EC changes Rajasthan polling date from Nov 23 to Nov 25 due to ‘large-scale’ weddings

The Election Commis-
sion of India (ECI) on
Wednesday decided to
change the schedule of
Rajasthan Assembly
polls. As per the new
schedule, the polling will
take place on Saturday,
November 25 instead of
Thursday, November 23.
Now, election to the
200-member Rajasthan
Assembly will be held on
November 25.
The EC said it re-
ceived representations
from various political
parties and social organ-
isations regarding the
change of poll dates in
view of large-scale wed-
ding/social engagement
on Nov 23 which may
cause inconvenience to a
large number of people,
various logistic issues
and may lead to reduced
voters participation dur-
ing poll. BJP MP from
Pali, PP Chaudhary also
wrote to the ECI to
change the date of Ra-
jasthan poll as it coin-
cides with Dev Uthani
Ekadashi, an auspicious
occasion when more
than 50,000 weddings
are likely to take place in
the state.
Impact
In the First India edition on OCTOBER
11, 2023, we had already declared
that ECI may revise polling dates to
November 25 or November 27 when
there are no polls in the other states.

The Election Commission on Wednesday transferred several top police
and administrative officers in five poll-bound states for laxity in work. This
comes days after the EC announced the poll schedule for 5 states -Mad-
hya Pradesh, Rajasthan, Telangana, Chhattisgarh and Mizoram.
The Election Commission has instructed District Collector of Alwar Pukhraj
Sen to hand over the charge to Deputy District Election Officer and relieved
Hanumangarh SP Sudhir Chaudhary, Bhiwadi SP Karan Sharma and
Churu SP Rajesh Kumar Meena from duty with immediate effect. After the
EC’s instruction, CEO Praveen Gupta met Chief Secretary Usha Sharma
and action followed. They removed for failing to stop illegal liquor coming
from Punjab and Haryana. Later, DoP secretary met CS Usha Sharma to
make a panel of 3 officers for collector Alwar. DGP also met CS to make a
panel of 3 SPs. The names will be sent to the Election Commission of India.
New officers will be appointed after the nod from the ECI. P8

Director General of Police Umesh Mishra met Governor Kalraj Mishra at Raj
Bhavan on Wednesday. According to a Raj Bhavan spokesperson, the Governor
has instructed DGP to effectively prevent crimes against women in the state and
take prompt and effective action in this regard. Governor also directed the DGP to
maintain law and order at all levels in the state and also to take appropriate and

A big issue of rampant
manufacturing of injec-
tions banned in Rajasthan
eight years ago, has come
to light. The action of the
drug department in
Chhattisgarh has created
a stir in the State. Actu-
ally, a consignment worth
Rs 33 lakh has been
seized of diclofenic in-
jection in “multidose”
packing (Diclosol-Q) in
Raipur. This pain killer
injection was being man-
ufactured by GBN Phar-
maceutical in Ajitgarh,
Sikar whereas DGCI had,
in 2015 itself, banned the
10 ML “Multidose”
packing of this injection
for veterinary use due to
fear of misuse.
However, the Drug
Department of Rajasthan
corrected the error in re-
ceiving the information
and canceled the per-
mission issued two
years ago for “Multi-
dose” packing. In this
entire matter, Drug
Controller II Rajaram
Sharma said that ‘only
“Multidose” packing
was banned to stop in
veterinary use. Injec-
tions can be made in
packing of one, two, and
five ml. Permission of
10 ML product was is-
sued only on the propos-
al of Formulation Com-
mittee and the permission
of 10 ML was issued due
to clerical error, which
has been withdrawn.”

seized 23.546 kg of illegal ganja
found inside two trolley bags and a bag
from a sleeper bus during duty at Kishor-
pura Toll Plaza, Hindoli in Bundi district.
The accused Sitaram Kumawat and Ha-
numan Saiyya Chhipa told the team that
they brought ganja from Nagpur and were going to Jaipur.

police said. The amount is
suspected to have been
routed through a Hawala
network. Police informed
that a black scorpio car
bearing no registration num-
bers was stopped at a police
barricading near Raidhana
village under the Jaswant-
garh Police Station area.
“Mosim Khan and Rafiq Mo-
hammad Khan were sitting
inside the car and looked
suspicious when inquired.
When the police searched
the car, Rs. 30 lakhs were
recovered. Mosim and Rafiq
Mohammad could not give
satisfactory answers about
the money, following which,
the money and car was
seized,” police said.

