PRIME MINISTER NARENDRA MODI
‘VIKAS
PURUSH’
COMETH!
ADITI NAGAR
he man who has
now become a
synonym of devel-
opment, Prime
Minister Naren-
dra Modi, will be
in Rajasthan on Wednesday
to dedicate and lay the
foundation stone of infra-
structure projects worth
over `5,500 crore. PM will
lay the foundation stone for
road construction projects
for upgradation to two-lane
in Rajsamand and Udaipur.
PM Modi will also lay the
foundation stone for the
gauge conversion project
and for setting up of a new
line from Nathdwara to
Nathdwara town in Rajsa-
mand. Further, PM will
dedicate three national
highway projects to the na-
tion, including 114 km long
six-lane Udaipur to Sham-
laji section of NH-48; 110
km long widening and
strengthening to 4-lane
with paved shoulder of
Bar-Bilara-Jodhpur Sec-
tion of NH-25; and 47 km
long two lanes with
paved shoulder section
of NH 58E. But this
visit of Modi will also
mark, informally, the
blowing of the election
bugle for State Assem-
bly, by the BJP
, in Ra-
jasthan which goes
to poll at the end of
the current year.
With the party
bracing itself for the
‘six months long bat-
tle’, Modi’s face and
charisma, as expected
by the BJP and its sup-
porters, will give the party
the much needed momen-
tum to work on. The Ra-
jasthan BJP
, which has not
been able to make a dent in
Congress’ ‘hopes’, is look-
ing to ‘sail through’ under
the ‘favourable winds’ cre-
ated by PM’s visit.
The PM, on the other
hand, will focus all his
might on the development
model, as his work at na-
tional level has surely reso-
nated with the Rajasthanis.
And with the power of PM
Modi’s fabulous oration
and his ‘double-engine gov-
ernment’ work culture, it is
believed that Modi will
turn the tide in BJP’s fa-
vour, in the southern Ra-
jasthan belt, which is a
powerhouse of BJP
.
All the CM contenders of
BJP in the 2023 elections,
including a ‘hopeful’ Ga-
jendra Singh Shekhawat,
will queue at Dabok airport
in Udaipur to receive Prime
Minister Narendra Modi.

