long-term,
like two or three decades
from now. And he even
does what he thinks! In
2019 elections, people
said Modi is already
talking about 2024 elec-
tions and the road map
that he created, he en-
forced that. With France
also he implemented that
road map. So, he has his
own vision and plan and
it is his assessment that
the way India is pro-
gressing in terms of
economy and in the fi-
nancial sector, he be-
lieves that we will far
surpass our limits by
2047. When Modi came
in 2014, we were at the
tenth spot. When he re-
turned in 2019, we
jumped to fifth spot.
Now we will jump to the
third spot very soon. So
that is his faith and vi-
sion. With the current
political situation, Nar-
endra Modi will remain
in power owing to non-
popularity of the opposi-
tion and Modi’s extreme
popularity. He has his
vision. He is already say-
ing that within 25 years,
such a technology will
be developed in India
that the world will look
towards us, but the world
is already looking at us.
It is in front of everyone
how leaders are surren-
dering before Modi!
We have heard that in
view of 2023 and 2024
elections, Modi is upset
with the discussions of
‘Godi Media’ in his me-
dia management? Have
you heard that too?
See, I have heard about
it. What actually happens
is that self-styled ambas-
sadors are sometimes
more loyal than the King
and some people become
thereasonofsuchtrouble.
TheGovernmenthasnev-
er said so to anyone to do
this of that. I have been
operating this channel in
Noida and I have never
been approached by any-
onetodosomethingorthe
other. Although content
related to PM’s visit or
other engagement is pro-
vided but that is done by
everyone in the political
sphere, and not just PM’s
media team. But what has
happened that some peo-
ple have gone beyond the
limits and attained a self-
styled status. Intelligence
reports have suggested
that people have stopped
watching such channels
and people have termed
that these channels have
some sort of alliance with
the government and
termed them ‘Godi Me-
dia’, whereas the fact is
that if the media does not
showwhatthePrimeMin-
ister is doing, then what
will the media report on?
And if people term
such outlets as ‘Godi Me-
dia’, then I would call it
a vicious circle. So ow-
ing to some people, gov-
ernment has had to face a
the ire of people and it is
time that it is corrected,
so that the government’s
credibility is not affected
because of these chan-
nels. Channels can fol-
low their own line if they
want to do it, that’s fair,
if they don’t, then its
their call. If there is a re-
alization to this effect,
then it is a good move. I
have said it earlier too
that the feedback system
in Modi-Shah’s system is
extremely strong. These
people know what is hap-
pening where and they
make corrections as well
where needed.
Do you think that the
Opposition Unity Con-
ference in Bengaluru
will once again prove to
be a flop show or this
time there will be con-
crete progress in that
direction?
Even if the opposition
somehow forges a unity,
by the time elections
come, it will be de-
stroyed. Basically, there
can never be an under-
standing on two things
i.e. who will be the Prime
Ministerial candidate and
secondly, how the tickets
would be distributed.
Only a miracle can get
these things done and in
general course of action,
this is not possible. Now
Congress and Kejriwal
have also come on the
same footing. However,
there will be several up-
heavals in the future and
several combinations
will be made and broken.
Elections are far off and
this time is like eight
years for Modi-Shah.
Everyone knows how
Amit Shah works and
strategises. Recently
Chirag Paswan and one
other leader joined BJP
and there is word going
around that even Nitish
Kumar may join NDA. I
don’t say that it would
happen, but it is definite-
ly doing the rounds.
Something similar was
being said for Jharkhand
CM as well. So such dis-
cussions keep happen-
ing! The basic point is
that the decisive power
of the government lies
with Narendra Modi and
because of him with BJP.
So, people stay for some-
time and leave and then
again join BJP owing to
political issues. Then
there is the example of
Maharashtra, after the
recent turmoil in NCP,
where everyone went to
Sharad Pawar and prayed
to him to handle the par-
ty properly, so does this
mean he may join NDA?
So, I don’t think that the
Opposition can ever
reach a consensus on
their PM candidate and
on ticket distribution.

