Driver Education/Enforcement of the Law House Bill 21
DRH40015-MK-5A is titled Stop. This is a state law, not a
federal one. North Carolina legislators were in charge of writing
the legislation.
2. Briefly describe in your own words the intended goal or
purpose of this policy?
To begin, I'd want to emphasize that this is my first opportunity
to learn about this legislation, but I'm impressed by the stated
goal. As a result, the purpose of this policy is to educate drivers
on what to do if they are pulled over by cops. As a result, the
proponents of the bill want the procedures to be included in the
driver's education textbook. Comment by Laura Parker: Omit
all references to “I”. This is a research paper. Report what you
find. Note, as a research paper, this paper is also not asking for
your opinions, it is asking what others [key players] said about
this bill.
In the final paper, the only place that I should find your opinion
is in the final section of the paper – Questions for further
thought.
3. When was the last action taken on this bill? Has it already
passed both houses to become law?
The bill passed the Senate's first and second readings on June
22, 2017, but it has yet to complete the third reading. It was
passed by the House of Representatives on June 27th and signed
by the governor the same day. The governor had signed the bill
into law as of July 12, 2017, which was the most recent
development. Comment by Laura Parker: Not all bills require a
third reading. Are you saying that this is the day that the bill
was passed in the Senate? It cannot move to the House or be
signed by the Governor if it has not passed in the Senate.
Comment by Laura Parker: So, this is the last action taken
on the bill. It is not state law.
4. Who is/was the sponsor of this bill? Is the identified person
affiliated with the Republican or Democratic party?
Republicans and Democrats have both signed on as co-sponsors
of this bill, which has bipartisan support. More than a dozen
people have agreed to sponsor the event: Allen McNeill,
Beverly Earle, John Ager, Mary Belk, Cecil Brockman, Becky
Carney, Debra Conrad, Rosa Gill, George Graham, and others.

The sponsor of a bill is the individual who introduced the bill in
Chamber.
5. Identify and briefly describe one Internet website that is

Include the name of the site and a URL/address. Your chosen

can generally be found on the state legislative home page of the

state-level issues. More information on this law can be found by
visiting this website's "NCCaptol" page.

on the bill includes quotes from the measure's primary sponsors,
making it a great resource. This piece makes a compelling case
for involving law enforcement agencies in the process of
developing these orders. Comment by Laura Parker: Sounds
like this site might have some interesting stuff on it, but the site
you should be citing here is the North Carolina legislative home
page. This is where you will find the sponsor, the dates you
need, the text of the bill, actions taken, amendments, etc.
6. Identify and briefly describe one advocacy group with whom
you could be involved if you were attempting to influence this
legislation. Include the name of each group and a working web
address for their organization. Does this group support or
oppose the identified legislation?
People in the community are likely to accept this law if it means
saving the life of an innocent driver and making these police
officers feel less threatened. I haven't found any information
regarding who is pushing for this legislation. Comment by
Laura Parker: Needs research. People in the Community is not
an advocacy group unless they become incorporated and register
as an advocacy group. Does N.C. have a chapter of Black Li ves
Matter? This is an advocacy group that might support this bill.
If you can find hearings on the bill, you will be able to state
facts. Hearings can generally be found on the state legislative
webpage.
7. Identify one key player who supports this proposal. What
arguments does he or she use to support the legislation? Include
brief quotes with proper citations.
Rep. Rose Gill feels this is a fantastic idea in light of recent
police killings during traffic encounters. People who are
educated are less likely to be terrified or nervous when an
officer pulls them over. Comment by Laura Parker: Good,
legislators are appropriate here. However, you have not
included a properly cited brief quote.
8. Identify one key player who opposes this proposal. What
arguments does he or she use to oppose the legislation? Include
brief quotes with proper citations.
The bill was unanimously approved by the members of the
committee. So far, there has been no pushback to the law. After
the bill passed the House, the governor signed it. It's worth
mentioning that three members were absent from the meeting on
the day of the vote, but it's unclear whether they would have
voted for or against it. Comment by Laura Parker: The
committee isn’t the only group that counts.
This legislation was voted on by the entire House and Senate.
Your state homepage should have the votes. If someone
actually made a statement in opposition, however, it is likely
they would be called a racist. Therefore, finding a quote might
be difficult. Needs more research. Wral might have something.

