cording to sources, ac-
tion against Verma was
taken on the basis of a
preliminary inquiry
conducted against him
by Commissioner Kan-
pur Division Raj Shek-
har two days ago.
Though Verma was ap-
pointed DM in January
2021, controversies have
surrounded this 2013
batch IAS officer since
his posting in the health
department during the
pandemic and his al-
leged proximity to the
mining mafia. In fact,
his name first cropped
up when Member of
Parliament Ram-
shankar Katheria wrote
against his alleged mis-
deeds, issuing of arms
licences, and shoddy de-
velopment to the state
government. Com-
plaints were also re-
ceived about financial
dealings in the Devkali
Trust he had formed
and how he felicitated
Makhlu Pandey and
Hari Tiwari, who are
said to have close links
with the mining mafia,
with the Auraiya Ratna
Award.

on Monday expelled its
Member of Legislative
Council (MLC) Yashwant
Singh fromthe party for six
years on charges of anti-
party activities. There had
been complaints that Singh
fielded his son Vikrant
Singh from the Azamgarh-
Mau seat of the UP Vidhan
Parishad against the BJP’s
official candidate. On the
basis of reports from
regional leaders, state unit
president Swatantra Dev
Singh expelled him with
immediate effect.Singh,
who was a Samajwadi

New Delhi: The Su-
preme Court-appointed
committee has filed its
status report in the
Lakhimpur Kheri case.
It said that the Special
Investigation Team
(SIT) probing the case
had recommended the
cancellation of the bail
granted to prime ac-
cused Ashish Mishra
twice to the Uttar
Pradesh government.
The SC has now re-
served its verdict on the
plea to cancel the bail
granted to Ashish
Mishra in the Lakhim-
pur Kheri case.
Its report also stated
that evidence substanti-
ated that Ashish Mis-
ra, son of Union minis-
ter Ajay Misra Teni,
was at the spot of the
violence that killed
eight people, and knew
about the change in the
route taken by UP Dep-
uty Chief Minister Kes-
hav Prasad Maurya on
October 3, the day of the
incident, to attend a
function.

Lucknow: The Uttar
Pradesh Anti-Terrorism
Squad (ATS) will probe
the incident of an attack
on police constables at
the Gorakhnath Temple
in Gorakhpur. Notably,
Uttar Pradesh Chief
Minister Yogi Adity-
anath is the head priest
of Gorakhnath Temple
and has his personal
accommodation here.
The accused, who was
also injured in the at-
tack, was held by
the constables,
ADG, Law and Order
Prashant Kumar said.
The injured constables
have been identified as
Gopal Kumar Gaur and
Anil Paswan.
New Delhi: The central government is considering the
removal of the Armed Forces (Special Powers) Act,
1958 from some districts in Jammu and Kashmir, said
sources. An announcement in this regard could be made
during Prime Minister Narendra Modi’s visit to the Union

Shopian: A Terrorists shot at a shopkeeper in Chotogam

Shravasti: Chief Minis-
ter Yogi Adityanath on
Monday launched the
‘School Chalo Abhiyan’
with an aim to ensure
100 per cent enrolment
in primary and upper
primary schools across
the state.
“We have to give spe-
cial emphasis on basic
education. The cam-
paign is being launched
after two years due to
the COVID-19 pandemic.
It may happen that the
children, who did not go
to school, might be feel-
ing lazy to return. But
we have to ensure that
no child is left out and
all should be admitted to
schools,” CM Adity-
anath said while ad-
dressing the gathering.
In 2017, 1.34 crore stu-
dents were enrolled in
basic education schools
and the situation was
“awavastha aur arajak-
ta” (mismanagement
and anarchy), he said.
Absence of basic fa-
cilities such as mid-day
meal, toilets, drinking
water, furniture and
smart classes “in-
creased the dropout rate
more than the admis-
sions”, the chief minis-
ter said.
Adityanath said in
three years (till 2019),
the number of students
in schools increased to
1.80 crore and free
books, two uniform sets,
shoes, socks and sweat-
er were provided to stu-
dents due to the efforts
of thestategovernment.
He said all activities
had stopped due to the
coronavirus lockdown
in 2020 that hit schools
the most. “Now all ac-
tivities have resumed.
The Covid management
of country was hailed
worldwide. We have ad-
ministered over 30 crore
vaccines. We are provid-
ing free tablets and
smartphones to stu-
dents,” the chief minis-
ter said, adding that ed-
ucation was the only
way for change in the
society and to make the
country strong.
He said the campaign
will continue for the
next one month with an
aim to bringing back
every student to their
school. again.

officials and public representatives, to associate
themselves with ‘Operation Kayakalp’, which aims

`585-cr relief to farmers
for unseasonal rains

ond term, farmers’
welfare continues to
be the focal area for
the Yogi Adityanath
government. The
government has so
far disbursed ap-
proximately Rs 585
crores under the
State Disaster Re-
sponse Fund (SDRF)
for farmers who suf-
fered crop loss due to
unseasonal rain that
lashed the State dur-
ing the financial
year 2021-22.