Rajasthan Honour of Dead Body Bill-2023 passed in House; protesting with dead body now criminalised in State ASSEMBLY SESSION Protestwithbodymayleadto5yearsinjail Yogesh Sharma, Naresh Sharma Aishwary Pradhan Jaipur The Rajasthan Assembly on Thursday passed the RajasthanHonourofDead Body Bill-2023 with a provisionofimprisonment uptofiveyearsforprotest- ers who sit on roads with bodies seeking “unjusti- fied demands” for their family members. The Bill also seeks to ensure that every dead person has the right to last rites. There have been 82 such inci- dents from 2014 to 2018 and 306 from 2019 till now, said Parliamentary Affairs Minister Shanti Dhariwal in the House on Thursday. He said that in case the family members do not take the dead body of the deceased, a provi- sion has been made in the Bill for punishment of up to one year and fine. Along with this, a pro- vision has been made for punishment and fine of up to 2 years even if family membersusedeadbodyin the protest. Similarly, a provision has been made to punish the person other than family member for the use of the dead body for protest, from 6 months to 5 years and fine. Parliamentary Affairs Minister Shanti Dhariwal during the debate on deciding VAT rates in the State border districts on Thursday. A lineman died of electrocution in Parita village of Karauli two years ago. The relatives registered their protest by keeping the dead body in front of the collectorate. After consultation with the High Court, action will be taken to open the remaining courts,” he said. Forest Min Hemaram Choudhary told the Vidhan Sabha that three entry gates have been opened for tourists to visit the buffer area of Ramgarh Vishdhari Tiger Reserve in Bundi district. He assured that apart from these, the demand for opening the entrance gate in Pipalya village will also be examined at departmental level after discussing with officials and if found suitable, efforts will be made to open the gates. He informed the assembly that three routes have been made in the buffer area for the safari of tourists. “None of the entrances have been declared as the main entrance,” he said. Yet if you look beyond the basic brain processes beingemployedsofar,there are three thresholds that present cosmic challenges, and if AI can cross these thresholds, it will be able to explore, and perhaps solve, mysteries that have defied human intelligence. The first threshold is cre- ativity, a quality some peo- ple possess in abundance but which cannot, so far at least, be taught. How and why did creativity emerge as the most important as- pect that makes art, science, technology, and civilization possible? Is it a cosmic trait? If creativity is innate in the cosmos, this would defy the standard scientific model that explains all of creation through random events operating along the known laws of physics and chemistry. AI has already been crea- tiveinalimitedsense.Using that new chess strategy as a prime example,AI relies on super-computerstodonum- bercrunchingonanunprec- edentedscale,andbytesting millions, billions, or even trillions of possible combi- nations,AIcancreatesome- thing new. But this is very differentfrominspiredcrea- tivity of the kind that pro- duces Shakespeare’s plays, Rembrandt’s paintings, and Mozart’ssymphonies.Age- nius doesn’t test millions of possibilities. Inspiration leads to the final product with minimal revisions. To cross this threshold, AI will have to reach much deeper into the nature of the mind, and that involves departing from the assumption that complicated brain process- ing holds the answer. The second threshold is sentience or the trait of be- ing conscious. A computer programmed to say “I am happy” isn’t the same as a computer that actually has the experience of happi- ness. Sentience has many aspects (thinking, feeling, understanding, remember- ing, etc.), but experience is always at the core. To date, despite a few fringe claims that were later disproved, no machine has ever had an experience.ThefamousTu- ringtestmeasuredsentience simply through imitation. If a computer is asked ques- tions,andyoucannottellby its answers that they were not produced by a human being, then the machine has passed the Turing test. But the cleverest imita- tion of a human being isn’t the same as being human. Sentience requires an inner, subjective world, and one important quality of human subjectivityisirrational.We doubt,getconfused,runinto dead ends, get frustrated, give in to fear, grow de- pressed, adopt prejudices, actagainstourbestinterests, hold grudges, show loyalty and betrayal, and many oth- er things that “perfect” sen- tiencewouldneverbeguilty of.Yetfromthisamalgamof memory, unconscious drives, atavistic impulses, conditioning, and social pressure, the panorama of human achievement emerged. No computer would build the Pyramids, a magnificently irrational thing to do. No computer would invent music if it didn’talreadyexist,because computersdon’tknowwhat pleasureactuallyis,andmu- sic is