This year is defining and significant, we are prepared to take on the challenges from the external and internal cocoon of school life. Our endeavor will continue to improve the quality of our schools system, increase our standards in all areas, identify core strengths and prioritize goals and work on them. And on this auspicious day, we rededicate our commitment to strive for oneness---one vision, one direction and one mission.
my dear students, colleagues and fellow public servants, leading SLUC with a total land area of more than ______ and with more than 5,000 students and over 400 permanent work force, together with contractual and job order personnel from diverse cultures, is no mean task!
It is both a big challenge and an opportunity. Challenge, in the sense, that I need to be very competent technically, conceptually, interpersonally and socio-culturally to be able to face squarely the different situations and conditions obtaining within and outside of the University, More importantly, I need to skillfully strike a balance between people and tasks to be able to maintain the equilibrium organizationally and operationally. On the other hand, it is both an honor and a rare opportunity to lead a premiere and reputable University dubbed as a Center of Development in Teacher Education and Information Technology ,and one of the leading Universities in the Philippines out of the 113 SUCs.
The biggest challenge, however, is how to unify people of diverse backgrounds and education towards the realization of a common vision. Why? This is because It is only when we are collectively conscious of our past and aware of our common vision of the future that we can steadily grow and move forward. Put simply, this means that we are cognizant of our direction, aware of our roles and responsibilities, and knowledgeable of our location in the dynamic world of the academe and of the historical timeline!
Truly, no amount of good plans on paper and no measure of the noblest of intentions can translate themselves on the ground on their own without the intervention of capable and well-motivated human resource base. This explains why people are considered as the greatest asset and most important resource in any organization.
This gathering represents one of the many great traditions of DMMMSU. I’m honored to have this privilege to provide the SLUC community the State of the Campus Report. I am honored to continue the tradition today.
Let me begin with a simple but compelling truth that SLUC is stronger now than at any point than our 36 years history. The evidence for this statement can be found in our campus learning environment created by our outstanding faculty, staff, and students as well as in our expanding research enterprise in areas of local, national, and global significance.
It can be seen in numerous ways we are extending our vast intellectual resources to promote prosperity in communities across the region and beyond. And, the evidence lies in the important steps we are taking as a community to secure the long-term success of our campus.
These four broad areas---building a world-class learning environment, expanding research enterprise, promoting extension and securing long-term success will serve as the framework for my address this morning.
Our enrolment share in SLUC has fallen from more than 6,500 enrollees to 5412 students now. This is due to K to 12 transition. In the absence of first year students we have 2 sections of senior high instead.

