Pradesh government
will undertake the task
of modernising over
2,000 rice mills across
the states to ensure
quality- control, so that
the finished rice fetches
a better price.
The move is aimed at
achieving the state gov-
ernment’s goal of
self-sufficiency in food
and nutrition security,
employment creation,
and wealth generation.
According to Sorabh
Babu, Commissioner,
Food and Civil Supplies,
the private rice mills
will be modernised and,
in this regard, some
mandatory provisions
will be made by the gov-
ernment. The depart-
ment will soon hold a
meeting with the UP
Rice Millers Associa-
tion and millers to en-
courage them toward
the same. Rice milling
is the oldest and the
largest agro-processing
industry in the country
.
There are about 757
large mills having a
milling capacity of 4
tonnes per hour or more
in the state, while the
number of smaller
units is about 1,157 hav-
ing less than 4 MT per
hour milling capacity
.
The smaller scale
mills are equipped with
the traditional machine
due to which the quality
of rice deteriorates and
does not fulfill the
norms and standards of
FCI (Food Corporation
of India).
With the upgradation
of machinery, capacity
building, and use of
modern technology, the
government aims to
produce high-quality
rice.

The minor girl used to

‘WE WILL
DEMOLISH
GYANVAPI
IN 2022’
Lucknow: Former BJP MLA Sangeet Som triggered a con-
troversy after he reportedly said that the Gyanvapi Mosque
would be demolished like the Babri Masjid. “Babri Masjid
was demolished in 1992, now it is the turn of Gyanvapi
Mosque...we will demolish it in 2022,” Som said while
speaking at a function at Meerut, about 450 kilometers from
here, on Monday. “Muslim invaders had constructed the
mosque after demolishing the temple....the time has come
to take it back,” Som, who was also accused in the 2013
Muzaffarnagar communal riots case, said. “They (Muslims)
should have known this (demolition of Gyanvapi Mosque)
the day the Babri Masjid was demolished.....they should
have known which way is the country moving...we will not
leave any such (controversial) mosque and demolish all of
them,” he added. He said that Ramlala (idol of Lord Rama)
had to remain in tarpaulin for several years but now a grand
Ram Temple was being constructed. “Not a brick of Babri
Masjid can be found today....the same will happen to Gyan-
vapi Mosque also,” Som said. Som had contested the re-
cently concluded UP assembly polls from the Sardhana seat
but lost to Samajwadi Party (SP) candidate Atul Pradhan.

what is of great concern is the
occurrence of minor-looking in-

the security apparatus in the

The hoisting of flag at the As-

C
n a surprise move
the Central gov-
ernment told the
Supreme Court of
India that it was
ready to re-examine the Brit-
ish-era law on sedition as de-
fined under Section 124A of
the Indian Penal Code. The
change in stand came a cou-
ple of days after the govern-
ment defended the law.
Interestingly
, the UK gov-
ernment itself repealed the
law way back in 2009. It, how-
ever, continues to be misused
by the Central and various
state governments of its for-
mer colony
. The law has been
used to crack down on those
criticising the government,
whichisviewedas“spreading
disaffection”, a criminal of-
fenceunderthedraconianlaw.
Duringtheongoinghearingof
the sedition case by a bench
headed by Chief Justice of In-
dia NV Ramana, the Centre
saidonMondaythatthePrime
Minister wants a comprehen-
sive review of the law to pre-
vent its misuse and requested
the court to leave the matter
foran“appropriateplatform”.
But the Centre did not give a
schedule for the review.
The court has asked the
Centre to revert with a time-
line. The petitioners have, on
theotherhand,contendedthat
Section 124 A be stayed if the
court decides to refer the mat-
ter to a larger bench and “that
any pending proceedings”, be
stayedasaninterimmeasure”.
A former Supreme Court
judge, Justice Madan B.
Lokur, once said at an event
that authorities have found
various ways of “weaponis-
ing” the sedition laws. Justice
Lokur said, “One of the worst
forms of curtailment of free-
dom of speech is charging a
person with sedition.”
SEDITION CASE HEARING
REMAINS IN FOCUS
During the ongoing hearing of the sedition case by
a bench headed by CJI NV Ramana, the Centre said
on Monday that the PM wants a comprehensive review of
the law to prevent its misuse and requested the court to
leave the matter for an “appropriate platform”. But the
Centre did not give a schedule for the review.
I
AAP MUST LEARN THE ROPES
OF REGIONAL POLITICS FAST
PATIALA CLASH
he recent Patiala clash was
the first major law and order
challenge for the AAP gov-
ernment in Punjab. The clash
was a clear writing on the
wall with Sikh for Justice’s
(SFJ’s) Gurpatwant Singh
Pannu’s call to observe Khal-
istan Day on April 29 and the
Sena members announcing
to take out an anti-Khalistan
March on the same day!
Barjinder Singh Parwana,
one of the masterminds of
the clash, who was arrested,
had earlier said on social me-
dia that he would not allow
anyone to hold such an event.
To cover up its lapses, the
AAP, however, said it was not
a communal clash but a clash
between Opposition political
parties and arrests were
made from both sides.
However, the first question
that comes to mind is why did
the administration, in the
first place, allow such a vola-
tile situation to erupt? There
hadbeenconflictingstandsof
Parwana and Sena members
in the past over the issues of
Khalistan as well as the Army
action on the Golden Temple.
Meanwhile, all Opposition
parties–Congress,Shiromani