TWEETS
t is a complex and age-old situa-
tion and with time, if left “ne-
glected”, the scar would only get
worse. For the mainstream me-
dia in the country, the wide-
spread violence was reported,
but not much was said on why
the situation was palpable.
The last time violence of this
scale took place way back in
1992. That time of course, clash-
es occurred between the NSCN
(IM), representing Naga inter-
ests, and the Kukis in Moreh
town in Manipur which is
placed on the Indo-Myanmar
border and a trade centre which
is infamous and known for
smuggling — including Bur-
mese teak, arms and drugs.
Since 1992, however, there
have been other violent protests
in Manipur like the Meiteis de-
manding an “Inner Line Permit
for the state” – to check “infiltra-
tors” — way back in 2015, which
led to a 10-day curfew. Later, this
violence also witnessed counter-
stirs in Churachandpur, leaving
around nine dead in reported
firing by the police.
The insurgency that took
place especially before 2012 was
specific and directed at security
forces or involved insurgent
groups belonging to different
communities and tribes.
It may be noted that one more
worrying aspect this time, how-
ever,isthatevenduringthedead-
ly Naga-Kuki clashes, Manipur’s
civil society organisations had
reached out to the warring fac-
tions, to build bridges and re-
store peace through a number of
hectic parleys. However, now
that the violence is more local-
ised… the reported absence of
groups or leaders who do not
come out in the open to resolve
the matter and hence there’s a
vacuum as far as negotiators are
concerned to broker peace!
Sadly, the civil society bodies
as well as student groups which
once played a very crucial role
across communities and tribes
are these days not to be wit-
nessed like in the past. However,
the student bodies’ role was un-
der question over reportedly
raising tempers on both sides.
THE TRIGGERING
FACTOR?
In February, people living in K
Songjan village under the Hen-
glep sub-division of Churachan-
dpur were evicted as part of the
government’s initiative to pro-
tect and preserve protected/re-
serve forests. It may be noted
that the village also fell under
the Churachandpur Khoupum
Protected Forest. Villagers,
however, alleged that the evic-
tion was carried out without
prior notification.
The Kuki People Alliance
(KPA) also condemned the evic-
tion drive and termed it inhu-
mane, saying it was conducted
without consulting the Hill Ar-
eas Committee (HAC), which is
an autonomous body empow-
ered to monitor legislation and
administration of hill areas.
In March, the Kuki Inpi had
called for a peaceful rally to pro-
test the eviction, but the rally in
Kangpokpi district turned vio-
lent. After this, the Biren govt
had alleged that the protests
were organised for “unconstitu-
tional” purposes, and that the
“encroachers” were using the
land for “poppy plantation and
drugs business”.
THE KUKI GROUPS’
VERSION…
The Kuki tribes are unhappy
with the survey of the land. It
was carried out for the Chura-
chandpur-Khoupum Protected
Forest region which covers an
area of around 490 sq km and
spreads across three districts,
like Churachandpur, Noney and
Bishnupur.
The ITLF, however, warned
that they would continue with
non-cooperation until the gov-
ernment nullified the 1966 order
that declares tribal areas as pro-
tected/reserved forests.
The All-Tribal Students’ Un-
ion Manipur (ATSUM) said
(violent) protest in Churachan-
dpur was not a spontaneous
phenomenon but an outburst of
growing dissent.
It may be noted that unrest
and heartburn have been brew-
ing among the tribes in the hills
for a number of causes. In April,
Churachandpur witnessed vio-
lence after a mob attacked an
open gym that was to be inaugu-
rated by the Manipur chief min-
ister Biren Singh. A major rea-
son for discontent has been the
state government’s notices since
August 2022 claiming that 38 vil-
lages in the Churachandpur-
Khoupum Protected Forest area
(in Churachandpur and Noney
districts) are “illegal settle-
ments” and its residents are “en-
croachers”.
Following this, the govern-
ment initiated an eviction drive
which resulted in clashes while
Kuki groups have claimed that
the survey and eviction was in
violation of Article 371C, which
confers some administrative au-
tonomy to the tribal-dominated
hill areas of Manipur.
MAJOR COMMUNITIES
IN MANIPUR
The Meiteis are the largest com-
munity
. Altogether, there are 34
recognised tribes, which are
mainly classified as ‘Any Naga
Tribes’ and ‘Any Kuki Tribes’.
The central valley in the state
of Manipur accounts for about
10% of landmass of the state of
Manipur, and is hence primarily
home to the Meitei and Meitei
Pangals who constitute about
64.6% of the state’s population.
However, the remaining 90% of
Manipur’s geographical area
consists of hills which sur-
round the valley and which are
home to the recognized tribes,
making up about 35.4% of Ma-
nipur’s population.
WHY ARE MEITEIS
DEMANDING ST STATUS?
This demand gained momentum
waybackin2012whichwasledby
the Scheduled Tribes Demand
Committeeof Manipur(STDCM).
The recent plea before the Ma-
nipur High Court was by the
Meetei(Meitei)TribeUnion,seek-
ingdirectionstotheManipurgov-
ernment to submit a recommen-
dation to the Union Ministry for
TribalAffairsfortheinclusionof
the Meetei/Meitei community in
thelistof ScheduledTribesinthe
Indian Constitution, as a “tribe
among tribes in Manipur”.
WHAT DID THE PLEA SAY?
The petitioners, however, argued
that the Meitei community was
recognised as a tribe before the
merger of the princely state of
Manipur with the Union of India
in 1949, and that it lost its iden-
tity as a tribe after the merger. In
the court, it was argued that the
demand for ST status arose from
the need to “preserve” the com-
munity
, and “and save the ances-
tral land, tradition, culture and
language” of the Meiteis.
In various pleas to the state
and subsequent central govern-
ments, the STDCM had stated
that as a result of being left out
of the ST list, “the community
has been victimised without
any constitutional safeguards to
date. The Meitein/Meetei have
been gradually marginalised in
their ancestral land. Their pop-
ulation which was 59% of the
total population of Manipur in
1951 has now been reduced to
44% as per 2011 Census data”.
WHY THE OPPOSITION?
It may be noted that the Meiei de-
mand for ST status has long been
opposed by the tribal groups of
thestate.Oneof thereasonscited
for the opposition is the domi-
nance of the Meiteis, both in pop-
ulation and in political represen-
tation. It may be noted that 40 out
of the60Assemblyconstituencies
of the state are in the valley
.
There are other arguments
against the demand too which
are … the Manipuri language of
Meiteis is included in the Eighth
Schedule of Constitution, and
that sections of the Meitei com-
munity—whichispredominant-
ly Hindu — are already classified
under SC or OBC categories and
have access to the opportunities
associated with the said status.

