NAVLAKHA NOT YET RELEASED FROM JAIL
Mumbai: Gautam Navlakha, who was last week allowed
to be placed under house arrest for a month by the
Supreme Court owing to his medical condition, is yet
to walk out of Navi Mumbai’s Taloja prison, where he
is lodged in connection with the Elgar Parishad-Maoist
links case. The sessions court’s registry department has
raised certain objections to surety papers submitted by
Navlakha’s lawyer as part of SC-set conditions.

Aizwal: In Mizoram, 15
people were trapped in
a landslide, feared to be
killed at a stone quarry

Police sources said
the accident occurred
when a stone quarry
collapsed on the work-
ers who were working
under a brick company
undertaking the con-
struction of the widen-
ing of NH 54. They said
at least 15 workers were
feared trapped in the
debris. The landslip
also buried five excava-
tors, a big stone crusher
and a drilling machine.
Police along with the
company workers and
volunteers have jointly
started rescue opera-
tions. Also, the district
administration has put
in place arrangements
to evacuate the bodies
and injured persons
from the debris of a
look-alike hill and to
the district hospital.

New Delhi (PTI): A
court here, while hear-
ing a case related to the
communal violence that
shook northeast Delhi
in 2020, has acquitted
four accused of the
charges of rioting and
vandalism, saying the
prosecution was unable
to prove its case beyond
a reasonable doubt.
Thecourtwashearing
the case against Shah-
rukh, Ashu, Zuber and
Ashwani, who were ac-
cused of being a part of
a riotous mob that set
ablazetractorsandhand
carts and ransacked
schoolbusesataparking
lot at Kardam Puri here
on February 25, 2020.
Prosecution has not
been able to prove its
case against the ac-
cused persons beyond
reasonable doubt,
which is the touchstone
of criminal law. Hence,
all four accused persons
are acquitted of all the
offences, Additional
Sessions Judge Am-
itabh Rawat said in a
recent order. The court
noted that according to
the prosecution, two
witnesses had identi-
fied the accused.
However, in their ex-
amination-in-chief, the
said witnesses deposed
that they had never
identified any rioters or
told the investigating
officer about the iden-
tity of the accused, the
court pointed out.
Both witnesses cate-
gorically denied that
the four accused were
involved in the present
case of rioting and in-
stead, said they did not
know them, the court
said.
New Delhi (PTI): A
Delhi court has convict-
ed the husband and par-
ents-in-law of a woman,
who died by suicide
within 23 days of mar-
riage in 2015, of subject-
ing her to cruelty and
causing her death for
dowry
.
The court was hear-
ing a case against Mo-
hammed Imran and his
parents, Mohammed
Zuber Ansari and
Shahnaz, who were ac-
cused of cruelty and
harassment which al-
legedly drove Sabina to
end her life by hanging
on November 3, 2015.
“This court is of the
view that the prosecu-
tion has successfully
proved the case and es-
tablished the offence un-
der sections 498 A (hus-
band or relative of hus-
band of a woman sub-
jecting her to cruelty),
304 B (dowry death) and
34 (common intention)
of theIndianPenalCode
(IPC) against the ac-
cused persons by lead-
ing cogent evidence on
record,” Additional Ses-
sions Judge Vishal Pa-
huja said in a recent or-
der.
“Accordingly, the ac-
cused persons stand
convicted,” the judge
added.
Thecourtdirectedthe
convicts to file an affida-
vit regarding their as-
sets and income on No-
vember 21. Arguments
on the quantum of sen-
tence to be awarded will
be heard after the sub-
mission of the requisite
documents.
The court noted the
prosecution had exam-
ined four witnesses who
were the family mem-
bers of the deceased and
the case of the prosecu-
tion rested on their tes-
timonies.
Also, Seema, the elder
sister of the deceased,
was a crucial witness to
whom Sabina revealed
the conduct of the ac-
cused and how she was
subjected to harassment
and cruelty
.
“Testimony of prose-
cution witness 4 (See-
ma) is very convincing,
reliable and inspires
confidence ruling out
the possibility of false
implication of accused
persons,” the court said.
Noting the deposition
of the family members
of the deceased, the
court said the accused
demanded Rs 80,000
cash of which Rs 50,000
was paid before the mar-
riage as dowry
.
After marriage, there
was a demand for a
smartphone and almi-
rah as well, the court
said.

day that it has traced
an Indian man and

ian son, whose moth-
er has claimed the
child was illegally
brought to India dur-

prosecution witnesses
are relied upon by the
investigating agency
.
Hussain has moved
the top court challeng-
ing the Delhi High
Court's September 16
order.
The bench said it is
not inclined to interfere
with HC order and all
remedies are open to the
petitioner. It said the
high court had issued
notices on the applica-
tions moved by Hussain
for quashing the FIR
against him for rioting
and under sections of
Arms Act at the Khajuri
Khas police station, and
theproceedingsemanat-
ing from the FIR.
The court said the HC
has posted the matter
for January 25 while re-
fusing to stay proceed-
ings on a separate appli-
cation moved by Hus-