losses, the govern-
ment has pegged the
crop loss in the state

wards another vaccine
milestone, the state of
Uttar Pradesh on Mon-
day achieved the land-
mark of providing vac-
cinecovertoover15lakh
children in the age cate-
gory of 12-14.
This is another major
milestone as the state
continuestoconductone
of the most successful
vaccination campaigns
in the country since the
rollout of the mass im-
munisation drive.
Strengthening its
fight against the Cov-
id-19 pandemic, the UP
governmentisproviding
vaccination cover to all
childrenbetween12to17
years of age in a time-
bound manner. So far,
over 2,08,01,819 children
in the age group of 15-17
and over 15,32,002 chil-
dren in the age group of
12-14 have been adminis-
tered vaccine in the
state.At least 30.18 crore
out of the total 184 crore
doses administrere in
the country are from UP
.
UP is followed by Maha-
rashtra with 16.17 crore
doses administered so
far. In terms of percent-
age, about 84% of the
adult population is fully
vaccinated and over 100
percent have received
one vaccine dose.

17, around 95 percent of
the children have re-
ceived at least one dose
of the vaccine.

‘Be prepared to prevent
communicable diseases’

to prevent the
spread of communi-
cable diseases,
Chief Minister Yogi
Adityanath has in-
structed the author-
ities to be on top of
the preparations to
make sure the peo-
ple of Uttar Pradesh
do not suffer during
the summers.
As per the in-
structions of the
CM, the prepara-
tions made at this
point in time would
help the state con-
tain the communica-
ble diseases which
erupt during the
summer and rainy
season.
The idea behind
the Communicable
Disease Control
drive which was
launched on April 2
is to gather details
of people who are
suffering or suscep-
tible to communica-
ble diseases. Under
this drive, people
will be sensitised to-
wards the preven-
tion of all such dis-
eases including JE,
Meningitis, Malar-
ia, Dengue, Chikun-
gunya, Kala-azar,
Filariasis etc.
During the com-
municable disease
control campaign,
which was launched
from Siddharthna-
gar, people will be
made aware of
avoiding mosquito
gatherings near
their homes, keep-
ing cleanliness, and
fighting infectious
diseases.

Amid reports that
meat shops in some
Uttar Pradesh dis-
tricts are being shut
down on Navratri, the
government on Mon-
day clarified that no
such orders have been
issued.
“No such orders
have been issued by
the government. The
districts from where
such reports are com-
ing, ask them from
where these orders
have come,” Addition-
al Chief Secretary, In-
formation, Navneet
Sehgal said.
He was responding
to a question about re-
ports from various
districts of the state
that meat shops are
being closed down on
the nine-day-long Hin-
du festival.
In Aligarh, district
panchayat chairman
Vijay Singh had is-
sued an order on April
2 asking all meat
shops in areas falling
under the jurisdiction
of the zila panchayat
to shut down “during
the period of the
Navratri festival”.
There are an esti-
mated 100 meat shops
in these areas.
However, the order
does not apply to the
shops in Aligarh city
.
In a statement issued
to media, Singh
warned that shop-
keepers who do not
comply with the order
will face action and
their licenses would
be revoked.
On April 2, Ghazia-
bad Mayor Asha Shar-
ma had said selling of
meat will not be al-
lowed in the open,
near temples and in
the bylanes where
temples are located
during Navratri.
But later, in an
amended order, Shar-
ma said licensed meat
shops can operate in
compliance with state
government orders.

Bareilley: Police have registered case against

to offer prayers at the
temple for the next
six months, Suresh

temple will be decided
on Yamuna Jayanti on

scheduled to meet IMF officials
in the US for a possible bailout
package. That the sacked finance
minister was headed to the IMF
sounds strange as earlier he had
opted for a loan from China, by
virtually mortgaging the inter-
ests of his country, rather than
approaching the international
lending agency. Caught in Bei-
jing’s debt trap, much like Paki-
stan, Sri Lanka pleaded with
China to reschedule its huge
debt burden. To the misfortune
of the island nation which has a
spiraling debt problem, China
decided to leave it in the lurch.
That is what made Sri Lanka
to turn to India for urgent help.
New Delhi, which was worried
over Chinese moves in Sri Lan-
ka, agreed to help out of human-
itarian gesture but also to edge
out Beijing.

