ister Narendra Modi
announced Wednesday
that the Centre would
soon introduce a special
Ayush visa category for
foreign nationals who
want to come to India to
take advantage of tradi-
tional medicine, as part
of initiatives to pro-
mote medical tourism.
“With this visa, it
will make travel easier
for accessing Ayush
therapies (in India),”
said PM Modi while
speaking at the inaugu-
ral session of the Glob-
al Ayush Investment
and Innovation Summit
2022 at Mahatma Man-
dir in Gandhinagar. He
added that the Centre
has a plethora of initia-
tives to encourage and
promote the Ayush sec-
tor, including the estab-
lishment of a digital
portal to connect me-
dicinal plant farmers

agreement with three
Naga groups for further
period of one year. The
groups include National
Socialist Council of Na-
galand-NK (NSCN-NK),
NationalSocialistCoun-
cil of Nagaland-Refor-
mation (NSCN-R) and
NationalSocialistCoun-
cilof Nagaland-K-Khan-
go (NSCN-K-Khango).
All these groups are
breakaway factions of
NSCN-IM and NSCN-K
and signed the ceasefire
agreements with the
government over the
years. The development
comes even as NSCN-IM
leaders, led by General
Secretary Th Muivah,
Tuesday met with Cen-
tre’s representative for
Naga peace talks, AK

New Delhi: Top Delhi BJP leaders met with Union Home
Minister Amit Shah at the Union Home Ministry headquarters
in Delhi on Wednesday, hours after a controversial demoli-
tion drive in violence-hit Jahangirpuri that was halted by the
Supreme Court. Shah met with the Delhi leaders for an hour.
Those in the meeting were Delhi BJP chief Adesh Gupta, MP
Ramesh Bidhuri, MLA Ram Bir Bidhuri and leader Maninder
Singh Sirsa. “It was a routine meeting,” said Sirsa.

tor who injured herself
on Tuesday after a news
report, the police ar-
rested a journalist of a
vernacular. Protesting
against arrest, a large
number of journalists
reached district collec-
torate and protested on
Wednesday and de-
manded an independ-
ent unbiased probe.
They submitted a mem-
orandum to District
Collector Rakesh Ku-
mar Jaiswal and ASP

Jaipur: The Enforcement Squad of JDA on Wednes-
day razed 3 new colonies being built illegally on 8
bighas of private agricultural land under Zone-II.
Chief Controller of Enforcement Raghuveer Saini
said that a new colony being set up in the name
of ‘Salasar Vyas’ on about 3 bigha of land, located
in Sisiyawas village behind Safeda farm house,
without JDA’s permission was demolished. Another
illegal colony coming up near it on 2 bigha of land
was also levelled up to the ground. Similarly, one
more illegal colony, adjoining Delhi-Ajmer bypass
road was cleared off.

theft at a wedding has
been reported in the
Murlipura area of the
city. The robbery took
place in broad daylight
on Monday afternoon,
where crooks escaped
with expensive cameras
and accessories worth
Rs 10 lakh from a mar-
riage garden.
The entire incident
was captured on the
CCTV camera installed
in the garden. The vic-
tim has lodged a case of
theft at Murlipura po-
lice station. In the
CCTV footage, a man is
seen entering the gar-
den and after a while
fleeing with the camera
bag and other items.
Murlipura police sta-

Soni on Wednesday
took a tour of the city
areas under his juris-
diction and took stock
of the sanitation ar-
rangements at various
localities.
A day after taking
over charge, Soni went
to the Indira kitchen
near Sanganer over-
bridge and tasted food
served to the common
man. He also visited
project sites like Dehla-
was STP plant etc. The
Commissioner also vis-
ited the Mansarovar
zone and took the offi-
cials to task over the
poor sanitary condition
at Madhyam Marg and
Aravali Marg there. He
then went to the fire sta-
tion and inspected the

