11.Working Experience:
11.1 Summary
Worked at Consulting Engineering Center (CEC) – Sajdi & Partners – Amman/ Jordan from 24 July 2005 till August 2016 as
Senior Infrastructure Engineer / Senior Highways Engineer with more than 30 years of experience in Highways, Roads, Bridges &
infrastructure projects in Middle East, Africa and Europe possessing high potentials in managing huge projects (in different
geographic areas) with wise leadership, team work, strategic planning & close communications with stakeholders. Fields of expertise
covers design, construction supervisor and maintenance entailing conducting Feasibility Studies, Highways Geometric Design,
Contract Administration, Risk Assessment and Site Supervision of Roads, Transportation Projects, as well as preparation of Tender
Documents and preparation of Technical Proposals to many prospect project in the fields of transportation and Infrastructures.
My story of success with Consulting Engineering Center (CEC) has contributed significantly to company prosperity, achievement of
its strategic objectives / goals; “Double Revenue within 5 years time" for two consecutive rounds (10 years) and to excel and be
distinguished in the local and international market; through contribution as a key leadership / top management member in
monitoring the strategic plan, progress and projects successful completion to customer’s satisfaction (customers intimacy).
During my service at CEC, I had empowered the company to obtain the award of Excellence of His Majesty, King Abdullah the 2nd
of Jordan for four consecutive rounds and be recognized for excellence by EFQM with a 3 stars, maintain company performance to
be on line with ISO 9001 procedures adopted by CEC since 1996 and through the implementation of theBalance Scorecard for
Strategic Planning, cascaded to company departments and branches entailing Supervision, Roads &Traffic Department.
In addition to international experience in the United Kingdom as researcher in Construction at Loughborough University of
Technology, I had worked worldwide as Team leader / Senior Highway & Infrastructure Engineer including Albania, Gambia,
Uganda, Lesotho, Tanzania, Zambia Maldives, Tajikistan, Saudi Arabia, Syria, Libya, and Yemen and in Jordan.
Worked in the Ministry of Public Works & Housing (MPWH) in many technical & managerial positions from the year 1985 to 2005
briefed hereunder, with my last position as the Director of Road Maintenance Department / Ministry Secretary General Advisor for
Road Affairs. During my service, I had been able to achieve Ministry / Department goals and schedules for the improvement and
maintenance of road network in Jordan and had introduced new / advanced technologies to practice such as the use of High
Performance Hot Mix Asphalt utilizing Modified Asphalt Binder and develop Pavement Management System (PMS) for setting
maintenance policies & strategies and develop priorities for annual maintenance programs using HDM 4 software. In addition, I had
been appointed as a Key management member in the Jordanian /Swedish agreements for Road Sector Development Project performed
by SWE ROAD subsidiary to the Swedish National Road (1998 – 2003), as well as been appointed a key member in the Committee for
the Foundation of the Road Fund Management in Jordan.
My contribution towards training and exchange of knowledge as a Instructor on Contract Documents - FIDIC 99; Red Book,
Technical Writings …. for different stakeholders (such as Syrian Road Agency staff - Ministry of Transportation Syria – Damascus -
June 2005, the Libyan Delegation -2014, MIYAHUNA - Ministry of Water & Irrigation – Jordan, 2012 and for Albania Road
Directorate (ARD) - Tirana – 2008), has empowered clients and local staff capabilities to perform their duties more efficiently, as well
as participation in many advanced courses, conferences as a speaker and attendee.

