3. WEAK NATION AND “SOFT STATE”
Social and political trust is regard as social capital. In this regard the
Filipino nation has a troubling deficit.
Soft State – dominated by powerful interests that exploit the power of
the state or government to serve their own interests rather than the
interests o the citizens.
Who are the exploiters of soft states?
4. THE EDSA “PEOPLE POWER REVOLUTION”
The slogan and promise of the EDSA Revolution was a people power
revolution to bring about “Freedom, Justice and Democracy”.
But actually it was not at all a “revolution” that changed the political
and social structure of our country, but a “restoration” of our kind of
democracy before the Marcos dictatorship.
6. A FAILING STATE?
The Philippines has some characteristics of a failing state.
1. the government does not have complete control of its territory.
2. it is not considered legitimate by a significant number of population
3. it does not provide basic security for its citizens
4. lacks on the monopoly on the use of force
5. vulnerable to violence.
6. high perception of corruption
7. FILIPINO DEMOCRACY AT RISK?
In 2005, Freedom House in New York downgrading the ranking of the
Philippines from “free” to “partly free”.

The Moral Recovery program
1. Patriotism and national pride
2. Sense of common good
3. Integrity and accountability
4. Discipline and hard work
5. Self-reflection and analysis
Where in a national survey in 2001 on a statement, “Most Filipinos do not trust each other” is 57%
“Most would know what is for the common good, but care only what is good for their family” is 73%

The Asian barometer found that the Filipinos found that the percentage of Filipinos who believe democracy is always the best form of government dropped from 64% to 51% between 2001 to 2005. At the same time the satisfaction with democracy dropped from 54% to 39%.