Every day, we are bom-
barded with persuasive voic-
es – celebrities peddling cos-
metics, salesman pushing
products – very often these
voices are alluring. Many
people do not stop to think
and wonder if these influenc-
ers know much about the
products they promote.
The fact is, the way we
think and act, is generally
influenced, in some way by
the feelings and views of
those to whom we listen. This
is not a bad thing if these
people have our best inter-
ests at heart.
Thus,onecannotthinkthat
no one can ever influence
them. It may already be hap-
pening without our realizing
it. Our choices are also affect-
edbytheadvertisingindustry
,
often subtly
. An advertise-
ment uses two ways to influ-
encethecustomers–byseduc-
ing them or by conditioning
them. What an elusive tech-
nique to mould our thinking!
With the means of commu-
nication expanding, the flow
of persuasive messages has
accelerated. Hoaxes, scams
and deception are common
these days. Misleading state-
ments feature in the media.
Newspaper headlines, televi-
sion documentaries and in-
ternet web pages make some
gullibly believe everything.
Propagandists influence
by agitating the emotions,
exploiting insecurities, capi-
talizing on the ambiguity of
language and by bending the
rules of logic. Most people
vulnerably absorb every-
thing without questioning or
analysing the information.
There is a big difference
between education and prop-
aganda. Good education pre-
sents all sides of an issue and
encourages discussion. It
helps one to think logically.
Propagandists force others to
hear their views and tell
them what to think. They
twist and distort facts, and
make sure that their mes-
sages appear to be correct
and give people a sense of
importance and belonging.
Even though feelings
might be irrelevant when it
comes to facts or the logic of
an argument, they do play a
crucial role in persuasion.
Fear, hatred and pride are
strong emotions exploited by
propagandists. Appeal to
pride can be made with state-
ments such as, “any intelli-
gent person knows that…”
A common persuasive tac-
tic is, to attack the person
with a subtle dose of innuen-
dos – “if you really under-
stood the matter, you would
not have that point of view”
or “you only believe that be-
cause you are told to believe
it.” Or to label a person as
“crazy” or “uninformed” if
he/she says something that
one does not want to hear.
Another tactic is, over sim-
plification, that ignores rele-
vant considerations of a
complex matter. Like an ad-
vertisement of a house pur-
chase may be over simplified
to appear as an attractive
deal, but has hidden costs.
Also,peopleuse“either/or”
kind of reasoning, which re-
duces a wide range of options
to only two, preventing one to
look for other alternatives.
It is easy to absorb whatev-
er is around us. So, one must
see if it has propagandistic
overtones or it is factual. Reli-
ability of any information
depends on the validity of
facts, the quality of reasoning
and the acceptable standards.
We can ask questions to see
if there is a bias. Such as,
what is the motive or merits
of a message? Is it loaded
with words? What is the track
record of the one presenting
the information? Why should
I regard this person, organi-
zation or publication as hav-
ing reliable information?
Rather than just follow the
trend, one can think differ-
ently. Popular opinion is not
necessarily always correct.
We still have a strong de-
fense available against such
hidden persuaders. We can
choose not to be manipulated
in every situation if we know
what is going on, by keeping
our minds open and recep-
tive to good influences. Lack
of information is as lethal as
misinformation.
Using good judgment, we
can perceive subtleties of
ideas or things. One will be
abletorecognizemeresmooth
and complimentary speech
and discard misleading facts.
Honest persuasion is not
the same thing as hidden
propaganda. Since every-
thing we imbibe into our
mind influences us to some
degree, the key is knowing
the source and the people
who are trustworthy
.
So, the sly art of propagan-
da can paralyze thought, pre-
vent clear thinking and can
condition one to act. By creat-
ing an environment where
ideas circulate freely
, one can
be truly educated. In an age
of sophisticated propaganda,
we can be confident not to be
manipulated.

Infighting begins in Maha Congress as MLAs become
disgruntled over no response from high command!

assembly election re-
sults of five States, it
was being speculated as
to the infighting in
which state congress
unit will come to fore,
first. There was a pos-
sibility of a dispute be-
tween Maharashtra and
Jharkhand and in fact
the dispute started in
Maharashtra which
was first indicated by
NCP’s Rajya Sabha MP
Majeed Memon. He
tweeted that many
MLAs are in touch with
BJP. Earlier, he also
praised Prime Minister
Narendra Modi. Later
when he was asked, he
retracted and said that
he was talking about
Congress MLAs.
Indeed, many Con-
gress MLAs have ex-
pressed their displeas-
ure. 25 MLAs of the par-
ty have expressed their
displeasure with the
state leadership and the
ministers of the Maha
Vikas Aghadi govern-
ment of the state and
expressed their desire to
meetCongresspresident
Sonia Gandhi. They say
that Congress Ministers
ignore them. Keep in
mind that as soon as the
coalition government
was formed in the state,
the Congress party had
given the responsibility
of listening to the prob-
lems of its MLAs and
resolving them. Three
MLAs were assigned to
each minister, but the
legislators say that they
do not even know about
this. Two and a half
yearsaftertheformation
of the government, a
minister - HK Patil - held
a meeting with three
MLAs, when informa-
tion about this arrange-
ment came to the fore.
Meanwhile, Congress
leadershavealsobecome
apprehensive about this
arrangement. They feel
thatthepartyismonitor-
ing them through minis-
ters and taking meas-
ures to keep them under
control. It is being said
that the Congress is ap-
prehensive that some of
its MLAs may switch
sides and as the elec-
tions are nearing, the
concern of the Congress
is increasing propor-
tionally
. The Congress
haslostbadlyintheelec-
tions of the five states,
after which there is a
possibility of a ‘stam-
pede’ from the party