SLEW OF RESIGNATIONS
MEANWHILE, THE STATE HAS BEEN WITNESSING A SLEW
OF RESIGNATIONS FROM ADMINISTRATIVE POSTS...
 Uripok MLA Khwairakpam
Raghumani resigned from
the chairmanship of Manipur
Renewable Energy Development
Agency (MANIREDA).
 Raghumani is the fourth MLA of
the ruling party in Manipur to do
so this month.
 In his quit letter to CM Singh,
he (Raghumani) said he was
giving up the post for “per-
sonal reasons, and also in the
public interest, it is felt that my
continuance as chairman of
MANIREDA is not called for at
this juncture”.
 On April 8, Thokchom Radhesy-
am quit from the post of adviser
to the chief minister, which
was followed by resignation of
Langthabal MLA Karan Shyam
on April 17 from the post of
chairman of Tourism Corpora-
tion Manipur Limited. Both of
them said they were “not being
given any responsibility” as the
reason for their quitting.
 On April 20, Wangjing Tentha
MLA Paonam Brojen put down
his papers as the chairman of
Manipur Development Soci-
ety. He also cited “personal
reasons”.

His remarks came

Responding to a
question on the matter,
Khachariyawas told re-

Jaipur: Raising his
pitch against the pre-

Tuesday announced a
five day, 125-km ‘Jan
Sangharsh Yatra’ from
May 11 over “corrup-

ing of papers for state

ment exams.
Addressing the me-
dia here on Tuesday,
Pilot said the planned
yatra from Ajmer,
where the Rajasthan
Public Service Commis-
sion (RPSC) is head-
quartered, is not
against anyone. “This is
on the issue of corrup-
tion, this is for the
youth who are disap-
pointed due to repeated
paper leak cases,” he
said.
Pilot also cornered
CM Ashok Gehlot for
mentioning former CM

‘saviour of his govern-
ment’. “After listening
to the CM’s speech in

that his leader is not

Jaipur: A few interest-
ing facts have cropped
up regarding Maneesh
Goyal, the JS of UDH
Department, whose
name has cropped in the
Udaipur Rs 12 lakh
graft case. This senior
RAS of 1997 batch has
cooped in the UDH for a
long time. On October
23, 2019, this official was
posted in UDH as Joint
Secretary and since
then he is working in
the department.
This is also an all
time record for continu-
ously holding of the
chair of JS by an offi-
cial. In the past three
and a half years, the
DoP has issued half a
dozen RAS transfer lists
and most of the officials
have been reshuffled.
But surprisingly, Ma-
neesh has never been
‘touched’.
Importantly, during
this time, two Principal
Secretaries have been
changed in the depart-
ment and several jun-
ior officers have also
been changed, but the
JS has not been
changed. Word is that
Maneesh has taken a
senior official in confi-
dence and Maneesh has
complete control over
the working of the de-
partment.
It is worth noting that
Maneesh, in the past,
hasservedasAdditional
Director and Deputy Di-

years. Thus, he has an
eight year experience of
Urban Administration
and he is adept in deal-

‘capability’ he has ap-
proach till the highest
levels.