for pleasure. But let’s accept the pos- sibility that future AI can cross the thresholds of creativity and sentience. Perhaps a genuine quan- tum computer will offer answers to these two mys- teries beyond our compre- hension to disprove. In that case, the AI answer would have to be accepted. But this leaves the third threshold, which is tran- scendence. Transcendence is the ability to go beyond the boundaries of physical reality. Religion, mythol- ogy the products of the im- agination, and spiritual experiences of every kind are transcendent, since they have no physical ex- planation. It is conceivable that a super-computer can invent new religions and produce imaginative nov- els — those achievements seem to be on the verge of occurring already. Abhishek Shrivastava Jaipur The Jaipur Development Authority (JDA) will no longer take the help of Google in the matter of approval of the height of buildings. Instead, a Dif- ferential Global Posi- tioning System (DGPS) will be used. The JDA and Airport Authority of India officials held a meeting. The Authority has implemented New Colour Coding Zone Map (CCZM) because of which the height of the buildings is less than before. Earlier, CCZM 2017 was applicable. At pre- sent, there is a differ- ence of 10 to 20 metres in height.Ameeting was called in this regard. The Authority officials said that a new radar system has been implemented at Jaipur airport. That’s why the new CCZM has been imple- mented. But this has not impacted the height. The real reason is the change in the ground level. Google has in- creased the ground level in the last six months and it is necessary to know the ground level. The JDAwill work on this advice of Airport Authority of India given during the meeting. Dr Jagdeesh Chandra: They played it smart. They must have had a smart official in their Foreign Ministry, who prepared a statement that India is a friend and Pa- kistan is a brother. They kept both the nations to- gether. I have said time and again that these days economy takes the front seat and politics comes second. Everyone wants to engage in commerce and business and move ahead. So friendships happen and friendship with India has its own place and friendship with Pakistan its own. Some people who met Modi in Paris said that PM Modi was in Paris but his heart was in In- dia with Chandrayaan? What would you say? Hundred percent. This has happened several times in the past too. He may physically be in some foreign land, but his heart is always in In- dia. Upon his return from Australia, when he was received at the airport by BJP President JP Nadda, Modi asked him how the nation was doing. When the floods hit, he called up and enquired what was being done for Del- hi, parts of which had been inundated and as- sured that there will be no shortage of money or help from the Govern- ment of India. Regarding Chandrayaan, definitely he must have been a hap- py person and more so because last time around when Chandrayaan was about to land on moon, the mission failed. How do you see this miracle? Credit for this miracle goes entirely to Narendra Modi. This is correct that there was apprehension on this aspect, as there was a particular atmos- phere that had been cre- ated against PM Modi and his government in other nations. But time is a great healer. With time, see how many deals have happened and so many leaders from Islamic na- tions have met PM, how these leaders hug Modi and are now building ‘Temples’ in these na- tions! Everything is dealt with tactfully and Modi and his advisors like S Jaishankar and Ajit Doval have handled the issue in the best way possible. Now there is no communication gap and Narendra Modi is a hero in these nations as well as in India. Just a day before the Prime Minister’s visit to France, a major newspa- per there wrote “BON- JOUR NaMo!” for Nar- endra Modi. What does this mean? This means ‘Welcome, Mr. Modi.’And perhaps what is more important is that he has been ad- dressed as ‘NaMo,’ the sobriquet that he is so popular within India! The French President also addressed PM in a similar fashion. This is the impact of Narendra Modi. Prior to this, PM had said that India must act as a springboard be- tween the ‘Global South’ and European nations. Remember, the Papua New Guinea Prime Min- ister who touched PM Modi’s feet? Today PM Modi is advocating for them and their develop- ment, something that no one had cared about for so long. The people of these nations used to feel powerless, but PM Modi took this initiative to pro- mote them. When PM Modi reached there, the Chinese newspaper Global Times, which writes negatively about India, congratulated us on the achievement. So this is the impact Modi has created. How do you rate the joint Flypast by the Indi- an and French armies during Prime Minister’s visit to Paris? I could not believe it that a contingent of In- dian Army was engaged in the Flypast with their French counterpart. Then I gave this move a thought and realised that several