Centre mulling removal of AFSPA
fromsomedistsofJK:Sources
New Delhi (Agencies):
The Centre is consider-
ing the removal of the
Armed Forces (Special
Powers) Act, 1958 from
some districts in Jam-
mu and Kashmir, sourc-
es told media.
Sources add that an
announcement in this
regard could be made
during Prime Minister
Narendra Modi’s visit
to the Union Territory
later this month.
Areas in JK were
brought under the AFS-
PA in September 1990
through a notification
issued by the then state
govt, declaring the
Kashmir valley a ‘dis-
turbed area’ under Sec-
tion 3. It was only in Au-
gust 2001 that the then
state govt extended the
scope of AFSPA to Jam-
mu province.
On March 31 of this
year, Home Minister
Shah announced a re-
duction in the number
of areas in Nagaland,
Assam and Manipur
where AFSPA was in
force. As per reports, a
decision in this regard
was taken on the basis
of the recommenda-
tions of a high-level
committee constituted
to examine the possibil-
ity of removal of AFS-
PA following the killing
of 14 civilians in an
Army operation in Na-
galand’s Mon last year.
The AFSPA is now
fully applicable in 31
districts and partially
in 12 districts of four
Northeastern states,
namely Assam, Naga-
land, Manipur and
Arunachal Pradesh.
AFSPA was enacted on 11 September 1958 to bring under control what the government considered

limitation Commission,
which has been tasked
to redraw the bounda-
ries of assembly and
parliamentary constitu-
encies in Jammu and
Kashmir, on Monday
began its two-day-long
meetings with public
and civil society for re-
ceiving suggestions and
objections on its draft
delimitation proposal
for the union territory.
The Commission on
March 14 has put its re-
port in the public do-
main and invited objec-
tions and suggestions
from people. The com-
mission has published
its report in the gazettes
of India as well as Jam-
mu and Kashmir.
The panel has begun
meetings at the Conven-
tion Centre here with
members of the public,
civilsocietyandpolitical
parties from all districts
of the Jammu region.

Monday moved the
Mumbai sessions court
to seek custody of
Sachin Vaze and San-

100 crore extortion case

Singh.
Sources have claimed
that there are possibili-
ties that they will be
taken to Delhi for fur-
ther investigation.
Palande was in the
custody of the special

Karnataka with Hindu
organisations planning
to broadcast Hindu
prayers at the time of
azaan in mosques.
Hindu activist Bhar-
ath Shetty stated on
Monday that the cam-
paign would start in An-
janeya temple of Yela-
hanka in Bengaluru at 5
am, during the time of
azaan. The campaign is
planned throughout the
state, he said.
This being a sensitive

security arrangements.
The Hindu organisa-
tions are planning to
broadcast “Om Namah
Shivay”, “Jai Shri
Ram” slogans and other
devotional prayers ex-

the auhorities for stop-
ping the use of loud-
speakers at 5 am. The
tehsildar and the Pollu-
tion Control Board did
not take any action on it.

ernment should ask the
Muslim community to
follow the guidelines of
the Supreme Court. We
do not oppose their
prayers. But, we oppose
the use of loudspeakers
because of which lakhs
of people are put to in-

Karwar (Karnataka): Amid opposition by some right wing
groups to the use loudspeakers at mosques, senior Karna-
taka Minister KS Eshwarappa on Monday said, any solution
to the issue can be found by taking the Muslim community
into confidence, keeping the
interests of students and
patients in mind. Maharashtra

Thackeray last week demanded
that loudspeakers of mosques
be shut down. “If this is not
stopped, there will be speakers
outside mosques playing Hanu-
man Chalisa at higher volume,”
he had said in Mumbai. Stating that it is not a competition to
play Hanuman Chalisa on loudspeakers to counter its use at
mosques, and that it may lead to conflict between communi-
ties, Mr Eshwarappa advised Muslim leaders to see to it that
speakers are limited to their places of worship and don’t dis-
turb people living in surrounding areas. “The attempts by Raj
Thackeray or Sri Rama Sene against the use of loudspeakers
at mosques, has to be naturally done by taking the Muslim
community into confidence. There have been complaints
for a long time that it disturbs students and patients during
morning and evening hours,” Mr Eshwarappa said.