On the other hand, we produced more graduates ( from 1204 to 1245) and sustained almost the same number of magna cumlaudes and cumlaudes. Students are attracted to quality learning environment we are building together here at SLUC.
In SLUC, teacher training and professional development never really ends, but is a career-long pursuit by educators and college administrators. With significant numbers of faculty members in SLUC, we have increased the number of Doctors and Masters faculty members graduates in graduate school graduates: 16% starting from 2015 for the Doctor’s degree, 50% for the Master’s degree and 34% for the Baccalaureate studies.
On-screen enumerates the faculty members who recently acquired their MA/MS and PhD/EdD degrees since the past year.
Pursuant to the University mantra, providing excellence in educating the young requires excellence of the educators as well. Thus, it is of every faculty member’s right to be granted a chance at the faculty and Staff Development Program in coordination with CHED, DOST, and others. Currently, there are 40 privileged faculty members enjoying the benefits of this program such as full and partial scholarships, thesis and dissertation aids, study leaves with pay, deloading, early release time, and financial assistance.
9 faculty members successfully passed the PhilNits Information Technology Passport(IP) Certification Exam Last October 16, 2016.
Dr. Joycelyn Damaso is now an AFPSN Lieutenant Colonel of the Philippine Army.
Aside from teacher achievements, the university also takes pride in the numerous triumphs and leaderships attained by students.
On-screen is the summary of the performance of graduates in Licensure Examinations. *********
The following are manifestations of how students excelled under the educational nourishment of the University. Doubtless, their mentors and the whole DMMMSU-SLUC family are proud to have been a part of the molding of such excellent performers.
The university will never fail to recognize outstanding efforts pursued by its constituents. We are aware and forever grateful to the extra work hours, sleepless nights, and fatigue and stress that each constituent had to endure in the name of the university, and thus would like to reciprocate the gratitude in the best way possible.
Congratulations to Dr. Eduard M. Albay who has proven himself worthy of being the university Researcher of the Year, as well as the UPFA Author of the Year.
On-screen is Dr. Joanne C. Rivera, who has generated 4 million-peso worth of Income Generating Project through the K-12 enrollment, thus earning her the title of IGP Manager of the Year
Spearheaded by Dr. Raquel Quiambao, the College of Arts and Sciences has won a back-to-back recognition as the Best Academic Unit of the Year. Indeed, the college has proven itself worthy of not only retaining the crown, but also adding into in its trophy shelf the title “Best Board Program with Top Notchers.”
A constant top-contender in the search for Best Academic Unit, the College of Computer Science placed second runner up under the management of Prof. Enrico G. Dacanay. Pursuant to the college’s sophisticated and innovative developments, it has also been branded by CHED as a Center of Development in IT Education.
The College of Education also continues to impress as one of its programs, the Bachelor in Elementary Education, landed as the Best Board Program of the Year, under the Deanship of Dr. Emmanuel Songcuan and the program Chairperson, Dr. Nestor Ulpindo.
Proving itself an organization that ‘cares’, the Alliance of Health Service Enthusiast of ICHAMS has retained its title as the Student Organization of the Year, thanks to the advising of Mr. Rolando P. Roncal, Jr. and Prof. Ofelia Valdehueza.
What greater honor would there be than being handed the Dangal ng Bayan Exemplary Award by His Excellency, President Rodrigo Roa Duterte Himself! Indeed the university is more than honored to have a national awardee in its midst.
SLUC, as among the three limbs of DMMMSU, also does not neglect its constituents who aided in uplifting the name of both the campus and the university.
Aside from excellence in the field of Instruction, Research, and Extension, SLUC is also a tough meat to chew and beat down in Sports and Cultural, as proven by the recent awards it grabbed in the previous year. This goes to show that the faculty and staff of SLUC are not only classroom and office experts, but are multi-talented MVPs be it in the court or on stage.
May I also take this opportunity to express my gratitude to the FAD and NTA team leaders and officers representing the SLUC family across campuses and the University for supporting and planning every endeavor that we have all the way. My thanks to each of you for your work on the different programs and projects of the campus. With an eye toward the future, we are constructing state-of-the-art facilities to support the academic work of our faculty and students.
The achievements may serve as an inspiration for everyone to pull off the higher achievements for our campus.
As a second home of the students, it is a responsibility for the campus to provide support for students for a more conducive learning environment.
As to Health and Medical Services, the decline in number of students being admitted to medical attention is of a positive notion that students are becoming more conscious of their health. The added number of students who sought Dental attention in the past year is a witness to the improved services and equipment of the Dental office.
The cutback of testing and counseling services brings joyful news. It manifests the lesser need to conduct psychological testing, (hopefully) due to diminishing cases of psychological setbacks among the students.
The pleasing increase of placement services reflects graduates of the campus who are eager to settle for employment and thus carry the name of the university which catered to them.
In a world in need of spiritual guidance, it is delighting to discover the awareness of our students in their need for divine assistance in their daily endeavors.
To catch up with the fast-paced modernization of the world, the campus is also one with virtualizing materials readily-available online such as the RFID library, the acquiring of Travel Orders and Leave Forms online, and easy access of research abstracts through the Campus website.

With our collective will, talent and creativity of the SLUC family, we recently performed the Accreditation and we are positively expecting that all programs will passed the next Accreditation status, we are all placed to move steadily up. We aspire to be at par with a more progressive, more educational, and more economically advanced institutions locally and internationally. Our goal is to make a difference and exceed past gains.
All programs are under COPC. The Masters for Fisheries was also approved and is now open for enrollment.
As a part of the three-fold chord that binds the university, the field of Research is always given ample attention by the Campus. This is proven by the whooping high jump of the number of ongoing researches since the past year. We take pride in all of the increased figures gleaned from the table, as an evidence of the lifted interest on research.
As to extension, it is heart-warming to discover a more in-depth relationship and immersion of the Campus to the community, given by the increment of the number of training programs conducted. The landslide of other extension/outreach activities and trainees is not to be worried about, as extension service in an area is given more attention than the usual. This means that extension workers tend to concentrate on a single community with a definite project for the community to master.
We have existing partnership with various ASEAN universities in Thailand, Vietnam, and Indonesia namely:

on this auspicious day, we remind ourselves of our commitment to re-live our global dreams and re-embrace world-class standards. At the South La Union Campus, our stakeholders do not just articulate their desires and aspirations--but, they live actualizing these desires and aspirations within a community where it suggests boundless opportunities and capabilities in the areas of instruction, research and extension. We define world-class standards with our growing research cooperation, increasing international networks and linkages, and sustaining academic friendships with universities and government agencies in Southeast Asia and nearby regions.
This year lays the foundation for more innovative and global ideas in the years to cone. Our vision is defining and significant, and we are prepared to take on the challenges of the world. Our endeavor will be to continue imbibing with us our university's vision, mission and philosophy, increase our standards in all aspects, identify core strengths and prioritize goals and work on them.
It is time to continue living our dreams. We now live in new realities and emerging trends. We need to focus on our vision, gain more scholastic strength and exposure, shift gears if necessary, and never be complacent. We need to raise the bar in every field.
Let us build our own dream and fuel it with passion and burning desire. Let us build academic castles and empires. If we want to leave footprints in the sands of time, let us not drag our feet. We have to walk in oneness with determination and confidence.
Building and achieving dreams may take time but remember that "sandcastles may fall with the rising of the tide but as long as there is hope, dreams thrive.”
Happy living our world-class dreams! Happy foundation day!