New Delhi (PTI): The
Delhi High Court di-
rected the CBI and the
ED on Monday to place
before it all the press
communications and
releases put out by the
agencies in relation to a
probe into the Delhi ex-
cise policy scam case,
in which Deputy Chief
Minister Manish Siso-
dia and businessman
Vijay Nair have been
named as accused.
The court said it will
consider the official
communications issued
by the federal agencies
and see if the reports
carried by television
channels on the issue
were based on it or were
a figment of their im-
agination.
The court's order
came on a plea moved
by Nair, claiming that
sensitive information
in relation to the case is
being leaked to the me-
dia by the investigating
agencies, which is ham-
pering his right as an
accused.
The court, before
proceeding further, re-
quests respondent nos.
1 (CBI) and 2 (ED) to
place all the press com-
munications and press
releases put out by them
in connection with the
investigation of the
criminal case, Justice
Yashwant Varma said
and listed the plea for
further hearing on No-
vember 21.
The court also ob-
served that disclosure
is happening in real
time, prime time, day in
and day out.
Nair is a former chief
executive officer (CEO)
of an event manage-
ment company and the
communication in-
charge of the ruling
Aam Aadmi Party
(AAP) in Delhi.
Plea listed for further hearing on November 21.
Appearing for Nair, senior advocate Dayan
Krishnan argued that if a news organisation
carries reports based on imagination, it is dan-
gerous. To this, the judge said, Then that is an
alarm for us. Krishnan said the trial is at a critical
stage and when the details of it are published in
the media, the rights of his client are harmed. He
contended that all the information is reaching the
media through the investigating agencies and said
the court should examine whether the televi-
sion channels broadcast something beyond the
information supplied to them. We do not know if
these channels imagined the information, he said,
adding that the statement of an approver is being
recorded in the case before a trial court and if that
too is reported by the media, it would seriously
prejudice the accused's case. To this, the judge
said if a statement under section 164 of the Code
of Criminal Procedure (CrPC), which is recorded in
camera, can be leaked, it is a serious issue.
‘ALARM FOR US’
New Delhi (ANI): The
Rouse Avenue Court on
Monday reserved order
on a plea moved by busi-
nessman Dinesh Arora,
an alleged aide of Depu-
ty Chief Minister of
Delhi Manish Sisodia,
seeking to turn approv-
er in the alleged excise
policy case. The pro-
ceedings in this regard
were conducted in-cam-
era, Dinesh Arora's law-
yer confirmed.
The Special Judge
MK Nagpal, after noting
down the submissions
made by both sides, re-
served the order for No-
vember 16, 2022. Accord-
ing to the lawyer who
appeared for the matter,
the Court raised several
queries to the CBI in re-
gard to the progress of
the ongoing investiga-
tion and how was
Dinesh Arora's disclo-
sure helping the agency
in the investigation.
Businessman Dinesh
Arora is an accused in
the Delhi excise policy
case, who last week sub-
mittedthathewasready
to make true disclosure
voluntarily about the
case and wanted to be an
approver in the case.
He said, I am ready to
make a voluntary and
true disclosure with re-
spect to my role in the
commission of the al-
leged offences. I have
also cooperated in the
investigation of the case
by CBI and have made
true statements before
the Investigation officer.
I have also made a con-
fessional statement be-
fore the Additional
Chief Metropolitan
Magistrate (ACMM) re-
garding facts and events
pertaining to the com-
mission of alleged of-
fences.
Arora further said,
the application to turn
approver in the case has
been filed with the re-
quest of the grant of
pardon to me as I am
ready to voluntarily
make a true and full dis-
closure of all the facts
pertaining to this case
as the same are within
my knowledge.

bail in a linked corrup-
tion case being probed

forcement Directorate's
(ED) application seek-
ing remand of the two
accused after the agency
said they needed to be
interrogated to unearth
the larger conspiracy
and the money trail.
The anti-money laun-
dering agency also said
the accused were re-
quired to be confronted
with witnesses and doc-
uments.
In the CBI case relat-
ed to alleged irregulari-
ties in the Delhi govern-
ment's now scrapped
excise policy, the court
granted bail to the duo
on personal bonds of Rs
2 lakh each and one
surety of the like
amount.
While Nair was ar-
rested by the CBI in Sep-
tember, Boinpally was
apprehended last
month.
An FIR was lodged in
the matter after Delhi
LG VK Saxena recom-
mended a CBI probe.

Last week, the En-

(ED) claimed in a court
here that Jain was get-
ting special treatment
inside the Tihar Jail.

of Tihar Jail no. 7, Ajit
Kumar, DANICS, has
been suspended. He has
prima facie been found
to have committed ir-
regularities that war-
rant inquiry, a source
said, adding that the
matter was connected to
Jain getting special
treatment in the jail.
ED had made the sub-
mission before Special

concluding its argu-
ments opposing Jain's
plea against the money
laundering case.