“There are some es-
sential medicines

see rise or fall automat-
ically as per the WPI
movement. These are
drugs that are priced a
few rupees and there-
fore, a 10 per cent WPI
increase may lead to the
price rising by a few

New Delhi: Chhattis-
garh has been ranked
first among states with
the lowest unemploy-
ment rate in the coun-
try, an official state-
ment said on Monday
.
According to the lat-
est data released by the
Centre for Monitoring
Indian Economy
(CMIE), Chhattisgarh
has registered an unem-
ployment rate of 0.6 per
cent this March, which
is the lowest so far, it
said.
Chhattisgarh ranks
first in the country with
the lowest unemploy-
ment rate while the
country's unemploy-
ment rate stood at 7.6
per cent in the same
month (March), the
statement said citing
CMIE data.
The state govern-
ment took several steps
and formulated new
policies for generating
employment opportuni-
ties especially for the
youth, resulting in a
constant decline in the
unemployment rate,
the release said.
As per the data, Hary-
ana has the highest un-
employment rate at 26.7
per cent, followed by Ra-
jasthan and Jammu and
Kashmir at 25 per cent
each and Jharkhand at
14.5 per cent.

and 1947 over their reli-
gious traditions, said an
office-bearer of the All
India Muslim Personal

Rahmani urged Mus-
lims, especially women,
nottofallpreyto“propa-
ganda” being spread
against the Muslim Per-
sonal Law Board. He
said, “extremist forces”
were trying to “mislead
and instigate us” and
bring the Muslim youth
to the streets,  cited the
issueof ‘hijab’inKarna-
taka which he said was
posing a “big test” for
Muslims in that state.
“All India Muslim
Personal Law Board is
looking into this issue
from day one and taking
legal remedies for the
same,” he said. He said,
an appeal has been filed
in the Supreme Court
against the decision of
the Karnataka High
Court (on the hijab is-
sue) and the board is not
ignoring any such issue
which affects ‘Shariyat’.
“But sadly, some people
want to create a misun-
derstanding about the
board,” he added. He
said, “I request the Mus-
lims, especially the
Muslim sisters, that
does not get influenced
bysuchpropagandaand
do not let the efforts be-
ing made to create re-
sentment among them.”
Rahmani in a video
message said, “Muslims
are going through a
more difficult situation
than in 1857 and 1947 in
terms of the crisis in
their religious tradi-
tions.Shariat-e-Islamiis
being attacked from
many sides and Mus-
limsarebeingtargeted.”
India witnessed the first
war of Independence in
1857 while 1947 marked
the country’s independ-
ence and Partition. In
Karnataka, girls have
been banned from wear-
ing ‘hijab’ in education-
al institutions. Recently
,
the Karnataka High
Court has also refused
to stay the ban, holding
that the wearing of ‘hi-
jab’ by Muslim women
is not a compulsory reli-
gious practice of Islam.
TheAIMPLBhasfiled
a special leave petition
against the decision last
month. The board has
moved to the Supreme
Court through its secre-
tary, Mohammad Fa-
zlurrahim, along with
two other petitioners,
Munisa Bushra and Jal-
isa Sultana Yasin.
AIMPLB is a non-gov-
ernment organisation
constituted in 1973 to
adoptsuitablestrategies
for the protection and
continued applicability
of MuslimPersonalLaw
in India, most impor-
tantly, the Muslim Per-
sonal Law (Shariat) Ap-
plication Act of 1937.
Rahmaniappealedtothe
Muslims to pray for the
community in the coun-
tryandtheprotectionof
their ‘Shariat’ rights in
the month of Ramzan.
“Educate Muslim chil-
dren. Efforts should be
made to establish more
 more Muslim Girls’
Schools and Junior Col-
leges,” he said. He also

we should also establish
institutions of modern
education so that we do
not have to live at the
mercy of others.”

tels for first-year stu-
dents and restoration
of library as well as

dents also protested

of a specialist at JNU
Health Centre and de-
manded that ‘dhabas’
should remain open till
late at night. “It has
been weeks since the
university resumed of-
fline classes and hostel
rooms for first-year stu-
dents have not yet been
allotted. Moreover, the
dhabas that used to re-
main open till 2:30 am,
now closes down at 11

