New Delhi: Bihar Chief Minister Nitish Kumar and Telangana CM K
Chandrashekar Rao (KCR) skipped the Niti Aayog governing council
meeting on Sunday, chaired by Prime Minister Narendra Modi. The
meeting was attended by 23 chief ministers, three Lieutenant Gov-
ernors and two Administrators and Union ministers. This was the
first physical meeting of the governing council since the onset of the
pandemic, with the 2021 meeting held via video conferencing.

Minister of External Affairs, S Jaishankar
said, “The G20 Presidency presents a great
opportunity and a great responsibility. For the
first time in the history of G20, India will host
the G20 meetings over the year, not only in
Delhi but in every State and Union Territory.”
 While highlighting several initiatives
undertaken to boost learning outcomes,
capacity-building of teachers, and skilling,
Union Minister of Education Dharmendra
Pradhan, thanked and requested further support
of the States for the successful implementation
of the National Education Policy.
 Vice Chairman, NITI Aayog, Suman Bery,
reiterated that India’s transformation has to take
place in its states. He reaffirmed the need for
the combined efforts of the Centre and States to
realize the vision of a resurgent India post the
pandemic.

Jodhpur: Jodhpur Rail-
way Station will now be
developed on the lines
of an airport. Keeping
in mind the increasing
passenger load, a grand
and such a huge railway
station will be con-
structed in place of the
existing building of
this station at a cost of
Rs 500 crore. For this, a

and sent to the HQs.
The construction
work will start from
the month of October.
The target has been set
to complete the work in
three years. All state-

Jaipur: In a joint ac-
tion by mines, police,
and forest departments
in the last 17 days, 98
cases of illegal mining,
709 illegal transporta-
tions, and 62 illegal
storage have surfaced.
A total of 317 FIRs were
registered and 154 peo-
ple have been arrested
so far.
Besides, 43 big ma-
chines and 833 small
machines and vehicles
were seized. A total of
31,843 tonnes of miner-
als were seized and Rs
4.09 crore was recov-
ered through fine.
A nationwide cam-
paign against illegal
mining is being carried
out by the authorities
concerned. So far, 71
cases of illegal mining
have been exposed. Po-
lice made seven cases
and Forest Department
made 20 cases. Similar-
ly, 539 cases of illegal
transportation were ex-
posed. Police made 160
and the Forest Depart-
ment made 10 cases.

Jaipur: Panther Shiva,
separated from his
mother barely seven
days after his birth in
the forest of Raisar
about 14 months ago,
died on Sunday. Shiva
lacked panther-like ag-
gression as it was
brought up amid hu-
mans.
Shiva was in the res-
cue centre enclosure
and looked fine but the
caretaker found Shiva
dead inside his cage on
Sunday morning.
Senior veterinarian
Dr Arvind Mathur
said that Shiva possi-
bly died after being
bitten by a poisonous
reptile or insect. How-
ever, the real cause of
death will be revealed
only after the post-
mortem.
On July 10, the white
tiger, Chinu, died. Later,
on July 15, a panther
died. Within 29 days,
three big cats died in
Nahargarh Biological
Park. Shiva was
brought to Nahargarh
Biological Park last
year.
In the last 34 months,
12 big cats, including
panther Shiva, have
died in Nahargarh Bio-
logical Park. Untrained
wildlife caretakers, ad-
ministrative negligence
and lack of monitoring
are causing frequent
deaths. Despite con-
tracting leptospirosis,
special treatment was
not given.
In 2019, when three
big cats died within
nine days, there was a
stir in Nahargarh Bio-
logical Park but the
high officials covered
the negligence of their
subordinates.

According to police, two
vehicles collided head-
on. In the accident, the
driver of Innova, Vinod,
died on the spot. Anoth-
er woman occupant of

Sharma, a resident of

treatment at PBM Hos-
pital. Presently
, he was a
member of the council.
Sharma’s driver also
died in the accident.
Sharma had come to
Bikaner to attend a
function at his sister-in-
law’s place. After get-
ting information of the
accident, many senior
lawyers of Bikaner
reached PBM Hospital.

one of them slipped
into deep water while

other boy jumped into
the water to save him

“The deceased have
been identified as
Rajesh Kumar and
Aman Kumar, both resi-
dents of Jhunjhunu dis-
trict. They had come to
Mount Abu on a trip
and were heading to-
wards Abu Road when
they stopped near pillar
number 20 and started
taking bath at a water-
fall,” police said.
“Their bodies were
fished out and taken to
a private hospital where
doctors declared them
dead. The family mem-
bers have been in-
formed and the post-
mortem will be done
soon,” police added.