the bandwagon and in their

mentalsofacedflakfromSikh
outfits for failing to prevent
the ‘Khalistan Murdabad’ ral-
ly called by Shiv Sena leader
Harish Singla.
Meanwhile, it is pertinent
to note that while the Delhi
model for better power,
health and education facili-
ties, is fine, the AAP govern-
ment would do better to
weigh the realities of Hindu
and Panthic groups and
farmers/labour unions.
It may be noted that this is
not the first time that a clash/
friction took place between
the Parwana and Shiv Sena
in the state. In June 2021, the
Shiv Sena (Punjab) had alleg-
edly put up posters calling
the anniversary of Operation
Bluestar as “terrorism khaat-
ma divas (end of terrorism
day).” However, since the op-
eration involved military ac-
tion on the holiest site of
Sikhs, it is an occasion of
mourning for the community
.
The Sena announcement
was enough to trigger a coun-
teraction. Soon after, a video
went viral in which Parwana
was seen tearing posters of
‘Terrorism Khaatma Divas.”
Armed with such experience
andoutcome,whenSenalead-
er Singla announced that
April 29 would be observed as
Khalistan Murdabad Divas,
does it leave any doubt in any-
one’s mind that another
round of bristles was evident.
Shouldn’t the AAP govern-
ment which had come to pow-
er by securing a massive
mandate from all sections be
more sensitive and isn’t it
evident that the government
may have erred in letting Sin-
gla hold such an event, espe-
cially near a religious place
(the Kali Mata Mandir in Pa-
tiala) and it may be noted
that the Gurdwara Dukh Ni-
varan Sahib is only 1 to 2 km
from the spot.
Whatwasthenewlyformed
AAP government doing in the
meantime. It is not that that
rally was something that hap-
penedsuddenlyandtheorgan-
isers amassed so many people
overnight. The masses were
well aware of this and to top it
all, several people, including
Parwanahimself,hadrequest-
ed the police to prevent the
Khalistan Murdabad protest.
Yet, the protest took place and
it triggered a counter.

WHAT DOES THE CLASH
MEAN FOR AAP IN GENERAL

z AAP must quickly come
out of its simple point
mantra of Delhi model to
win over voters

z It must learn and learn
fast about the religio-socio
template of the country as it
has shown its eagerness to
make foray into other states

z It now needs to understand
the caste-based politics,
the intricacies of regional
satraps and the minute de-
tailing… like the Lingayats
and Brahmins in Karnataka,
the Gurjars, Thakurs and
Dalits in the heartland

z Delhi politics is cosmopolitan
politics. Simply harping on the
basic needs may be a good
thing but given the template
of Indian regional politics,
AAP has to master the art of
survival fast if it plans to have
a long-term political ambition

z Key to ruling in various
states is the art of balanc-
ing acts between social
forces and understanding
the ground realities and to
be able to control possible
flare-ups

Guwahati (Agencies):
Union Home Minister

said that with the im-
proved law and order
situation, the day is not

The AFSPA is in force in
Assam since 1990 and as
per the Centre’s an-
nouncement, it was re-
moved completely from
23 districts and it would
remain enforced in 9
districts and one sub-
division in Assam with
effect from April 1.
After presenting the
President’s Colour to
the Assam Police at a
ceremony here, the
Home Minister said that
due to the constant ef-
forts of the Centre and
Chief MinisterHimanta
Biswa Sarma, almost all
the extremist outfits
have entered into peace
agreements and surren-
dered before the govern-

surrendered militants
are being jointly reha-
bilitated by the central
and state governments.