teacher was recovered
from a pond in a village
here on Sunday morn-
ing, with his hands and
legs tied up, a day after
he went missing. Po-
lice said they have ar-
rested a 23-year-old
suspect in connection
with the case.
Thedeceased,Arvind
Kumar Gautam, was an
assistant teacher at a
government primary
school. “One named ac-
cused, identified as Ab-
hishek Ranjan, has
been arrested, while
two others are being in-
terrogated,” Superin-
tendent of Police Anil
Kumar said. According
to police, the murder
was the fallout of love
affair between Ab-
hishek and the victim’s
daughter. “Arvind had
fixed the marriage of
his daughter in June,
while she was having
an affair with Ab-
hishek. The suspect
had threatened the vic-
tim a number of times
to break the marriage.
On Saturday evening,
he called Arvind to
meet at a place where
he, along with two of
his friends, committed
the crime,” the SP said,
adding that Abhishek
has confessed to the
crime. According to the
police complaint lodged
by family members,
Arvind had left his
home on Saturday even-
ing after receiving a
phone call. When he did
not return home after
several hours, the fam-
ily members began
searching for him in
the morning and found
him dead in a pond, a
kilometre away from
their house, police said.
“The body was recov-
ered from a pond in the
morning. His hands
were tied to a large
stone and legs were tied
with a rope. An FIR of
murder has been regis-
tered,” Chauri Police
Station SHO Brijesh Ku-
mar Maurya told PTI.
Noida (PTI): Two per-
sons, suspected to be
part of the bigger Jamt-
ara-based gang of
cheats, were arrested
on Monday on charges
of fraud, the Cyber Cell
of the Uttar Pradesh
police said. The sus-
pects were held from
Delhi by the Noida unit
of the Cyber Cell, a sen-
ior official said, adding
they have been involved
in frauds running into
crores of rupees.
The accused have
been identified as
Pradeep Mandal (25), a
native of Girdih dis-
trict in Jharkhand, and
Monu Bansal (34), who
hails from Delhi, Su-
perintendent of Police
(UP Cyber Cell) Triveni
Singh said. “The duo
was part of the bigger
Jamtara-based gang
which duped money
from a lot of people
through online mode.
Mandal is the nephew
of a key cyber criminal
Pramod Mandal of the
Jamtara gang who has
been arrested recently
by the UP police,” Sin-
gh told reporters.
Jamtara in
Jharkhand is infa-
mously known as a hot
bed of cyber criminals,
most of whom are
youngsters with low
education but knack
for smartphone-based
technology, the officer
said. On the modus op-
erandi of the duo, Sin-
gh said, “They would
call gullible people on
pretext of being repre-
sentatives of Airtel
and tell the target that
their SIM card would
be expiring soon but in
order to keep it active,
they need to get their
KYC (Know Your Cus-
tomer) verification
done.” “Once a user
was convinced, they
would send them some
applications (apps) to
download which would
be ‘remote access tools’
that allowed the frauds
to take access of the
mobile phones of the
victims.
Eventually they
would take out money
from the victim’s mo-
bile-linked bank ac-
count,” he said. He said
on different occasions
the accused also tar-
geted people pretend-
ing to be from a bank,
or for Aadhaar update,
etc. The police said
they have got two bank
accounts frozen which
belonged to Mandal
and Bansal. The ac-
counts had Rs 80 lakh
and Rs 15 lakh in them,
respectively.
Officials said while
total amount of fraud
done by the duo was yet
to be ascertained, they
estimated their fraud
to be well over Rs 20
crore. There are more
people involved in the
bigger group and ef-
forts are underway to
trace and arrest them,
they said. Singh also
announced a reward of
Rs 25,000 to the Noida
Cyber Cell team led by
Inspector Reeta Yadav
for cracking the case,
according to officials.

The matter came to
light on Saturday

here as in place of her

haar number, they
said. The matter came
up on Saturday when

fabricated F.I.R has
been lodged against
him and that this is not
an iota of truth in the
allegations contained
therein. Upon hearing
the counsel for the par-
ties and upon perusal
of the F.I.R, the Court
found that it contains
the ingredients of cog-
nizable offence.
All the submissions
that are being made by
counsel for the petition-
ers are at best his de-
fence which cannot be
considered while deal-
ing with writ petition
seeking quashing of
the first information
report. The Court is re-
quired only to consider
the allegations in the
first information re-
port and to see whether
on a bare reading there-
of a criminal offence is
disclosed or not. The
Court opined that the
allegations in the first

