2. What is DSWD? What is AICS?
DEPARTMENT OF SOCIAL WELFARE AND
DEVELOPMENT (DSWD) is a government
agency mandated by law to develop,
administer and implement comprehensive
social welfare programs designed to uplift
the living conditions and empower the
disadvantaged children, youth, women, older
persons, person with disabilities, families in
crisis or at-risk and communities needing
assistance.
ASSISTANCE TO INDIVIDUALS IN CRISIS
SITUATION (AICS) is one of the social
welfare services of the DSWD that
provides medical assistance, burial,
transportation , education, food, or
financial assistance for the other support
services or needs of a person or family.

common laboratory tests and diagnostic imaging
procedures for any illness or ailment, including

5. FUNERAL ASSISTANCE

related expenses including, but not limited to,
expenses in bringing the remains of the deceased
to his or her residence/hometown, interment,
cremation, and/or burial site in accordance with
existing customary practices of the family
especially among Indigenous Cultural
Communities/ Indigenous Peoples (IPs) and Moros.

of sending students/children to school such as
school fees, school supplies, school projects,
allowances, and other related expenses.

9. CASH ASSISTANCE

Cash assistance for other support services is an
outright cash provided to individuals and families
in crisis or in extremely difficult circumstances.
Any of the following, as may be applicable:
• Police Report/Blotter; or
• BFP Report/Certification for the fire victims; or
• Passport, Travel Document(s), Certification from OWWA/POLO/Department of Migrant Workers or the
Barangay OR any proof of retaptriation by the OF; or
• Certificate of Victims of Online Sexual Exploitation of Children or violence against women and children
issued by the LSWDO; or
• Referral letter/endorsement from other concerned agencies; or
• Declaration of State of Calamity by the National Government or LGU, whenever applicable; or
• Recommendation from Disaster Response Management Group (DRMG/DRMD/DRMS) for Augmentation

As a general rule, the beneficiary and his authorized representative must submit a copy of their valid ID or alternative
documents/documents proving the identity of the client, except in cases where the beneficiary or his representative does
not have a valid ID, such as minors, indigenous peoples (IPs), fire victims, floods, or any natural disaster or man-made
disaster. In this case, the Barangay Certification or Justification from a DSWD Welfare Officer (SWO) is sufficient for the
absence of a valid ID.

the beneficiary. In addition, General Intake Sheet (GIS) and Certificate of Eligibility (CE) are required at all times to all clients.

Review & Approval of Assistance
In order to avail assistance from the DSWD, the
clients shall undergo the applicable steps.
Depending on the type and the venue where the
client will be assisted, the following procedures
shall be observed in order to assist in availing the
services under the AICS program:
DSWD personnel shall check the validity and completeness of the required
documents presented by the client.
The DSWD Social Worker shall interview and assess the client as well as the
documentary requirements presented.
If the authorized official finds the request valid and complete, the request shall
be approved, otherwise the case will be referred back to the attending SWO.
All approved requests shall be forwarded to the SDO/RDO/DSWD personnel for
releasing depending on the mode of assistance.
