Police will get a psy-
chological test done on
Ahmad Murtaza Abbasi,
who attacked police
personnel guarding the
Gorakhnath temple,
ADGP (Law and Order)
Prashant Kumar said on
Thursday.
Answering a question
about the mental condi-
tion of Abbasi during a
media interaction here,
Kumar said, “We will get
the psychological as-
sessment of the accused
done by experts as per
norms to ascertain his
mental health condition.”
Reports said that Abbasi
in his confession to po-
lice said that his hatred
spawned from alleged
atrocities committed
against Muslims. He fur-
ther said that the Citizen-
ship (Amendment) Act
was also wrong.

Air India cancels Delhi-Moscow flight over fears of insurance issues in Russia. Air
India on Thursday cancelled its Delhi-Moscow service over the fear that its flight
insurance may not be valid in Russian skies amid the ongoing Russian invasion of
Ukraine, sources said. Air India has reached out to the government of India seeking
its intervention in the matter so that flights to Moscow could be resumed.

Twenty-four minis-
ters handed in their
resignations after a
cabinet meeting, in the
first step towards the
big do-over. Jagan Red-
dy, the only cabinet
member to stay put,
received the resigna-
tions.
Only one or two min-
isters from the outgo-
ing team are likely to
be retained, sources
say. These ministers
are not being axed as
they are the only mem-
bers belonging to po-
litically vital commu-
nities that need to be
represented.

20,760 crore have been

statistics.

ministers are now tak-
ing a leaf out of Yogi’s
book. Foremost among

In the third week of
March, he ordered the
demolition of several
illegal houses in the
Sheopur and Raisen

The MP chief minis-

tyanath. In neighbour-
ing Uttarakhand, Push-
kar Singh Dhami, hav-
ing failed at the hus-
tings himself in the re-
cent election, seems to

nath’s macho playbook.

wani earlier this week.

ker of CM Yogi is per-
haps the message of
strong governance it

Lucknow: Days after
the attack on the secu-
rity personnel deployed
at the gates of Gora-
khnath temple in Gora-
khpur, the security of
Chief Minister Yogi
Adityanath has been in-
creased to include the
CRPF.
According to the re-
port, two units of the
Central Reserve Police
Force (CRPF) have been
deployed at the chief
minister’s residence,
which is located at 5,
Kalidas Marg, of the
state capital. The CRPF
security is in addition
to the already existing
cover provided by the
Uttar Pradesh Police.
Also, anyone enter-
ing the residence will
be allowed in only after
thorough questioning
and checking, it said.
Commissioner Police
DK Thakur, however,
according to media re-
ports, said that the de-
ployment of paramili-
tary forces was a rou-
tine exercise.
The development
comes days after a
youth named Murtaza
Abbasi attacked and in-
jured two PAC person-
nel posted with the se-
curity of the Gora-
khnath Temple with a
sharp-edged weapon on
April 3.
Gorakhpur is the
home turf of chief min-
ister Adityanath, who is
the head priest of the
temple.
Murtaza is being
questioned at the Luc-
know headquarters of
the ATS which is prob-
ing a possible terror an-
gle.
According to the in-
formation received,
ATS has come across
four of Murtaza’s bank
accounts of which two
are operational and one
has a lot of money
. Mur-
taza has reportedly said
he was raising the mon-
ey to go to Canada.
The ATS is probing if
Murtaza was a part of a
sleeper cell and a bigger
conspiracy behind the
attack.

Water conservation to be
a mass movement in UP

Pradesh Government
is sparing no efforts to
make water conserva-
tion a mass move-
ment. It has issued
instructions to organ-
ise meetings and
training programmes
in 550 Gram Panchay-
ats of 26 development
blocks of 10 selected
districts of the state
under the ‘Atal Bhujal
Yojana’.
In its second in-
nings, the Yogi gov-
ernment has once
again made all the
preparations to rap-
idly expand the
groundwater conser-
vation schemes across
the state.
The responsibility
for this has been en-
trusted to Namami
Gange and Rural Wa-
ter Supply Depart-
ment. It has been de-
cided that pro-
grammes will be expe-
dited to complete vil-
lage to village water
conservation schemes
on a war footing.
People will be made
aware of how to save
water and how it can
be reused.
In this regard,
meetings will be held
and training sessions
will be organised for
people.
The state govern-
ment is ensuring the
availability of pure
drinking water along
with water conserva-
tion in various dis-
tricts.
It is worth mention-
ing that like the
Swachh Bharat Mis-
sion, preparations are
being made to make
water conservation a
mass movement.
KHET TAL SCHEME FOR SAVING WATER
UP set to be on fast track of development

to be on the fast track of
development in Yogi 2.0.
After a highly success-
ful first tenure as the
CM of Uttar Pradesh,
an emboldened Yogi
Adityanath is now
marching ahead with
even greater firmness
and resolve to script
history in terms of de-
velopment of the state
in his second innings.
His intent and agen-
da are even clearer in
Yogi 2.0 than in his last
tenure as even corrupt
officers and bankrupt
builders are not safe,
let alone mafias and
gangsters.
Meanwhile, the new-
ly inducted ministers
have been asked to per-
form to the best of their
abilities in the limited
time frame of 100 days
given to them.
The ministers who
had been asked to set
targets for 100 days,
have already made their
presentations before
CM Yogi and have now
been told by CM to work
towards achieving their
targets.
They have been di-
rected to set both short
and long-term goals and
try to achieve them on
time. The ministers are
visibly under pressure
to perform in order to
stay on their seats.
They have no option,
but to remain on their
toes as their report
cards would be re-
viewed every month.
They also would be
needed to inform the
Government in advance
before leaving the state.
Yogi proved in his
first tenure that he was
a hard taskmaster and
would not tolerate non-
performers.
That is one of the
main reasons why there
are so many new faces
in Yogi 2.0 cabinet. But
all these ministers have
little doubt that if they
fail to deliver, they will
lose their berths.
Being a Yogi himself,
the Chief Minister has
also put in place certain
austerity measures to
check extravagance on
the part of ministers
and has introduced
checks and balances to
ensure transparency in
departmental dealings.
The positive aspect
of this style of govern-
ance is that ministers
who until now consid-
ered themselves to be
the rulers of the depart-
ments they got to serve,
would in most likeli-
hood serve people now,
focused on their targets
and not taking their
privileges for granted.