Ac- cording to sources, ac- tion against Verma was taken on the basis of a preliminary inquiry conducted against him by Commissioner Kan- pur Division Raj Shek- har two days ago. Though Verma was ap- pointed DM in January 2021, controversies have surrounded this 2013 batch IAS officer since his posting in the health department during the pandemic and his al- leged proximity to the mining mafia. In fact, his name first cropped up when Member of Parliament Ram- shankar Katheria wrote against his alleged mis- deeds, issuing of arms licences, and shoddy de- velopment to the state government. Com- plaints were also re- ceived about financial dealings in the Devkali Trust he had formed and how he felicitated Makhlu Pandey and Hari Tiwari, who are said to have close links with the mining mafia, with the Auraiya Ratna Award. The cam- paign is being launched after two years due to the COVID-19 pandemic. It may happen that the children, who did not go to school, might be feel- ing lazy to return. But we have to ensure that no child is left out and all should be admitted to schools,” CM Adity- anath said while ad- dressing the gathering. In 2017, 1.34 crore stu- dents were enrolled in basic education schools and the situation was “awavastha aur arajak- ta” (mismanagement and anarchy), he said. The districts from where such reports are com- ing, ask them from where these orders have come,” Addition- al Chief Secretary, In- formation, Navneet Sehgal said. He was responding to a question about re- ports from various districts of the state that meat shops are being closed down on the nine-day-long Hin- du festival. In Aligarh, district panchayat chairman Vijay Singh had is- sued an order on April 2 asking all meat shops in areas falling under the jurisdiction of the zila panchayat to shut down “during the period of the Navratri festival”. There are an esti- mated 100 meat shops in these areas. However, the order does not apply to the shops in Aligarh city . In a statement issued to media, Singh warned that shop- keepers who do not comply with the order will face action and their licenses would be revoked. On April 2, Ghazia- bad Mayor Asha Shar- ma had said selling of meat will not be al- lowed in the open, near temples and in the bylanes where temples are located during Navratri. But later, in an amended order, Shar- ma said licensed meat shops can operate in compliance with state government orders. THREE KILLED AS SUV RAMS INTO TRACTOR-TROLLEY Bijnor: Three people were killed on Monday when an SUV rammed the rear of a tractor-trol- ley, the police said. The SUV, travelling from Tulsipur (Balrampur) to Haridwar, met with an accident near Bajopur village in Nazibabad area, they said. Shivan- kar Pal (24), his brother Rahul Pal (32) and driv- er Mohd Abu (45) died in the crash. Our choices are also affect- edbytheadvertisingindustry , often subtly . An advertise- ment uses two ways to influ- encethecustomers–byseduc- ing them or by conditioning them. What an elusive tech- nique to mould our thinking! With the means of commu- nication expanding, the flow of persuasive messages has accelerated. Hoaxes, scams and deception are common these days. Misleading state- ments feature in the media. Newspaper headlines, televi- sion documentaries and in- ternet web pages make some gullibly believe everything. Propagandists influence by agitating the emotions, exploiting insecurities, capi- talizing on the ambiguity of language and by bending the rules of logic. Most people vulnerably absorb every- thing without questioning or analysing the information. There is a big difference between education and prop- aganda. Good education pre- sents all sides of an issue and encourages discussion. It helps one to think logically. Propagandists force others to hear their views and tell them what to think. They twist and distort facts, and make sure that their mes- sages appear to be correct and give people a sense of importance and belonging. Even though feelings might be irrelevant when it comes to facts or the logic of an argument, they do play a crucial role in persuasion. Fear, hatred and pride are strong emotions exploited by propagandists. Appeal to pride can be made with state- ments such as, “any intelli- gent person knows that…” A common persuasive tac- tic is, to attack the person with a subtle dose of innuen- dos – “if you really under- stood the matter, you would not have that point of view” or “you only believe that be- cause you are told to believe it.” Or to label a person as “crazy” or “uninformed” if he/she says something that one does not want to hear. Another tactic is, over sim- plification, that ignores rele- vant considerations of a complex matter. Like an ad- vertisement of a house pur- chase may be over simplified to appear as an attractive deal, but has hidden costs. Also,peopleuse“either/or” kind of reasoning, which re- duces a wide range of options to only two, preventing one to look for other alternatives. It is easy to absorb whatev- er is around us. So, one must see if it has propagandistic overtones or it is factual. Reli- ability of any information depends on the validity of facts, the quality of reasoning and the acceptable standards. We can ask questions to see if there is a bias. Such as, what is the motive or merits of a message? Is it loaded with words? What is the track record of the one presenting the information? Why should I regard this person, organi- zation or publication as hav- ing reliable information? Rather than just follow the trend, one can think differ- ently. Popular opinion is not necessarily always correct. We still have a strong de- fense available against such hidden persuaders. We can choose not to be manipulated in every situation if we know what is going on, by keeping our minds open and recep- tive to good influences. Lack of information is as lethal as misinformation. Using good judgment, we can perceive subtleties of ideas or things. One will be abletorecognizemeresmooth and complimentary speech and discard misleading facts. Honest persuasion is not the same thing as hidden propaganda. Since every- thing we imbibe into our mind influences us to some degree, the key is knowing the source and the people who are trustworthy . So, the sly art of propagan- da can paralyze thought, pre- vent clear thinking and can condition one to act. By creat- ing an environment where ideas circulate freely , one can be truly educated. In an age of sophisticated propaganda, we can be confident not to be manipulated. Sources add that an announcement in this regard could be made during Prime Minister Narendra Modi’s visit to the Union Territory later this month. Areas in JK were brought under the AFS- PA in September 1990 through a notification issued by the then state govt, declaring the Kashmir valley a ‘dis- turbed area’ under Sec- tion 3. It was only in Au- gust 2001 that the then state govt extended the scope of AFSPA to Jam- mu province. On March 31 of this year, Home Minister