protesters. The incident
occurred as the convoy

Devji Patel, who had

Sanchore assembly, faced
opposition from the sup-
porters of Danaram
Choudhary, who was de-
nied ticket by the party.
The protesters, who
were vehemently against
the party’s decision to
give ticket to Devji Patel,
gathered and stopped the
convoy about seven kilo-
meters before Sanchore.
They showed black
flags, held placards, and
chanted slogans, signal-
ing their disapproval.The
situation escalated, lead-
ing to the pelting of
stones at the convoy. One
of the vehicles had its rear
window shattered, and
the MP’s car, along with
another, suffered damage.
No injuries were reported
in the incident. Later, a
complaint was filed with
Sanchore police station.
It was the first visit of

after being named as the

tion in this regard and it

the postal ballot facility.

persons authorised by the
Election Commission
will be given the facility
of voting through postal
ballots from this year.
Gupta said that for the
first time journalists have
been included in the cat-
egory of service voters.
Till now, the facility of
service voting was avail-
able only to the employ-
ees and officers posted
on election duty, army or
paramilitary personnel.

liament fielded by the
party to fight the assem-
bly elections in Rajasthan
are “arrows from BJP’s
quiver” for defeating the
Congress. Rathore was in
Tonk on Wednesday to
meet dissenters who are
protesting after ticket al-
location to Vijay Bainsla.
The protestors submitted
a memo to Rathore.
The LoP also asserted
the Congress will not be
able to win more than 21
of the state’s 200 seats it
got in the 2013 elections.
“This time, we will take
out every arrow from the
quiver to defeat the Con-
gress. Our MPs are one of
these arrows,” he said.

Narendra Modi exhibited
an extraordinary inclina-
tion to cleanliness and fastidiousness.
Despite coming from a humble back-
ground, he always preferred to wear
neat clothes and maintain tidiness.
“In those early days, young Naren-
dra Modi had to traverse the dusty
streets of his village on foot to reach
school, often leaving his shoes cov-
ered in dirt. However, this never de-
terred him. He always carried a cloth
in his pocket and would pause at the
school gate to clean his shoes. It
showed his penchant to tidiness,” Pa-
tel recalls.
Modi once received a pair of white
canvas shoes as a gift from his uncle.
Even when they got dirty with dust and
mud, he would clean them and apply
powder made from chalk pieces he had
gathered from classrooms.
Former colleagues recall that even
during his time as an RSS pracharak,
Modi might have had only a simple
living, but he made sure that whatever
he wore was kept neat and clean. Col-
leagues also remember that his room
at the Sangh office was consistently
the most neatly organized space.

proposition. PM Narendra Modi has
long embraced this concept in his gov-
ernance model since his days as Guja-
rat Chief Minister, incorporating it into
his Swachhta Abhiyan.
“In 2020, during Gandhi Jayanti,
PM Modi initiated a Swachhta drive
and directed us to inspect the backside
of his office in South Block, where he
was aware of a significant pile up of
junk,” reveals Dr Jitendra Singh, Un-
ion Minister.
“Following his guidance, we con-
ducted an inspection of the basement.
The corridor was obstructed by heaps
of junk and waste,” says Singh. “Even
before we began the cleaning process,
PM Modi informed us that we would
come across two-legged tables, three-
legged chairs, damaged phones, and
computer monitors, among other
items, all dumped there for years!”
“Consequently, we commenced the
cleaning process. To our surprise,
when we sold off that discarded mate-
rial in the market, the government
reaped almost Rs 62 crore! He later
asked various departments to conduct
the same exercise, through which gov-
ernment earned crores of rupees.”

AT KEDARNATH TEMPLE
n one occasion, Prime
Minister Narendra Modi
attended the annual gate
opening ceremony in Ke-
darnath.The temple com-
plex was closed for the winter break.
After the customary rituals, the tem-
ple doors swung open. Prime Minister
Modi, eager to enter, was promptly
halted by the temple trustee. The trus-
tee requested him to wait for a few
minutes, explaining that the temple
had been closed for months, and there
might be dirt and dust all over.
To everyone’s surprise, PM Naren-
dra Modi responded with, ‘I am here to
do the cleaning as well.’ He picked up
a broom and began cleaning the temple
premises. Once the temple was clean,
PM Modi proceeded with other rituals.
Former colleagues of Modi from the
1980s and 90s in Gujarat fondly recall
that whenever he encountered a BJP
office or an RSS Karyalay in a state of
disarray, he wasted no time in grab-
bing a broom and tidying up the space
himself. He consistently encouraged
colleagues to maintain clean and or-
ganised working environments.