ous history and achieve-
ments of Assam police,

ing and several other so-
cial issues.
He said, “During the
Bangladesh liberation
war in 1971 and commu-
nal riots, the Assam po-
lice performed brilliant-
ly and courageously
.”

ering,AssamChief Min-
ister Himanta Biswa
Sarma urged the police
to work for the weaker
sections of the society
and appreciated their ef-
forts in the decline of
militant activities in the
state. “Hundreds of cad-
res of the eight militant
groups have joined the
mainstream and anoth-
er 13 outfits are in dia-
logue with the govern-

Lucknow: The politi-
cal events of UP in the
last decade testify that
SP Patriarch Mulayam
Singh Yadav has tacti-
cally passed the baton
of his political legacy
to his son Akhilesh Ya-
dav, as well as, whenev-
er the SP Chief was in
trouble, then the SP
founder turned up to
play the role of suc-
courer for former.
In the pre-2012 era, it
was Shivpal who used
to wield a lot of influ-
ence in SP after Mu-
layam.After 2012, when
two contenders for the
power of UP, Shivpal
and Akhilesh came for-
ward, Mulayam pre-
ferred latter over for-
mer for the CM post. It
is obvious that the SP
founder had clearly ex-
pressed his intention
to hand over his politi-
cal legacy to his son
instead of his brother.
Mulayam publicly
reprimanded Akhilesh
Yadav several times
during latter’s tenure
as the CM. Even during
an official event in the
year 2015, Mulayam
Singh publicly rebuked
his son and then CM
Akhilesh.
Political observers
believe that all these
efforts of rebuke were
done under diplomacy.
Had Mulayam been se-
rious, he would have
taken some kind of ac-
tion against those who
were not standing up to
his expectations.
Also, then SP supre-
mo could have done
this privately or at the
most at party forum be-
hind closed doors.
Those who know Mu-
layam closely believe
that by admonishing
the government of his
own son, he seeks to
function as a safety
valve, airing the griev-
ances of the people.
In 2016, when there
was a public feud be-
tween Shivpal and
Akhilesh, Shivpal got
carried away, only to
realize that he had got
cornered by his elder
brother.
In the recently held
assembly elections,
there was a tough fight
for Karhal seat. Then
without caring about
his health, Mulayam
Singh campaigned in
favor of his son. Re-
garding this, PM Modi
took a swipe at Akh-
ilesh in a rally by say-
ing that the SP Chief
was insecure about
winning Karhal, there-
fore he brought Sama-
jwadi Party patriarch
to campaign for him in
the elections.
MSY COMES TO AKHILESH’S RESCUE
A CLOSED-DOOR MEET HINTS AT MULAYAM’S CONTINUED SUPPORT TO SP CHIEF
Akhilesh Yadav in consultation with SP partriarch Mulayam Singh.
MULAYAM STANDS
WITH AKHILESH
At a time when Akhilesh
is on the target Azam
Khan and his uncle
Shivpal’s supporters,
Mulayam has become
active to boost his son’s
morale. Recently, he held
a closed-door meeting
with his son and the
SP chief at the party
headquarters. SP patri-
arch wants to convey
an impression that he
is with Akhilesh in any
situation.

The bureaucrat will
now be appointed as

ernment.
The position of ACS

handed over to 1989
batch IAS officer De-
vesh Chaturvedi as an
additional charge,
sources in the bureau-
cracy told First India.
With the Uttar

planning to convene
the Assembly session
soon, there is a possi-
bility that Devesh
Chaturvedi might be
given the complete re-
sponsibility as ACS
Finance and relieved
of his charge as ACS

have on his shoulders
the responsibility of
presenting and prepar-
ing the budget, which
is to be done by the Fi-

tava on charges of in-
discipline, lax control
over subordinate per-

disciplinary action to
be taken against him.
Speaking about the
suspension, he said
that just like in line
with CM’s policy of