‘Will provide all assistance to Ayodhya airport project’

ada Purushottam Sri
Ram’ International
airport in Ayodhya is
being constructed un-
der the Regional Con-
nectivity Scheme
(RCS) of the Centre.
“The state govern-
ment will provide all
possible assistance in
ensuring timely com-
pletion of the project,”
CM Yogi declared at a
meeting held on
Thursday, signalling
his government’s in-
tention to put Ayodhya
on a global tourist map
by the time Ram tem-
ple comes up before
the 2024 Lok Sabha
elections.
Chief Minister Yogi
Adityanath further
said the Ayodhya dis-
trict administration
will provide another 86
acres required for the
construction of the
airport soon.
“At present, nine
airports are function-
ing in the state. Till
2017, just four airports
in the state were con-
nected to mere 25 des-
tinations. Now flights
for 75 destinations
across the country are
available from the
state,” Adityanath
pointed out during the
meeting.

than one lakh poor peo-
ple in Uttar Pradesh
will be given keys with-
in 100 days to houses
built for them under the
‘Pradhan Mantri Awas
Yojana’, Deputy Chief
Minister Keshav Pras-
ad Maurya said on
Thursday
.
The state govern-
ment will also consti-
tute 50,000 new self-help
groups under the State
Rural Livelihood Mis-
sion to augment wom-
en’s income in rural
areas within the same
time period, he told PTI
in an interview here.
Also within 100 days,
a playground each will
be constructed in 2,600
gram panchayats and
6,000 ponds in total will
be restored, Maurya
said.
With the aim of
speeding up develop-
ment in UP, CM Yogi
had recently in a meet-
ing with his cabinet
members brainstormed
on a 100-day action plan.
Maurya, who han-
dled the public works
department as the dep-
uty CM in the first gov-
ernment under Adity-
anath’s leadership
(2017-2022), has now
been given the responsi-
bility of the rural devel-
opment, rural engineer-
ing, food processing,
entertainment tax, pub-
lic enterprises and the
national integration
departments.

Prasad Maurya has also
emphasised on revival
of rivers and ponds in
Uttar Pradesh.
“We will hand over
keys of houses to one
lakh poor people within
100 days by construct-
ing new houses under
the Pradhan Mantri
Awas Yojana,” he said.

Lucknow: The UP Po-
lice lathicharged Con-
gressmen and detained
some of them during a
protest against the
price rise in the state
capital on Thursday, a
party statement
claimed.
Congress workers
were protesting as part
of the party’s “infla-
tion-free India cam-
paign”. Police used
force on party workers
as they marched to-
wards the Raj Bhavan
as part of the campaign
and detained several of
them, the party release
issued here said.
The Congress is run-
ning a phased cam-
paign against inflation
and partymen staged a
protest here under it,
the release added. For-
mer MP Pramod Ti-
wari, Legislature Par-
ty leader Aradhana
Mishra Mona, MLA
Virendra Chaudhary,
former minister Na-
seemuddin Siddiqui
and several party lead-
ers started a march
from the state party
headquarters but were
stopped on the way.
The authorities had
put up barricades, lead-
ing to an argument with
policemen deployed
there, the release said.
With the workers insist-
ing on going beyond the
barricading, police re-
sorted to a lathicharge,
in which many workers
suffered injuries, the
party claimed.
The Congress said
several partymen were
detained and taken to
Eco Garden, where se-
nior Congress leaders
submitted a memoran-
dum addressed to the
president to press for
the demand of reducing
inflation.

with less than 50 per
cent of the total votes.
On the other hand,
nearly 25 per cent of 205
winners with declared
criminal cases have
won with a vote share
of 50 per cent and above
and 28 per cent of the
366 crorepati winners
have won with a vote
share of 50 per cent and
above. The study shows
that 15 winners have
won with a margin of
victory of less than
1,000 votes while 8 win-
ners have won with
more than 40 per cent of
margin of victory
.
Seventy-eight candi-
dates out of 205 winners
with declared criminal
cases have won against
a runner up with a
clean background.
Among these 78 win-
ners, three have won
with more than 30 per
cent margin of victory
.
Of the 49 winners,
seven have have won
with more than 30 per
cent margin of victory.
Among these, Atul Garg
(BJP) from Ghaziabad
constituency won with
43 per cent margin of
victory
.
As far as the perfor-
mance of women candi-
dates goes, there are 47
winners out of the 403
seats.

