his meeting with ED of-
ficials on Friday, the MP
handed over the com-
plaint demanding action
in the matter related to the
investment of about Rs
100 cr by Mauritius shell
company in Hotel Fair-
mount. After giving com-
plaint to ED officials, MP
KiroriLalMeenasaidthat
he has given evidence to
ED against Vaibhav Ge-
hlot  Fairmount Hotel
owner Ratankant Sharma.
He alleged that about
Rs 100 crore has been in-
vested in Hotel Fairmount
by a shell company from
Mauritius. “This money
belongs to Gehlot and his
family members which
was first delivered to
Mauritius through hawa-
la. After that investment
was made in Fairmont
throughashellcompany,”
Meena alleged.
Dr Kirodi Meena said
that Dr. Narendra Singh,
Hitesh Biyani and Yuk
Latin Kick invested mon-
ey from Mauritius. He
also demanded to get ma-
ter investigated by SOG.

particulate pollution and
are also witnessing a mul-
ti-pollutant crisis with lev-
els of several gaseous pol-
lutants such as nitrogen
dioxide (NO2) and ozone
increasing public health
risk in the state. This has
beenfoundinanewanaly-
sis carried out by New
Delhi-based think tank
CentreforScienceandEn-
vironment’s (CSE) Urban
Lab.
“Air quality is worsen-
ing not only in non-attain-
ment cities but also in
smaller cities and towns
of Rajasthan despite the
clean air action underway.
Time-bound improve-
ment in air quality re-
quiresstate-wideactionto
improve systems and in-
frastructure in all the key
sectors of pollution in-
cluding industry, vehicles
and transport,” said Anu-
mita Roychowdhury, ex-
ecutive director, research
and advocacy (CSE) on
Friday. “It is necessary to
scale up with speed the
implementation of the
multi-sector clean air ac-
tionplanatthecityandthe
state levels,” said Avikal
Somvanshi, senior pro-
gramme manager, Urban
Lab, CSE.
Notably, with an annual
PM2.5levelof92.7g/m3,
Bhiwadi is considered the
most polluted city in the
country.
z Jodhpur the most polluted among the
five cities with PM2.5 of 71 micro-
gramme per cubic metre (µg/m3) and
for PM10 of 153 µg/m3.
z Kota the 2nd most polluted with PM2.5
of 55 µg/m3 and for PM10 of 105 µg/
m3.
z Jaipur is third with PM2.5 of 52 µg/m3
and for PM10 of 114 µg/m3.
z Udaipur and Alwar also exceed the
standard with PM2.5 at 50 µg/m3 and
42 µg/m3, respectively.
z Analysis is of real-time data from
monitoring stations in Rajasthan for the
period January 1, 2019- May 31, 2023.
z Both PM2.5 and PM10 levels are wors-
ening in Jaipur, Kota and Udaipur
z Pollution during winter season is a
challenge in all five cities

Jaipur Development Au-
thority (JDA) on Friday
took action at six places
in the city. The JDA of-
ficials sealed 2 buildings
in Rani Sati Nagar of
Zone – 5. “A five-storied
building in Rani Sati Na-
gar where seven flats
were being constructed
by violating the building
by-laws was sealed.
Similarly, a four-sto-
ried illegal commercial
building was also sealed.
Likewise, a warehouse
was being constructed on
two bighas of agricultural
land in the Kalwar area,
where work was also
stopped. Encroachments
were removed from the
land of a government
school in Bindayaka. An
illegal colony in gram
Dehmi Kalan was also
razed as it was being de-
veloped without obtain-
ing necessary approval
from the JDA,” said an
official.
The action was taken
on the directions of Chief
Controller of Enforce-
ment Raghuveer Saini.

ED’s Headquarters has summoned 23 people includ-
ing RPSC Chairman Sanjay Shrotriya and Member
Babulal Katara for questioning at different times. For
this, the ED has issued notices to them. ED team from
Delhi has almost completed the probe of the seized
documents so far. Sources said that Shotriya was
served notice earlier but he will not go to record his
statement. There is a possibility that the chairman will
give a statement to the ED officials in the RPSC office
itself. ED officials would place a paper in front of those
who have been called to the ED headquarters for
questioning. There are some questions written in the
paper, which are related to the investigation of paper
leak. The person coming for questioning will have to
write the answers to these questions.

