3. OBJECTIVE
To provide an overview of the “ modus operandi” of
the Technical Services Department;
For inductees to know the “structure of the
Department.
To discuss the Vision, Mission and achievements of

4. OVERVIEW OF THE TECHNICAL
SERVICES DEPARTMENT (TSD)
Key Functions:
Provide legal and technical advice to GRA, other government
departments, taxpayers and other stakeholders;
Collection, management, compilation and analysis of supplied data;
Provision of policy planning and strategic direction for GRA;
Direction of compliance strategy, taxpayer education & training
programmes of the GRA.
5. VISION OF THE TSD
“To be the leading and most strategic
department that enhances growth and
efficiency for the attainment of the
Authority’s Vision and Mission Statement”.
6. TSD OBJECTIVES
The objectives of the TSD are to:
Provide quality and reliable data;
Coordinate & harmonize departments activities;
Improve on inter-departmental corporation;
To make staff “ all round revenue officers”;
Institute legal actions against taxpayers.
Act as a mediator between the Authority and other
stakeholders in respect of revenue administration, e.g.
IMF, WB, etc.

The TSD constitutes of three (3) Units and these are:
Policy Planning & Research Unit
Compliance Strategy, Taxpayer Education &
Training Unit, and
Legal Unit

9. OFFICE OF DIRECTOR
The Director is the team leader of the Department.
Provides tactical, strategic and organisational
leaderships for all units within the directorate
Reports to CG on technical matters of taxation and
customs.
Serve as Chief Advisor to CG & DCG on technical
matters relating for the general administration of
the Authority
10. ROLES & FUNCTIONS OF THE
VARIOUS UNITS
The roles and functions of the three (3) Units are
multidimensional, varied and share an intricate
inter-dependent relationship in a complementary
manner.
Basically, their roles and functions are to
complement one another’s efforts for the attainment
of the Department’s predetermined goals and
objectives;

Monitor the implementation of
GRA Plans through annual
work plans and
budgets
Prepare monthly and annual
revenue performance reports and
other related publications

Consult with other government
departments, private institutions on
matters pertaining to tax policy.

Headed by a Deputy Director and assisted by
a team of officers of various ranks for the
smooth implementation of the Unit’s
functions:
Determine strategic goals for taxpayer
enforcement, audit and investigation
activities
Produce risk-based customs enforcement
plan and specifying selection criteria
Devise and implement strategies and
operation plans to improve compliance with
filing & payment obligation
Monitor the achievement of operational units
against compliance plans.
Develop training manuals, policy, script
writing and curricula.
Recommend staff technical, professional and
academic trainings based on training needs
assessments (TNAs)
Manage a central debt account, monitor
GRA debt management activities
Provide advice on penalties and
sanctions of the Authority
Design the different Taxpayer
Education Programmes (TEP) and
activity menu
Formulate strategy and methodology
for the provision of taxpayer education
Spearhead and monitor the delivery of
taxpayer education and taxpayer
services for the operational units and
on behalf of GRA
COMPLIANCE STRATEGY, TAXPAYER EDUCATION
& TRAIING UNIT
13. KEY FUNCTIONS:
Headed by a Deputy Director Legal and
team of officers.
Provide expert advice & guidance on the
interpretation of customs & revenue
laws
Monitor the enforcement of revenue
laws
Responsible for the drafting of new laws
(e.g. Customs & Excise Act 2010) & the
Income & Value Added Tax Act, 20012.
Propose Amendments in respective
Revenue Laws, administered by the
Authority
Provide advice to CED or DTD on
appeal procedures and responsible for
appeals progressing to courts
Monitor the number and outcomes of
appeals, identify and report any recurring
problems
Ensure that legal Notices are gazetted,
example Auctions
Review potential prosecution cases &
forward to courts where necessary
Draft all GRA contracts and other legal
agreements
Ensure the ratification of international
protocols & conventions relating to CED &
DTD
Propose and draft MOUs for the Authority

Development of the Compliance Improvement &
Strategic plan of the Authority (GRA)
Development of the Taxpayer’s Charter of Rights
and the Taxpayer Policy
Development of a debt mgmt. database
Assist in the enactment of the Customs & Excise Act
2010, Income & Sales Tax Amendment Act 2007 &
2010,GRA Amendment Act of 2010 and the Income
& Value Added Act,2012 and its Regulations.
Signing of MOUs with Venezuela and Kenya.

Jeng, before Brikama Magistrate Court, 2010
16. Conclusions
The Technical Services Department is the pulse of
the Authority and the best Department in terms of
reaching and measuring key deliverables.
The Department that cut-across all functional lines
of the Authority directly as a result of its assigned
duty and executionary mandate.