IN MODI’S GUJARAT
n the one hand we
have Prime Minister
Narendra Modi, the
Supreme Court and
the Election Com-
mission of India strongly object-
ing to the culture of freebies
started and nurtured by all the
political parties. The govern-
ment wanted the Supreme Court
to abolish freebies but the apex
court asked the Centre to take a
stand on freebies and wondered
if the Election Commission
could stop the practice.
The court asked the poll panel
to frame guidelines to regulate
distribution of what the prime
minister called “revdis”. The
poll body, on its part, said that it
cannot regulate “state policies
and decisions”. In the end the
Supreme Court decided to set up
a panel to suggest a way out.
Unmindful of the debate on
the issue, Aam Aadmi Party
president Arvind Kejriwal is
playing Santa Claus to win vot-
ers. After Delhi and Punjab, he
is now promising free electricity
and Rs 3000 dole to the jobless in
Gujarat. Who would want free-
bies to be stopped?

o far, we have been discuss-
ing the interventions of the
Union government regard-
ing affordable housing in the
urban sector, where the main
hurdle was the astronomical
cost of land. While the cost
of land is not the main con-
straint for rural housing, ti-
tling and ownership is the
stumbling block, because ru-
ral land records were geared
primarily for agricultural
operations and collection of
land revenue. The residential
areas (Abadi) in the village
were never accounted for –
either in the revenue or the
panchayat records. As in the
urban areas, there is a clear
segmentation in rural hous-
ing as well – those who can
afford it, and those who can-
not and constitute the BoP
(bottom of the pyramid).
In this column we will take
both the segments: those in
the BoP, who are eligible for
assistance under the PMAY
(Gramin), and whose dwell-
ing has to come up on public
(panchayat land) and those
who can afford to take a loan
from a bank or an NBFC to
construct their own house.
However, for both categories,
land titling is an outstanding
issue, which the government
is trying to address through
Svamitva, about which we
shall discuss later in the col-
umn.
Let us first look at those
eligible to leverage the PMAY
(G.) Interestingly
, the scheme
is clearer about those who
have to be excluded: people
paying income tax/profes-
sional tax, owning a refrig-
erator or a landline phone,
holding a government job, or
a Kisan Credit Card (KCC)
with a limit greater or equal
to Rs 50,000 and those with a
motorised two-wheeler,
three-wheeler, four-wheeler
and agriculture equipment
or fishing boat. Therefore,
the target group is very clear-
ly spelt out. All those eligible
receive an assistance of Rs
1.20 lakhs in plains, and Rs
1.30 lakhs in hilly and diffi-
cult terrains. This amount is
given for the basic construc-
tion of a 370 square feet
house, in addition to another
twelve thousand for a toilet.
Thanks to the convergence
with the MGNREGA, one
who is eligible for the house
is also entitled to get employ-
ment to work on its construc-
tion as well. Funds are direct-
ly transferred to the Aadhar
linked bank or post office ac-
count of the beneficiary
.
When the PMAY (G) was
envisaged, the ‘unmet de-
mand’ was estimated at 29.5
million. By the close of 2021,
more than 13 million homes
had been built, but nearly 16
million were yet to be cov-
ered. This was perhaps the
reason for the extension of
the PMAY (G) to March 2024
to accomplish the mission of
providing a roof over every
head. But it was an end-to-
end programme, for it also
provided for the skilling of
five lakh rural masons, pro-
posed 200 different housing
designs across the country
based on a detailed study of
housing typologies, environ-
mental hazards and house-
holds’ requirements. The fo-
cus was on use of local mate-
rial, and a composite home -
with cooking space, provi-
sion for electricity, LPG, toi-
let etal through convergence.
We now come to those who
have the wherewithal to im-
prove their existing dwell-
ings. These are villagers who
own their homes, but do not
have any documentation
even if they stayed there for
generations. The key con-
straint in providing institu-
tional financial assistance is
that they have no proof of
being owners of the piece of
land on which they live. The
Svamitva scheme addresses
this issue squarely. It is now
a pan India initiative to es-
tablish clear ownership of
property in rural inhabited
(Abadi) areas, by mapping of
land parcels using drone
technology and providing
‘Record of Rights’ to village
household owners along with
legal ownership cards (Prop-
erty cards/Title deeds. The
Scheme is implemented with
the collaborative efforts of
the Union Ministry of Pan-
chayati Raj, State Revenue
and Panchayati Raj Depart-
ments and the Survey of In-
dia under the Union Ministry
of Science and Technology
. It
will facilitate monetisation
of properties, besides ena-
bling bank loan and reducing
property related disputes.
While banks have been re-
luctant to finance rural hous-
ing, the niche market was
discovered by Mahindra Ru-
ral Housing Finance Limit-
ed. Because of their wide
penetration in the rural mar-
kets because of tractors and
farm machinery and their
experience in financing trac-
tors, this was perhaps the
next logical step for them.
They also realized that many
borrowers are keen to bor-
row small amounts – from Rs
1-2 lakhs to improve their ex-
isting homes. This was a seg-
ment which was not being
addressed by the banks, or
the co-operatives. Now that
the Svamitva will ensure
land titling, one can expect
many financial institutors to
step into rural housing in a
bug way
.