Lucknow: A group of teenaged thieves
allegedly stole taps and sewer lids from
nearly half a dozen houses in Lucknow’s
Indira Nagar, leaving the residents
flummoxed. “The thieves, apparently, got
access to the bathrooms and took off the
taps. However, they did not take anything
else. We fail to understand the purpose
behind this kind of theft,” a resident said.
The CCTV footage from the colony showed
teenagers scaling the boundary wall of a
house to commit the crime. The thieves also
took away sewer lids from some of the
houses. A police official said while theft of
sewer lids was common, this is the first
time that taps have been stolen. “It is mostly
the drug addicts who steal sewer lids and
sell them to scrap dealers but we do not
understand the reason behind stealing.

in post pandemic times, India
still holds a promising econ-
omy and remains a strategic
destination for financial de-

a vibrant market. The emer-
gence of foreign companies
in our nation bears a testi-
mony that we indeed are a
potentially influential and an
emerging financial power.
According to me, profit
must be the main aim and
motto of every industry and
organisation because, if the
firmwillearn,thenonlyitwill
have courage to take higher
risks, reap better profit mar-
gins and help the society
, na-
tionandoverallinfrastructure
for a sustained development.
As a corporate trainer and
coach, I often wonder, why is
it that a few companies per-
form better than the others?
What exactly is the reason
for failure of some while oth-
ers succeed in the same envi-
ronment? After long deliber-
ations my conclusion is that
it is the governance of any
corporate that casts the die.
Corporate governance or CG
is no stranger and in fact it
refers to the checks and bal-
ances within an organiza-
tion, the rules, practices and
processes used to run a com-
pany
. Well, it also frames and
establishes the company’s
direction, integrity and fi-
nancial viability that brings
in trust with investors and
the community
.
So, should we believe that
both the aspects of a modern
industry, Man and the Ma-
chine qualify for CG? The
answer is not really. While
the machines need manage-
ment and maintenance the
human capital is driven by
good governance. It is often
observed that in this era of
technological advancement
and Robots, industries and
corporates tend to forget the
wealth of human resources
they may be sitting on for
generating what they all
need the most “PROFITS”.
No doubt, we are in the
midst of yet another wave of
change (the fourth industrial
revolution), driven by cloud
computing, AI, advanced
digitalisation and the Inter-
net. But does this imply that
hence forth the industry will
perhaps shorten or reduce
the space for human re-
source. Needless to mention
that technologies can re-
trieve information, handle
inventories and logistics,
prepare briefs, provide finan-
cial services, translate docu-
ments, audit statements and
diagnose diseases but still,
the man behind the machine
could not be replaced.
It is worth mentioning that
2018 World Economic Forum
study said that 75 million
jobs will be lost in the next
five years as companies adopt
automation. But, another 133
million new jobs will emerge
in the same time as business-
es develop a new division of
labour between humans and
machines.
In view of the above, it’s
important for companies to
strike a healthy balance be-
tween remaining profitable
and Good CG for employees.
If history has taught us any-
thing, it’s only that the dis-
ruptive paradigm shifting
business models lay the very
foundation for future busi-
ness models.
Yes, robots, machines and
AI will replace humans for
many jobs, just as innovative
farming equipment replaced
humans and bullocks during
the first industrial revolu-
tion. Yet, in spite of these
changes, humans will be re-
quired to deliver value in
various new ways for brand
new business models. Obvi-
ously, technology is no an-
swer for roles that dictate
emotions like empathy, crea-
tivity and intuition in spe-
cific contexts.
The ideal mix therefore, is
one that combines the best of
both worlds. While efficiency
and productivity fall in the
court of technology; creativ-
ity, emotion, complexity
management and close rela-
tionships remain within the
domain of the workforce.
The human touch is indis-
pensable to creativity and to
manage the unpredictable.
Its only for this reasons that
organisations like Google
and Facebook are now creat-
ing spaces and environments
for people to hang out and
talk and the key reason for
that is to bring about cross-
fertilisation of new ideas.
I would say that in globali-
zation of business the only

MHA seeks suggestions from Governors, Lt Guvs, CMs, MPs, CJI, and Bar Council
New Delhi (PTI):
Seeking to make com-
prehensive changes in
criminal laws to pro-
vide affordable and
speedy justice and cre-
ate a people-centric le-
gal structure, the gov-
ernment has initiated
the process to amend
the Indian Penal Code,
the Code of Criminal
Procedure and the In-
dian Evidence Act in
consultation with
stakeholders, the Rajya
Sabha was informed on
Thursday.
The Ministry of
Home Affairs has also
sought suggestions
from governors, chief
ministers, Lt gover-
nors and administra-
tors of Union Territo-
ries, chief justice of
India, chief justices of
various high courts,
Bar Council of India,
bar council of various
states and members of
Parliament regarding
comprehensive amend-
ments in criminal laws,
Law Minister Kiren Ri-
jiju said in a written
reply.
The minister also in-
formed that a commit-
tee headed by the vice
chancellor, National
Law University, Delhi
and four other mem-
bers was constituted on
March 2, 2020 by the
MHA to suggest re-
forms in the criminal
laws of the country.
The committee had
invited suggestions
through a question-
naire based on second-
ary research and in-
puts from experts up-
loaded on its website
which received re-
sponse from various
organisations, re-
search centres, aca-
demics, lawyers, and
civil societies from
across the country.
After extensive
stakeholders consulta-
tion and research, the
committee submitted
its recommendations
on February 27, 2022 on
the three criminal laws
- IPC, CrPC and the In-
dian Evidence Act.

tanks, naval utility heli-
copters to drones, India
has banned the import
of yet another 101 mili-
tary equipment and sys-
tems in a bid to promote
indigenisation in de-
fence manufacturing.
Defence Minister Ra-
jnath Singh on Thurs-
day released the third
positive indigenisation
list of 101 items, com-
prising major equip-
ment and platforms.
The list, notified by
the Department of Mili-
tary Affairs, Ministry
of Defence (MoD), lays
special emphasis on
equipment/systems
which are being devel-
oped and are likely to
translate into firm or-
ders in the next five
years.
These weapons and
platforms are planned
to be indigenised pro-
gressively with effect
from December 2022 to
December 2027.
These 101 items will,
henceforth, be procured
from local sources as
per provisions of the
Defence Acquisition
Procedure (DAP) 2020.

