OC Transpo, City of Ottawa 2009-2012
Registered Authority and Signing Authority under the Driver Certification Program with the
Ontario Ministry of Transportation
In this senior training role, Raymond was responsible for the training and performance needs of
the Operations staff at OC Transpo, the City of Ottawa’s public transit system, and developing
training to address those needs. He was responsible for identifying performance gaps and
developing the corresponding training for 1800 bus operators, 75 Special Constables and Fare
Enforcement Officers, 50 Transit Supervisors, 20 Dispatchers, and 24 training instructors. He also
conducted training evaluation to assist senior management and HR in making informed decisions
by providing systematic and objective strategic information to ensure the quality and effectiveness
of OC Transpo’s training products.
Raymond was also responsible for the complete overhaul of the 32-day New Bus Operator
Training program in response to identified needs. Raymond redesigned over 60 learning events
using an experiential learning design model from St. Francis Xavier University. The New Bus
Operator Training program was submitted to and was granted accreditation by the Motor Carrier
Passenger Council of Canada. Below are listed some of the ongoing activities and special
training projects that Raymond was responsible and accountable for:
Managed the New Bus Operator Training program accreditation submission to the Motor
Carrier Passenger Council of Canada
Initiated and overhauled OC Transpo training programs to reflect industry best practices,
regulatory compliance, due diligence, and risk mitigation
Redesigned training events using a learner-centered experiential learning design model, an
adult learning model based St. Francis Xavier University’s adult education program
Implemented the American Public Transportation Association’s Training Review
Recommendations for cost and human capital efficiencies
Development of Statements of Work of training vendor contracts
Created a first Transit Training Writing Style Guide incorporating plain language concepts
Initiated and led a mentor program for new bus operator recruits
Managed the performance and product output of the Learning Design Working Group
Provided needs assessment, training, evaluation, and performance development
subject matter expertise to Managers of 6 functional areas, 3 unions, and staff
Established a national Training Coordinators’ Network
Developed and implemented competency screening tools for instructor candidates and
onboarding training programs for instructor recruits
Developed, assessed and evaluated screening tests for job postings and job performance
1. SmartBus Next Generation Phases I, II, and III (PRESTO)
This multi-year project was rolled out over three phases (Phase I – Next Stop Announcements,
Phase II – Mobile Data Terminal, Phase III PRESTO) from 2008 to 2012. Raymond was the
senior lead in each phase that required a needs assessment to be carried out; project
management principles applied included scope, risk management, deliverables, and timelines;
the development of RACI tables, standard operating procedures, and work instructions; and
tracking project progress and scheduling. One of the main components of this project was the
development of training material including course outlines, learning road maps, learning plans,
workbooks, support collateral, tests, and other evaluation instruments use to evaluate knowledge
transfer and training effectiveness. Raymond also provided ongoing support and coaching and
developed the mentor and coaching programs. As phases progressed in complexity and scope,
so did the degree of training activity and target audience growth - from 1800 employees in phase
I to 3200 in Phase III.
2. Liaised with project team members to ensure training needs were met
Proofread documents and advised team members of potential delays in roll out and
regulatory and product design inconsistencies and omissions
Facilitated discussion groups and presented product and program details to staff, senior
management, and unions
Developed an online survey(Driver’s Seat) to foster employee engagement in the training
process
Compiled and analyzed survey results to form a target and a control group for pilot training
Facilitated train-the-trainer technical training programs for 25 instructors
Worked with consultants (engineers) on product specifications, end product corrections and
omissions and development of training materials
Delivered direct technical training to Transit Supervisors, Transit Superintendents,
Customer Relations Officers, Sales Office and Information Clerks
2. Drive Cam
Installation of cameras on buses required an extensive needs assessment for training, this 2008-
2009 project required the identification of stakeholders and the technical skills required to operate
both the onboard equipment and control centre monitoring systems. Raymond was influential in
supporting the Program Manager in the development and implementation of the Drive Cam
project including drafting a Privacy Impact Assessment.