from UP, misbehaved

turtles being smuggled

Bureau) and the forest department in Banthara area
in this district on Sunday. The STF also arrested

following heavy rains
lashing many parts of
Karnataka, especially

Tunga and Tungabhad-
ra rivers, officials
said. At least one lakh
cusecs of water was re-
leased from Tungabhad-
ra dam into the Tungab-
hadra river following
heavy downpour in
catchment region.
The Tungabhadra
dam with a storage ca-
pacity of 1,633 ft already
has water level reach-
ing 1,631 ft. To maintain
the balance, one lakh
cusecs of water was re-
leased, which has cre-
atedafloodscareamong
the people living in the
lower riparian of Tung-
abhadra dam. Officials
have sounded an alert
for the locals. Of the 33
floodgates, 30 were
opened on Sunday, fol-
lowing which many
heritage sites of Vijay-

He said the number of heavy
rainfall events has increased
and that of light rainfall

ness heavy rains for several weeks now, multiple
incidents of land-
slides and flash
floods have been
reported from
states which
have caused
roads to remain
blocked and
some also washed away due to flowing water. In
a recent case, a road in Himachal Pradesh got
washed away due to an increased flow of water
in the adjoining Chakki river. As reported by ANI,
the road which was leading to Pathankot airport in
Punjab was washed away on Saturday.
Idukki: In view of heavy rainfall, the State Water
Authority of Kerala on Tuesday opened a shutter of
Kerala’s Idukki dam as the water level continues to rise.
“Shutter No 3 of the Cheruthoni dam was opened at
6 in the morning by 40 cm but it was raised to 60 cm
on 8.30 am,” said Idukki district officials. The district
administration has issued an orange alert as the water
level in the reservoir there touched 2401.58 feet.

FPIs BUY SHARES WORTH `14,000 CRORE IN A
WEEK AMID SOFTENING DOLLAR INDEX
New Delhi: After turning net buyers last month, foreign investors
continued their positive stance on Indian equities and invested
over `14,000 crore in the first week
of August amid softening of the dollar
index. This was way higher than the
net investment of nearly `5,000 crore
by Foreign Portfolio Investors (FPIs)
in entire July, data with depositories
showed. FPIs had turned buyers in
July after nine straight months of
heavy net outflows, which started
from October last year. Between October 2021 and June 2022,
they sold a massive `2.46 lakh crore in the Indian equity