Wednesday approved a
proposal to set up an au-
tonomous body ‘MY
Bharat’ or ‘Mera Yuva
Bharat’, which will be an
overarching institutional
mechanism for youth de-
velopment. Mera Yuva
Bharat’ will be launched
on October 31, on the oc-
casion of Sardar Vallab-
hbhai Patel’s birthday.
Minister for Informa-
tion & Broadcasting An-
urag Thakur said after the
meeting that ‘MYBharat’
will be an autonomous
body that will seek to
harness the energy of the
youth for nation building
by enabling them to act
as a ‘yuva setu (bridge)’
between the government
and citizens.
“The aim is to instill a
sense of nation-building
among the youth as they
were at the forefront of
various government ini-
tiatives like ‘Swachch
Bharat’ and while devel-
oping applications like
CoWin, Arogya Setu and
mask-making during the
Covid pandemic,” he
said. Thakur told media-
persons that ‘MY Bharat’
would be an aspirational
body under which youth
from India and abroad
would join hands to make
India a self-reliant nation.
“It will be a one-stop
platform for them to en-
gage with each other and
to look for opportunities
in various fields like edu-
cation, experiential learn-
ing, community service,
etc. The establishment of
‘MY Bharat’ would lead
to leadership develop-
ment in the youth through
experiential learning by
shifting from isolated
physical interaction to
programmatic skills. It
will set the focus of the
government on youth-led
development and make
them active drivers of de-
velopment,” he said.

“During polls, the op-

complete chaos among

of the Lok Sabha elec-
tions. On the other hand,
PM Narendra Modi is en-
suring that every section
of society benefits from
government schemes
without discrimination,”
he remarked.
“Through Skill Devel-
opment Mission, tailored
courses are being con-
ducted to meet local
needs. Under Mission
Rozgar, youths are being
connected to government
jobs and self-employ-
ment. Under the leader-
ship of PM Modi, India is
scaling new heights with

signed from his post and

saffron party ticket.
Sailo submitted his
resignation letter to Dep-
uty Speaker H. Biakzaua
and requested him to ac-
cept it at the earliest. Af-
ter stepping down from
the Speaker’s post, the
64-year-old MNF leader
said that he would soon
join the BJP and contest
the November 7 Assem-
bly polls on a saffron
party ticket.
“I will quit the MNF
and join the BJP for the
all-round development of
Mizoram. As the BJP is
now in power at the Cen-
tre, Mizoram needs sup-

CWRC directs K’taka to release of
3000 cusecs of water by Oct 31

The meeting of the Cau-
very Water Regulation
Committee (CWRC) has
decided that Karnataka
has to ensure the release
of 3000 cusecs of water
starting October 16 till
October 31, said a CWRC
statement on Wednesday.
According to the state-
ment, CWRC during its
88th meeting today made
crucial decisions regard-
ing water allocation and
shortages pertaining to
the ongoing Cauvery riv-
er water dispute between
Karnataka and Tamil
Nadu. “After delibera-
tion, the Cauvery Water
Regulation Committee
(CWRC) reached a deci-
sion. Karnataka has been
mandated to ensure the
release of water from its
reservoirs in such a man-
ner that the flow at Bili-
gundlu is maintained at
3000 cusecs. This direc-
tive is effective from 8
am on October 16, 2023,
and is to be upheld until
October 31, 2023,” the
statement read.
Karnataka in its presen-
tation expressed its inabil-
ity to release water to Bili-
gundlu, except for contri-
butions from the uncon-
trolled catchment.
India set royalty rates on Wednesday for the
mining of three critical minerals, including lithium,