You will devise a Policy Analysis paper that identifies proposed
or current legislation (State or Federal) you would like to
explore. The Policy Analysis Paper is comprehensive and acts
as a cumulative knowledge assessment for the course.
should be 8-10 pages in length, double-spaced, and formatted in
APA style. The Paper must include clearly identified sections,
and include a title page, abstract, and reference page that
includes a minimum of 6 references.
This paper is comprehensive and considered in the grading as
the final exam for this class. I will use turnitin.com, a
plagiarism detection tool, to scan for similarity. I consider
anything over 50% on the similarity index, even if properly
cited, to be gross and inappropriate citation. You will not
receive more than 50/100 points, for a paper containing a
similarity index of 50% or more, and may receive “0” points for
this assignment, if not properly cited. If you are uncertain, ask
for assistance. See also the APA Manual for formatting
requirements.
The Policy Analysis Paper is due at 11:59 pm CT Thursday of
Week 7. A rubric will be provided to students for grading
expectations. The Policy Analysis Paper will be worth 100
points.
Information to be included in your Policy Analysis Paper
In your own words, describe the proposed or current legislation.
· Clearly identify proposed legislation by name and number. Is
legislation being proposed at federal or state level? If state level
policy, what state?
· What is this legislation supposed to do? (What are the explicit
and implicit goals?)
· What values are expressed by this proposal? Distinguish
between those that are clearly stated and those that are implied.
· What are the financial effects, if any? Is this realistic? Who
will be responsible to pay for this? Who is the sponsor of the
bill? What and when was the last action taken on this bill?
Who does this proposal impact? How? Be specific.
· Does it affect persons of color, class, and gender differently?
In what way(s)? Note: Statistics are a good addition to this
section, but any graphs/infographics will not count toward the
final page requirement for this paper.
Explain and discuss social conditions surrounding this proposal.
(Why is/was such legislation being considered? Why is it an
issue? Did something occur to spur interest in this issue?

Identify and discuss any possible historical links you see
regarding previous public policy in the United States.

If a state policy, what state? Driver Education/Enforcement of the Law House Bill 21 DRH40015-MK-5A is titled Stop. This is a state law, not a federal one. North Carolina legislators were in charge of writing the legislation. 2. Briefly describe in your own words the intended goal or purpose of this policy? To begin, I'd want to emphasize that this is my first opportunity to learn about this legislation, but I'm impressed by the stated goal. As a result, the purpose of this policy is to educate drivers on what to do if they are pulled over by cops. Identify and briefly describe one advocacy group with whom you could be involved if you were attempting to influence this legislation. Include the name of each group and a working web address for their organization. Does this group support or oppose the identified legislation? People in the community are likely to accept this law if it means saving the life of an innocent driver and making these police officers feel less threatened. I haven't found any information regarding who is pushing for this legislation. Comment by Laura Parker: Needs research. People in the Community is not an advocacy group unless they become incorporated and register as an advocacy group. Does N.C. have a chapter of Black Li ves Matter? This is an advocacy group that might support this bill. If you can find hearings on the bill, you will be able to state facts. Hearings can generally be found on the state legislative webpage. 7. Identify one key player who supports this proposal. What arguments does he or she use to support the legislation? Include brief quotes with proper citations. Rep. Rose Gill feels this is a fantastic idea in light of recent police killings during traffic encounters. People who are educated are less likely to be terrified or nervous when an officer pulls them over. Comment by Laura Parker: Good, legislators are appropriate here. However, you have not included a properly cited brief quote. 8. Identify one key player who opposes this proposal. What arguments does he or she use to oppose the legislation? Include brief quotes with proper citations. The bill was unanimously approved by the members of the committee. So far, there has been no pushback to the law. After the bill passed the House, the governor signed it. It's worth mentioning that three members were absent from the meeting on the day of the vote, but it's unclear whether they would have voted for or against it.