Somya got after her ac-
quittal in the case of
misbehaviour with the
then Commissioner
Yagyamitra Singh Deo,
turned out to be short
lived on Wednesday
. Ad-
ditional District and
Sessions Judge-4, Ma-
havir Prasad Gupta,
told the lower/trial
court to keep the bail
and bail bonds, can-
celled at the time of ac-
quittal of Dr Somya
earlier this month, ef-
fective for the next 6
months.
The ADJ court also
summoned the original
record of the lower
court and said that if
the revision petitions
are not disposed of by
June 23, 2022, then the
court will be able to take
necessary action in rela-
tiontosendingtheletter
before the trial court.
With this, Dr Somya has
once again become an
accused in the case. The
court gave the above or-
der while hearing the
revision petition of the

bound Spicejet flight
made an emergency
landing at the interna-
tional airport here on
Wednesday after a pas-
senger complained of
uneasiness. The passen-
ger was taken to hospi-

took off from Kis-
hangarh airport as usu-
al at noon with 65 pas-
sengers aboard. How-

above reproach. Last week Prime
Minister Boris Johnson paid a
fine of 50 pounds for attending his
own surprise birthday party
. He is
the first British PM to have been
penalised for breaking a rule
while in office. This week on Tues-
day he apologised “whole-hearted-
ly” for attending an illegal party
during Covid lockdown. Johnson
told the House that he unknow-
ingly broke the rules and misled
parliament. Opposition MPs de-
manded his resignation but John-
son refused to oblige. Labour
Party leader Keir Starmer called
the apology a “joke”.
The UK PM now faces a crucial
parliamentary vote this Thursday
to decide if he should be subjected
to further investigation for his
“misleading” statements on ‘par-
tygate’. Apparently confident of
winning the vote, Johnson will be
in India on a two-day visit. Irre-
spective of the outcome one must
appreciate the dignified manner
in which British parliamentari-
ans are conducting themselves.

before elections. Ram Navmi
processions led to violence in
Madhya Pradesh, Gujarat,
Jharkhand, Rajasthan and
Delhi with the minority com-
munity being held directly
responsible in three of the
states and Delhi. The Ra-
jasthan government handled
the situation with maturity
but at other places bulldozers
werepressedintoactionwith-
out investigating who the real
instigator was. It was hardly
surprising that only one side
bore the brunt. It was also not
surprising that the reason for
bulldozing of tenements was
the illegality of construction.
Why did authorities wake up
to the illegality of construc-
tions only after the clashes
will remain a mystery
.
At least in Delhi the police
said that the Ram Navmi pro-
cession was taken out without
permission. That was a provo-
cation in itself but the MCD
decidedtodemolishstructures
in the Jahangirpuri area.
What’s more the demolition is
believed to have continued un-
tiltwohoursaftertheSupreme
Court stayed the action.
One cannot dispute that il-
legal constructions should be
demolished as they occupy
public land leading to numer-
ous social problems. However,
it is common knowledge that
everywheresquattersbribeof-
ficials for a roof over their
heads and hardly ever illegal
constructions are prevented
from coming up. But to use
bulldozers without following
the due process of law is a
mockery of the criminal jus-
tice system. It also makes the
Constitutionandthejudiciary
irrelevant.Whilewemayhave
a view on what happens in
other countries, we tend to
make light of strife within.