The Rajasthan
State Road Trans-
port Corporation
(RSRTC) has won an
appeal against a transport
company of Ahmedabad.
With this, the Roadways
will not have to make
payment of Rs 100 cr. An
award was passed in favor
of the transport company in
March 2018 and the Road-
ways was ordered to pay
Rs 83.89 lakh with 12 per
cent interest and penalty.
As per the order, a process
of attachment of prop-
erty was started last year
against which the manage-
ment filed an appeal.

The Anti-Corruption Bureau
(ACB) on Friday carried out
searches at the premises of
suspended SOG ASP Divya Mittal
and her close aide Sumit. The ACB
team raided the premises of the ac-
cused located in Jaipur, Jhunjhunu,
and Udaipur. Officials informed
that a team from Ajmer conducted
searches at a flat located in Heera
Nagar on the 200-feet bypass. Similarly, a team led by
Deputy SP Shabbir raided Divya’s house in Jhunjhunu’s
Chirawa. Likewise, DSP Umesh Ojha and Paras-
mal raided the premises of Divya Mittal and Sumit in
Udaipur. Notably, the ACB has found that Divya Mittal’s
assets are 123.53 per cent more than her actual income
while Sumit has secured assets 523.34 per cent more
than this actual income.

But now, it’s a reality check
once again as India wilts against
Australia in the World Test
Championship (WTC) Final.At
the time of writing this, India
managed just 296 in their first
innings, conceding a 173-run
lead, and well on the way to a
possible defeat - if that happens,
it will be their second consecu-
tive loss in a WTC final. Team
India had lost to New Zealand
in the 2021 final and barring a
miracle in the second innings of
the ongoing game, it will now
be a full decade since India won
an ICC title!
Playing the WTC final right
after the IPL was always going
to be a huge challenge for Team
India. But Rohit Sharma and the
brains trust of the team made it
far tougher for themselves by
dropping Ashwin, the off-spin-
ner who is the No.1 bowler in
the ICC Test rankings. His
omission has been slammed by
most experts from Gavaskar
and Ganguly to Ponting and
Hayden. They point out that In-
dia just picked a team for the
first innings of the match. The
pitch at Oval, England is a little
up and down and has turned
even on day two for Aussie
offie, Nathan Lyon. As such,
India should have played to
their strength by picking both
Ravindra Jadeja and Ravi Ash-
win in the playing 11.
Throughout the test champi-
onship, Ashwin has been phe-
nomenal and picked up 61
wickets, making him the third-
highest wicket-taker in the
WTC 2021-23 cycle - just be-
hind Lyon (83) and Kagiso
Rabada from SouthAfrica (67).
Also, Ashwin has a terrific re-
cord against left-handers - of his
474 Test wickets, over 230 are
left-handers. With five lefties in
Australia’s line-up, Ashwin
ought to have been a sure-shot
starter.
An interesting fact that many
pointed out on social media is
that while India has gone in with
4 seamers and Jadeja - the bowl-
ing attack put together has less
wicketsthanwhatAshwinalone
has got! What bewilders the
fans more is that Ashwin had
tormented Australia earlier in
the year during the Border-
Gavaskar trophy as he picked
up 25 wickets and shared the
Player ofThe Series award with
Ravindra Jadeja.
Indian legend and ex- Cap-
tain, Sunil Gavaskar has pointed
out that 2 of the 4 seamers –
Umesh Yadav and Shardul
Thakur were undercooked com-
ing into the contest due to their
limited bowling time in the re-
cently-concluded IPL. As such,
one of them should have been
kept out to bring in Ashwin.
Moreover,Ashwin’s handy bat-
ting is also being badly missed.
With Team India suffering a
major collapse of the top order,
Ashwin’s plucky and spirited
batting would have been most
useful.
India’s lower middle order
has been to the rescue many
times in this Championship cy-
cle. Even in this test, after a flop
show by the top 4 batsmen, Ra-
hane stood tall with a fabulous
89 and was ably supported by
Jadeja who made 48 and Shar-
dul Thakur who scored a gritty
51.Ashwin’s presence as a bats-
man would have cushioned In-
dia’s batting order as well. In
fact, Rahane’s century partner-
ship with Thakur was instru-
mental in saving India from a
follow-on, giving them a sliver
of a chance to save the match.
The poor first innings show
byIndiaalsoraisedquestionson
their preparations owing to the
IPL finishing less than 10 days
before the WTC final. Former
Aussie cricketer, Brad Hogg
talked about how the Australi-
ans were much better prepared
for the final. In contrast, many
Indian players, especially bowl-
ers, looked listless on the first
day as Steve Smith and Travis
Head made a feast scoring runs
and eventually hitting hundreds
each. Hogg also questioned the
scheduling of the final straight
after the IPL, stating that it
would have been better to play
the match immediately follow-
ing the India vs. Australia Test
series in March.
The Indian team manage-
ment could have ensured a little
more preparation time for their
marquee players as it was im-
portant to enter the final on an
equal footing with Australia.