Jammu (PTI): Pro-
tests broke out in north
Kashmir’s Handwara
in Kupwara district on
Thursday where two
civilians were injured
after some Army per-
sonnel allegedly
opened fire following
an altercation with

The injured persons
have been identified as

Rajwar and Mujeeb Ah-

wara who sustained in-
juries in their lower
limbs. They were shift-
ed to the hospital where

Reports said that
there were arguments
between the civilians
and soldiers after the

The Enforcement Di-
rectorate (ED) recent-
ly told the Bombay
High Court that for-
mer Maharashtra
home minister Anil
Deshmukh is the
“mastermind and
brain” behind the
money laundering
conspiracy and mis-
used his official posi-
tion to create unac-
counted assets. He
also exercised “un-
due influence over
transfers and post-
ings of police offi-
cials and on perfor-
mance of those police
officials,” it added.
The ED, in its re-
sponse to Desh-
mukh’s bail plea, said
that the probe is at
nascent stage and
Deshmukh being an
influential person, if
released, may tamper
with evidence and
witnesses. And since
he has not cooperated
with the investiga-
tion, he should not be
granted bail.
Deshmukh, who
was arrested by ED
last November, had
moved HC after the
special PMLA court
on March 14 had re-
jected his bail plea,
holding that there is
prima facie proof to
indicate that he had
exercised “undue in-
fluence” over trans-
fers and postings of
police officers.
Deshmukh was ar-
rested by the ED last

preme Court that there
are 83 missing defence
personnel including 62
Prisoners of the War of
1965 and 1971 for whom
India is seeking their
release and repatriation
from Pakistan through
diplomatic and other
available channels.
The government
through the Ministry of
External Affairs (MEA)
has filed an affidavit on
a plea filed by the moth-
er of an Army officer
Captain Sanjit Bhat-
tacharjee seeking direc-
tion to the Centre to
take immediate steps
through diplomatic
channels for repatria-
tion of her son, who is
lodged in jail in Paki-
stan for over 24 years.
The plea said the pe-
titioner had received
information that Sanjit,
who was commissioned
as an officer of Gorkha
Rifles Regiment of the
Indian Army in August
1992, was lodged in La-
hore’s Kot Lakhpat jail.
The petitioner said
that her family was in-
formed in April 1997
that her son, who had
gone for patrolling duty
at night time on a joint
border in Gujarat’s
Rann of Kutch, was ap-
prehended by the Paki-
stan authorities while
carrying out operation
reconnaissance.
The government in
its affidavit attached
the annexure of Note
Verbale, in which it re-
ferred to several Notes
Verbales issued by the
High Commission of
India in Pakistan and
the list of 83 missing In-
dian defence personnel
requesting to look into
their whereabouts, and
for the early release of
missing Indian defence
personnel.
Out of 83 missing de-
fence personnel, four
are Prisoners of War
who went missing in

New Delhi: The Supreme Court on Wednesday has ob-
served that government should take note of the financial
impact on the state exchequer while coming up with any
welfare schemes or laws. A bench of Justices UU Lalit,
S Ravindra Bhat and PS Narasimha observations came
while hearing a plea seeking proper implementation of the
mandatory provisions of the Protection of Women from
Domestic Violence Act. The court remarked to Central
Government that whenever it comes up with any such
schemes, then it must take note of its financial impact.
The court also pointed out the budget constraints shown
by the government while dealing with such welfare
schemes and suggested the work in this direction.
MULLAPERIYAR DAM’S SAFETY REQUIRES
IMMEDIATE ATTENTION: SUPREME COURT
New Delhi: The Supreme Court Thursday said, “immedi-
ate attention” is required to be given to the safety of the
126-year-old Mullaperiyar Dam and the supervisory com-
mittee will be strengthened to take steps that are required
to be taken by the National Dam Safety Authority (NDSA)
under the Dam Safety Act 2021. The Supreme court,
which asked both Kerala and Tamil Nadu not to go into
the history and concentrate on the future of the dam, said
the supervisory committee will issue directions that will
be complied with by both the states. The top court, which
appealed to both the states to “let the water flow” safely,
said it would pass the order in the matter on Friday.

suggested to secretaries of the Central Government

Rajiv Gauba said. Gauba wrote to the secretaries
requesting them to initiate “immediate action” on the

Risk of serious clots up to 6 months after Covid: Study
London (PTI): People
infected with SARS-
CoV-2, the virus that
causes Covid-19, have
an increased risk of de-
veloping serious blood
clots for up to six
months after the infec-
tion, even in mild cases,
according to a study
published in The BMJ.
The researchers
found an increased risk
of deep vein thrombo-
sis — a blood clot in the
leg — up to three
months after Covid in-
fection, pulmonary em-
bolism — a blood clot in
the lung — up to six
months, and a bleeding
event up to two months.
The researchers from
Umea University in
Sweden noted that these
results support meas-
ures to prevent throm-
botic events, especially
for high risk patients,
and strengthen the im-
portance of vaccination
against Covid-19.
Using national regis-
tries in Sweden, they
identified more than
one million people with
confirmed SARSCoV-2
infection between Feb-
ruary 1, 2020 and May
25, 2021, matched by
age, sex, and county of
residence to more than
four million people who
had not had a positive
SARS-CoV-2 test result.
The researchers first
calculated the rates of
deep vein thrombosis,
pulmonary embolism,

He asked the Nation-
al Disaster Response
Force (NDRF), the fed-
eral agency to train and
undertake operations
during such emergen-
cies, to take a leader-
ship role in this context
so that whenever such
an emergency strikes, a
trained personnel can
work as a “stop gap ar-
rangement” till profes-
sional rescuers reach
the spot.
He was speaking
while inaugurating a
two-day ‘annual confer-
ence on capacity build-
ing for disaster re-
sponse 2022’ being held
here. The meeting has
been organised by the
NDRF with representa-
tives of various central
and state disaster re-
sponse forces and other
related agencies par-
ticipating. The NDRF
should make sure that
the alerts generated for
an impending disaster
reach the intended loca-
tion, village and pan-
chayat in time, he said.
The Minister said
special focus should be
given to cases of light-
ning strikes where time
is less and it should be
ensured that accurate
alert reaches the in-
tended village and its
inhabitants.
“We have made many
apps for a variety of dis-
asters but a definite
mechanism should be
made so that the alerts
reach in time to the re-
motest location,” Shah
said.
For this, the minister
said, volunteers of the
NCC (national cadet
corps), NSS (national
service scheme), home
guards, women self
help groups should be
involved in the disaster
management protocol.
The literature and
training module should
also be prepared in lo-
cal languages, he said.