New Delhi (PTI): The
Delhi government has
decided not to extend
the curbs on plying of
BS-III petrol and BS-IV
diesel vehicles in the
capital in view of the
improvement in air
quality, according to
officials.
The restrictions on
plying of these vehicles
was in place till Novem-
ber 13 as part of the
curbs under Stage 3 of
the Graded Response
Action Plan (GRAP).
The Delhi govern-
ment's Transport de-
partment reviewed the
situation on Monday
and decided that the
curbs will not be ex-
tended, sources said.

nounced a pet policy

in the registration fee
for pets, a fine of Rs
10,000 in case a pet at-

dent welfare associa-
tions, among others.
The rules were draft-
ed “in a hurry” as a
“knee-jerk reaction” to
the prevailing “hype
and hysteria” rather
than an informed, ra-
tional policy guided by
scientific study, sound
judgement, legal clarity
and expert input, she
said in a statement.
Calling the policy a
“doomed experiment”
Shukla said the rules as-
sign only responsibili-
ties to pet owners with-
out assuring them any
rights to shared usage
of standard facilities.

taurants with the MCD
allowing the use of open
spaces and terraces for
serving food.
According to an offi-
cial document, eateries
in the city with terraces
and open dining spaces
will also not require any
additional fire safety
certificate from the Del-
hi Fire Service as long
as certain conditions
laid by the authority
concerned are met.
“The MCD has ap-
proved the grant of li-
cence for use of open
space and terrace for
dining purpose. In su-
persession of all earlier
orders, servicing of food
is now allowed in open
space and terraces,”
said an official order.
“In case of open space
on the ground floor, no
additional fire NOC will
be required. In the case
of open space on upper
floors, no additional fire
NOC is required for the
eating establishment
having an area of 90
square metres and al-
ready in possession of
fire NOC.
In the case of open
space on upper floors,
fire NOC is required if
the establishment is
less than 90 sq. metres
but with the addition of
open space, total area
becomes 90 sq. m or

The gang bust during
a thorough investiga-
tion after registration
of a first information
report (FIR) on October
8 of cheating in this re-
gard under section 420
of IPC on the basis of
a complaint received by
the cyber police station
on October 7, he added.
About their modus
operandi, the police
said that two persons in
Bengaluru designed a
fake website of Ola
scooter.
The gang used to tar-
get those gullible per-
sons who searched
about Ola scooter and
wanted to know about it
on the website, the po-
lice added.
As soon as they up-
load their details on the
website, both the Ben-
galuru men shared
their mobile numbers
and other details with
their gang members in
the other states, they
added.
Subsequently, the
gang members from Bi-
har and Telangana call
ed the victims and
asked them to online
transfer Rs. 499 in the
name of booking Ola
scooter, they added.

New Delhi: In what can
be called one of the most
gruesome murders ever
reported in the city, a
28-year-old man alleg-
edly strangled his
27-year-old live-in part-
ner, chopped her body
into 35 pieces and
dumped them in differ-
ent parts of the city af-
ter keeping the pieces
inside a refrigerator for
nearly 20 days.
The man, identified as
AftabAminPoonawalla,
was arrested on Mon-
day, almost five months
after the incident.
Shraddha Walkar, the
victim, had a live-in re-
lationship with Poona-
walla in Mumbai. But
their families objected
to the relationship as
they were from different
faiths, prompting the
couple to move to South
Delhi’s Mehrauli earlier
this year, the police said.
During questioning,
Poonawalla revealed
that Shraddha had been
pressuring him to get
married. They would
frequently quarrel. The
victim’s father, Vikas
Madan, had lodged an
FIR at Mehrauli police
station on November 8.
Details of the killing
and its grisly aftermath
came to light months
later with the arrest of
Poonawala, officials
said. Some chopped
body parts of the wom-
an have been found and
police are looking for
the murder weapon,
they said.
Police said the ac-
cused bought a 300-litre
fridge to keep the sev-
ered body parts and
used incense sticks and
room freshners to sup-
press the foul smell ema-
nating from the corpse.

Ghaziabad: Police in Ghaziabad on Monday pulled
out a man's body buried in a neighbour's house,
and claimed to have cracked the murder with the
arrest of his wife and the neighbour with whom
she had an affair. The woman, Savita, had original-
ly filed a kidnap case about her husband, Chandra
Vir, in 2018. Throughout, she had been trying to
deflect the blame on to his younger brother, police
said. “The Crime Branch recently got some leads
and got to the nub of it,” said Diksha Sharma, Su-
perintendent of Police (Crime), not sharing what
exactly prompted a reinvestigation.
New Delhi (PTI): The Delhi High Court Monday said it cannot
close its eyes to the fact that the air quality in the national capi-
tal was oscillating between very poor’ and severe’. The high
court said, for the last few weeks, the air quality was severe’
and now it has marginally improved to very poor’ category
which is because of generous winds and not due to any planta-
tion of trees. A bench of Chief Justice Satish Chandra Sharma
and Justice Subramonium Prasad asked senior advocate
Kailash Vasdev, who has been assisting the court as an amicus
curiae in the air pollution matter, to file within four weeks a
report on the issue along with suggestions to deal with defor-
estation and measures for tree plantation in the city. “For the
last few weeks, we have been oscillating between severe’ and
very poor’ categories of air quality we can’t close our eyes to
the fact,” Justice Prasad said.