Director of Supervision Department in the Consulting Engineering Center (CEC) – Sajdi & Partners; one of the leading
Consulting Companies in Jordan with 35 years in the market, specialized in infrastructure works in the fields of roads, bridges,
water, wastewater, electro-mechanical…etc. and working internationally in 28 countries in Europe, Asia & Africa. My role
and duties involves:
 Supervise running projects to the satisfaction of Clients and donors (such as league of Arab States, World Bank
(USAID), European Banks….etc.) in terms of quality, time (to the highest standards and to the requirements of the
Contract Documents),
 Leadership: leading more than 100 person- staff at home office and projects ( internal and external) and directing them on
work procedures and standards, technical issues and problem solving through meetings, training courses and direct visits,
 Monitor Company Strategic Map & goals / objectives as a key member in the Strategy Management Leadership team, and
in company accreditation by EFQM as well as in internal and external Audits,

undertaken in the early stage of the project and limits of the Right of Way are defined and needed expropriations are
undertaken,

as an important step for work progress and project completion.
 Safety work and Measures to ensure traffic safety, workers safety and third party safety,
 Contracts administrations and management including management of Contract Claims & Resolution of Disputes with
respect to the applicable Conditions of Contract (FIDIC, PPDA or any other Contract Conditions either local or

16 highly elevated Bridges / Viaducts and a Tunnel in addition to

The project must provide harbour facilities for a 43 m long new ship
by modifying the existing harbour facilities in the proper way.

forensic investigations to determine the real causes of the failure
(uplifting of asphalt and flooding) that occurred on Lot 3 of the
Likalaneng to Thaba Tseka road in January, 2011.
The outcome of these investigations and finding will guide the Client,
“The Ministry of Public Works and Transport represented by Road
Directorate” on the type of remedial measures to be instituted in order
to minimize or preclude future occurrence of failures of similar nature.
In addition, the consultant shall furnish also a preliminary cost
estimate for the reconstruction at around 15% accuracy based on his
findings and analysis.

construction or for rental. This phase involves construction of around
30,000 m² of industrial shells as part of the 67,000 m² area referred to

HGL has been commissioned to undertake Consultancy Services for
the Executive Privatization Committee (EPC) to determine the
feasibility and approach of a possible Public Private Partnership
{PPP} for an upgrade to the existing AI Azraq - AI Omary highway,
ultimately defining the highway project concept to facilitate private
sector involvement for the right to design, build, finance and operate
an upgraded highway for a concession period of at least twenty years.
Halcrow's remit focuses on the feasibility of a PPP scheme to
facilitate Government decisions to proceed with the scheme.

The existing Al Azraq to Al Omary road is a 48km dual lane single

3. Review of Detailed Design of Vora Interchange Project and
fixing, correcting all the available mistakes.
4. Supervision for “Construction of Durres By-Pass and Vora
Interchange Road Project”, with length approximately 5 Km for
Durres By Pass with 4 lines highway with affiliated service
roads, roundabouts, underpasses and 2 km of linking road 4 lines
and Vora Interchange with approximately of 2 km road stretch of
the Durres - Tirana highway, and about 3 km road parallel
network.
These projects will include construction of a new road of Durres By-
pass starting with junctions on the existing Tirane - Durres motorway.
The road will be a dual 2-lane carriageway with two lanes of 2x2x3.75
meters provided plus 2x0.5 meters asphalt shoulder in both directions
and separated by a green stretch 1.8 m width and pedestrian on both
sides 2x1.8 m widths, in addition of two parallel road on each side
with 2x5.5 m width and sidewalks g 2x1.5 m width. On total is a road
with 35.4 m width. In addition will be construction of 4 new
roundabouts, one railway underpass and will be rehabilitation of the 2
km linking road from Durres port to Rash-bull hills.
The Vora Road interchange will include the construction of about 3
km parallel roads of Tirana - Durres motorway, roundabout,
underpass, and improving same parts of the existing motorway.
The project is financed by the Kuwait Fund for Arab Economic
Development (KFAED) and managed by The General Road
Directorate (GRD)/(PIU) of the Ministry of Public Works Transport
and Telecommunication.

objectives are to evaluate the physical progress of the construction
(Quality and Quantity) entailing Visit the project site, Interview the
Contractor, Consultant and the Project Implementation Unit (PIU).
Quantity:
- Review the progress of works in light of the project reports
submitted by the contractor and consultant.
- Validate the amount and % of works completed against the
design, Bill of Quantity (BOQ) and contract.
- Estimate the expected date of completion in light of the amount
level of mobilization of the contractor.