cation Commis-
sion of India
(HECI) Bill to set up a
single higher education
regulator will be intro-
duced in Parliament soon
but medical and law col-
leges will not be brought
under its ambit, Educa-
tion Minister Dharmen-
dra Pradhan said.
In an interview with
PTI, Pradhan said the
HECI will have three ma-
jor roles which are regu-
lation, accreditation and
setting professional
standards. Funding,
which is seen as the
fourth vertical, will not
be under the HECI and
the autonomy for funding
will stay with the admin-
istrative ministry, the
minister said.
“We will bring the
HECI bill in Parliament
soon...after that also
there will be standing
committee scrutiny but
we have started compre-
hensive work for every-
thing. There are three
major verticals. First is
regulatory role, which
UGC (University Grants
Commission) does...it
has already started lot of
internal reforms at its
level,” Pradhan said.
“Second is accredita-
tion at two levels, ac-
creditation of colleges,
of programmes and
courses. We had set up a
panel under Dr Rad-
hakrishnan for revamp-
ing NAAC, it has also
made suggestions. Third
is setting professional
standards about what will
be taught & how it will
be taught,” he said.

Meanwhile, Lokesh

relief from Delhi High
Court and now the ban on
his arrest will continue
till October 18. Lokesh
Sharma’s petition was
heard in Delhi High Court
and Sharma’s lawyer pre-

out all the allegations

the bench of Justice Vi-

EC changes Rajasthan polling date from Nov 23 to Nov 25 due to ‘large-scale’ weddings Dr Rituraj Sharma New Delhi/Jaipur The Election Commis- sion of India (ECI) on Wednesday decided to change the schedule of Rajasthan Assembly polls. As per the new schedule, the polling will take place on Saturday, November 25 instead of Thursday, November 23. Now, election to the 200-member Rajasthan Assembly will be held on November 25. The EC said it re- ceived representations from various political parties and social organ- isations regarding the change of poll dates in view of large-scale wed- ding/social engagement on Nov 23 which may cause inconvenience to a large number of people, various logistic issues and may lead to reduced voters participation dur- ing poll. BJP MP from Pali, PP Chaudhary also wrote to the ECI to change the date of Ra- jasthan poll as it coin- cides with Dev Uthani Ekadashi, an auspicious occasion when more than 50,000 weddings are likely to take place in the state. Mera Yuva Bharat’ will be launched on October 31, on the oc- casion of Sardar Vallab- hbhai Patel’s birthday. Minister for Informa- tion & Broadcasting An- urag Thakur said after the meeting that ‘MYBharat’ will be an autonomous body that will seek to harness the energy of the youth for nation building by enabling them to act as a ‘yuva setu (bridge)’ between the government and citizens. “The aim is to instill a sense of nation-building among the youth as they were at the forefront of various government ini- tiatives like ‘Swachch Bharat’ and while devel- oping applications like CoWin, Arogya Setu and mask-making during the Covid pandemic,” he said. CWRC directs K’taka to release of 3000 cusecs of water by Oct 31 PTI New Delhi The meeting of the Cau- very Water Regulation Committee (CWRC) has decided that Karnataka has to ensure the release of 3000 cusecs of water starting October 16 till October 31, said a CWRC statement on Wednesday. According to the state- ment, CWRC during its 88th meeting today made crucial decisions regard- ing water allocation and shortages pertaining to the ongoing Cauvery riv- er water dispute between Karnataka and Tamil Nadu. “After delibera- tion, the Cauvery Water Regulation Committee (CWRC) reached a deci- sion. Karnataka has been mandated to ensure the release of water from its reservoirs in such a man- ner that the flow at Bili- gundlu is maintained at 3000 cusecs. This direc- tive is effective from 8 am on October 16, 2023, and is to be upheld until October 31, 2023,” the statement read. Karnataka in its presen- tation expressed its inabil- ity to release water to Bili- gundlu, except for contri- butions from the uncon- trolled catchment. India set royalty rates on Wednesday for the mining of three critical minerals, including lithium, that are key to its clean energy ambitions. In an interview with PTI, Pradhan said the HECI will have three ma- jor roles which are regu- lation, accreditation and setting professional standards. Funding, which is seen as the fourth vertical, will not be under the HECI and the autonomy for funding will stay with the admin- istrative ministry, the minister said. “We will bring the HECI bill in Parliament soon...after that also there will be standing committee scrutiny but we have started compre- hensive work for every- thing. There are three major verticals. First is regulatory role, which UGC (University Grants Commission) does...it has already started lot of internal reforms at its level,” Pradhan said. “Second is accredita- tion at two levels, ac- creditation of colleges, of programmes and courses.