BLUE PURPLE
eriwinkle is a
soft and deli-
cate shade of
blue with a
touch of pur-
ple. It’s a ro-
mantic, whim-
sical, and feminine
color that has taken
the fashion industry
by storm. This shade
has been a popular
choice among design-
ers for quite some
time, and it’s not
hard to see why. It’s a
versatile color that
can be used in a varie-
ty of ways, from bold
statement pieces to sub-
tle accents.
In recent years, peri-
winkle has become a
popular color choice for
bridesmaid dresses and
wedding decor. This is
because the color is as-
sociated with serenity
and tranquillity, making
it the perfect choice for
a romantic and dreamy
wedding. Periwinkle
dresses have a soft
and ethereal qual-
ity, which adds a
touch of whimsy
to any wedding.
In addition to
weddings, peri-
winkle has
also made
its way
onto the
runways of major fash-
ion houses. Designers
such as Oscar de la
Renta, Gucci, and Prada
have all incorporated the
color into their collec-
tions. It’s a color that is
both elegant and playful,
which makes it a great
choice for fashion de-
signers who want to cre-
ate pieces that are both
sophisticated and fun.
Periwinkle has also
become a popular color
for accessories such as
handbags, shoes, and
jewelry. This is because
it’s a versatile color that
can be paired with a va-
riety of other colors.
Periwinkle pairs well
with other pastels, such
as blush pink and laven-
der, but it can also be
paired with bolder colors
such as emerald green
and mustard yellow.
One of the reasons
periwinkle has become
so popular is because it’s
a universally flat-
tering color. It
looks great on all skin
tones and hair colors,
making it an easy color
to incorporate into any
wardrobe.
Whether you’re fair-
skinned or have a darker
complexion, periwinkle
is a color that will flatter
you.
In addition to its beau-
ty, periwinkle is also a
color that has meaning.
It’s associated with
peace, serenity, and tran-
quility, making it a great
color to wear when you
want to feel calm and re-
laxed. It’s a color that is
often used in meditation
and mindfulness prac-
tices, which is why it’s
become so popular in the
wellness industry.

WORKPLACE STRESS?
ave you ever felt like
work stresses you out
too much but you just
can't show it? It turns
out, the way you type
and click on your com-
puter might be a dead
giveaway
. Millions of employees
all over the world suffer from
workplace stress. Most of them
don't even realize that their
physical and mental health is
hanging on by a thread until it's
too late. This makes it all the
more important to identify work-
related stress as early as possible
where it arises: in the workplace.
THE WAY YOU TYPE
COULD TELL HOW
STRESSED YOU ARE
Scientists at Eidgenössis-
che Technische Hochs-
chule (ETH) or Swiss Fed-
eral Institute of Technol-
ogy Zurich are now taking
an important step in this
direction. They created a
model that can identify how
stressed we are simply by the
way we type and operate our
mouse, using new data and ma-
chine learning.
How we type on our keyboard
and move our mouse seems to be
a better predictor of how stressed
we feel in an office environment
than our heart rate, explains
study author Mara Nägelin, a
mathematician who conducts re-
search at the Chair of Technolo-
gy Marketing and the Mobiliar
Lab for Analytics at ETH Zurich.
Applied correctly, these findings
could be used in future to prevent
increased stress in the workplace
early on.
TYPING: STRESSED VS
RELAXED PEOPLE
Researchers proved in an experi-
mentthatstressedpeopletypeand
movetheirmousedifferentlyfrom
relaxed people. People who are
stressed move the mouse pointer
more often and less precisely and
cover longer distances on the
screen. Relaxed people, on the
other hand, take shorter, more di-
rect routes to reach their destina-
tion and spend more time doing
so, Nägelin says. Additionally
,
people who feel stressed at work
make more errors when typing.
They write in fits and start with
manybrief pauses.Relaxedpeople
tendtotakefewerbutlongerpaus-
es when typing on a keyboard.
WHAT'S THE LINK BETWEEN
STRESS AND TYPING?
The relationship between stress
and our typing and mouse behav-
iour can be described by the neu-
romotor noise theory: Increased
levels of stress negatively im-
pact our brain's ability to pro-
cess information. This also af-
fects our motor skills, explains
psychologist Jasmine Kerr, who
researches with Nägelin and is
the co-author of the study
.
To develop their stress model,
the researchers observed 90
study participants in the lab per-
forming office tasks that were as
close to reality as possible, such
as planning appointments or re-
cording and analyzing data.
They recorded the participants'
mouse and keyboard behaviour
as well as their heart rates. In ad-
dition, the researchers asked the
participants several times dur-
ing the experiment how stressed
they felt.
While some participants were
allowed to work undisturbed,
others also had to take part in a
job interview. Half of this group
was also repeatedly interrupted
by chat messages. In contrast to
earlier studies by other scien-
tists, where the control group
often did not have to solve any
tasks at all and could relax, in
the ETH researchers' experi-
ment, all participants had to per-
form the office tasks.
IS TYPING BEHAVIOUR
AN EVEN BETTER
INDICATOR OF STRESS
THAN HEART RATE?
We were surprised that
typing and mouse be-
haviour was a better
predictor of how
stressed subjects felt
better than heart rate,
Nägelin says. She ex-
plains that this is be-
cause the heart rates of
the participants in the
two groups did not differ
as much as in other stud-
ies. One possible reason is that
the control group was also given
activities to perform, which is
more in line with workplace re-
ality
.
The researchers are currently
testing their model with data
from Swiss employees who have
agreed to have their mouse and
keyboard behaviour as well as
their heart data recorded direct-
ly at their workplace using an
app. The same app also regularly
asks employees about their sub-

