 AUVSI’s 2013 Economic Report:
 The UAS global market is currently $11.3 billion
 Over the next 10 years, the UAS global market will total $140 billion
 The economic impact of US airspace integration will total over $13.6 billion in the first three
years and will grow sustainably for the foreseeable future, cumulating to over $82.1 billion
between 2015 and 2025
 In California, the report found integration would lead to an economic impact of nearly $2.4
billion and 12,292 in the first three years , growing to nearly $14.4 billion and 18,161 jobs
 Every year that airspace integration is delayed will cost the U.S. over $10 billion in lost
potential economic impact, which translates to $27 million per day

UAS Industry on the RiseUAS Industry on the Rise
Precision agriculture totals approximately 80% of the potential commercial
market for UAS
“Precision application, a practice especially useful for crop farmers
and horticulturists, utilizes effective and efficient spray techniques to
more selectively cover plants and fields. This allows farmers to
provide only the needed pesticide or nutrient to each plant, reducing
the total amount sprayed, and thus saving money and reducing
environmental impacts.”
UAS in agriculture has the potential to have an $11 billion
economic impact in the first three years following integration.

 A 2013 market study by the Teal Group estimates worldwide UAS spending will double
over the next decade from current $5.2 billion annually to $11.6 billion annually
 Defense spending will not grow as it has in past decade
• Likely to stagnate over next several years
• Defense spending will increase in 5-10 years as commercial systems drive capability,
reliability and price points
 As legislation barriers lessen over next several years, commercial spending will exceed
defense spending
• Current commercial UAS use vary greatly between countries, limited by legislation
• Countries that delay airspace integration will lag in technology development and
manufacturing, relying on imports to gain UAS benefits

 There’s enormous demand for UAS but, currently, there’s very limited
circumstances under which UAS may be flown in the National Airspace
System
 Several industries have voiced interest in using UAS, from Hollywood
filmmakers to oil and gas companies to real estate developers
 Amazon recently announced plans to launch a ‘Prime Air’ delivery
system once the regulatory framework is in place, and Google acquired
Titan to expand internet access across the globe

 UAS already utilized commercially in other

 In Germany, Deutsche Post has used
UAS to deliver prescription drugs
 A Shanghai company uses them to

 Australian textbook-rental company,
Zookal, plans to deliver books using
UAS
 Overseas, used to film scenes in
"Skyfall," the latest James Bond film,
as well as the Harry Potter and
"Mission Impossible" films
 British company easyJet recently
announced plans to use UAS to inspect

 Research institutions and public safety
agencies that want to fly UAS must first obtain
a Certificate of Authorization, or COA, from the
FAA.
 As an industry, we want to see the integration of
UAS proceed without any further delays, so we
can have an established framework for UAS

Realtors and soybean farmers agree:
Drone rules are overdue
 For the first time, the manned aviation industry
joined with the unmanned industry to call on the
FAA to issue clearer rules.
In a joint letter with the Academy of Model
Aeronautics, AUVSI declared that the “time for
resolution has come, and we cannot afford any
further delays.”
More than thirty industries signed on to the
letter, including the Aircraft Owners and Pilots
Association (AOPA), National Association of
Realtors, and the National Air Traffic Controllers
Association.
• Recently, the FAA announced that the agency is
working with several industries to expedite some
limited commercial operations of UAS before
UAS rules are finalized.

All stakeholders can work together to advance UAS technology, while protecting
Americans’ safety, as well as their rights. AUVSI supports:
Transparency Measures
 Register unmanned aircraft and pilots with the Federal Aviation Administration
(FAA)
Prohibiting Weaponization
 The FAA already prohibits the deployment of weapons on civil aircraft
Data Retention Policies
 Governing the collection, use, storage, sharing, and deletion of data
 Policies should be available for public review and comment
 Policies should outline strict accountability
 AUVSI supports the International Association of Chiefs of Police model guidelines
Accountability
 The Fourth Amendment already protects against unreasonable searches
 People should be prosecuted for violating privacy laws
Technology Neutral Laws
 Any new laws or regulations should focus on whether the government can collect
and use data, not how it is collected

  • 11. www.auvsi.org UAS Economic PotentialUAS Economic Potential  AUVSI’s 2013 Economic Report:  The UAS global market is currently $11.3 billion  Over the next 10 years, the UAS global market will total $140 billion  The economic impact of US airspace integration will total over $13.6 billion in the first three years and will grow sustainably for the foreseeable future, cumulating to over $82.1 billion between 2015 and 2025  In California, the report found integration would lead to an economic impact of nearly $2.4 billion and 12,292 in the first three years , growing to nearly $14.4 billion and 18,161 jobs  Every year that airspace integration is delayed will cost the U.S. over $10 billion in lost potential economic impact, which translates to $27 million per day

  • 13. www.auvsi.org UAS Industry on the RiseUAS Industry on the Rise Precision agriculture totals approximately 80% of the potential commercial market for UAS “Precision application, a practice especially useful for crop farmers and horticulturists, utilizes effective and efficient spray techniques to more selectively cover plants and fields. This allows farmers to provide only the needed pesticide or nutrient to each plant, reducing the total amount sprayed, and thus saving money and reducing environmental impacts.” UAS in agriculture has the potential to have an $11 billion economic impact in the first three years following integration. Almost $66 billion over 11 years.