New Delhi (PTI): Strug-
gling telecom operator
Vodafone Idea Ltd says the
industry needs to raise mo-
bile tariffs at regular inter-
vals as the sector still oper-
ates at unsustainably low
prices and revisions will
allow it to generate reason-
able returns and support
future investments.
The joint venture of Adi-
tya Birla Group and Voda-
fone Group, which last year
got a fresh lifeline after the
government extended a re-
lief package to the sector,
said per user revenue re-
mains lower than historic
trends. All three private tel-
ecom operators — Reliance
Jio, Bharti Airtel and Voda-
fone-Idea Ltd (VIL) — last
yearraisedchargesfordata,
arresting average revenue
per user (ARPU) declines.
Despite this, “the indus-
try still operates on unsus-
tainably low tariffs”, VIL
said in its latest annual re-
port. “India continues to
have the lowest tariffs glob-
ally, while the proliferation
of unlimited data bundles
have led to India having
one of the highest data us-
age (per subscriber) in the
world,” it said.
The ARPU levels remain
lower in comparison to his-
toric trends, despite con-
sumers getting much more
value in terms of unlimit-
ed voice and daily data al-
lowances, compared to five
years ago.
“The company thus be-
lieves that the industry
will have to further raise
tariffs at regular intervals,
which is essential for op-
erators to generate reason-
able returns on their capi-
tal employed and support
future investments, includ-
ing new technologies,” the
firm said.
VIL had 24.38 crore sub-
scribers as of March 31,
2022, of which 11.81 crore
were 4G users. The com-
pany said while the Su-
preme Court allowed past
statutory dues to be paid in
10 years, the government
announced a relief pack-
age for the industry in Sep-
tember 2021 to address li-
quidity challenges facing
the telecom sector.

India will be other promi-
nent earnings during the
week, said Santosh Mee-
na, Head of Research,
Swastika Investmart Ltd.
Global cues will be im-
portant as geopolitical con-
cerns are rising whereas
both domestic and global
macro numbers will play
an important role, Meena
added. India will announce
its CPI and IIP data on Au-
gust 12, while US inflation
numbers will be released
on August 10. This week is
a holiday-shortened one
and participants will be
closely eyeing global mar-
kets and domestic factors
viz. Earnings and macroe-
conomic data for cues.

China-Taiwan tension may
result in volatile swings.
On the data front, we have
IIP and CPI inflation sched-

New Delhi (PTI): State-
owned IOC, HPCL and
BPCL posted a combined
loss of `18,480 crore on
holding petrol and diesel
prices despite a rise in cost.
According to stock ex-
change filings by the three
fuel retailers, the losses
were due to erosion in the
marketing margin on pet-
rol, diesel and domestic
LPG. This wiped away
gains from the record refin-
ing margin. IOC, HPCL and
BPCL, which are supposed
to revise petrol and diesel
prices daily in line with
cost, have not changed
rates for four months now
despite international oil
prices shooting up.
They have also not
changed cooking gas LPG
rates in tandem with cost.
IOC on July 29 reported a
net loss of `1,995.3 crore for
the April-June quarter. On
Saturday, HPCL reported
its highest ever quarterly
loss of `10,196.94 crore and
BPCL posted a loss of
`6,290.8 crore.
The combined loss at
`18,480.27 crore is the high-
est ever for any quarter in-
cluding the era when petrol
and diesel prices were reg-
ulated and the government
used to give subsidies to
the three retailers.

sels to operate on Indian
waters, besides taking con-

forts on multiple fronts to
propel the outbound tour-
ism market, report said.

man Nidhi Yojana’ to
Rs 2,000 per month. He
said that the Rajasthan
government is giving a
benefit of Rs 1,000 per
month as electricity
subsidy to each farm-
er’s family
. He said that
the Rajasthan Govern-
ment from 2022-23 has
implemented a separate
agriculture budget and
has developed an inte-
grated agriculture por-
tal for the facility of
farmers. He said that
the Central Govern-
ment should increase
its share to 75% on all
the schemes related to
agriculture.

providing free medical

Bima Yojana’ is the
next step in this direc-
tion, in which 88% of

have been provided
with insurance cover.