nations of the world have, in a way, be- come a colony of Naren- dra Modi and it is as if Modi is their Viceroy! Just imagine, your army marching in some other nation, it’s unthinkable! The Rafales of IndianAir Force are flying in for- mation with French Ra- fales - this is a miracle, which is unheard of. Narendra Modi nowa- days talks about India becoming a super power in 2047? Will Modi con- tinue to be the Prime Minister for the next 25 years? Hope makes the world go round, but PM Modi is one individual, who is not lured by the glamour or power of the post of PM. He is like a ‘Fakir,’ someone who has de- nounced the worldly charms. But he is com- mitted to the nation and thinks in the long-term, like two or three decades from now. And he even does what he thinks! In 2019 elections, people said Modi is already talking about 2024 elec- tions and the road map that he created, he en- forced that. With France also he implemented that road map. So, he has his own vision and plan and it is his assessment that the way India is pro- gressing in terms of economy and in the fi- nancial sector, he be- lieves that we will far surpass our limits by 2047. When Modi came in 2014, we were at the tenth spot. When he re- turned in 2019, we jumped to fifth spot. Now we will jump to the third spot very soon. So that is his faith and vi- sion. With the current political situation, Nar- endra Modi will remain in power owing to non- popularity of the opposi- tion and Modi’s extreme popularity. He has his vision. He is already say- ing that within 25 years, such a technology will be developed in India that the world will look towards us, but the world is already looking at us. It is in front of everyone how leaders are surren- dering before Modi! We have heard that in view of 2023 and 2024 elections, Modi is upset with the discussions of ‘Godi Media’ in his me- dia management? Have you heard that too? See, I have heard about it. What actually happens is that self-styled ambas- sadors are sometimes more loyal than the King and some people become thereasonofsuchtrouble. TheGovernmenthasnev- er said so to anyone to do this of that. I have been operating this channel in Noida and I have never been approached by any- onetodosomethingorthe other. Although content related to PM’s visit or other engagement is pro- vided but that is done by everyone in the political sphere, and not just PM’s media team. But what has happened that some peo- ple have gone beyond the limits and attained a self- styled status. Intelligence reports have suggested that people have stopped watching such channels and people have termed that these channels have some sort of alliance with the government and termed them ‘Godi Me- dia’, whereas the fact is that if the media does not showwhatthePrimeMin- ister is doing, then what will the media report on? And if people term such outlets as ‘Godi Me- dia’, then I would call it a vicious circle. So ow- ing to some people, gov- ernment has had to face a the ire of people and it is time that it is corrected, so that the government’s credibility is not affected because of these chan- nels. Channels can fol- low their own line if they want to do it, that’s fair, if they don’t, then its their call. If there is a re- alization to this effect, then it is a good move. I have said it earlier too that the feedback system in Modi-Shah’s system is extremely strong. These people know what is hap- pening where and they make corrections as well where needed. Do you think that the Opposition Unity Con- ference in Bengaluru will once again prove to be a flop show or this time there will be con- crete progress in that direction? Even if the opposition somehow forges a unity, by the time elections come, it will be de- stroyed. Basically, there can never be an under- standing on two things i.e. who will be the Prime Ministerial candidate and secondly, how the tickets would be distributed. Only a miracle can get these things done and in general course of action, this is not possible. Now Congress and Kejriwal have also come on the same footing. However, there will be several up- heavals in the future and several combinations will be made and broken. Elections are far off and this time is like eight years for Modi-Shah. Everyone knows how Amit Shah works and strategises. Recently Chirag Paswan and one other leader joined BJP and there is word going around that even Nitish Kumar may join NDA. I don’t say that it would happen, but it is definite- ly doing the rounds. Something similar was being said for Jharkhand CM as well. So such dis- cussions keep happen- ing! The basic point is that the decisive power of the government lies with Narendra Modi and because of him with BJP. So, people stay for some- time and leave and then again join BJP owing to political issues. Then there is the example of Maharashtra, after the recent turmoil in NCP, where everyone went to Sharad Pawar and prayed to him to handle the par- ty properly, so does this mean he may join NDA?