cently secured a
third term as Communist Party
leader, said his country was in
an “unstable and uncertain” se-
curity situation. Although Xi
said this in the context of Tai-
wan, India cannot afford not to

Army Chief General Manoj Pan-
de underscored this point. In a
statement General Pande said
the situation on the Line of Ac-
tual Control (LAC) was “stable
but unpredictable”. Two months
after disengagement of troops

el and retire from politics

The consequences of over-
haul in Gujarat remain to be
seen. There is murmur of
rebellion but BJP is capable
of handling that as it is fo-

Is Twitter’s ‘blue tick’ a
status symbol or ID badge?
ollowing Elon Musk’s acqui-
sition of Twitter on October
27, the world’s richest man
proposed a range of contro-
versial changes to the plat-
form. With mounting evi-
dence that he is making it up
as he goes along, these pro-
posals are tweeted out in a
stream-of-consciousness
manner from Musk’s Twitter
account.
Primarily to raise revenue,
oneof theideas was to charge
US$8 a month to obtain a
verified status – that is, the
coveted blue tick badge next
to the account handle. Within
the space of a few days, the
paid verification change has
already been rolled out in
several countries, including
Australia, under the Twitter
Blue subscription service.
MORE THAN JUST
VERIFICATION
According to Twitter, the
blue tick lets people know an
account of interest is authen-
tic. Currently
, there are seven
categories of “public interest
accounts”, such as govern-
ment office accounts, news
organisations and journal-
ists, and influencers. Yet this
seemingly innocuous little
blue icon is far from a simple
verification tool in Twitter’s
fight against impersonation
and fraud.
In the public view, a veri-
fied status signifies social
importance. It is a coveted
status symbol to which users
aspire, in large part because
Twitter’s approval process
has made it difficult to ob-
tain. That’s partly because
the blue tick has a controver-
sial history. After receiving
widespread condemnation
for verifying white suprema-
cists in 2017, Twitter halted
its verification process for
more than three years.
But they didn’t resolve it.
When Twitter resumed veri-
fying accounts systematically
in2021,itwasn’tlonguntilthe
process began to fail again,
with blue ticks being handed
out to bots and fake accounts.
Moreover, the public is still
confused about what the blue
tick signifies, and views it as
a status symbol.
There’s a fundamental
mismatch between what
Twitter wants the blue tick to
mean versus how the public
perceives it, something the
Twitter Safety team itself ac-
knowledged in 2017.
LORDS AND PEASANTS
Musk’s stream-of-conscious-
ness policy proposals may re-
flect his own preference for
interacting with verified ac-
counts. Despite his repeated
claims of “power to the peo-
ple” and breaking the “lords
and peasants” system of veri-
fied versus non-verified ac-
counts,Iranadataanalysisof
1,493 of Musk’s tweets during
2022,andfoundthatmorethan
half (57%) of his interactions
were with verified accounts.
FACT FROM FRAUD
Although Twitter’s verifica-
tion system is by no means
perfect and is far from trans-
parent, it did at least aspire
to the kinds of verification
practices journalists and re-
searchers use to distinguish
fact from fiction, and authen-
ticity from fraud. It takes
time and effort. You can’t just
buy it.
OPENING THE
FLOODGATES FOR BOTS
The problem is even worse at
larger scales. It is hard
enough to detect and prevent
bot and troll networks from
poisoning the information
landscape with disinforma-
tion and spam.
Now, for the low cost of
US$800, foreign adversaries
can launch a network of 100
verified bot accounts. The
more you can pay, the more
legitimacy you can purchase
in the public sphere.
A CASCADE OF
CONSEQUENCES
Musk’s ideas are already
causing a cascading series of
unintended consequences on
the platform. Accounts with
blue ticks began changing
their profile handle to “Elon
Musk” and profile picture to
parody him. In response,
Musk tweeted a new policy
proposal that Twitter handles
engaging in impersonation
would be suspended unless
theyspecifybeinga“parody”.
Users will not even receive
a warning, as comedian
Kathy Griffin and her 2 mil-
lion followers discovered
when her account was sus-
pended for parodying Musk.
Musk’s vision for user verifi-
cation does not square up
with that of Twitter or the
internetresearchcommunity
.