Shah announced a re- duction in the number of areas in Nagaland, Assam and Manipur where AFSPA was in force. As per reports, a decision in this regard was taken on the basis of the recommenda- tions of a high-level committee constituted to examine the possibil- ity of removal of AFS- PA following the killing of 14 civilians in an Army operation in Na- galand’s Mon last year. The AFSPA is now fully applicable in 31 districts and partially in 12 districts of four Northeastern states, namely Assam, Naga- land, Manipur and Arunachal Pradesh. Maharashtra Navnirman Sena chief Raj Thackeray last week demanded that loudspeakers of mosques be shut down. “If this is not stopped, there will be speakers outside mosques playing Hanu- man Chalisa at higher volume,” he had said in Mumbai. Stating that it is not a competition to play Hanuman Chalisa on loudspeakers to counter its use at mosques, and that it may lead to conflict between communi- ties, Mr Eshwarappa advised Muslim leaders to see to it that speakers are limited to their places of worship and don’t dis- turb people living in surrounding areas. “The attempts by Raj Thackeray or Sri Rama Sene against the use of loudspeakers at mosques, has to be naturally done by taking the Muslim community into confidence. Chhattisgarh ranks first in the country with the lowest unemploy- ment rate while the country's unemploy- ment rate stood at 7.6 per cent in the same month (March), the statement said citing CMIE data. The state govern- ment took several steps and formulated new policies for generating employment opportuni- ties especially for the youth, resulting in a constant decline in the unemployment rate, the release said. As per the data, Hary- ana has the highest un- employment rate at 26.7 per cent, followed by Ra- jasthan and Jammu and Kashmir at 25 per cent each and Jharkhand at 14.5 per cent. Thedeceased,Arvind Kumar Gautam, was an assistant teacher at a government primary school. “One named ac- cused, identified as Ab- hishek Ranjan, has been arrested, while two others are being in- terrogated,” Superin- tendent of Police Anil Kumar said. According to police, the murder was the fallout of love affair between Ab- hishek and the victim’s daughter. “Arvind had fixed the marriage of his daughter in June, while she was having an affair with Ab- hishek. The suspect had threatened the vic- tim a number of times to break the marriage. On Saturday evening, he called Arvind to meet at a place where he, along with two of his friends, committed the crime,” the SP said, adding that Abhishek has confessed to the crime. According to the police complaint lodged by family members, Arvind had left his home on Saturday even- ing after receiving a phone call. When he did not return home after several hours, the fam- ily members began searching for him in the morning and found him dead in a pond, a kilometre away from their house, police said. “The body was recov- ered from a pond in the morning. Noida (PTI): Two per- sons, suspected to be part of the bigger Jamt- ara-based gang of cheats, were arrested on Monday on charges of fraud, the Cyber Cell of the Uttar Pradesh police said. The sus- pects were held from Delhi by the Noida unit of the Cyber Cell, a sen- ior official said, adding they have been involved in frauds running into crores of rupees. The accused have been identified as Pradeep Mandal (25), a native of Girdih dis- trict in Jharkhand, and Monu Bansal (34), who hails from Delhi, Su- perintendent of Police (UP Cyber Cell) Triveni Singh said. “The duo was part of the bigger Jamtara-based gang which duped money from a lot of people through online mode. Mandal is the nephew of a key cyber criminal Pramod Mandal of the Jamtara gang who has been arrested recently by the UP police,” Sin- gh told reporters. Jamtara in Jharkhand is infa- mously known as a hot bed of cyber criminals, most of whom are youngsters with low education but knack for smartphone-based technology, the officer said. On the modus op- erandi of the duo, Sin- gh said, “They would call gullible people on pretext of being repre- sentatives of Airtel and tell the target that their SIM card would be expiring soon but in order to keep it active, they need to get their KYC (Know Your Cus- tomer) verification done.” “Once a user was convinced, they would send them some applications (apps) to download which would be ‘remote access tools’ that allowed the frauds to take access of the mobile phones of the victims. Eventually they would take out money from the victim’s mo- bile-linked bank ac- count,” he said. He said on different occasions the accused also tar- geted people pretend- ing to be from a bank, or for Aadhaar update, etc. The police said they have got two bank accounts frozen which belonged to Mandal and Bansal. The ac- counts had Rs 80 lakh and Rs 15 lakh in them, respectively. Officials said while total amount of fraud done by the duo was yet to be ascertained, they estimated their fraud to be well over Rs 20 crore. There are more people involved in the bigger group and ef- forts are underway to trace and arrest them, they said. The matter came to light on Saturday when Dinesh, a resi- dent of Raipur village in Bilsi tehsil, reached the primary school to get his daughter Aarti admit- ted. The child was de- nied admission at the government school here as in place of her name, “Madhu ka Panchwa Baccha” and “Baby Five of Madhu” was written on the Aadhaar card, officials said on Mon- day . The card also did not carry the Aad- haar number, they said. The Division Bench of Jus- tice Anjani Kumar Mishra and Justice Deepak Verma passed this order while hearing a Criminal Misc Writ Petition filed by Khem Singh. The petition seeks quashing of the F.I.R dated 08.12.2021, registered as Case un- der Sections 323, 377, 354 (A), I.P .C and 7/8 Protec- tion of Children From Sexual Offences (POC- SO) Act, P.S Dhooman- ganj, District Prayagraj. The contention of counsel for the petition- er is that petitioner is the brother-in-law (Jeth) of the first in- formant and he resides with his mother in the village. He had in- formed his brother, the husband of the first in- formant about her mis- deeds, as a consequence whereof, the false and fabricated F.I.R has been lodged against him and that this is not an iota of truth in the allegations contained therein. Upon hearing the counsel for the par- ties and upon perusal of the F.I.R, the Court found that it contains the ingredients of cog- nizable offence. All the submissions that are being made by counsel for the petition- ers are at best his de- fence which cannot be considered while deal- ing with writ petition seeking quashing of the first information report. The Court is re- quired only to consider the allegations in the first information re- port and to see whether on a bare reading there- of a criminal offence is disclosed or not. The Court opined that the allegations in the first information report con- tain the ingredients of cognizable offence.