Strict action will be
taken against those
found guilty of corrup-
tion in the department.
He added that Direc-

at 10:15 and during the
inspection found that a
personnel named

It was found that

Allahabad: The Alla-
habad High Court on
Tuesday granted inter-
im bail to Samajwadi
Party leader Azam
Khan in a case regis-
tered under enemy
property law. However,
Khan will not be re-
leased as last week a
new case was lodged
against him in connec-
tion with granting rec-
ognition to an institu-
tion on forged docu-
ments.
While granting bail
to Khan, the High
Court directed the Dis-
trict Magistrate Ram-
pur to take possession
of the enemy property
situated in the campus
of Jauhar University
and raise a boundary
wall and barbed wire
around it, thereby tak-
ing physical posses-
sion of the property in
dispute by June 30.
Justice Rahul
Chaturvedi further di-
rected that on comple-
tion of the above-men-
tioned exercise to the
satisfaction of the DM
Rampur, the interim
bail of Azam Khan
shall be converted into
regular bail.
The land in dispute
relates to one Imamud-
din Quereshi s/o late
Badruddeen Qureshi,
earlier resident of Luc-
know, who after the
partition, relinquished
the citizenship of India
and migrated to Paki-
stan. The property left
behind by Qureshi was
declared as Evacuee
Property and vested
with the ‘Custodian’ of
the State.
Imran Ullah appear-
ing for Azam Khan ar-
gued that no construc-
tions were raised on
the disputed land, it
was lying vacant, en-
circled by land of the
university.
The court on this
questioned as to how
and under what cir-
cumstances the proper-
ty in question was en-
circled within the Uni-
versity premises, and
later observed, “In-
deed, this is the crook-
ed way of usurping the
property from the days
of partition. It is the
custodian who has the
right, title over the
property in question.
The applicant, being a
Chancellor of the Uni-
versity, is a rank tres-
passer.”
The court while al-
lowing the bail plea ob-
served, “However, as
bail is a right of any
accused and jail is ex-
ception, therefore, on
humanitarian ground
this Court keeping in
view the applicant’s de-
teriorating health, old
age and the period un-
dergone in jail, is con-
sidering the applica-
tion of bail be allowed.”

‘PROPERTY GRABBER’
The court observed, “It is well established that the
applicant Mohd Azam Khan was out for anyhow
grabbing the property which is already earmarked as
Enemy Property by exploiting his position as a Cabinet
Minister. It is simply amusing and surprising that a
Cabinet Minister is stooping down to take away the
Enemy Property by applying all foul means and tricks
and now trying to delink and disassociate himself from
the property in dispute.”

‘PK... THE IDEA CRAVES FOR...’
rovidentially,
PK was born in
1977, the year
when the dark
clouds of an
E m e r g e n c y
period were be-
ing scattered under pres-
sure from a disjointed
opposition. As PK grew
up, his brilliant mind,
charisma and passion for
clean politics took him
on a “rollercoaster ride,”
as he aptly tweeted on
April 2.
Over-anxious, ill-in-
formed biased journal-
ists/anchors, along with
cynical, envious and in-
secure politicians keep
trying to tie PK down and
brand him inside a small
pen. They call him over-
ambitious, a fox, a hedge-
hog, a snake or even a
trojan horse. To their ut-
ter frustration, such in-
sinuations and dirt does
not stick to him because
what they see in him are
their reflections.
PK is a driven man on
a mission, and as he says,
with a “quest to be a
meaningful participant
in Democracy” These
lofty ideals just do not go
down anybody’s throat
owing to their cynicism,
corruption and rejection
of the truth.
They can neither deci-
pher his outer Calm
(Prashant), nor the inner
sprightliness of a Colt
(Kishor). He stands tall,
sits straight and speaks
the truth. This conduct
belies the chicanery of
most of the Legislators
and so-called “guardi-
ans” of the Fourth Es-
tate. The fact that the
Executive is the hidden
steering wheel in this
conspiracy, is another
story
, for another day !!
So what does a man of
such character equani-
mous passion do ?? He
does what his idol MK
Gandhi did !!....... That
great soul shed every-
thing, including most of
his clothes, and went to
his people for a deeper
understanding of real In-
dia.
When PK sensed that it
was time to shed most of
these power-hungry, in-
corrigible, self-seeking
“owners” of political
parties, he tweeted this
simple eloquent mes-
sage as a master commu-
nicator: “ .....Time to go
to the Real Masters, THE
PEOPLE, to better un-
derstand the issues the
path to “Jan Suraj” - Peo-
ple’s Good Governance !!
It is as obvious as to-
morrow’s sunrise that it
will be an uphill task for
PK.........a start from
scratch. But then, which
mountain was con-
quered by landing on the
peak by parachute ?? All
climbs to the summit be-
gin from the little base
camps.
Since we Indians are
so besotted by our Cine-
ma, it would be apt to
analogise PK with a hero
of Hindi Movies. PK can
be fairly compared to the
quintessential actor: Ra-
jendra Kumar. Apart
from the resemblance
 demeanour, he
also carries the
Midas touch of
the “Silver Jubilee Ku-
mar”. That was an era
when a movie’s success
was measured by the
number of
s c r e e n -
ings in a particular thea-
tre, rather than the 00-100
crore weekend sprint. PK
is a marathon man with
the patience, stamina
strategy for such a run.
His Midas touch has
been proven
by his
ability to push potential
but marginal wins into
landslide victories, each
 every time. The lone
UP failure proved to be
the exception to his rule.
All those who did lend
him an ear and actioned
his strategy walked away
with a minimum of 70
per cent of the elected
legislators !!
It would not be too far-
fetched to call PK the
“Landslide Kishore”,
though he would surely
shun this presumptuous
 restrictive Brand
name.
Amongst the wicked
villains Rajendra Kumar,
like PK, was the prover-
bial boy-next-door, the
ideal son, brother, hus-
band and top-class pro-
fessional. A toiling Hero
for Mother India.
As PK heads for the
dusty villages of his
home-state Bihar, it is to
be seen if this self-effac-
ing man with the wisdom
 certitude of a sage, will
take his mission to Gan-
dhian peaks.
Most will say that my
imagination is running
wild like a Colt !!
But isn’t it the same
IDEA that we all crave??