CHINA IS EMERGING AS THE NEO-
COLONIZER OF THE 21ST CENTURY

wood line about fatal attrac-
tion of the moth to a flame?
Similar is the case of devel-
oping or poor countries that
are attracted by soft loans
from PRC with the hope of
developing their country’s
infrastructure and to provide
better life to their citizens.
Unfortunately, they are not
aware of this fatal attraction
and the debt trap, they are
unknowingly getting into.
It’s often too late before they
realize their mistake. More
and more countries are fac-
ing financial crisis after be-
ing trapped by the Dragon.
China is the only country
in the world having expan-
sionist policy to control other
countries. However, their in-
tention to dominate other
countries by luring them in
debt has come to the fore only
in the present Xi Ping re-
gime. China’s growing global
footprints and aggression is
shaping the world forum and
now, Chinese power rede-
fines geopolitics and geo-eco-
nomics of the globe.
RISE OF CHINA AS
ECONOMIC POWER
In the 21st Century, China is
playing a pivotal role in the
world economy and contrib-
utes nearly 20% to global
GDP, being just second high-
est after USA. Beijing is also
the world’s largest non-com-
mercial lender, more than the
International Monetary
Fund and the World Bank.
China’s share of bilateral
debt has risen from 45% to
63% last year. Along with
this, 65 % of all the loans dis-
tributed under bilateral rela-
tions in the world have been
distributed by China alone.
DEBT-TRAP
‘Debt-trap diplomacy’  is a
term which describes a cred-
itor country or institution
extending debt to a borrow-
ing nation partially, or solely
to increase the lender’s po-
litical leverage. The creditor
country is said to extend ex-
cessive credit to a debtor
country with the intention of
extracting economic or po-
litical concessions when the
debtor country becomes un-
able to meet its repayment
obligations. Presently, 42
countries have public debt
exposure to China in excess
of 10% of GDP. Poor nations
like the Republic of Djibouti,
Laos, Zambia, Nigeria and
Kyrgyzstan have Chinese
debts amounting to 20% of
their GDP.
China is using its econom-
ic heft by providing huge and
easy loans to developing and
underdeveloped countries
for infrastructure. Chinese
indirectly get access to the
country’s natural resources
through the market. This
leads to the economy of the
country being crippled. Eye-
ing the opportunity, China
demands acquisition of a
strategic asset of the country
to write off the debt in part.
China has taken control of
the strategic port City of
Hambantota in Sri Lanka,
Gwadar port of Pakistan, Le-
kki Deep Sea port in Nigeria,
Port of Sudan, Mombasa
Port in Kenya, Entebbe air-
port of Uganda and many
more. Subsequently, China
indirectly enters the politics
of that country and then
dominates its sovereignty
.
THE FUTURE
TRAPPINGS
The Dragon debt trap may
enhance further in the future
to trap countries like Nepal,
Afghanistan and Maldives in
South Asia. All these coun-
tries are in heavy Chinese
debt. India’s real concern is
growing Chinese presence
and economic instability in
the SAARC nations.
Post Ukraine conflict, Rus-
sia having been isolated from
the world trade by Western
sanctions, may look increas-
ingly towards China to help
them out. Economically weak
Russia, crippled by sanctions
will slowly be sucked into
same debt trap as developing
countries, albeit from a differ-
ent route. Moscow, which is
more beholden to Beijing,
would be drifting away from
India, in case, Sino-Indian
conflictbecomesunavoidable.
IMPLICATIONS
FOR INDIA
The reality is that majority of
smaller nations are increas-
ingly getting lured by Chi-
nese loans for infrastructure
development. Faced with no
other viable alternative, they
are getting trapped into the
Dragon’s debt trap. Pakistan,
Sri Lanka and the Maldives
in its neighbourhood, almost
falling into the ‘Dragon Debt
Trap’ is not a good sign for
India. It’s time for us to act
fast and protect our strategic
backyard from China’s mis-
adventures. The current nar-
rative by the Indian Prime
Minister Narendra Modi of
self-sustainability (At-
manirbhar Bharat) is the
right approach for any coun-
try, who wants to safeguard
its sovereignty
, in future.