  • 15. www.auvsi.org AUVSI UAS 2014 ForecastAUVSI UAS 2014 Forecast  A 2013 market study by the Teal Group estimates worldwide UAS spending will double over the next decade from current $5.2 billion annually to $11.6 billion annually  Defense spending will not grow as it has in past decade • Likely to stagnate over next several years • Defense spending will increase in 5-10 years as commercial systems drive capability, reliability and price points  As legislation barriers lessen over next several years, commercial spending will exceed defense spending • Current commercial UAS use vary greatly between countries, limited by legislation • Countries that delay airspace integration will lag in technology development and manufacturing, relying on imports to gain UAS benefits  Over the next decade, total UAS spending will reach $140 billion

  • 19. www.auvsi.org Growing Commercial InterestGrowing Commercial Interest  There’s enormous demand for UAS but, currently, there’s very limited circumstances under which UAS may be flown in the National Airspace System  Several industries have voiced interest in using UAS, from Hollywood filmmakers to oil and gas companies to real estate developers  Amazon recently announced plans to launch a ‘Prime Air’ delivery system once the regulatory framework is in place, and Google acquired Titan to expand internet access across the globe
  • 20. www.auvsi.org Emerging Commercial UsesEmerging Commercial Uses  UAS hold tremendous potential to change the way that industries operate  UAS already utilized commercially in other countries:  In Germany, Deutsche Post has used UAS to deliver prescription drugs  A Shanghai company uses them to convey cakes  Australian textbook-rental company, Zookal, plans to deliver books using UAS  Overseas, used to film scenes in "Skyfall," the latest James Bond film, as well as the Harry Potter and "Mission Impossible" films  British company easyJet recently announced plans to use UAS to inspect aircraft
  • 21. www.auvsi.org Regulations and COAsRegulations and COAs  Research institutions and public safety agencies that want to fly UAS must first obtain a Certificate of Authorization, or COA, from the FAA.  As an industry, we want to see the integration of UAS proceed without any further delays, so we can have an established framework for UAS operations  Despite the enormous demand and interests, Commercial use of UAS is currently prohibited in the U.S.

Raphael Pirker  Swiss Citizen, Flew 5 lbs “model” aircraft doing a video for UVA in 2011  FAA $10k fine for flying “careless and reckless”  NTSB Administrative Law Judge ruled against the FAA finding that the FAA has not yet issued regulations to govern model aircraft or UAS.  FAA has appealed (which stays the decision) Full NTSB will hear the appeal in May or June
  • 25. www.auvsi.org Letter to the FAALetter to the FAA Realtors and soybean farmers agree: Drone rules are overdue  For the first time, the manned aviation industry joined with the unmanned industry to call on the FAA to issue clearer rules. In a joint letter with the Academy of Model Aeronautics, AUVSI declared that the “time for resolution has come, and we cannot afford any further delays.” More than thirty industries signed on to the letter, including the Aircraft Owners and Pilots Association (AOPA), National Association of Realtors, and the National Air Traffic Controllers Association. • Recently, the FAA announced that the agency is working with several industries to expedite some limited commercial operations of UAS before UAS rules are finalized.

  • 30. www.auvsi.org AUVSI’s Position on UAS PrivacyAUVSI’s Position on UAS Privacy All stakeholders can work together to advance UAS technology, while protecting Americans’ safety, as well as their rights. AUVSI supports: Transparency Measures  Register unmanned aircraft and pilots with the Federal Aviation Administration (FAA) Prohibiting Weaponization  The FAA already prohibits the deployment of weapons on civil aircraft Data Retention Policies  Governing the collection, use, storage, sharing, and deletion of data  Policies should be available for public review and comment  Policies should outline strict accountability  AUVSI supports the International Association of Chiefs of Police model guidelines Accountability  The Fourth Amendment already protects against unreasonable searches  People should be prosecuted for violating privacy laws Technology Neutral Laws  Any new laws or regulations should focus on whether the government can collect and use data, not how it is collected

Section 1077 – Reports on Unmanned Aircraft SystemsThis section would require the secretary of Defense, the secretary of Transportation, the administrator of the Federal Aviation Administration, and the administrator of the National Aeronautics and Space Administration, on behalf of the Unmanned Aircraft Systems (UAS) Executive Committee, to jointly submit a report on unmanned aircraft system collaboration, demonstration, use cases and data sharing to the appropriate committees of Congress within 90 days after the date of the enactment of this Act. This section would also require the secretary of Defense, on behalf of the UAS Executive Committee, to submit a report to the appropriate committees of Congress setting forth the resource requirements needed to meet the milestones for unmanned aircraft systems integration described in the five-year roadmap under section 332(a)(5) of the FAA Modernization and Reform Act (Public Law 112-95).