Nashville on Friday, May 5. A
section of the crowd pulled out
Taylor’s late grandmother Marjorie’s
pictures and showed them to her from
the audience, as she performed the
song named after her from her Ever-

prised by the gesture.The 33-year-old
singer said that the gesture was ‘so
beautiful’ before revealing that her
grandmother,whopassedawaywhenshe

ADITI NAGAR he man who has now become a synonym of devel- opment, Prime Minister Naren- dra Modi, will be in Rajasthan on Wednesday to dedicate and lay the foundation stone of infra- structure projects worth over `5,500 crore. PM will lay the foundation stone for road construction projects for upgradation to two-lane in Rajsamand and Udaipur. PM Modi will also lay the foundation stone for the gauge conversion project and for setting up of a new line from Nathdwara to Nathdwara town in Rajsa- mand. Further, PM will dedicate three national highway projects to the na- tion, including 114 km long six-lane Udaipur to Sham- laji section of NH-48; 110 km long widening and strengthening to 4-lane with paved shoulder of Bar-Bilara-Jodhpur Sec- tion of NH-25; and 47 km long two lanes with paved shoulder section of NH 58E. But this visit of Modi will also mark, informally, the blowing of the election bugle for State Assem- bly, by the BJP , in Ra- jasthan which goes to poll at the end of the current year. With the party bracing itself for the ‘six months long bat- tle’, Modi’s face and charisma, as expected by the BJP and its sup- porters, will give the party the much needed momen- tum to work on. The Ra- jasthan BJP , which has not been able to make a dent in Congress’ ‘hopes’, is look- ing to ‘sail through’ under the ‘favourable winds’ cre- ated by PM’s visit. The PM, on the other hand, will focus all his might on the development model, as his work at na- tional level has surely reso- nated with the Rajasthanis. And with the power of PM Modi’s fabulous oration and his ‘double-engine gov- ernment’ work culture, it is believed that Modi will turn the tide in BJP’s fa- vour, in the southern Ra- jasthan belt, which is a powerhouse of BJP . All the CM contenders of BJP in the 2023 elections, including a ‘hopeful’ Ga- jendra Singh Shekhawat, will queue at Dabok airport in Udaipur to receive Prime Minister Narendra Modi. T