To cover up its lapses, the AAP, however, said it was not a communal clash but a clash between Opposition political parties and arrests were made from both sides. However, the first question that comes to mind is why did the administration, in the first place, allow such a vola- tile situation to erupt? There hadbeenconflictingstandsof Parwana and Sena members in the past over the issues of Khalistan as well as the Army action on the Golden Temple. Meanwhile, all Opposition parties–Congress,Shiromani Akali Dal (SAD), BJP – joined the bandwagon and in their blisteringattacktargetedAAP for the “failing law and order inthestate.”TheAAPgovern- mentalsofacedflakfromSikh outfits for failing to prevent the ‘Khalistan Murdabad’ ral- ly called by Shiv Sena leader Harish Singla. Meanwhile, it is pertinent to note that while the Delhi model for better power, health and education facili- ties, is fine, the AAP govern- ment would do better to weigh the realities of Hindu and Panthic groups and farmers/labour unions. It may be noted that this is not the first time that a clash/ friction took place between the Parwana and Shiv Sena in the state. In June 2021, the Shiv Sena (Punjab) had alleg- edly put up posters calling the anniversary of Operation Bluestar as “terrorism khaat- ma divas (end of terrorism day).” However, since the op- eration involved military ac- tion on the holiest site of Sikhs, it is an occasion of mourning for the community . The Sena announcement was enough to trigger a coun- teraction. Soon after, a video went viral in which Parwana was seen tearing posters of ‘Terrorism Khaatma Divas.” Armed with such experience andoutcome,whenSenalead- er Singla announced that April 29 would be observed as Khalistan Murdabad Divas, does it leave any doubt in any- one’s mind that another round of bristles was evident. Shouldn’t the AAP govern- ment which had come to pow- er by securing a massive mandate from all sections be more sensitive and isn’t it evident that the government may have erred in letting Sin- gla hold such an event, espe- cially near a religious place (the Kali Mata Mandir in Pa- tiala) and it may be noted that the Gurdwara Dukh Ni- varan Sahib is only 1 to 2 km from the spot. Whatwasthenewlyformed AAP government doing in the meantime. It is not that that rally was something that hap- penedsuddenlyandtheorgan- isers amassed so many people overnight. The masses were well aware of this and to top it all, several people, including Parwanahimself,hadrequest- ed the police to prevent the Khalistan Murdabad protest. Yet, the protest took place and it triggered a counter. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL T The Sena announcement was enough to trigger a counteraction. Soon after, a video went viral in which Parwana was seen tearing posters of ‘Terrorism Khaatma Divas.” Armed with such experience and outcome, when Sena leader Singla announced that April 29 would be observed as Khalistan Murdabad Divas, does it leave any doubt in anyone’s mind that another round of bristles was evident ROBIN ROY The writer is Senior Associate Editor, Free Press Journal, Mumbai and former Managing Editor, First India WHAT DOES THE CLASH MEAN FOR AAP IN GENERAL z AAP must quickly come out of its simple point mantra of Delhi model to win over voters z It must learn and learn fast about the religio-socio template of the country as it has shown its eagerness to make foray into other states z It now needs to understand the caste-based politics, the intricacies of regional satraps and the minute de- tailing… like the Lingayats and Brahmins in Karnataka, the Gurjars, Thakurs and Dalits in the heartland z Delhi politics is cosmopolitan politics. Simply harping on the basic needs may be a good thing but given the template of Indian regional politics, AAP has to master the art of survival fast if it plans to have a long-term political ambition z Key to ruling in various states is the art of balanc- ing acts between social forces and understanding the ground realities and to be able to control possible flare-ups Barjinder Singh Parwana, one of the masterminds of the clash, who was arrested, had earlier said on social media that he would not allow anyone to hold such an event. To cover up its lapses, the AAP, however, said it was not a communal clash but a clash between Opposition political parties and arrests were made from both sides. WAS IT A CLEAR CASE OF THE AAP GOVERNMENT BEING CAUGHT NAPPING? WAS IT SCARED OF BEING BRANDED AS ANTI-HINDU OR PRO-KHALISTAN IN CASE IT TOOK “ANY” ACTION? IN BOTH THE SCENARIOS, AAP DOESN’T STAND TO GAIN GROUND, IN FACT, IT HAS LOST QUITE A BIT