ting free treatment in
government and pri-

The victim has been identified as Arkan, a resident of the makbara area. “It has come to light that late in the evening, a scuffle broke out inside the cafe be- tween Arkan and the youths sitting with him after which one of the accused took out a pistol andopenedfire.Thebul- let hit him in the head due to which he died on the spot,” officials said. A total of 317 FIRs were registered and 154 peo- ple have been arrested so far. Besides, 43 big ma- chines and 833 small machines and vehicles were seized. A total of 31,843 tonnes of miner- als were seized and Rs 4.09 crore was recov- ered through fine. A nationwide cam- paign against illegal mining is being carried out by the authorities concerned. So far, 71 cases of illegal mining have been exposed. Po- lice made seven cases and Forest Department made 20 cases. Similar- ly, 539 cases of illegal transportation were ex- posed. Shiva lacked panther-like ag- gression as it was brought up amid hu- mans. Shiva was in the res- cue centre enclosure and looked fine but the caretaker found Shiva dead inside his cage on Sunday morning. Senior veterinarian Dr Arvind Mathur said that Shiva possi- bly died after being bitten by a poisonous reptile or insect. How- ever, the real cause of death will be revealed only after the post- mortem. On July 10, the white tiger, Chinu, died. Later, on July 15, a panther died. Within 29 days, three big cats died in Nahargarh Biological Park. Shiva was brought to Nahargarh Biological Park last year. In the last 34 months, 12 big cats, including panther Shiva, have died in Nahargarh Bio- logical Park. Untrained wildlife caretakers, ad- ministrative negligence and lack of monitoring are causing frequent deaths. Despite con- tracting leptospirosis, special treatment was not given. TOP TWEETS O o far, we have been discuss- ing the interventions of the Union government regard- ing affordable housing in the urban sector, where the main hurdle was the astronomical cost of land. While the cost of land is not the main con- straint for rural housing, ti- tling and ownership is the stumbling block, because ru- ral land records were geared primarily for agricultural operations and collection of land revenue. The residential areas (Abadi) in the village were never accounted for – either in the revenue or the panchayat records. As in the urban areas, there is a clear segmentation in rural hous- ing as well – those who can afford it, and those who can- not and constitute the BoP (bottom of the pyramid). In this column we will take both the segments: those in the BoP, who are eligible for assistance under the PMAY (Gramin), and whose dwell- ing has to come up on public (panchayat land) and those who can afford to take a loan from a bank or an NBFC to construct their own house. However, for both categories, land titling is an outstanding issue, which the government is trying to address through Svamitva, about which we shall discuss later in the col- umn. Let us first look at those eligible to leverage the PMAY (G.) Interestingly , the scheme is clearer about those who have to be excluded: people paying income tax/profes- sional tax, owning a refrig- erator or a landline phone, holding a government job, or a Kisan Credit Card (KCC) with a limit greater or equal to Rs 50,000 and those with a motorised two-wheeler, three-wheeler, four-wheeler and agriculture equipment or fishing boat. Therefore, the target group is very clear- ly spelt out. All those eligible receive an assistance of Rs 1.20 lakhs in plains, and Rs 1.30 lakhs in hilly and diffi- cult terrains. This amount is given for the basic construc- tion of a 370 square feet house, in addition to another twelve thousand for a toilet. Thanks to the convergence with the MGNREGA, one who is eligible for the house is also entitled to get employ- ment to work on its construc- tion as well. Funds are direct- ly transferred to the Aadhar linked bank or post office ac- count of the beneficiary . When the PMAY (G) was envisaged, the ‘unmet de- mand’ was estimated at 29.5 million. By the close of 2021, more than 13 million homes had been built, but nearly 16 million were yet to be cov- ered. This was perhaps the reason for the extension of the PMAY (G) to March 2024 to accomplish the mission of providing a roof over every head. But it was an end-to- end programme, for it also provided for the skilling of five lakh rural masons, pro- posed 200 different housing designs across the country based on a detailed study of housing typologies, environ- mental hazards and house- holds’ requirements. The fo- cus was on use of local mate- rial, and a composite home - with cooking space, provi- sion for electricity, LPG, toi- let etal through convergence. We now come to those who have the wherewithal to im- prove their existing dwell- ings. These are villagers who own their homes, but do not have any documentation even if they stayed there for generations. The key con- straint in providing institu- tional financial assistance is that they have no proof of being owners of the piece of land on which they live. The Svamitva scheme addresses this issue squarely. It is now a pan India