A45-year-old married woman
and her 11-year-old son were
allegedly murdered by her lover
when she pressured him to marry
her, police said here on
Wednesday. Police have arrested
the accused, Ram Kumar, and his
aide Vinod in connection with the
incident. The woman and her son
were murdered on March 23.
Police began investigation when
partially decomposed bodies of
the woman and her son were
recovered on March 29.
Informing about the incident,
Additional Superintendent of
Police (Rural) Ashok Kumar
Sharma said accused Ram Kumar
was having an affair with a
married woman of Bharha village
under the Rupaideeh police
station. “Ram Kumar told us that
the woman was pressuring him
to marry her. Because of this, he
called the woman to a secluded
place and killed her with the
support of his friend Vinod. The
duo stabbed the woman several
times with a long knife, killing her
on the spot,” the officer said. The
accused also stabbed and killed
the woman’s 11-year-old son
whom she brought along. “The
duo killed the woman’s son to
save themselves from being
linked to the murder of the
woman. The duo dumped the
bodies near a canal and fled to
Mumbai,” said the officer. Soon
after the bodies were recovered,
police formed three teams to
identify the dead and arrest the
accused. “We sought help of
local intelligence and mobile
surveillance to identify and track
the accused. The accused have
confessed to the crime,” said the

Meerut (PTI): A 40-year-old man
was killed on Thursday, while
another person was injured after a
land dispute between two groups at
a village here led to gunshots being
fired, police said. Additional Super-
intendent of Police (Rural) Keshav
Kumar said five people have been
arrested after the incident. He said
prima facie the incident appears
to be the fallout of a 1.5-year-old
dispute related to a grazing field.
Some people opened fire on the two
victims sleeping in a cow-shelter
this morning, the ASP said. Netra-
pal (40) died after being shot, while
Harun got injured and was rushed
to a hospital, where his condition
was stated to be stable, Kumar told
PTI. He said Netrpal’s family filed
a complaint against six people of
the village, five of whom have been
arrested. A detailed probe in the
matter is underway.

and his son were al-
legedly shot dead by
a constable and his
brother over money
dispute in Shamli
district, police said
Thursday. The de-
ceased were identi-
fied as Bhupendra
and his 20-year-old
son Arjun, they said.
According to police,
Bhupendra had taken
money from consta-
ble Vikrant on the
pretext of providing
job. The deceased
were held hostage,
tortured and shot
dead by the consta-
ble and his brother,
Superintendent of
Police (SP), Sukriti
Madhav said. Their
bodies were later
found in a tube well,
the SP said. In a
complaint lodged
by the deceased’s
mother Sudesh, she
alleges that her son
and grandson were
held hostage by the
accused and his fam-
ily. Police have reg-
istered a case against
Vikrant, along with
his brother, father,
mother, wife and his
neighbour for in-
volvement in criminal
conspiracy. While
police has arrested
two people, Vikrant
is absconding, police
said.
MISSING YOUTH FOUND HANGING
FROM TREE, PROBE UNDERWAY
Muzaffarnagar (PTI): A 20-year-old youth was found
hanging from a tree, days after he went missing from
the Jhijhana area of Shamli district, police said on
Thursday. Vijay Kumar, an Industrial Training Institute
(ITI) student, had been missing since Monday, they
said. According to police, some farmer saw the body
hanging from a tree when they went to their fields for
work. A probe is underway, they said.

on Thursday. Qureshi
and Suhail had been
absconding for long.
At around 11 pm on
Wednesday, they tried to
rob a businessman who
was travelling by an an
e-rickshaw. As they tried
to stop the vehicle, it
overturned and the busi-
nessman was injured. On
receiving the informa-
tion, several police teams
were rushed to the spot,

gar to appear on April 11
with a sealed investiga-
tion report in the matter

court said that the DM

the village headman for
not taking action on en-

Court, no response has
been submitted by him
and only the instruc-
tions were placed. It ap-
pears from perusal of
the aforesaid instruc-
tions that District Mag-
istrate Kushinagar does
not see the order passed
by the Court. Put up as
fresh on April 11, 2022,”

an was killed and her
husband injured after
their bike was hit by a
tractor in the Balrai
area, police said. The
incident took place on
Wednesday when Bri-
jendra Kumar (32) and

temple. While Renu died
on the spot, Kumar was
rushed to a hospital in

of counting day,” the

Agra: Encroachment
removal campaign is
being run in Agra. Un-
der this, a drive to re-
move encroachment
was carried out in
Shahganj area on
Thursday by Agra Mu-
nicipal Corporation
and Traffic Police. As
part of the campaign,
when the people of the
team asked for the re-
moval of the shops oc-
cupying the road and
footpath, a ruckus start-
ed in the market. It was
also alleged on behalf
of the traders that Har-
veer Singh, an employ-
ee of the Municipal
Corporation Task
Force, got into an argu-
ment with a shopkeeper
and slapped him. After
this the angry shop-
keepers started a ruck-
us and sat down to pro-
test at the middle of the
crossroads.
A joint team of Mu-
nicipal Corporation
and Traffic Police
reached Shahganj on
Thursday around 11
and started removing
encroachments from
roads and footpaths.
The shopkeepers ob-
jected to this but the
officials continued the
action.
Amit Jaggi, president
of Shahganj Bazar
Committee, said no no-
tice was given by the
team that came to re-
move the encroachment
and when the traders
protested the sudden
action, the municipal
employees came to
blows with the traders.
He said any kind of in-
decency with the trad-
ers would not be tolerat-
ed and the market
would remain closed till
legal action was taken
against the misbehav-
ing employees.