Indian cricket captain Sourav Ganguly from the chair of
the BCCI president. Advocate Ramaprasad Sarkar, who
filed the PIL, was initially slapped by a penalty of Rs
1,00,000 but later penalty was reduced to Rs 25,000.

fence Minister Rajnath
Singh on Monday while
underlining the need to
expand the defence
budget to over Rs 6 lakh
crore said that it is nec-
essary to spend the fund
allocated in the present
budget “timely” to
achieve country’s com-
bat readiness.
Addressing a Confer-
ence organised by De-
fence Accounts Depart-
ment (DAD) in New
Delhi, Singh said
stressed on the “ration-
al usage” of resources.
“It is very important
that there should be a
rational usage of the
resources. When I say
this, I mean two things.
First, the resources
should be used in the
right place. Second,
there should not be any
wastage in any form. A
penny saved is a penny
earned. This applies to
the resources as well,”
Singh said.
He said that trans-
parent decision-mak-
ing is necessary for the
combat readiness of
the country
.
“We’re aware that for
the combat readiness of
the country, not only
the availability of ade-
quate financial resourc-
es but also quick 
transparent decision-
making for it is essen-
tial. It also adversely
affects the country’s
combat readiness. The
Defence Accounts De-
partment plays a very
important role towards
ensuring this. Rs 5.25
lakh crore has been al-
lotted in the Defence
budget this time,” he
said adding that it is the
responsibility of the
Defence Accounts De-
partment to ensure its
“apt expenditure”.

INDIA TO CARRY OUT 2-DAY MILITARY EXERCISE FROM TODAY
New Delhi: India will kick-start on Tuesday a two-day multi-agency military exercise
covering country’s 7,516 km-long coastline and exclusive economic zone with the twin aim
of checking preparedness of various agencies to deal with any eventualities and bolster
overall maritime security. The scale and conceptual expanse of the ‘Sea Vigil’ exercise is
“unprecedented” in terms of the geographical extent, the number of stakeholders involved,
the number of units participating and the objectives to be met. It will be the third edition of
the exercise that was conceptualised in 2018 to validate various measures that have been
instituted towards enhancing maritime security following the Mumbai terror attack in 2008.

said. The defence PRO in

and Aurangabad, Sasar-
am cities will be able to
get rid of the problem
of jam, he added.

struction of this bridge
in the Panduka area, it
will be easy to reach the
market for industrial
and agricultural and
dairy products of near-
by areas and states.

Unnao: A college student
here died due to exces-
sive bleeding after she
was raped repeatedly by
a 25-year-old man. The
accused, who has now
been arrested, had taken
a performance enhancing
pill before the act. Police
said the man, Raj Gautam,
raped her when she was
alone at home. Despite the
victim’s protest, he con-
tinued to rape her till she
fainted and started bleed-
ing from her private parts.
Seeing this, Gautam got
scared and fled leaving the
victim bleeding profusely.
Ghaziabad: In a shocking in-
cident, a dog was hanged to
death by two youths in Gha-
ziabd. A video of the incident
went viral on social media
on Monday. In the video, two
men are seen hanging a dog
with the noose. Along with
this, they are also holding
one end of the rope in their
hands, which both are
pulling towards them with
full force, so that the dog
suffocates. After the incident
came to light, the police
called the youths seen in the
video to the police station for
questioning.

(tribal pride) is a
“dharm gaurav” (reli-
gious pride) of India.
“We don’t have to
think about what we are
and how we are. We
don’t need to fear any-
one. We have our pride.
We have our religion.
We have our self-respect
and we also have fear-
lessness like Judeo. We
have ideals like Dilip
Singh ji and Birsa Mun-
da ji. They taught us
how to live and we will
find our place in the
world while living like
that,” he added.
“One should not get
separated from its coun-
try
, culture and religion.
Some people try to dupe
us by taking advantage
of our innocence but we
have to stay strong,”

Mumbai (PTI): The rupee
depreciated by 50 paise to
close at 81.28 against the US
currency on Monday due to
strong dollar demand from
corporates and oil compa-
nies and a firm dollar in the
overseas markets. At the
interbank foreign exchange
market, the local unit opened
on a strong note at 80.53, but
pared gains and finally settled
at 81.28 against the American
currency, registering a fall of
50 paise over its last close.
On Friday, the rupee appreci-
ated by 62 paise to close at
80.78 against the dollar.

New Delhi (PTI): More than
400 cooperative societies
have regis-
tered on the
Government
e-Marketplace
(GeM) portal
in last three months, Union
Minister B L Verma said on
Monday. On June 1, the Union
Cabinet had given its approval
for expanding the mandate
of GeM to allow procurement
by cooperatives as buyers on
GeM. “So far, more than 400
cooperatives have registered
on the GeM portal and begun
the trade,” the Minister said.

The Consumer Price In-
dex (CPI) based retail in-
flation has remained above
the 6% target since Janu-
ary this year.
As per the latest data re-
leased by the National Sta-
tistical Office (NSO), the
inflation in the food basket
was 7.01% in October as
against 8.6% in September.
The retail inflation,
which the RBI factors in
while deciding its periodic
monetary policy, was
4.48% in October 2021.
As the RBI failed to en-
sure inflation remains at
4% with a margin of 2% on
either side for three con-
secutive quarters, it has
sent a report to the govern-
ment detailing the reasons
for the failure and steps it
is taking to bring CPI in
the target range.
GLOBAL CRYPTO MELTDOWN