Narendra Modi @narendramodi The news of many casualties in the bus accident in Khargone, Madhya Pradesh is very sad. The local administration is promptly engaged in relief and rescue work. I express my condolences to the bereaved families and wish speedy recovery of the injured. Jagat Prakash Nadda @JPNadda SPIRITUAL SPEAK I have the right to do anything,” you say – but not everything is beneficial. “I have the right to do anything” – but I will not be mastered by anything. —Bible TOP TWEETS t is a complex and age-old situa- tion and with time, if left “ne- glected”, the scar would only get worse. For the mainstream me- dia in the country, the wide- spread violence was reported, but not much was said on why the situation was palpable. The last time violence of this scale took place way back in 1992. That time of course, clash- es occurred between the NSCN (IM), representing Naga inter- ests, and the Kukis in Moreh town in Manipur which is placed on the Indo-Myanmar border and a trade centre which is infamous and known for smuggling — including Bur- mese teak, arms and drugs. Since 1992, however, there have been other violent protests in Manipur like the Meiteis de- manding an “Inner Line Permit for the state” – to check “infiltra- tors” — way back in 2015, which led to a 10-day curfew. Later, this violence also witnessed counter- stirs in Churachandpur, leaving around nine dead in reported firing by the police. The insurgency that took place especially before 2012 was specific and directed at security forces or involved insurgent groups belonging to different communities and tribes. It may be noted that one more worrying aspect this time, how- ever,isthatevenduringthedead- ly Naga-Kuki clashes, Manipur’s civil society organisations had reached out to the warring fac- tions, to build bridges and re- store peace through a number of hectic parleys. However, now that the violence is more local- ised… the reported absence of groups or leaders who do not come out in the open to resolve the matter and hence there’s a vacuum as far as negotiators are concerned to broker peace! Sadly, the civil society bodies as well as student groups which once played a very crucial role across communities and tribes are these days not to be wit- nessed like in the past. However, the student bodies’ role was un- der question over reportedly raising tempers on both sides. THE TRIGGERING FACTOR? In February, people living in K Songjan village under the Hen- glep sub-division of Churachan- dpur were evicted as part of the government’s initiative to pro- tect and preserve protected/re- serve forests. It may be noted that the village also fell under the Churachandpur Khoupum Protected Forest. Villagers, however, alleged that the evic- tion was carried out without prior notification. The Kuki People Alliance (KPA) also condemned the evic- tion drive and termed it inhu- mane, saying it was conducted without consulting the Hill Ar- eas Committee (HAC), which is an autonomous body empow- ered to monitor legislation and administration of hill areas. In March, the Kuki Inpi had called for a peaceful rally to pro- test the eviction, but the rally in Kangpokpi district turned vio- lent. After this, the Biren govt had alleged that the protests were organised for “unconstitu- tional” purposes, and that the “encroachers” were using the land for “poppy plantation and drugs business”. THE KUKI GROUPS’ VERSION… The Kuki tribes are unhappy with the survey of the land. It was carried out for the Chura- chandpur-Khoupum Protected Forest region which covers an area of around 490 sq km and spreads across three districts, like Churachandpur, Noney and Bishnupur. The ITLF, however, warned that they would continue with non-cooperation until the gov- ernment nullified the 1966 order that declares tribal areas as pro- tected/reserved forests. The All-Tribal Students’ Un- ion Manipur (ATSUM) said (violent) protest in Churachan- dpur was not a spontaneous phenomenon but an outburst of growing dissent. It may be noted that unrest and heartburn have been brew- ing among the tribes in the hills for a number of causes. In April, Churachandpur witnessed vio- lence after a mob attacked an open gym that was to be inaugu- rated by the Manipur chief min- ister Biren Singh. A major rea- son for discontent has been the state government’s notices since August 2022 claiming that 38 vil- lages in the Churachandpur- Khoupum Protected Forest area (in Churachandpur and Noney districts) are “illegal settle- ments” and