at was seen blocking a
bulldozer at Delhi’s Ja-
hangirpuri and waving
the copy of a Supreme
Court order on Wednes-
day afternoon.
Within an hour after
the Supreme Court or-
dered to maintain the
status quo in the ongo-
ing demolition drive be-
ing carried out by the
North Delhi Municipal
Corporation in Delhi’s
Jahangirpuri, Brinda
Karat arrived in Jahan-
girpuri with the Su-
preme Court order ask-
ing the authorities to
stop the demolition pro-
cess immediately
.
However, the Delhi
police asked the contro-
versial Communist
leader to vacate the
demolition site and not
create any chaos.
“At 10:45 am, the SC
gave the order to main-
tain the status quo on
the demolition drive, I
have come here for the
implementation of the
order”, claimed CPIM
leader Brinda Karat.
“The law and the con-
stitution have been
bulldozed by illegal
demolitions. At least
the Supreme Court  its
order should not be
bulldozed,” CPIM lead-
er further said.
The North Delhi Mu-
nicipal Corporation
sent nine bulldozers to
remove what it called il-
legal encroachments in
Jahangirpuri. In a let-
ter to the Delhi Police,
North Delhi Municipal
Mayor Raja Iqbal Singh
asked for 400 policemen
to maintain order in the
area, which has been
tense since the violence.
On Wednesday, more
than 1,500 cops and se-
curity personnel were
at the site.

AIMIM President Asaduddin Owaisi on Wednesday
alleged that the BJP has declared a war against
the poorest by destroying homes in Delhi like in Uttar

was reacting to demolition of alleged illegal encroach-
ments in riot-hit Jahangirpuri in New Delhi. “BJP

tweeted. Owaisi also demanded that

Guwahati: Assam Chief Minister Himanta Biswa Sarma on
Wednesday announced that Assam and Arunachal Prdesh,
the two Northeastern states, will form dis-
trict-level committees to resolve the long-
standing border disputes in a time-bound
manner. The decision was announced after
the Assam CM met his Arunachal Pradesh
counterpart Pema Khandu on Wednesday.
This was the second chief ministerial-level

balli violence has revealed that it was pre-planned, police

Sources said 72.5 mil-
lion tonnes (mt) of coal
stocks are lying with

on an average daily 2.1

plants. So no shortage

New Delhi (PTI): The Delhi High Court today sought the
Centre’s stand on public interest litigation seeking the
constitution of an expert committee for the realisation of
the promises made by India at the UNFCCC in 2021. A
bench of Acting Chief Justice Vipin Sanghi and Justice
Navin Chawla asked the Centre to file a status report on
the plea by lawyer Rohit Madan who has asserted that it
is the Indian government’s duty to honour its interna-
tional commitments. Additional Solicitor General Chetan
Sharma, appearing for the Centre, said that the Union
India is alive to the issue raised in the petition.
New Delhi (PTI): The Delhi High Court on Wednesday
sought a response from the Centre on public interest
litigation challenging certain provisions of the Waqf Act
which grant special status to Waqf properties. A bench
of Acting Chief Justice Vipin Sanghi and Justice Navin
Chawla issued notice asked him to make the Waqf Board
a party to the plea. He told the court that the Act was
against secularism as there was no other law to admin-
ister the properties of other religions. Additional Solicitor

Jhunjhunu: Two labourers were buried alive when
soil caved in during digging of a well at Dundlod
village in Jhunjhunu district on

nearby hospital where they died.

Supreme Court on
Tuesday set aside a Ra-
jasthan High Court’s
order granting bail to a
man accused of raping
his niece and observed
that the HC had failed to
consider the influence
that the accused may
have over the victim as
an elder family mem-
ber. A bench of CJ NV
Ramana and Justice
Krishna Murari said,
“Reasoning is the life-
blood of the judicial
system. That every or-
der must be reasoned is
one of the fundamental
tenets of our system.
An unreasoned order
suffers the vice of arbi-
trariness.”    The judge-
ment of the bench came
on a plea filed by an al-
leged rape survivor
who sought cancella-
tion of bail of her un-
cle, a habitual offender,
against whom nearly
twenty cases are regis-
tered.The apex court in
its judgement while
cancelling the bail of
the accused said there
was no mention in the
HC order that accused
is a habitual offender.