initiative to es- tablish clear ownership of property in rural inhabited (Abadi) areas, by mapping of land parcels using drone technology and providing ‘Record of Rights’ to village household owners along with legal ownership cards (Prop- erty cards/Title deeds. The Scheme is implemented with the collaborative efforts of the Union Ministry of Pan- chayati Raj, State Revenue and Panchayati Raj Depart- ments and the Survey of In- dia under the Union Ministry of Science and Technology . It will facilitate monetisation of properties, besides ena- bling bank loan and reducing property related disputes. While banks have been re- luctant to finance rural hous- ing, the niche market was discovered by Mahindra Ru- ral Housing Finance Limit- ed. Because of their wide penetration in the rural mar- kets because of tractors and farm machinery and their experience in financing trac- tors, this was perhaps the next logical step for them. They also realized that many borrowers are keen to bor- row small amounts – from Rs 1-2 lakhs to improve their ex- isting homes. This was a seg- ment which was not being addressed by the banks, or the co-operatives. Now that the Svamitva will ensure land titling, one can expect many financial institutors to step into rural housing in a bug way . This was way higher than the net investment of nearly `5,000 crore by Foreign Portfolio Investors (FPIs) in entire July, data with depositories showed. FPIs had turned buyers in July after nine straight months of heavy net outflows, which started from October last year. Between October 2021 and June 2022, they sold a massive `2.46 lakh crore in the Indian equity markets. —PTI OTHER STORIES Industry needs tariff rise at regular intervals: VIL WITH EYE ON FUTURE New Delhi (PTI): Strug- gling telecom operator Vodafone Idea Ltd says the industry needs to raise mo- bile tariffs at regular inter- vals as the sector still oper- ates at unsustainably low prices and revisions will allow it to generate reason- able returns and support future investments. The joint venture of Adi- tya Birla Group and Voda- fone Group, which last year got a fresh lifeline after the government extended a re- lief package to the sector, said per user revenue re- mains lower than historic trends. All three private tel- ecom operators — Reliance Jio, Bharti Airtel and Voda- fone-Idea Ltd (VIL) — last yearraisedchargesfordata, arresting average revenue per user (ARPU) declines. Despite this, “the indus- try still operates on unsus- tainably low tariffs”, VIL said in its latest annual re- port. “India continues to have the lowest tariffs glob- ally, while the proliferation of unlimited data bundles have led to India having one of the highest data us- age (per subscriber) in the world,” it said. Maruti Suzuki to produce 20 lakh units in FY23 IOC,HPCL,BPCL post `18,480 cr loss in Q1 New Delhi (PTI): State- owned IOC, HPCL and BPCL posted a combined loss of `18,480 crore on holding petrol and diesel prices despite a rise in cost. According to stock ex- change filings by the three fuel retailers, the losses were due to erosion in the marketing margin on pet- rol, diesel and domestic LPG. This wiped away gains from the record refin- ing margin. IOC, HPCL and BPCL, which are supposed to revise petrol and diesel prices daily in line with cost, have not changed rates for four months now despite international oil prices shooting up. They have also not changed cooking gas LPG rates in tandem with cost. IOC on July 29 reported a net loss of `1,995.3 crore for the April-June quarter. On Saturday, HPCL reported its highest ever quarterly loss of `10,196.94 crore and BPCL posted a loss of `6,290.8 crore. The combined loss at `18,480.27 crore is the high- est ever for any quarter in- cluding the era when petrol and diesel prices were reg- ulated and the government used to give subsidies to the three retailers. ON HOLDING PETROL, DIESEL PRICES QUARTERLY RESULTS  HPCL reported its highest ever quarterly loss of `10,196.94 crore  IOC on July 29 reported a net loss of `1,995.3 crore for the April-June quarter and BPCL posted a loss of `6,290.8 crore. First India Bureau New Delhi: Chief Min- ister Ashok Gehlot at- tracting the attention of the Prime Minister, During the seventh meeting of the Govern- ing Council of the NITI Aayog organised at the Rashtrapati Bhavan in New Delhi, towards his target of doubling the income of farmers, said that National Sample Survey Organisation (NSSO) in 2018-19 has estimated the income of farmer families to be around Rs 10218 per month. Now, keeping in view the inflation rate, this income should be around Rs 21,600 per month. He said that the gov- ernment will have to take concrete steps to achieve this target. To increase the income of farmers, the Chief Min- ister demanded to make sufficient increase in the budget of Mahatma Gandhi National Rural Employment Guaran- tee Scheme, Rural De- velopment and Agricul- ture and to increase the amount paid to farmer families under ‘Prad- han Mantri Kisan Sam- man Nidhi Yojana’ to Rs 2,000 per month. He said that the Rajasthan government is giving a benefit of Rs 1,000 per month as electricity subsidy to each farm- er’s family .
