Why is roaming hard?
8. PEMEA is a European standard for the exchange of information in the
context of emergency calls – specified within EENA WG and standardized
within ETSI EMTEL.
Intent is to allow localized mobile Apps to roam across Europe.
Receive caller information and precise location for a faster and more
effective emergency response.
Use mobile phones and reach the 112 operator to provide relevant
information using all the available technologies.

13. Interoperability and Standardization of access to emergency services
from Apps
Avoid proprietary solutions with limited geography of usage to enable
roaming.
New and improved capabilities to handle the emergency call very
useful to improve the lack of accessibility.
Extensible, built-in extension mechanisms allow for easy future
support the use of total conversation that is the combination of voice,
video and real-time text as communication channels between people and
the emergency services.