Confederation of Hu-
man rights organisa-
tion (NCHRO) held the
district administra-
tion and some anti-so-
cial elements responsi-
ble for Karauli com-
munal clashes.
The organisation rep-
resentatives held a
press conference at
Pink City Press club on
Wednesday and present-
ed its factual report. Re-
tired judge TC Rahul
and Advocate Akhil
Choudhary said the
facts have come fore in
the factual investiga-
tion conducted by them
on April 12. The team
met the aggrieved par-
ties and gathered infor-
mation and facts related
to the violence and also
talked to the SP. They
said that a DJ was
played in the saffron
rally without permis-
sion and provocative
songs were played.
When the rally reached
in front of the mosque,
provocative slogans
were raised, which re-
sulted in violence. If the
local administration
wanted, then the inci-
dents would not have
taken such a formidable
form, they said.

ple were killed and sev-
eral others were injured
in separates road acci-
dents in Alwar, Jhala-
war, Rajsamand, Gan-
gapur City, Sikar and
Kotputli.
In Alwar, in a head-
on collision between
two mini trucks, three
people died on the spot,
while four others were
injured in this acci-
dent. According to re-
ports, two mini trucks
were collided head-on.
The deceased and in-
jured are all from UP.
In Rajsamand, 2 peo-
ple died in a road acci-
dent on border of Rajs-
amand-Pali district, af-
ter a bus full of passen-
gers hit a foothill.
In Jhalawar, two
youths riding bike died
on the spot when an uni-
dentified vehicle
rammed the bike at
BarapatiValleyinKhan-
purof Jhalawardistrict.
In Gangapur City
, two
sisters Nidhi Meena and
Neelam Meena were
killedonthespotwhile8
persons injured when
the jeep of the devotees
returning from Chauth
Matatempleoverturned
near Ramsinghpura
turn on Gangapur-Na-
dauti road.
In Kotputli, a bus
overturned on a car in
Bhabru PS area in Kot-
putli, which a 10-year-
old child died.
In Sikar, three youths
were killed when two
bikes collided in Khan-
dela area. Deceased
were identified as Vi-
nod, Deepak and Ashok.

CM Ashok Gehlot released a relief amount of Rs 1 lakh
to the dependents and Rs 20,000 each to the injured
from the CMRF in the Jhunjhunu accident in which 11 peo-
ple of a family were killed on Tuesday. Collector Laxman
Singh Kudi issued orders for the assistance amount. CM
Advisor Dr Jitendra Singh expressed his gratitude to CM
Gehlot. Condolence meeting was held at Ahiron ki Dhani
in Krishna Nagar of Khetri area. Dr Jitendra Singh said he
would talk to the CM about a girl left in the family.

day after hearing the
grievances of the
people in connection
with the communal
clashes. The team,
headed by Home Sec-
retary KC Meena,
heard the complaints
of the people affected
in the Circuit House
for the third day on
Wednesday before

LIFER FOR RAPING MINOR
Kota: The POCSO Court-V here on Wednesday sen-
tenced a man to life imprisonment for outraging the
modesty of a minor girl 3 years ago. Special Judge Ha-
numan Prasad also imposed a fine of Rs 41,000 on him.
According to the prosecution, the 13 years old victim
was returning home from the nearby market when the
25 years old convict Deepak staying in the neighbour-
hood forcibly took her to his house and raped her there.
Hearing her cry for help, her father and brother rescued
her. Police arrested Deepak and he was booked under
SC  ST Act. SPP Suresh Verma presented 16 witnesses
in the court to prove the charges.