currency markets world-
wide have been battered
with billions of dollars be-
ing wiped out but India
managed to stay relatively
unscathed thanks to a cau-
tious approach of the gov-
ernment and the RBI.
While the RBI has re-
fused to recognise crypto-
currencies and repeatedly
issued warnings against
trading in them, the gov-
ernment fired the tax bul-
let to wean off demand.
Net result - Indian inves-
tors have been largely
spared from the crypto
meltdown that has taken
the total market value of
cryptocurrencies below $1
trillion in just a year from
$3 trillion in 2021 and sent
Bahamas-based crypto ex-
change FTX into bankrupt-
cy after a rush of customer
withdrawals. The collapse
of FTX empire, which has
wiped out the entire $16 bil-
lion fortune of co-founder
Sam Bankman-Fried, has
shaken confidence in the
already troubled industry
that was struggling to gain
mainstream credibility
.
In India, RBI has been
resolutely opposing vir-
tual currency from day
one while the government
initially was toying with
the idea of regulating
such instruments by
bringing a law.
Centre ready to
bring fuel under
GST, says Puri
Srinagar (PTI): The Cen-
tre is ready for bringing
petrol and diesel under the
GST regime but it is un-
likely that the states will
agree to such a move, Pe-
troleum and Natural Gas
Minister Hardeep Singh
Puri said on Monday
.
“For bringing the petrol
and diesel under the GST,
the states have to agree. If
the states make the move,
we are ready
. We have been
ready all along. That’s my
understanding. It is anoth-
er issue how to implement
it. That question should be
addressed to the finance
minister,” Puri told report-
ers here.
The minister, however,
pointed out that it is un-
likely that the states will
agree to such a move as
liquor and energy are rev-
enue generating items for
them.
“It is not difficult to un-
derstand, they (states) get
revenue out of this. One
who is getting revenue,
why would he leave it? Liq-
uor and energy are two
things that generate reve-
nue. It is only the Central
government which is wor-
ried about inflation and
other things,” he added.

for the broadcaster after it
acquired an indirect
29.18% stake in August.

Most states agree to adopt
RBI’s fin literacy programme
New Delhi (PTI): The RBI
along with other regulators
has prepared a financial
literacy programme for
school education boards
and all states except for
three have agreed to in-
clude it in their curricu-
lums, an official said on
Monday
.
“If we could inculcate
basic financial literacy in
school education, then that
would be much better to
expand financial literacy
in the country,” Executive
Director RBI said.
All the state school
education boards ex-
cept for three have agreed
to include it in their cur-
riculums, he said.
“And as and when the
curriculum is going for re-
vision, the school boards
will include it. So going for-
ward, we will have this cur-
riculum especially for
classes 6-10,” Sharma said.

WPI AT 19-MONTH
LOW OF 8.39%
New Delhi (PTI): The whole-
sale price index (WPI)-based
inflation dipped to a 19-month
low of 8.39% in October on
easing prices of food, fuel and
manufactured items. Declining
for the fifth consecutive month,
the WPI inflation cooled to
single digit after a gap of one-
and-a-half years, giving some
comfort to the RBI which has
been struggling to rein in price
rise.Releasing the October WPI
inflation data on Monday, the
commerce and industry ministry
said: “The decline in October
inflation is primarily contributed
by fall in the price of mineral oils,
basic metals, fabricated metal
products, except machinery
and equipment; textiles; other
non-metallic mineral products;
minerals etc.” Since April 2021,
WPI inflation remained in double
digits for 18 months.
New Delhi: Smartphone shipment in India declined by 10% to
hit a three-year low of 43 million shipment in the July-Sept 2022
period, market research firm Inter-
national Data Corporation said on
Monday. The 5G smartphone share
reached 36% of total smartphones
during the reported quarter with
16 million units at a slightly higher
average selling price of $393, about
`32,000, apiece compared to $377,
about Rs 30,600, in the previous quarter. The annual shipment of
2022 is likely to decline by 8-9% to around 150 million units.—PTI

SC dismisses plea of senior adv seeking transfer of case from HC
New Delhi (PTI): The
Supreme Court on
Monday dismissed a
plea by senior advo-
cate Sanjay Hegde
seeking transfer of his
case, challenging the
permanent suspension
of his Twitter account
for allegedly re-tweet-
ing two posts, from the
Delhi High Court to
the top court.
A bench of Justices
M R Shah and Hima
Kohli also declined to
interfere with his sec-
ond plea against Kar-
nataka High Court dis-
missing his plea seek-
ing intervention in the
petition filed by Twit-
ter Inc challenging a
series of blocking or-
ders issued by the Cen-
tre. “No case for trans-
fer of cases is made
out...The transfer peti-
tion stands dismissed.
We are of the opinion
that let there be one de-
cision by one high
court so that in future,
this court would have
the advantage of at
least one HC judg-
ment,” the bench said.
The senior lawyer
had approached the Del-
hi High Court in 2019
seeking directions to
the Centre to lay down
guidelines under the In-
formation Technology
(IT) Act to ensure that
censorship on social
media is carried out as
per the Constitution.
He had filed the plea
as his account on Twit-
ter was permanently
suspended by the social
media company on No-
vember 5, 2019, alleged-
ly in connection with
two re-tweets by him,
and sought restoration
of his Twitter account.
The petition had said
that before coming to
court Hegde had fol-
lowed the internal ap-
peals procedure of
Twitter, but his appeal
was rejected.
He had also served a
legal notice on the social
media platform, but no
response was received
to the same, it said.