Lucknow: The state government has issued mandate for
the creation of 44 IPS posts in the state. Among these 44
posts are 3 posts of ADG rank have been created of which
2 posts have been designated for Police Commissionerate
in Lucknow and Noida while 1 post for Police Commis-
sionerate in Varanasi and Kanpur. Three new IG rank and
four new DIG rank posts have been created for all the four
Police Commissionerate in the state and a total of 28 posts
of SP rank have been created for the Police Commissioner-
ate in Lucknow, Noida, Varanasi and Kanpur. one post
for Cyber Crime Police Station and 2 posts for ATS. The
surprising aspect is that there are currently four Police
Commissionerate in the state but only three ADG rank
posts have been created. This would mean that Lucknow,

GORAKHNATH ATTACK: ABBASI TO UNDERGO PSYCHOLOGICAL TEST Lucknow (PTI): The UP Police will get a psy- chological test done on Ahmad Murtaza Abbasi, who attacked police personnel guarding the Gorakhnath temple, ADGP (Law and Order) Prashant Kumar said on Thursday. Answering a question about the mental condi- tion of Abbasi during a media interaction here, Kumar said, “We will get the psychological as- sessment of the accused done by experts as per norms to ascertain his mental health condition.” Reports said that Abbasi in his confession to po- lice said that his hatred spawned from alleged atrocities committed against Muslims. According to the re- port, two units of the Central Reserve Police Force (CRPF) have been deployed at the chief minister’s residence, which is located at 5, Kalidas Marg, of the state capital. The CRPF security is in addition to the already existing cover provided by the Uttar Pradesh Police. Also, anyone enter- ing the residence will be allowed in only after thorough questioning and checking, it said. Commissioner Police DK Thakur, however, according to media re- ports, said that the de- ployment of paramili- tary forces was a rou- tine exercise. His intent and agen- da are even clearer in Yogi 2.0 than in his last tenure as even corrupt officers and bankrupt builders are not safe, let alone mafias and gangsters. Meanwhile, the new- ly inducted ministers have been asked to per- form to the best of their abilities in the limited time frame of 100 days given to them. The ministers who had been asked to set targets for 100 days, have already made their presentations before CM Yogi and have now been told by CM to work towards achieving their targets. They have been di- rected to set both short and long-term goals and try to achieve them on time. The ministers are visibly under pressure to perform in order to stay on their seats. They have no option, but to remain on their toes as their report cards would be re- viewed every month. They also would be needed to inform the Government in advance before leaving the state. Yogi proved in his first tenure that he was a hard taskmaster and would not tolerate non- performers. That is one of the main reasons why there are so many new faces in Yogi 2.0 cabinet. On the other hand, nearly 25 per cent of 205 winners with declared criminal cases have won with a vote share of 50 per cent and above and 28 per cent of the 366 crorepati winners have won with a vote share of 50 per cent and above. The study shows that 15 winners have won with a margin of victory of less than 1,000 votes while 8 win- ners have won with more than 40 per cent of margin of victory . Seventy-eight candi- dates out of 205 winners with declared criminal cases have won against a runner up with a clean background. Among these 78 win- ners, three have won with more than 30 per cent margin of victory . Of the 49 winners, seven have have won with more than 30 per cent margin of victory. Among these, Atul Garg (BJP) from Ghaziabad constituency won with 43 per cent margin of victory . As far as the perfor- mance of women candi- dates goes, there are 47 winners out of the 403 seats. Ayodhya (PTI): Police here have booked a BJP MLA’s son in a robbery and assault case, ac- cording to an official. The FIR was lodged in the Kotwali city police station of Faizabad on a complaint filed by Shy- am Bahadur Singh, a resident of Ramnagar village in the Khandasa police station area of the district. Singh in his FIR stat- ed that late on Monday night four people came down a vehicle and at- tacked him. However, they did not take anything else. We fail to understand the purpose behind this kind of theft,” a resident said. The CCTV footage from the colony showed teenagers scaling the boundary wall of a house to commit the crime. The thieves also took away sewer lids from some of the houses. A police official said while theft of sewer lids was common, this is the first time that taps have been stolen. “It is mostly the drug addicts who steal sewer lids and sell them to scrap dealers but we do not understand the reason behind stealing. The Ministry of Home Affairs has also sought suggestions from governors, chief ministers, Lt gover- nors and administra- tors of Union Territo- ries, chief justice of India, chief justices of various high courts, Bar Council of India, bar council of various states and members of Parliament regarding comprehensive amend- ments in criminal laws, Law Minister Kiren Ri- jiju said in a written reply. The minister also in- formed that a commit- tee headed by the vice chancellor, National Law University, Delhi and four other mem- bers was constituted on March 2, 2020 by the MHA to suggest re- forms in the criminal laws of the country. The committee had invited suggestions through a question- naire based on second- ary research and in- puts from experts up- loaded on its website which received re- sponse from various organisations, re- search centres, aca- demics, lawyers, and civil societies from across the country. After extensive stakeholders consulta- tion and research, the committee submitted its recommendations on February 27, 2022 on the three criminal laws - IPC, CrPC and the In- dian Evidence Act. 146th report of Parliamentary Standing Committee said that there is a need for a comprehensive review of India’s criminal justice system India bans import of another 101 military items for self-reliance Get your own Capitals: Chd Civic body to Pb, Haryana New Delhi (Agencies): From lightweight tanks, naval utility heli- copters to drones, India has banned the import of yet another 101 mili- tary equipment and sys- tems in a bid to promote indigenisation in de- fence