in power. The proposal includes removing a chapter

lations Madam. What is
the municipal bonds and
how this idea comes to
your mind ?
Actually PM Modi
asked the all Municipal
corporations to issue mu-
nicipal bond for their eco-
nomic sustainability. So,
Baroda Municipality
takes initiative to issue Rs
100 crore bond which get
1,007 crore subscription
and it was one of the high-
est over subscribed bond
and has lowest coupon
rate 7.15%( rate in which
corporations taken money
from market). This was
mainly due to Baroda’s
credit rating of AA plus.
Due to this, Baroda able
to complete the water
supply project, which was
inaugurated by PM Modi.
In this project, US Treas-
ury Dept was technical
advisor and it suggested
for documentation and
then I went for it. Then
my book was launched in
US Embassy in Delhi in
November 2022. US
Treasury Department de-
clared it as a ‘toolkit.’

I sent this book to NITI

should ensure that credit
worthiness of the bond
should be highly reason-
able. Because Baroda

has been critical of Ra-
hul’s comments and has
said that it is his “habit”
to criticise the country in

narrative has been
formed within the coun-
try, and when that narra-
tive did not work or
worked less, then they
take it outside. I don't
think that taking the poli-
tics of the country abroad
is in the interest of the
country. And I also don't
think that he will gain
credibility because of it,”
he had said on Thursday.
This comes days after
Rahul Gandhi, who was
recently on a six-day,
three-city tour of the US,
criticised the RSS and the
BJP for controlling all

has been a witness to Brij Bhushan Sharan Singh’s
inappropriate behaviour towards female grapplers
on several occasions since 2013. Jagbir, who has been
a coach-cum-international referee since 2007, said he
witnessed Brij Bhushan’s misbehaviour with his own eyes
on numerous occasions. “In 2022, I witnessed something.
Whenever the president used to travel inside the country
for national tournaments, two to three girls were always
with him but we could never protest. We have seen that
with our eyes.” Jagbir, in fact, has corroborated the protest-
ing wrestler’s allegations in his testimony to Delhi Police.

IN CONTROVERSY
Internal squabble puts brakes on
govt’s flagship food packet scheme!

ment’s flagship
scheme - An-
napurna Food Packet -
has got embroiled in a
controversy and that is
why an immense delay is
being caused in its en-
forcement. Two months
have already passed and
owing to the difficulties
that have arisen, it is ex-
pected that two more
months will pass before
the scheme is imple-
mented.
Under this scheme,
free food packets will be
distributed to 1.06 crore
families covered under
the National Food Secu-
rity Act. Supplying food
packets to beneficiaries at
cost of Rs 370 per packet
could result in a monthly
expenditure of about Rs
392 crore i.e. Rs 4,700
crore per annum.
In the beginning, the
CM had made Food and
Civil Supply department,
under minister Pratap
Singh Khachariyawas,
the nodal department for
this scheme. But later, the
finance department made
changes and handed the
responsibility to Cooper-
ative department. Report-
edly, minister Khachari-
yawas is not too happy
with this change and he
has asserted a ‘constitu-
tional objection’ to it. He
claims that when in the
state budget in the assem-
bly, this scheme has been
passed under the Food
department, then how can
the Finance department,
without the approval of
the assembly, bring about
such changes at its own
level? This controversy
has not been solved yet.
On the other hand, the
Cooperative Department
has handed the purchase
responsibility of food
packets to its own institu-
tion - CONFED. Regis-
trar, Cooperatives -
Meghraj Singh Ratnu - is
itsChairman. Meanwhile,
another controversy is go-
ing on between CONFED
and Finance Department.
The tender document for
food packets that CON-
FED prepared, having
spent days in its prepara-
tion, was returned by the
Finance Department with
a two page long objection
note.Nowanentirelynew
tender document has been
prepared and this has
caused the delay of two
months.
Third controversy is
between Cooperative
Minister Udaya Lal An-
jana and Principal Secre-
tary Cooperatives Sreya
Guha. According to the
process, what ever action
CONFED takes and de-
cides, it will be okayed
by Sreya Guha, as the
Principal Secretary of
Cooperative department
(parent department).
The problem is that
CONFED Chairman and
Registrar Cooperatives is
the same person -
Meghraj Ratnu. This
means that as Chairman,
the file that Meghraj Rat-
nu prepares, that will be
examined at the level of
government by Ratnu
himself in his capacity at
Registrar and it will be
him who approves of it.
This is not right accord-
ing to the administrative
point of view since there
is conflict of interest.
Word is that CONFED is
working under the guid-
ance of the minister in
the matter related to food
packets. The FA and GM
there are also being guid-
ed by the ‘higher ups’.
Perhaps Sreya Guha
felt that this 4700 crore
rupees worth scheme’s
transparency and unbias-
ness could be brought
under suspicion due to
conflict of interest and
therefore, through a
signed order, Sreya Guha
directed FA Vachaspati
Tripathi of RAJFED,
whose Guha is Chair-
man, to assist the Regis-
trar and examine the
files.
Minister Udaylal An-
jana has not sought an-
swer from Sreya Guha
asking her how did she
issue the order without
the minister’s approval?
How can the FA of RA-
JFED interfere in the de-
partment’s work? Word
is that the minister is re-
portedly unsatisfied with
Sreya Guha’s explana-
tion and he has taken the
matter to CM.
But amid all these con-
troversies, the food pack-
et scheme is facing the
brunt and now the model
code of conduct is also
round the corner.

