The Office Fiscal Manager is responsible for overseeing office staff, fiscal operations like accounting and financial reporting, and human resources. OFFICE FISCAL MANAGER
Reports To: Executive Director
Position Grades: 6 through 8
Position Summary:
Responsible for office staff management, personnel administration, fiscal operations including
accounting, financial reporting, property assets and human resources. Duties require knowledge
of current accounting techniques, Housing Authority policies and procedures, and pertinent
Federal, State and Department of Housing and Urban Development rules, regulations and
reporting requirements. Work is performed under the general supervision of the Executive
Director.
Essential Functions:
1. Provides the maintenance of all accounting and fiscal records for the Housing Authority
involving several sets of financial data.
2. Directs the proper disbursement of all funds for purchases, contracts, payrolls and other
necessary expenditures.
3. Inputs data for all journal voucher entries pertaining to day-to-day operations as well as
monthly general ledger journal entries.
4. Works with the agencies Fee Accountant and Assists Auditors in the preparation of the
Authority’s financial statements.
5. Assists Executive Director in budget preparation for all Housing Programs.
6. Assists Executive Director in preparation and distribution of HUD financial and statistical
reports as required.
7. Prepares or assists in the preparation, calculation and recording of statistical and/or financial
data, reports and/or statements.
8. Prepares and submits Federal and State of Missouri reports and returns as required for: tax,
employee, social security and retirement.
9. Prepares and maintains all employee time, attendance and payroll records.
10. Handles all employee accident claims.
11. Maintains office inventory control of supplies and equipment.
12. Handles all tenant/resident complaints and incident reports, police reports, including file
documentation and scheduling informal hearings and reviews per FHA Grievance Policy
13. Performs various personnel management duties for office staff employees, which includes,
but is not limited to evaluating employees’ performance and evaluations; scheduling hours of
work to insure office is staffed at all times; recommends and approves vacation, sick leave,
and time off; approves time sheets, and consults with supervisors concerning disciplinary
problems.
14. Schedules and/or conducts training for office staff personnel.
15. Working on developing written procedures and cross training office staff so a minimum of
two people can perform all required tasks and job duties.

16. Supervises work of office staff, assignment of personnel to designated programs and projects.
Conduct quality control checks of PHA and Section 8 files to ensure programs are being
administered property.
17. Every 3rd week carries the after-hours emergency phone and screens emergency calls.
18. Performs other reasonably related duties as assigned by the Executive Director.
19. Serves with Maintenance Supervisor for all administrative and management matters in the
absence of the Executive Director.

MAINTENANCE SUPERVISOR
Reports To: Executive Director
Position Grades: 6 through 8
Position Summary:
This is a highly responsible administrative, supervisory, and technical work directing position of
maintenance operations for the Housing Authority. Work entails planning, directing, and coordinating
activities for the entire maintenance facility. Day to day maintenance tasks are carried out through
maintenance personnel. Technical knowledge and independent judgment are required in formulating and
interpreting plans, purchasing supplies, equipment and materials, and in the inspection and evaluation of
work performed. Supervision is exercised over maintenance staff. Work is performed under the general
supervision of the Executive Director.
Essential Functions:
1. Plans, organizes and directs programs of building and grounds maintenance, as well as
contracted pest control in coordination with the Procurement Officer.
2. Schedules and/or conducts and supervises safety and training programs for maintenance
employees.
3. Supervises work order system; assignment of personnel to designated projects; conducts
spot checks of completed work orders and units to see that the work is completed
satisfactory.
4. Oversees vacated unit clean out; assist in assignment of units to outside contractors or
assignment to maintenance personnel in coordination with the Procurement Officer;
inspects and compiles punch list of completed units; ensures vacant units are completed
and notifies office staff when the unit is ready to rent.
5. Purchases and maintains inventory control of maintenance supplies, equipment, vehicles
and materials.
6. Supervises or makes repairs to lock sets; rotates interchangeable cores; makes keys.
7. Inspects buildings, grounds, and equipment; helps Executive Director plan and develop
renovation and long-range preventive maintenance programs.
8. Establishes operating standards applying to maintenance and preventative maintenance
procedures, materials, equipment, and performance of personnel.
Conducts or oversees various inspections required by the program guidelines including
but not limited to annual, quality control, move-out and move-in.
9. Performs various personnel management duties for maintenance employees, which
includes, but is not limited to evaluating employees’ performance and evaluations;
recommends and approves vacation, sick leave, and time off; approves time sheets, and
consults with supervisors concerning disciplinary problems.
10. Every 3rd week carries the after-hours emergency phone and screens emergency calls.
11. Oversees after-hours emergency call-out program for maintenance staff. Responsible for
scheduling staff and monitoring hours worked during emergency call out to minimize
overtime pay.
12. Performs other reasonably related duties as assigned by the Executive Director.
13. Serves with Office Fiscal Manager for all administrative and management matters in the
absence of the Executive Director.