of a woman has come to
light in Mahua PS area.
It is alleged that the
youth forcibly raped the
wife of his friend at gun
point. The accused also
made an obscene video

the Skill Development
front.
Firstly the govern-
ment has separated it
from labour and em-
ployment department
and has appointed an
independent and sepa-
rate secretary
Secondly, the posts of
Skill Development Cor-
poration (RSLDC)
Chairman and Manag-
ing Director (MD) have
been merged to form
one post of CMD
Thirdly, the responsi-
bilities of CMD and
Secretary have been
handed to one officer.
Now, 2005 batch IAS
Arushi Malik is the
‘whole and sole’ su-
preme of the Skill De-
velopment.
The DoP has, this
time around, engaged
in the ‘right selection’
for ‘all-in-one’ in
Arushi Malik. Till now
she served as the Secre-
tary for Animal Hus-
bandry, Gopalan and
Fisheries and interest-
ingly, she was also car-
rying out the role of
Director (HOD) of these
3 departments. The
state government did
not appoint Director in
the aforementioned
three departments for a
long time and Malik
carried out the role of
Secretary and Director,
a total of 6 responsibili-
ties, without any trou-
ble. The ministers of
these departments - Lal
Chand Kataria and
Pramod Jain Bhaya -
were so happy with
Arushi’s working that
they stopped her trans-
fer twice.
In the beginning, the
Secretary, Chairman
and MD of Skill Devel-
opment were different
and few years back, a
shift came about with
one officer being ap-
pointed to the post of
Secretary and Chair-
man while a different
officer being MD. Be-
fore the recent transfer
list, 2003 batch IAS
Bhanu Prakash Yeturu
was Secretary and
Chairman while MD of
the Corporation was
2010 batch IAS Nalini
Kathotia. Both of them
were posted merely 6
months back. But ow-
ing to the disgruntle-
mentof ministerAshok
Chandna, both were
shown the door. The
fact remains that no of-
ficer is able to carry on
for long on the chal-
lenging post of MD of
RSLDC and in the cur-
rent government 6 MDs
have been changed thus
far and the reason for
this has been the minis-
ter’s clash with MDs’.
Due to this the flagship
program of the state
government is down in
the dumps.
Looking at Arushi’s
performance till now, it
can be hoped that she
can bring the derailed
Skill Development Pro-
gram, back on tracks.

ten a letter to Prime
Minister Narendra
Modi requesting him to
extend the deadline for
completion of the Jal
Jeevan Mission in pub-
lic interest till March
31, 2026.
Gehlot said that dur-
ing the initial days of
the mission from March
2020 to July 2020, the
pace of JJM was very
slow due to the lock-
down arising out of
Covid-19 pandemic. Af-
ter this, in the year 2021
also, the mission work
was partially interrupt-
ed from March 2021 to
July 2021 due to covid-
related circumstances.
CM has written in the
letter that the demand
for the components of
project has increased
significantly due to the
ongoing mission works
across the country
. “The
demand for steel, DI
and HDPE pipes in par-
ticular has increased
rapidly
. This has result-
ed in instability in sup-
ply of components, due
to which progress of
JJM projects has also
slowed down. Union Jal
Shakti Minister Gajen-
dra Singh Shekhawat
hit back at Chief Minis-
ter Ashok Gehlot for a
letter written by him to
PM regarding Jal Jee-
van Mission saying that
the mission will be com-
pleted on time.

al of guidelines re-
lated to timetable
and grading for mak-
ing ACRs of the offic-
ers and employees of
the state online. It is
noteworthy that the
CM had announced
in this regard in the
budget session.
According to these
guidelines, if the re-
port has been sub-
mitted online, within
the stipulated time
and according to the
prescribed channel,
without grading or
marking any offic-
er’s remarks, the ad-
ministrative depart-
ment will get auto-
forwarded, and the
ACR grading for the
past 3 years will be
considered as the ba-
sis for grading. It has
been told in the pro-
posal that after the
creation of online
hierarchy, confirma-
tion will be done by
the Administrative
Department of APAR
Controlling and
Managing Person-
nel. After 15 days, in
the event of the re-
porting officer not
observing the report
received or not, the
administrative de-
partment will get
auto-forward or ap-
proval after agreeing
with the comment. If
reporting officer
does not fill report at
his own level, no rep-
resentation will be
accepted regarding
annual work evalua-
tion for the said year.