Mott MacDonald was appointed by the International Financial
Corporation on 16 September 2008 to undertake both a Traffic and
Technical Audit of the Jordan Light Rail System between Amman and
Zarqa in the Hashemite Kingdom of Jordan.
Mott MacDonald has appointed CEC for Sub - consultancy services
for provision technical assistance to the said project.
The project aims to provide Light Rail Transport System for
passengers between Amman city (Raghadan CBD) and New Zarqa (in
both directions) utilizing electrical power moving on rail line of 1435
mm width and according to the international specifications.
International investors will be invited to submit proposal to the Client;
Public Transport Regulatory Commission in the form of BOT system
with a return period of 30 years.
The total length of the project is about 25.90km; running between
New Zarqa station at 199 K 850 and Raghadan CBD station at 225 K
600 with the following minimum requirements:
1. Minimum velocity 90 km/hr.
2. Electrical motor supplied by 600 V DC overhead line.
3. Provision of protection works along the Rail R.O.W as well as
safety measures for pedestrians and vehicles.
The alignment of the new rail system will generally follow the
existing track of the Hedjaz Rail between New Zarqa and Mahatta,
while a new track will be proposed by the investor for the section
between Mahatta and Raghadan station given the following two
options:
Option (1): Construct new rail line in the middle of the existing old
road connecting Mahatta to Raghadan; King Abdulla street.
Option (2): Elevated track (Bridge) over Mahattra – Amman road with
an approximate length of 2.5 km.