manufacturing. Defence Minister Ra- jnath Singh on Thurs- day released the third positive indigenisation list of 101 items, com- prising major equip- ment and platforms. The list, notified by the Department of Mili- tary Affairs, Ministry of Defence (MoD), lays special emphasis on equipment/systems which are being devel- oped and are likely to translate into firm or- ders in the next five years. These weapons and platforms are planned to be indigenised pro- gressively with effect from December 2022 to December 2027. These 101 items will, henceforth, be procured from local sources as per provisions of the Defence Acquisition Procedure (DAP) 2020. Two civilians injured in Handwara as soldiers fire after altercation Jammu (PTI): Pro- tests broke out in north Kashmir’s Handwara in Kupwara district on Thursday where two civilians were injured after some Army per- sonnel allegedly opened fire following an altercation with people near a mosque. The injured persons have been identified as Abdul Ahad Mir from Rajwar and Mujeeb Ah- mad Sofi from Hand- wara who sustained in- juries in their lower limbs. They were shift- ed to the hospital where their condition is sta- ble, reports said. Reports said that there were arguments between the civilians and soldiers after the former objected to vid- eography of the wor- shippers. Gunshots were heard amidst the arguments. He also exercised “un- due influence over transfers and post- ings of police offi- cials and on perfor- mance of those police officials,” it added. The ED, in its re- sponse to Desh- mukh’s bail plea, said that the probe is at nascent stage and Deshmukh being an influential person, if released, may tamper with evidence and witnesses. And since he has not cooperated with the investiga- tion, he should not be granted bail. Deshmukh, who was arrested by ED last November, had moved HC after the special PMLA court on March 14 had re- jected his bail plea, holding that there is prima facie proof to indicate that he had exercised “undue in- fluence” over trans- fers and postings of police officers. Deshmukh was ar- rested by the ED last November. The cen- tral agency had al- leged that he was the beneficiary of bribes received by co-ac- cused Mumbai police officer Sachin Waze, who has since been dismissed. Deshmukh, in his bail plea filed through advocates Aniket Ni- kam and Inderpal Singh, said that state- ments including the one given by former Mumbai police com- missioner Param Bir Singh be tested on “different yard- sticks” by ascertain- ing their credibility as Singh himself is accused of several se- rious offences, in- cluding extortion. The government through the Ministry of External Affairs (MEA) has filed an affidavit on a plea filed by the moth- er of an Army officer Captain Sanjit Bhat- tacharjee seeking direc- tion to the Centre to take immediate steps through diplomatic channels for repatria- tion of her son, who is lodged in jail in Paki- stan for over 24 years. The plea said the pe- titioner had received information that Sanjit, who was commissioned as an officer of Gorkha Rifles Regiment of the Indian Army in August 1992, was lodged in La- hore’s Kot Lakhpat jail. The petitioner said that her family was in- formed in April 1997 that her son, who had gone for patrolling duty at night time on a joint border in Gujarat’s Rann of Kutch, was ap- prehended by the Paki- stan authorities while carrying out operation reconnaissance. The government in its affidavit attached the annexure of Note Verbale, in which it re- ferred to several Notes Verbales issued by the High Commission of India in Pakistan and the list of 83 missing In- dian defence personnel requesting to look into their whereabouts, and for the early release of missing Indian defence personnel. Out of 83 missing de- fence personnel, four are Prisoners of War who went missing in 1965, and most are from the 1971 war. A total of 21 Defence personnel are missing from 1996 till 2010. A bench of Justices UU Lalit, S Ravindra Bhat and PS Narasimha observations came while hearing a plea seeking proper implementation of the mandatory provisions of the Protection of Women from Domestic Violence Act. The court remarked to Central Government that whenever it comes up with any such schemes, then it must take note of its financial impact. The court also pointed out the budget constraints shown by the government while dealing with such welfare schemes and suggested the work in this direction. MULLAPERIYAR DAM’S SAFETY REQUIRES IMMEDIATE ATTENTION: SUPREME COURT New Delhi: The Supreme Court Thursday said, “immedi- ate attention” is required to be given to the safety of the 126-year-old Mullaperiyar Dam and the supervisory com- mittee will be strengthened to take steps that are required to be taken by the National Dam Safety Authority (NDSA) under the Dam Safety Act 2021. The Supreme court, which asked both Kerala and Tamil Nadu not to go into the history and concentrate on the future of the dam, said the supervisory committee will issue directions that will be complied with by both the states. The top court, which appealed to both the states to “let the water flow” safely, said it would pass the order in the matter on Friday. Stating that the Government should act as a “facilitator” and “catalytic agent”, Gauba said, “It is imperative to hand-hold the private sector to give impetus to manufacturing and job creation and help Indian companies become world leaders.” Risk of serious clots up to 6 months after Covid: Study London (PTI): People infected with SARS- CoV-2, the virus that causes Covid-19, have an increased risk of de- veloping serious blood clots for up to six months after the infec- tion, even in mild cases, according to a study published in The BMJ. The researchers found an increased risk of deep vein thrombo- sis — a blood clot in the leg — up to three months after Covid in- fection, pulmonary em- bolism — a blood clot in the lung — up to six months, and a bleeding event up to two months. The researchers from Umea University in Sweden noted that these results support meas- ures to prevent throm- botic events, especially for high risk patients, and strengthen the im- portance of vaccination against Covid-19. Using national regis- tries in Sweden, they identified more than one million people with confirmed SARSCoV-2 infection between Feb- ruary 1, 2020 and May 25, 2021, matched by age, sex, and county of residence to more than four million people who had