its residents are “en- croachers”. Following this, the govern- ment initiated an eviction drive which resulted in clashes while Kuki groups have claimed that the survey and eviction was in violation of Article 371C, which confers some administrative au- tonomy to the tribal-dominated hill areas of Manipur. MAJOR COMMUNITIES IN MANIPUR The Meiteis are the largest com- munity . Altogether, there are 34 recognised tribes, which are mainly classified as ‘Any Naga Tribes’ and ‘Any Kuki Tribes’. The central valley in the state of Manipur accounts for about 10% of landmass of the state of Manipur, and is hence primarily home to the Meitei and Meitei Pangals who constitute about 64.6% of the state’s population. However, the remaining 90% of Manipur’s geographical area consists of hills which sur- round the valley and which are home to the recognized tribes, making up about 35.4% of Ma- nipur’s population. WHY ARE MEITEIS DEMANDING ST STATUS? This demand gained momentum waybackin2012whichwasledby the Scheduled Tribes Demand Committeeof Manipur(STDCM). The recent plea before the Ma- nipur High Court was by the Meetei(Meitei)TribeUnion,seek- ingdirectionstotheManipurgov- ernment to submit a recommen- dation to the Union Ministry for TribalAffairsfortheinclusionof the Meetei/Meitei community in thelistof ScheduledTribesinthe Indian Constitution, as a “tribe among tribes in Manipur”. WHAT DID THE PLEA SAY? The petitioners, however, argued that the Meitei community was recognised as a tribe before the merger of the princely state of Manipur with the Union of India in 1949, and that it lost its iden- tity as a tribe after the merger. In the court, it was argued that the demand for ST status arose from the need to “preserve” the com- munity , and “and save the ances- tral land, tradition, culture and language” of the Meiteis. In various pleas to the state and subsequent central govern- ments, the STDCM had stated that as a result of being left out of the ST list, “the community has been victimised without any constitutional safeguards to date. The Meitein/Meetei have been gradually marginalised in their ancestral land. Their pop- ulation which was 59% of the total population of Manipur in 1951 has now been reduced to 44% as per 2011 Census data”. WHY THE OPPOSITION? It may be noted that the Meiei de- mand for ST status has long been opposed by the tribal groups of thestate.Oneof thereasonscited for the opposition is the domi- nance of the Meiteis, both in pop- ulation and in political represen- tation. It may be noted that 40 out of the60Assemblyconstituencies of the state are in the valley . There are other arguments against the demand too which are … the Manipuri language of Meiteis is included in the Eighth Schedule of Constitution, and that sections of the Meitei com- munity—whichispredominant- ly Hindu — are already classified under SC or OBC categories and have access to the opportunities associated with the said status. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL IN TENSE MANIPUR, WHO WILL BROKER TRUCE? WHAT THE HIGH COURT SAID I ROBIN ROY The writer is Senior Journalist and former Managing Editor, First India The court observed that “the petitioners and other Unions are fighting long for inclu- sion of Meetei/Meitei community in the tribe list of Manipur”, and directed the government to submit its recommen- dation after considering the case of the petition- ers, “preferably within a period of four weeks” of receipt of the order. SLEW OF RESIGNATIONS MEANWHILE, THE STATE HAS BEEN WITNESSING A SLEW OF RESIGNATIONS FROM ADMINISTRATIVE POSTS...  Uripok MLA Khwairakpam Raghumani resigned from the chairmanship of Manipur Renewable Energy Development Agency (MANIREDA).  Raghumani is the fourth MLA of the ruling party in Manipur to do so this month.  In his quit letter to CM Singh, he (Raghumani) said he was giving up the post for “per- sonal reasons, and also in the public interest, it is felt that my continuance as chairman of MANIREDA is not called for at this juncture”.  On April 8, Thokchom Radhesy- am quit from the post of adviser to the chief minister, which was followed by resignation of Langthabal MLA Karan Shyam on April 17 from the post of chairman of Tourism Corpora- tion Manipur Limited. Both of them said they were “not being given any responsibility” as the reason for their quitting.  On April 20, Wangjing Tentha MLA Paonam Brojen put down his papers as the chairman of Manipur Development Soci- ety. He also cited “personal reasons”.