Rajendra Chhabra Jaipur ehlot govern- ment’s flagship scheme - An- napurna Food Packet - has got embroiled in a controversy and that is why an immense delay is being caused in its en- forcement. Two months have already passed and owing to the difficulties that have arisen, it is ex- pected that two more months will pass before the scheme is imple- mented. Under this scheme, free food packets will be distributed to 1.06 crore families covered under the National Food Secu- rity Act. Supplying food packets to beneficiaries at cost of Rs 370 per packet could result in a monthly expenditure of about Rs 392 crore i.e. Rs 4,700 crore per annum. In the beginning, the CM had made Food and Civil Supply department, under minister Pratap Singh Khachariyawas, the nodal department for this scheme. But later, the finance department made changes and handed the responsibility to Cooper- ative department. Report- edly, minister Khachari- yawas is not too happy with this change and he has asserted a ‘constitu- tional objection’ to it. He claims that when in the state budget in the assem- bly, this scheme has been passed under the Food department, then how can the Finance department, without the approval of the assembly, bring about such changes at its own level? This controversy has not been solved yet. On the other hand, the Cooperative Department has handed the purchase responsibility of food packets to its own institu- tion - CONFED. Regis- trar, Cooperatives - Meghraj Singh Ratnu - is itsChairman. Meanwhile, another controversy is go- ing on between CONFED and Finance Department. The tender document for food packets that CON- FED prepared, having spent days in its prepara- tion, was returned by the Finance Department with a two page long objection note.Nowanentirelynew tender document has been prepared and this has caused the delay of two months. Third controversy is between Cooperative Minister Udaya Lal An- jana and Principal Secre- tary Cooperatives Sreya Guha. According to the process, what ever action CONFED takes and de- cides, it will be okayed by Sreya Guha, as the Principal Secretary of Cooperative department (parent department). The problem is that CONFED Chairman and Registrar Cooperatives is the same person - Meghraj Ratnu. This means that as Chairman, the file that Meghraj Rat- nu prepares, that will be examined at the level of government by Ratnu himself in his capacity at Registrar and it will be him who approves of it. This is not right accord- ing to the administrative point of view since there is conflict of interest. Word is that CONFED is working under the guid- ance of the minister in the matter related to food packets. The FA and GM there are also being guid- ed by the ‘higher ups’. Perhaps Sreya Guha felt that this 4700 crore rupees worth scheme’s transparency and unbias- ness could be brought under suspicion due to conflict of interest and therefore, through a signed order, Sreya Guha directed FA Vachaspati Tripathi of RAJFED, whose Guha is Chair- man, to assist the Regis- trar and examine the files. Minister Udaylal An- jana has not sought an- swer from Sreya Guha asking her how did she issue the order without the minister’s approval? How can the FA of RA- JFED interfere in the de- partment’s work? Word is that the minister is re- portedly unsatisfied with Sreya Guha’s explana- tion and he has taken the matter to CM.