Worked in the Ministry of Public Works & Housing (MPWH) in many technical & managerial positions from the year 1985 to 2005 briefed hereunder, with my last position as the Director of Road Maintenance Department / Ministry Secretary General Advisor for Road Affairs. During my service, I had been able to achieve Ministry / Department goals and schedules for the improvement and maintenance of road network in Jordan and had introduced new / advanced technologies to practice such as the use of High Performance Hot Mix Asphalt utilizing Modified Asphalt Binder and develop Pavement Management System (PMS) for setting maintenance policies & strategies and develop priorities for annual maintenance programs using HDM 4 software. In addition, I had been appointed as a Key management member in the Jordanian /Swedish agreements for Road Sector Development Project performed by SWE ROAD subsidiary to the Swedish National Road (1998 – 2003), as well as been appointed a key member in the Committee for the Foundation of the Road Fund Management in Jordan. Construction of “QUKËS- QAFË PLLOCË, Section of the Tirana – Korca Road Corridor - Albania Albania 3 years starting on 2014 Design Review Team Leader / Senior Highway Design Engineer The project is located in the East-West transport corridor within “Tirana-Elbasan- Qafe Plloca-Korca Road Corridor” (Corridor 8). The road passes through Governor of Elbasan and Governor of Korca where the road terrain encounters rough mountainous areas. The project consists of construction of 33.8 km road section including 16 highly elevated Bridges / Viaducts and a Tunnel in addition to many box culverts, long and high retaining walls as well as other protection works and safety measures. Financed by the Islamic Development Bank (IBD). 3. Rehabilitation and Improvements of Water Supply in 6 Towns Zambia 14 months starting 2014 Contract Engineer Rehabilitation and Improvement of water supply and sanitation systems in 6 Towns of Kasama, Mbala, Mpika, Kawambwa, Mansa and Chililabombwe - Financed by the Arab Bank for Economic Development in Africa (BADEA). 4. New harbour facilities at Obhor, Jeddah Marine structures Saudi Arabia 12 months Starting in 2014 Senior Road Design Engineer / Contract Engineer The Faculty of Maritime Studies at the University of King Abdulaziz, Jeddah - Saudi Arabia has appointed CEC Sadji and Partners as the main and NIRAS as the sub consultant, for the design of new marine facilities in their existing harbour located at Obhor, Jeddah, Saudi Arabia. The project must provide harbour facilities for a 43 m long new ship by modifying the existing harbour facilities in the proper way. 5. Infrastructure Development of two Historical Areas in Saudi Arabia - Uhud Area and Al-Khandeq Area Saudi Arabia 12 months Starting in 2014 Senior Transportation Engineer The project include urban and infrastructure planning and development to the ancient area, Uhud, and linking it to other surrounding religious and historical places entailing use of advanced transport systems such as under-grounds (metro), BRT, on- grade and intersections and interchanges. The work includes the design of central transport stations and underground parking in addition to the geometric design of roads and bridges, all in line the with master plan of the whole area. Consultancy Services for Forensic Expert on the Construction of Likalaneng to Thaba-Tseka Road Project (From Ha Matsooana to Thaba-Tseka) Lesotho 4 months starting in 2013 Forensic Expert – Team leader / Senior Highway Engineer The Objective of this project is to undertake engineering, technical and forensic investigations to determine the real causes of the failure (uplifting of asphalt and flooding) that occurred on Lot 3 of the Likalaneng to Thaba Tseka road in January, 2011. The outcome of these investigations and finding will guide the Client, “The Ministry of Public Works and Transport represented by Road Directorate” on the type of remedial measures to be instituted in order to minimize or preclude future occurrence of failures of similar nature. In addition, the consultant shall furnish also a preliminary cost estimate for the reconstruction at around 15% accuracy based on his findings and analysis. 8. Consultancy services for Construction Supervision for Seventeen Bridges and their Connection Roads Uganda 24 months, starting in 2013 Team Leader / Senior Highway Design Engineer The scope of work entails carrying out general design review verification for Contract Drawings and other related Documents for all the Bridges and Roads to ensure structural adequacy and safety, concluding the Consultant recommendation for all related technical and contractual aspects. The implementation of the project includes civil works and ancillaries for the construction of seventeen bridges to be built in Northern and North Eastern Uganda, in addition to the road connecting each bridge with existing highway. The project is financed by the Islamic Development Bank (IBD) and managed by Ministry of Works and Transport as the Client. 9. The Construction of Tikoe Industrial Estate infrastructure and factory shells Lesotho 18 calendar months, starting in 2013 Senior Road Design Engineer / Contract Engineer The project lies at Tikoe, around 10 km south-east of the center of the capital city, Maseru. The project includes the civil works and ancillaries for the construction of roads and storm water, utilities infrastructure for a total area of 270,000 m² of which a net let-able area of 67,000 m² shall become available for industrial shells construction or for rental. This phase involves construction of around 30,000 m² of industrial shells as part of the 67,000 m² area referred to above and the remaining 37000 m² will remain for lease or further construction of shells as demand and finance become available. – Financed by the the Arab Bank for Economic Development in Africa and managed by Lesotho National Development Corporation (LNDC).