The court was hear- ing a case against Mo- hammed Imran and his parents, Mohammed Zuber Ansari and Shahnaz, who were ac- cused of cruelty and harassment which al- legedly drove Sabina to end her life by hanging on November 3, 2015. “This court is of the view that the prosecu- tion has successfully proved the case and es- tablished the offence un- der sections 498 A (hus- band or relative of hus- band of a woman sub- jecting her to cruelty), 304 B (dowry death) and 34 (common intention) of theIndianPenalCode (IPC) against the ac- cused persons by lead- ing cogent evidence on record,” Additional Ses- sions Judge Vishal Pa- huja said in a recent or- der. “Accordingly, the ac- cused persons stand convicted,” the judge added. In the case of open space on upper floors, no additional fire NOC is required for the eating establishment having an area of 90 square metres and al- ready in possession of fire NOC. But their families objected to the relationship as they were from different faiths, prompting the couple to move to South Delhi’s Mehrauli earlier this year, the police said. During questioning, Poonawalla revealed that Shraddha had been pressuring him to get married. They would frequently quarrel. The victim’s father, Vikas Madan, had lodged an FIR at Mehrauli police station on November 8. Currently , there are seven categories of “public interest accounts”, such as govern- ment office accounts, news organisations and journal- ists, and influencers. Yet this seemingly innocuous little blue icon is far from a simple verification tool in Twitter’s fight against impersonation and fraud. In the public view, a veri- fied status signifies social importance. It is a coveted status symbol to which users aspire, in large part because Twitter’s approval process has made it difficult to ob- tain. That’s partly because the blue tick has a controver- sial history. After receiving widespread condemnation for verifying white suprema- cists in 2017, Twitter halted its verification process for more than three years. But they didn’t resolve it. When Twitter resumed veri- fying accounts systematically in2021,itwasn’tlonguntilthe process began to fail again, with blue ticks being handed out to bots and fake accounts. Moreover, the public is still confused about what the blue tick signifies, and views it as a status symbol. There’s a fundamental mismatch between what Twitter wants the blue tick to mean versus how the public perceives it, something the Twitter Safety team itself ac- knowledged in 2017. LORDS AND PEASANTS Musk’s stream-of-conscious- ness policy proposals may re- flect his own preference for interacting with verified ac- counts. Despite his repeated claims of “power to the peo- ple” and breaking the “lords and peasants” system of veri- fied versus non-verified ac- counts,Iranadataanalysisof 1,493 of Musk’s tweets during 2022,andfoundthatmorethan half (57%) of his interactions were with verified accounts. FACT FROM FRAUD Although Twitter’s verifica- tion system is by no means perfect and is far from trans- parent, it did at least aspire to the kinds of verification practices journalists and re- searchers use to distinguish fact from fiction, and authen- ticity from fraud. It takes time and effort. You can’t just buy it. OPENING THE FLOODGATES FOR BOTS The problem is even worse at larger scales. It is hard enough to detect and prevent bot and troll networks from poisoning the information landscape with disinforma- tion and spam. Now, for the low cost of US$800, foreign adversaries can launch a network of 100 verified bot accounts. The more you can pay, the more legitimacy you can purchase in the public sphere. A CASCADE OF CONSEQUENCES Musk’s ideas are already causing a cascading series of unintended consequences on the platform. Accounts with blue ticks began changing their profile handle to “Elon Musk” and profile picture to parody him. In response, Musk tweeted a new policy proposal that Twitter handles engaging in impersonation would be suspended unless theyspecifybeinga“parody”. Users will not even receive a warning, as comedian Kathy Griffin and her 2 mil- lion followers discovered when her account was sus- pended for parodying Musk. Musk’s vision for user verifi- cation does not square up with that of Twitter or the internetresearchcommunity . It was also revisable in the face of public criticism. On the other hand, Musk’s policy approach is tyrannical and opaque. Addressing a Confer- ence organised by De- fence Accounts Depart- ment (DAD) in New Delhi, Singh said stressed on the “ration- al usage” of resources. “It is very important that there should be a rational usage of the resources. When I say this, I mean two things. First, the resources should be used in the right place. Second, there should not be any wastage in any form. A penny saved is a penny earned. This applies to the resources as well,” Singh said. He said that trans- parent decision-mak- ing is necessary for the combat readiness of the country . “We’re aware that for the combat readiness of the country, not only the availability of ade- quate financial resourc- es but also quick transparent decision- making for it is essen- tial. It also adversely affects the country’s combat readiness. The Defence Accounts De- partment plays a very important role towards ensuring this. The accused, who has now been arrested, had taken a performance enhancing pill before the act. Police said the man, Raj Gautam, raped her when she was alone at home. Despite the victim’s protest, he con- tinued to rape her till she fainted and started bleed- ing from her private parts. Seeing this, Gautam got scared and fled