In the pre-2012 era, it was Shivpal who used to wield a lot of influ- ence in SP after Mu- layam. After 2012, when two contenders for the power of UP, Shivpal and Akhilesh came for- ward, Mulayam pre- ferred latter over for- mer for the CM post. It is obvious that the SP founder had clearly ex- pressed his intention to hand over his politi- cal legacy to his son instead of his brother. Mulayam publicly reprimanded Akhilesh Yadav several times during latter’s tenure as the CM. Even during an official event in the year 2015, Mulayam Singh publicly rebuked his son and then CM Akhilesh. Political observers believe that all these efforts of rebuke were done under diplomacy. Had Mulayam been se- rious, he would have taken some kind of ac- tion against those who were not standing up to his expectations. Also, then SP supre- mo could have done this privately or at the most at party forum be- hind closed doors. Those who know Mu- layam closely believe that by admonishing the government of his own son, he seeks to function as a safety valve, airing the griev- ances of the people. In 2016, when there was a public feud be- tween Shivpal and Akhilesh, Shivpal got carried away, only to realize that he had got cornered by his elder brother. In the recently held assembly elections, there was a tough fight for Karhal seat. Then without caring about his health, Mulayam Singh campaigned in favor of his son. Re- garding this, PM Modi took a swipe at Akh- ilesh in a rally by say- ing that the SP Chief was insecure about winning Karhal, there- fore he brought Sama- jwadi Party patriarch to campaign for him in the elections. MSY COMES TO AKHILESH’S RESCUE A CLOSED-DOOR MEET HINTS AT MULAYAM’S CONTINUED SUPPORT TO SP CHIEF Akhilesh Yadav in consultation with SP partriarch Mulayam Singh. MULAYAM STANDS WITH AKHILESH At a time when Akhilesh is on the target Azam Khan and his uncle Shivpal’s supporters, Mulayam has become active to boost his son’s morale. Recently, he held a closed-door meeting with his son and the SP chief at the party headquarters. SP patri- arch wants to convey an impression that he is with Akhilesh in any situation. Chaturvedi to be new ACS Finance as Chauhan leaves for Delhi Ahtesham Siddiqui Lucknow: S Radha Chauhan who was ACS Finance has been relieved by the UP government on Tues- day, enabling her to go on central deputation. She is a 1988 batch IAS officer and has previ- ously held important positions like Finance Commissioner, ACS Institutional Finance and ACS State Tax. The bureaucrat will now be appointed as the Secretary, Depart- ment of Personal Training (DoPT) on central deputation, a position which is con- sidered very import- ant in the central gov- ernment. The position of ACS Finance will now be handed over to 1989 batch IAS officer De- vesh Chaturvedi as an additional charge, sources in the bureau- cracy told First India. With the Uttar Pradesh government planning to convene the Assembly session soon, there is a possi- bility that Devesh Chaturvedi might be given the complete re- sponsibility as ACS Finance and relieved of his charge as ACS Agriculture as he will have on his shoulders the responsibility of presenting and prepar- ing the budget, which is to be done by the Fi- nance Department. Devesh Chaturvedi though will continue to have the charge of ACS Appointments as there is talk of an im- pending large-scale transfer in the state bureaucracy in the coming months. First India Bureau Lucknow: State Minis- ter for Tourism and Culture, Jaiveer Singh on Tuesday ordered the suspension of Regional Tourism Officer, Luc- know, Anupam Srivas- tava on charges of in- discipline, lax control over subordinate per- sonnel and financial irregularities with im- mediate effect as well disciplinary action to be taken against him. Speaking about the suspension, he said that just like in line with CM’s policy of zero tolerance against corruption and crime, Strict action will be taken against those found guilty of corrup- tion in the department. He added that Direc- tor General Tourism had made a surprise inspection of Regional Tourism Office Luc- know on March 31, 2022 at 10:15 and during the inspection found that a personnel named Gayur Ahmed who was the Tourism Officer was