Consulting Services for AI Azraq to Omary Road- Sub– UK for provision of technical assistance - Due Diligence Study, Financial Review and Projection along with Transaction Report Jordan 6 months, starting in 2011 Senior Highway Engineer Sub-Consultancy Services with Halcrow Group Limited {HGL} to provide technical support to carry out the technical Due Diligence Studies through evaluations of the existing road conditions, traffic studies and analysis and local market appraisal including costing data and information. HGL has been commissioned to undertake Consultancy Services for the Executive Privatization Committee (EPC) to determine the feasibility and approach of a possible Public Private Partnership {PPP} for an upgrade to the existing AI Azraq - AI Omary highway, ultimately defining the highway project concept to facilitate private sector involvement for the right to design, build, finance and operate an upgraded highway for a concession period of at least twenty years. Halcrow's remit focuses on the feasibility of a PPP scheme to facilitate Government decisions to proceed with the scheme. The Due Diligence Study comprises:  Technical Due Diligence for Capital Expenditure  Technical Due Diligence for Operational Expenditure  Traffic and Financial Revenue  Legal Due Diligence The existing Al Azraq to Al Omary road is a 48km dual lane single carriageway highway connecting the Hashemite Kingdom of Jordan with Kingdom of Saudi Arabia and forms a strategic route connecting Turkey, Lebanon and Syria with Saudi Arabia and the Gulf region. 12. Review of the existing Detailed Design for Durres By-Pass. 2. Preparation of Detailed Design for approximately 2 km linking road. 3. Review of Detailed Design of Vora Interchange Project and fixing, correcting all the available mistakes. 4. Supervision for “Construction of Durres By-Pass and Vora Interchange Road Project”, with length approximately 5 Km for Durres By Pass with 4 lines highway with affiliated service roads, roundabouts, underpasses and 2 km of linking road 4 lines and Vora Interchange with approximately of 2 km road stretch of the Durres - Tirana highway, and about 3 km road parallel network. These projects will include construction of a new road of Durres By- pass starting with junctions on the existing Tirane - Durres motorway. The road will be a dual 2-lane carriageway with two lanes of 2x2x3.75 meters provided plus 2x0.5 meters asphalt shoulder in both directions and separated by a green stretch 1.8 m width and pedestrian on both sides 2x1.8 m widths, in addition of two parallel road on each side with 2x5.5 m width and sidewalks g 2x1.5 m width. On total is a road with 35.4 m width. In addition will be construction of 4 new roundabouts, one railway underpass and will be rehabilitation of the 2 km linking road from Durres port to Rash-bull hills. The Vora Road interchange will include the construction of about 3 km parallel roads of Tirana - Durres motorway, roundabout, underpass, and improving same parts of the existing motorway. The project is financed by the Kuwait Fund for Arab Economic Development (KFAED) and managed by The General Road Directorate (GRD)/(PIU) of the Ministry of Public Works Transport and Telecommunication.

New road connecting the intersection to Baqa'a Camp. 17 Consultancy services for the Islamic Development Bank (IDB) to prepare an Evaluation for the Physical Progress of Shagon to Zigar Road Construction Project - (Phase-II) - from km 19.25 to km 29.00 Tajikistan 2009 Senior Highway Expert / Project Evaluator – Advisor to the IDB The subject road section, Shagon - Zigar road (Phase-II) from km 19.25 to km 29.00 (34.2 km) is under implementation with more than 80% physical progress. IDB has appointed CEC for this consultancy services with the main objectives are to evaluate the physical progress of the construction (Quality and Quantity) entailing Visit the project site, Interview the Contractor, Consultant and the Project Implementation Unit (PIU). Quantity: - Review the progress of works in light of the project reports submitted by the contractor and consultant. - Validate the amount and % of works completed against the design, Bill of Quantity (BOQ) and contract. - Estimate the expected date of completion in light of the amount level of mobilization of the contractor.

The works include construction of roads, infrastructure networks (water, sanitation, electricity, telephone civil works, street lighting and rain water drainage), land leveling, buildings (management, offices, and facilities), water reservoirs and a wastewater treatment plant. 19. Mott MacDonald has appointed CEC for Sub - consultancy services for provision technical assistance to the said project. The project aims to provide Light Rail Transport System for passengers between Amman city (Raghadan CBD) and New Zarqa (in both directions) utilizing electrical power moving on rail line of 1435 mm width and according to the international specifications. International investors will be invited to submit proposal to the Client; Public Transport Regulatory Commission in the form of BOT system with a return period of 30 years. The total length of the project is about 25.90km; running between New Zarqa station at 199 K 850 and Raghadan CBD station at 225 K 600 with the following minimum requirements: 1. Minimum velocity 90 km/hr. 2. Electrical motor supplied by 600 V DC overhead line. 3. Provision of protection works along the Rail R.O.W as well as safety measures for pedestrians and vehicles.