However, their in- tention to dominate other countries by luring them in debt has come to the fore only in the present Xi Ping re- gime. China’s growing global footprints and aggression is shaping the world forum and now, Chinese power rede- fines geopolitics and geo-eco- nomics of the globe. RISE OF CHINA AS ECONOMIC POWER In the 21st Century, China is playing a pivotal role in the world economy and contrib- utes nearly 20% to global GDP, being just second high- est after USA. Beijing is also the world’s largest non-com- mercial lender, more than the International Monetary Fund and the World Bank. China’s share of bilateral debt has risen from 45% to 63% last year. Along with this, 65 % of all the loans dis- tributed under bilateral rela- tions in the world have been distributed by China alone. DEBT-TRAP ‘Debt-trap diplomacy’  is a term which describes a cred- itor country or institution extending debt to a borrow- ing nation partially, or solely to increase the lender’s po- litical leverage. The creditor country is said to extend ex- cessive credit to a debtor country with the intention of extracting economic or po- litical concessions when the debtor country becomes un- able to meet its repayment obligations. Presently, 42 countries have public debt exposure to China in excess of 10% of GDP. Poor nations like the Republic of Djibouti, Laos, Zambia, Nigeria and Kyrgyzstan have Chinese debts amounting to 20% of their GDP. China is using its econom- ic heft by providing huge and easy loans to developing and underdeveloped countries for infrastructure. Chinese indirectly get access to the country’s natural resources through the market. This leads to the economy of the country being crippled. Eye- ing the opportunity, China demands acquisition of a strategic asset of the country to write off the debt in part. China has taken control of the strategic port City of Hambantota in Sri Lanka, Gwadar port of Pakistan, Le- kki Deep Sea port in Nigeria, Port of Sudan, Mombasa Port in Kenya, Entebbe air- port of Uganda and many more. Subsequently, China indirectly enters the politics of that country and then dominates its sovereignty . THE FUTURE TRAPPINGS The Dragon debt trap may enhance further in the future to trap countries like Nepal, Afghanistan and Maldives in South Asia. All these coun- tries are in heavy Chinese debt. India’s real concern is growing Chinese presence and economic instability in the SAARC nations. Post Ukraine conflict, Rus- sia having been isolated from the world trade by Western sanctions, may look increas- ingly towards China to help them out. Economically weak Russia, crippled by sanctions will slowly be sucked into same debt trap as developing countries, albeit from a differ- ent route. Moscow, which is more beholden to Beijing, would be drifting away from India, in case, Sino-Indian conflictbecomesunavoidable. IMPLICATIONS FOR INDIA The reality is that majority of smaller nations are increas- ingly getting lured by Chi- nese loans for infrastructure development. Faced with no other viable alternative, they are getting trapped into the Dragon’s debt trap. Pakistan, Sri Lanka and the Maldives in its neighbourhood, almost falling into the ‘Dragon Debt Trap’ is not a good sign for India. It’s time for us to act fast and protect our strategic backyard from China’s mis- adventures. New Delhi (Agencies): CPM leader Brinda Kar- at was seen blocking a bulldozer at Delhi’s Ja- hangirpuri and waving the copy of a Supreme Court order on Wednes- day afternoon. Within an hour after the Supreme Court or- dered to maintain the status quo in the ongo- ing demolition drive be- ing carried out by the North Delhi Municipal Corporation in Delhi’s Jahangirpuri, Brinda Karat arrived in Jahan- girpuri with the Su- preme Court order ask- ing the authorities to stop the demolition pro- cess immediately . However, the Delhi police asked the contro- versial Communist leader to vacate the demolition site and not create any chaos. “At 10:45 am, the SC gave the order to main- tain the status quo on the demolition drive, I have come here for the implementation of the order”, claimed CPIM leader Brinda Karat. “The law and the con- stitution have been bulldozed by illegal