absent since 1 July, 2021 and another per- sonnel named Mukul Verma who was the Tourism Information Officer was absent since 1 February, 2022 but yet Regional Tour- ism Officer Anupam Srivastava had not tak- en any action against both the personnel who had not taken medical leave as per rules. Singh said that Anu- pam was also found guilty of not forwarding the proposals regarding tourism development and beautification of Palia’s mythological site, Pandey Baba Tem- ple to the government. First India Bureau Allahabad: The Alla- habad High Court on Tuesday granted inter- im bail to Samajwadi Party leader Azam Khan in a case regis- tered under enemy property law. However, Khan will not be re- leased as last week a new case was lodged against him in connec- tion with granting rec- ognition to an institu- tion on forged docu- ments. While granting bail to Khan, the High Court directed the Dis- trict Magistrate Ram- pur to take possession of the enemy property situated in the campus of Jauhar University and raise a boundary wall and barbed wire around it, thereby tak- ing physical posses- sion of the property in dispute by June 30. Justice Rahul Chaturvedi further di- rected that on comple- tion of the above-men- tioned exercise to the satisfaction of the DM Rampur, the interim bail of Azam Khan shall be converted into regular bail. The land in dispute relates to one Imamud- din Quereshi s/o late Badruddeen Qureshi, earlier resident of Luc- know, who after the partition, relinquished the citizenship of India and migrated to Paki- stan. The property left behind by Qureshi was declared as Evacuee Property and vested with the ‘Custodian’ of the State. Imran Ullah appear- ing for Azam Khan ar- gued that no construc- tions were raised on the disputed land, it was lying vacant, en- circled by land of the university. The court on this questioned as to how and under what cir- cumstances the proper- ty in question was en- circled within the Uni- versity premises, and later observed, “In- deed, this is the crook- ed way of usurping the property from the days of partition. It is the custodian who has the right, title over the property in question. The applicant, being a Chancellor of the Uni- versity, is a rank tres- passer.” The court while al- lowing the bail plea ob- served, “However, as bail is a right of any accused and jail is ex- ception, therefore, on humanitarian ground this Court keeping in view the applicant’s de- teriorating health, old age and the period un- dergone in jail, is con- sidering the applica- tion of bail be allowed.” IAS S Radha Chauhan IAS Devesh Chaturvedi DEVELOPMENTS SEAT FOR TODDLERS Foldable baby seats installed in the Lucknow Mail as a pilot project of the Northern Railway. HC grants bail, grudgingly, to Azam in enemy property case ‘PROPERTY GRABBER’ The court observed, “It is well established that the applicant Mohd Azam Khan was out for anyhow grabbing the property which is already earmarked as Enemy Property by exploiting his position as a Cabinet Minister. It is simply amusing and surprising that a Cabinet Minister is stooping down to take away the Enemy Property by applying all foul means and tricks and now trying to delink and disassociate himself from the property in dispute.” Tourism Minister Jaiveer Singh OBJECTIONABLE COMMENTS AGAINST PM LANDS MAN IN JAIL Aman was arrested for allegedly making objection- able comments against Prime Minister Narendra Modi on social media platforms, police said on Tuesday. Hussain was booked under sections 67 (transmit- ting obscene material) and 153 A (spreading disharmo- ny among people) of the Information Technology Act for the Facebook post, police said. BAIL TRAIL Jaiveer Singh orders suspension of Regional Tourism Officer on charges of indiscipline Lucknow (PTI): Op- posing Raj Thackeray’s proposed next month visit to Ayodhya, BJP MP Brij Bhushan Sha- ran Singh on Tuesday held a roadshow here and said that it was his “personal protest” against the Maharash- tra Navnirman Sena chief for “insulting North Indians”, and the saffron party (BJP) has nothing to do with it. BJP Kaiserganj MP, who was one of the leaders to participate in Ram temple movement, had earlier warned Thackeray that he will not be allowed