Rajendra Chhabra Jaipur: A few interest- ing facts have cropped up regarding Maneesh Goyal, the JS of UDH Department, whose name has cropped in the Udaipur Rs 12 lakh graft case. This senior RAS of 1997 batch has cooped in the UDH for a long time. On October 23, 2019, this official was posted in UDH as Joint Secretary and since then he is working in the department. This is also an all time record for continu- ously holding of the chair of JS by an offi- cial. In the past three and a half years, the DoP has issued half a dozen RAS transfer lists and most of the officials have been reshuffled. But surprisingly, Ma- neesh has never been ‘touched’. Importantly, during this time, two Principal Secretaries have been changed in the depart- ment and several jun- ior officers have also been changed, but the JS has not been changed. Word is that Maneesh has taken a senior official in confi- dence and Maneesh has complete control over the working of the de- partment. It is worth noting that Maneesh, in the past, hasservedasAdditional Director and Deputy Di- rector in LSG for five years. It turns out, the way you type and click on your com- puter might be a dead giveaway . Millions of employees all over the world suffer from workplace stress. Most of them don't even realize that their physical and mental health is hanging on by a thread until it's too late. This makes it all the more important to identify work- related stress as early as possible where it arises: in the workplace. THE WAY YOU TYPE COULD TELL HOW STRESSED YOU ARE Scientists at Eidgenössis- che Technische Hochs- chule (ETH) or Swiss Fed- eral Institute of Technol- ogy Zurich are now taking an important step in this direction. They created a model that can identify how stressed we are simply by the way we type and operate our mouse, using new data and ma- chine learning. How we type on our keyboard and move our mouse seems to be a better predictor of how stressed we feel in an office environment than our heart rate, explains study author Mara Nägelin, a mathematician who conducts re- search at the Chair of Technolo- gy Marketing and the Mobiliar Lab for Analytics at ETH Zurich. Applied correctly, these findings could be used in future to prevent increased stress in the workplace early on. TYPING: STRESSED VS RELAXED PEOPLE Researchers proved in an experi- mentthatstressedpeopletypeand movetheirmousedifferentlyfrom relaxed people. People who are stressed move the mouse pointer more often and less precisely and cover longer distances on the screen. Relaxed people, on the other hand, take shorter, more di- rect routes to reach their destina- tion and spend more time doing so, Nägelin says. Additionally , people who feel stressed at work make more errors when typing. They write in fits and start with manybrief pauses.Relaxedpeople tendtotakefewerbutlongerpaus- es when typing on a keyboard. WHAT'S THE LINK BETWEEN STRESS AND TYPING? The relationship between stress and our typing and mouse behav- iour can be described by the neu- romotor noise theory: Increased levels of stress negatively im- pact our brain's ability to pro- cess information. This also af- fects our motor skills, explains psychologist Jasmine Kerr, who researches with Nägelin and is the co-author of the study . To develop their stress model, the researchers observed 90 study participants in the lab per- forming office tasks that were as close to reality as possible, such as planning appointments or re- cording and analyzing data. They recorded the participants' mouse and keyboard behaviour as well as their heart rates. In ad- dition, the researchers asked the participants several times dur- ing the experiment how stressed they felt. While some participants were allowed to work undisturbed, others also had to take part in a job interview. Half of this group was also repeatedly interrupted by chat messages. In contrast to earlier studies by other scien- tists, where the control group often did not have to solve any tasks at all and could relax, in the ETH researchers' experi- ment, all participants had to per- form the office tasks. IS TYPING BEHAVIOUR AN EVEN BETTER INDICATOR OF STRESS THAN HEART RATE? We were surprised that typing and mouse be- haviour was a better predictor of how stressed subjects felt better than heart rate, Nägelin says. She ex- plains that this is be- cause the heart rates of the participants in the two groups did not differ as much as in other stud- ies. One possible reason is that the control group was also given activities to perform, which is more in line with workplace re- ality . The researchers are currently testing their model with data from Swiss employees who have agreed to have their mouse and keyboard behaviour as well as their heart data recorded direct- ly at their workplace using an app. The same app also regularly asks employees about their sub- jective stress levels. Results should be available by the end of the year. WHY DATA PROTECTION IS IMPORTANT? However, workplace stress de- tection also raises some dicey issues: The only way people will accept and use our technol- ogy is if we can guarantee that we will anonymize and protect their data. We want to help workers identify stress early, not create a monitoring tool for companies, Kerr says. In another study involving em- ployees and ethicists, the re- searchers are investigating which features an app needs to have to meet these requirements and ensure responsible handling of sensitive data.