leaving the victim bleeding profusely. Ghaziabad: In a shocking in- cident, a dog was hanged to death by two youths in Gha- ziabd. A video of the incident went viral on social media on Monday. In the video, two men are seen hanging a dog with the noose. Along with this, they are also holding one end of the rope in their hands, which both are pulling towards them with full force, so that the dog suffocates. After the incident came to light, the police called the youths seen in the video to the police station for questioning. Bhubaneswar: A labourer from Odisha’s Kalahandi sold his wife to a man in Delhi and returned home after conducting their mar- riage. Later, police arrested him. Kheera Beruk, of Muskaguda village of Narla block had married Purnami last year. Kheera, with his wife Purnami, left for New Delhi to work as labourer on Oct 30. But, Kheera alone returned home after a few days. On Nov 5, Purnami called her father Kulamani and informed him about the incident. Berhampur Cooperative Urban Bank has been fined `3.10 lakh; Os- manabad Janata Sahakari Bank, Osmanabad `2.5 lakh. The Consumer Price In- dex (CPI) based retail in- flation has remained above the 6% target since Janu- ary this year. The retail inflation, which the RBI factors in while deciding its periodic monetary policy, was 4.48% in October 2021. As the RBI failed to en- sure inflation remains at 4% with a margin of 2% on either side for three con- secutive quarters, it has sent a report to the govern- ment detailing the reasons for the failure and steps it is taking to bring CPI in the target range. WPI AT 19-MONTH LOW OF 8.39% New Delhi (PTI): The whole- sale price index (WPI)-based inflation dipped to a 19-month low of 8.39% in October on easing prices of food, fuel and manufactured items. Declining for the fifth consecutive month, the WPI inflation cooled to single digit after a gap of one- and-a-half years, giving some comfort to the RBI which has been struggling to rein in price rise.Releasing the October WPI inflation data on Monday, the commerce and industry ministry said: “The decline in October inflation is primarily contributed by fall in the price of mineral oils, basic metals, fabricated metal products, except machinery and equipment; textiles; other non-metallic mineral products; minerals etc.” Since April 2021, WPI inflation remained in double digits for 18 months. New Delhi: Smartphone shipment in India declined by 10% to hit a three-year low of 43 million shipment in the July-Sept 2022 period, market research firm Inter- national Data Corporation said on Monday. The 5G smartphone share reached 36% of total smartphones during the reported quarter with 16 million units at a slightly higher average selling price of $393, about `32,000, apiece compared to $377, about Rs 30,600, in the previous quarter. SC dismisses plea of senior adv seeking transfer of case from HC New Delhi (PTI): The Supreme Court on Monday dismissed a plea by senior advo- cate Sanjay Hegde seeking transfer of his case, challenging the permanent suspension of his Twitter account for allegedly re-tweet- ing two posts, from the Delhi High Court to the top court. A bench of Justices M R Shah and Hima Kohli also declined to interfere with his sec- ond plea against Kar- nataka High Court dis- missing his plea seek- ing intervention in the petition filed by Twit- ter Inc challenging a series of blocking or- ders issued by the Cen- tre. “No case for trans- fer of cases is made out...The transfer peti- tion stands dismissed. We are of the opinion that let there be one de- cision by one high court so that in future, this court would have the advantage of at least one HC judg- ment,” the bench said. The senior lawyer had approached the Del- hi High Court in 2019 seeking directions to the Centre to lay down guidelines under the In- formation Technology (IT) Act to ensure that censorship on social media is carried out as per the Constitution. He had filed the plea as his account on Twit- ter was permanently suspended by the social media company on No- vember 5, 2019, alleged- ly in connection with two re-tweets by him, and sought restoration of his Twitter account. It led to tragic consequences for which India paid a price for seven decades,” Riji- ju tweeted. ‘Monumental blunder’: Puri on Kashmir issue Srinagar (PTI): Un- ion minister Hardeep Singh Puri on Monday targeted Jawaharlal Nehru over Kashmir, saying the decision of the country’s first prime minister to take the issue to a multilat- eral forum was a “mon- umental blunder”. “Why was the (Kash- mir) issue taken to in- ternational or multi- national fora? My in- formation has been that then Maharaja Hari Singh was happy to sign the instrument of accession. That’s what I have read as a student of history . “But the political leadership in Delhi was saying they want- ed it (accession) to be more broad-based and therefore they wanted a plebiscite. So they wanted to take it to a multilateral forum. You cannot have a higher folly than that. I am using the word folly very mildly,” Puri told reporters here. The Union Minister was responding when asked if he agreed with the views of his cabi- net colleague Kiren Ri- jiju on Nehru’s han- dling of Kashmir that the Union law minister had expressed in an ar- ticle. “Was it an error of judgment? You can say the man made a mistake but you cannot justify it. The histori- cal facts are staring you in the face that making the reference (to multinational fora) and calling for a plebi- scite is not a folly, I think it is a monumen- tal blunder. So I agree with my dear friend and colleague Kiren Ri- jiju entirely ,” Puri said.