to enter the city till he tendered a public apology for “humiliating north In- dians”. “I want to clarify that it is my personal protest (against MNS Chief Raj Thackeray) and it has nothing to do with my party (BJP). I am firstly scion of Lord Ram, then North Indian and in the last MP of the BJP,” Singh told reporters. “Raj Thackeray is not a ‘dabang’ (heavy- weight) but a ‘chuha’ (rat). I have support from Marathas. I con- sider Chhatrapati Shi- vaji Maharaj as my ide- al. Marathas can come, I can give my life to wel- come them. My protest is against one person (Raj Thackeray) not en- tire Maratha clan”, he said. THE IDEA CRAVES FOR...’ rovidentially, PK was born in 1977, the year when the dark clouds of an E m e r g e n c y period were be- ing scattered under pres- sure from a disjointed opposition. As PK grew up, his brilliant mind, charisma and passion for clean politics took him on a “rollercoaster ride,” as he aptly tweeted on April 2. Over-anxious, ill-in- formed biased journal- ists/anchors, along with cynical, envious and in- secure politicians keep trying to tie PK down and brand him inside a small pen. They call him over- ambitious, a fox, a hedge- hog, a snake or even a trojan horse. To their ut- ter frustration, such in- sinuations and dirt does not stick to him because what they see in him are their reflections. PK is a driven man on a mission, and as he says, with a “quest to be a meaningful participant in Democracy” These lofty ideals just do not go down anybody’s throat owing to their cynicism, corruption and rejection of the truth. They can neither deci- pher his outer Calm (Prashant), nor the inner sprightliness of a Colt (Kishor). He stands tall, sits straight and speaks the truth. This conduct belies the chicanery of most of the Legislators and so-called “guardi- ans” of the Fourth Es- tate. The fact that the Executive is the hidden steering wheel in this conspiracy, is another story , for another day !! So what does a man of such character equani- mous passion do ?? He does what his idol MK Gandhi did !!....... That great soul shed every- thing, including most of his clothes, and went to his people for a deeper understanding of real In- dia. When PK sensed that it was time to shed most of these power-hungry, in- corrigible, self-seeking “owners” of political parties, he tweeted this simple eloquent mes- sage as a master commu- nicator: “ .....Time to go to the Real Masters, THE PEOPLE, to better un- derstand the issues the path to “Jan Suraj” - Peo- ple’s Good Governance !! It is as obvious as to- morrow’s sunrise that it will be an uphill task for PK.........a start from scratch. But then, which mountain was con- quered by landing on the peak by parachute ?? All climbs to the summit be- gin from the little base camps. Since we Indians are so besotted by our Cine- ma, it would be apt to analogise PK with a hero of Hindi Movies. PK can be fairly compared to the quintessential actor: Ra- jendra Kumar. Apart from the resemblance demeanour, he also carries the Midas touch of the “Silver Jubilee Ku- mar”. That was an era when a movie’s success was measured by the number of s c r e e n - ings in a particular thea- tre, rather than the 00-100 crore weekend sprint. PK is a marathon man with the patience, stamina strategy for such a run. His Midas touch has been proven by his ability to push potential but marginal wins into landslide victories, each every time. The lone UP failure proved to be the exception to his rule. All those who did lend him an ear and actioned his strategy walked away with a minimum of 70 per cent of the elected legislators !! It would not be too far- fetched to call PK the “Landslide Kishore”, though he would surely shun this presumptuous restrictive Brand name. Amongst the wicked villains Rajendra Kumar, like PK, was the prover- bial boy-next-door, the ideal son, brother, hus- band and top-class pro- fessional. A toiling Hero for Mother India. As PK heads for the dusty villages of his home-state Bihar, it is to be seen if this self-effac- ing man with the wisdom certitude of a sage, will take his mission to Gan- dhian peaks. Most will say that my imagination is running wild like a Colt !! But isn’t it the same IDEA that we all crave??