demolitions. The North Delhi Mu- nicipal Corporation sent nine bulldozers to remove what it called il- legal encroachments in Jahangirpuri. In a let- ter to the Delhi Police, North Delhi Municipal Mayor Raja Iqbal Singh asked for 400 policemen to maintain order in the area, which has been tense since the violence. On Wednesday, more than 1,500 cops and se- curity personnel were at the site. Sources said 72.5 mil- lion tonnes (mt) of coal stocks are lying with Coal India Ltd. On average, power plants in India is having coal stock of 22 mt and on an average daily 2.1 mt coal is replaced with plants. So no shortage of coal will arise in the country , sources said. Power plants in India still have 10 days of stock and the country has coal stock of more than 30 days, the sourc- es added. Another top official told ANI that there is no coal shortage, especial- ly in Maharashtra. According to the prosecution, the 13 years old victim was returning home from the nearby market when the 25 years old convict Deepak staying in the neighbour- hood forcibly took her to his house and raped her there. Firstly the govern- ment has separated it from labour and em- ployment department and has appointed an independent and sepa- rate secretary Secondly, the posts of Skill Development Cor- poration (RSLDC) Chairman and Manag- ing Director (MD) have been merged to form one post of CMD Thirdly, the responsi- bilities of CMD and Secretary have been handed to one officer. Now, 2005 batch IAS Arushi Malik is the ‘whole and sole’ su- preme of the Skill De- velopment. The DoP has, this time around, engaged in the ‘right selection’ for ‘all-in-one’ in Arushi Malik. Till now she served as the Secre- tary for Animal Hus- bandry, Gopalan and Fisheries and interest- ingly, she was also car- rying out the role of Director (HOD) of these 3 departments. The state government did not appoint Director in the aforementioned three departments for a long time and Malik carried out the role of Secretary and Director, a total of 6 responsibili- ties, without any trou- ble. The ministers of these departments - Lal Chand Kataria and Pramod Jain Bhaya - were so happy with Arushi’s working that they stopped her trans- fer twice. In the beginning, the Secretary, Chairman and MD of Skill Devel- opment were different and few years back, a shift came about with one officer being ap- pointed to the post of Secretary and Chair- man while a different officer being MD. Be- fore the recent transfer list, 2003 batch IAS Bhanu Prakash Yeturu was Secretary and Chairman while MD of the Corporation was 2010 batch IAS Nalini Kathotia. Both of them were posted merely 6 months back. But ow- ing to the disgruntle- mentof ministerAshok Chandna, both were shown the door. The fact remains that no of- ficer is able to carry on for long on the chal- lenging post of MD of RSLDC and in the cur- rent government 6 MDs have been changed thus far and the reason for this has been the minis- ter’s clash with MDs’. Due to this the flagship program of the state government is down in the dumps. Looking at Arushi’s performance till now, it can be hoped that she can bring the derailed Skill Development Pro- gram, back on tracks. CM WRITES TO PM First India Bureau Jaipur: Chief Minis- ter Ashok Gehlot has approved the propos- al of guidelines re- lated to timetable and grading for mak- ing ACRs of the offic- ers and employees of the state online. It is noteworthy that the CM had announced in this regard in the budget session. According to these guidelines, if the re- port has been sub- mitted online, within the stipulated time and according to the prescribed channel, without grading or marking any offic- er’s remarks, the ad- ministrative depart- ment will get auto- forwarded, and the ACR grading for the past 3 years will be considered as the ba- sis for grading. It has been told in the pro- posal that after the creation of online hierarchy, confirma- tion will be done by the Administrative Department of APAR Controlling and Managing Person- nel. After 15 days, in the event of the re- porting officer not observing the report received or not, the administrative de- partment will get auto-forward or ap- proval after agreeing with the comment.
