Bureaucracy and Corruption in Nigeria: Implications for Buhari’s Change AgendaAJHSSR Journal
The issue of corruption has taken the front burner in public discourse in Nigeria. This is
particularly because of the leadership that emerged in the country from the 2015 general elections concluded in
April same year. The emergence of President Muhammadu Buhari as the country‘s President has made the issue
of corruption to resonate with a deafening intensity as the fight against corruption became the major item on the
campaign promises of the All Progressive Congress (APC), the current ruling party in the country. This paper
addresses the issue of corruption in Nigeria‘s bureaucracy and its implications for the change mantra of the
Buhari civilian administration. The paper adopts a qualitative method and relied on secondary sources of data. It
also adopted the theory of anomie and the contradictions of bureaucracy as a theoretical framework. It defines
bureaucracy and corruption, gives an overview of bureaucratic corruption and highlights its implications on the
Buhari‘s change agenda. It discusses in great detail the implications of the corruption in the bureaucracy on the
sustenance and consolidation of democracy as well as the change agenda of the Buhari government and
highlights such issues as poverty and underdevelopment, negative impacts on productivity and efficiency, the
deprivation of the citizenry of the benefits of good governance and the much needed dividends of democracy
among others.It argues that if the bureaucracy in Nigeria is not purged of all corrupt tendencies it will be
impossible for it to drive the much needed change necessary for democratic consolidation and recommends the
need to strengthen the anti-corruption agencies, making accountability and transparency an article of faith,
addressing the issues of salaries and wages, thorough investigation and prosecution of corrupt public officials as
well as a reorientation of Nigerians on the need to avoid corrupt practices. It is hopeful that this study will lend a
voice to the current war against corruption and assist the anti corruption agencies in their fight against the
menace in the civil and public service.

The formulation and implementation of development plans serve as the benchmark for evaluating economic progress in different sectors of an economy. Since independence, successive administrations in Nigeria have paraded different economic development plans. At the continental level also, several development programmes have been articulated for driving development in the countries of Africa. Many times, supposed laudable economic programmes have failed to identify with the interest of citizens, largely due to poor communication of such programmes. This study investigated citizens’ participation in the implementation of Nigeria’s Vision 20:2020. Among others, the study asked the following questions: to what extent are Nigerian citizens aware goals of Vision 20:2020 economic blueprint? What were the media used in popularising Nigeria’s Vision 20:2020 economic blueprint? The study was anchored on the Participatory Development theory. The survey research design was used to study a population of 84, 004, 084 from which a sample size of 384 respondents was drawn. The sample was based on Keyton’s sampling system. Findings of the study showed that many citizens of Nigeria do not understand the goals of Vision 20:2020. It was also found out that many citizens of Nigeria cannot identify development projects executed in line with the goals of Vision 20:2020. Based on these findings, the study recommended, among other things, that the Nigerian government should partner with civil society organisations to popularise the goals of Vision 20:2020. It was also recommended that citizens of Nigeria should be encouraged to participate in the formulation and implementation of development programmes.
This paper attempts to establish more recently developed national scenarios with respect to national structural system transformation, political system, governance, public administration and bureaucracy, socio-economic development, management best practices and, of course, Nepal's national competitiveness appealing wider participation of all sectors in the process of transforming Nepal into a dynamic state with focus on welfare state mechanism leading the attainment of national prosperity.

This work examined the solid waste management in Enugu metropolis for urban administration.
Over some period now Enugu metropolis has witnessed big volume of solid waste that adversely affected urban
administrator’s capacity to plan. The improper management of solid waste in Enugu metropolis constituted
health hazards to the citizens. A survey research method was adopted in the study and two hypotheses guided
the study. Data generated were analyzed using frequency tables, percentages and chi-square. The findings
showed that irregular collection of solid waste affects urban development in Enugu metropolis and that lack of
strict enforcement of environmental laws is responsible for indiscriminate dumping of solid waste. It is therefore
recommended that Government should enforce strictly all the environmental related bye-laws, generate
sufficient funds for solid waste management and also checkmate indiscriminate dumping of waste by the citizens
and ensure timely carting away refuse dumps in the metropolis
Loksabha Election 2019: 90 Plus Voting CampaignBanda is a district of 1.8 million people in the north Indian state of Uttar Pradesh. Unfortunately, in recent years, Banda has become known for water scarcity, unemployment, farmer distress, underdeveloped agriculture, and corruption. These issues have spurred significant political rivalry; as a result, the Election Commission has identified 195 of the 1,454 polling booths in the Baberu, Banda, Naraini, and Tindwari constituencies as “critical”.
Motivated by these challenges, I set out to increase voter turnout and improve the sense of civic engagement in Banda, and involved the whole district administration towards this goal. In the 2014 Lok Sabha elections, 53 percent of registered electors in Banda voted. For the 2019 elections, I set an ambitious target of 90 percent turnout. To achieve this, I led my team to devise the “90 Plus” strategy, which leveraged a plethora of initiatives and communication channels from the Systematic Voters’ Education and Electoral Participation (SVEEP) programme. A total of 825,907 people voted in Banda District in the 2019 Lok Sabha election, out of 1,314,368 registered electors (62.8%). In 2014, the average total turnout was 53.38%. The 10-percentage point increase is remarkable given the ground-level challenges that confronted the ambitious project target. The significance of this scheme was acknowledged by the Honourable Prime Minister Shri Narendra Modi, in a rally that he addressed here in the district.