not had a positive SARS-CoV-2 test result. The researchers first calculated the rates of deep vein thrombosis, pulmonary embolism, and bleeding in Covid-19 individuals during a control period — before and long after Covid-19 diagnosis — and com- pared it to the rates in different time intervals afterCovid-19diagnosis. Ensure disaster alerts reach remote areas timely: Shah New Delhi (PTI): Agencies involved in disaster management should ensure that alerts generated for ca- lamities should reach the remotest panchayat location in the country timely and organisa- tions like NCC, women groups and home guards should be brought on board for this task, Union Home Minister Amit Shah said today . He asked the Nation- al Disaster Response Force (NDRF), the fed- eral agency to train and undertake operations during such emergen- cies, to take a leader- ship role in this context so that whenever such an emergency strikes, a trained personnel can work as a “stop gap ar- rangement” till profes- sional rescuers reach the spot. He was speaking while inaugurating a two-day ‘annual confer- ence on capacity build- ing for disaster re- sponse 2022’ being held here. The meeting has been organised by the NDRF with representa- tives of various central and state disaster re- sponse forces and other related agencies par- ticipating. The NDRF should make sure that the alerts generated for an impending disaster reach the intended loca- tion, village and pan- chayat in time, he said. The Minister said special focus should be given to cases of light- ning strikes where time is less and it should be ensured that accurate alert reaches the in- tended village and its inhabitants. “We have made many apps for a variety of dis- asters but a definite mechanism should be made so that the alerts reach in time to the re- motest location,” Shah said. For this, the minister said, volunteers of the NCC (national cadet corps), NSS (national service scheme), home guards, women self help groups should be involved in the disaster management protocol. The literature and training module should also be prepared in lo- cal languages, he said. Police have arrested the accused, Ram Kumar, and his aide Vinod in connection with the incident. The woman and her son were murdered on March 23. Police began investigation when partially decomposed bodies of the woman and her son were recovered on March 29. Informing about the incident, Additional Superintendent of Police (Rural) Ashok Kumar Sharma said accused Ram Kumar was having an affair with a married woman of Bharha village under the Rupaideeh police station. “Ram Kumar told us that the woman was pressuring him to marry her. Because of this, he called the woman to a secluded place and killed her with the support of his friend Vinod. The duo stabbed the woman several times with a long knife, killing her on the spot,” the officer said. The accused also stabbed and killed the woman’s 11-year-old son whom she brought along. “The duo killed the woman’s son to save themselves from being linked to the murder of the woman. The duo dumped the bodies near a canal and fled to Mumbai,” said the officer. Soon after the bodies were recovered, police formed three teams to identify the dead and arrest the accused. “We sought help of local intelligence and mobile surveillance to identify and track the accused. Additional Super- intendent of Police (Rural) Keshav Kumar said five people have been arrested after the incident. He said prima facie the incident appears to be the fallout of a 1.5-year-old dispute related to a grazing field. Some people opened fire on the two victims sleeping in a cow-shelter this morning, the ASP said. Netra- pal (40) died after being shot, while Harun got injured and was rushed to a hospital, where his condition was stated to be stable, Kumar told PTI. He said Netrpal’s family filed a complaint against six people of the village, five of whom have been arrested. A detailed probe in the matter is underway. They said an FIR has been registered against some unidentified person based on a complaint by Yadav’s brother, and a probe is underway. Muzaffarnagar (PTI): A 45-year-old man and his son were al- legedly shot dead by a constable and his brother over money dispute in Shamli district, police said Thursday. The de- ceased were identi- fied as Bhupendra and his 20-year-old son Arjun, they said. According to police, Bhupendra had taken money from consta- ble Vikrant on the pretext of providing job. The deceased were held hostage, tortured and shot dead by the consta- ble and his brother, Superintendent of Police (SP), Sukriti Madhav said. Their bodies were later found in a tube well, the SP said. In a complaint lodged by the deceased’s mother Sudesh, she alleges that her son and grandson were held hostage by the accused and his fam- ily. Police have reg- istered a case against Vikrant, along with his brother, father, mother, wife and his neighbour for in- volvement in criminal conspiracy. While police has arrested two people, Vikrant is absconding, police said. MISSING YOUTH FOUND HANGING FROM TREE, PROBE UNDERWAY Muzaffarnagar (PTI): A 20-year-old youth was found hanging from a tree, days after he went missing from the Jhijhana area of Shamli district, police said on Thursday. Vijay Kumar, an Industrial Training Institute (ITI) student, had been missing since Monday, they said. According to police, some farmer saw the body hanging from a tree when they went to their fields for work. A probe is underway, they said. Bulandshahr (PTI): A man, wanted in sev- eral cases, was ar- rested following a brief gunfight with police on Wednesday night while his accomplice was nabbed a few hours later, officials said. The accused Rehan Qureshi sustained bullet injury in retaliatory firing by the police and was taken to hospital. He faces 11 cases of murder, robbery and assault, according to Senior Superintendent of Police, Bulandshahr, Santosh Kumar Singh. After being surrounded by the police, Rehan opened fire. He was in- jured in retaliatory firing from our side. Our team took him to hospital fol- lowing his arrest. Suhail, his accomplice, managed to flee from the spot, but was was arrested at around 5 am this morning, the SSP said on Thursday. Qureshi and Suhail had been absconding for long. At around 11 pm on Wednesday, they tried to rob a businessman who was travelling by an an e-rickshaw. As they tried to stop the vehicle, it overturned and the busi- nessman was injured.
