3. Rational
The NOSS was initially developed in 1993 and the first revision was done
in 1998. It was subsequently updated in view of the advancement of the
automotive technology and upon the request made by the Automotive
Skills Development Advisory Committee.
This session revised only the Level 1, Level 2, and Level 3 requirements
which currently are of priority to the automotive industry. The panel of
experts concluded that this job area required significant range of varied

work activities, performed in a variety of contexts. With the current
shortage of skilled workers in this industry, the need for structured training
is essential.
Automotive Technician 1 is to replace the existing Motor Mechanic Level 1 in
view of the nature of work that has been revised. In addition, the committee
members felt that it is appropriate to adopt Automotive Technician 1 as pre-
requisite for Motor Vehicle Technician, Commercial Vehicle Technician 2 and
3, Natural Gas For Vehicle (NGV) System Installer, Tyre Technician,
Automotive Panel Beater, and Automotive Air-conditioning Technician.

FOR AUTOMOTIVE TECHNICIAN 1
AND MOTOR VEHICLE TECHNICIAN 2 AND 3
1. INTRODUCTION
1.1 Standard Practice is a document showing the career path of any particular
professional.
1.2 Standard Practice and Standard Content are parts of NOSS document and
are developed with Training Manual and Internship Manual to complete the
whole NOSS.
2. OCCUPATIONAL DEFINITION
NOSS is defined as a specification of the competencies expected of a skilled
worker who is gainfully employed in Malaysia for an occupational area and level
and a path to acquire the competencies.
SKM LEVEL 1:
(Operation and Production Level) Competent in performing a range of
varied work activities most of which are
routine and predictable.
SKM LEVEL 2:
(Operation and Production Level) Competent in performing a significant
range of varied work activities,
performed in a variety of contexts. Some
of the activities are non-routine and
required individual responsibility and
autonomy
SKM LEVEL 3:
(Supervisory Level) Competent in performing a broad range
of varied work activities, performed in a
variety of contexts, most of which are
complex and non-routine. There is
considerable responsibility and
autonomy and control or guidance of
others is often required.

SKM LEVEL 4:
(Supervisory Level) Competent in performing a broad range
of complex technical or professional

3. MALAYSIA SKILLS QUALIFICATIONS
Candidates after being assessed and verified and having fulfilled the Malaysia Skills
Certification requirements shall be awarded the Sijil Kemahiran Malaysia (SKM) for
Level 1 or 2 or 3. Level 4 and 5 shall be awarded the Diploma Kemahiran Malaysia
and Diploma Lanjutan Kemahiran Malaysia, respectively.

4. MOTOR VEHICLE TECHNICIAN PROFESSIONAL QUALIFICATIONS
Motor Vehicle Technician SKM Level 2 + 3 years related hands-
on working experience
Motor Vehicle Senior Technician SKM Level 3 + 5 years related hands-
on working experience
Motor Vehicle Specialist DKM Level 4 + 10 years related hands-
on working experience
Motor Vehicle Technical Manager DKM Level 5 + 15 years related hands-
on working experience
5. NATURE OF WORK
i. An Automotive Technician 1 is designated to perform activities such as
servicing, overhauling, and replacing of defective components including apply
workshop practice.
In particular he/she:
1. Performs workshop practice,
2. Performs vehicle maintenance,
3. Performs engine repair,
4. Performs fuel system,
5. Repairs vehicle electrical system,
6. Repairs vehicle manual drive train,
7. Repairs vehicle braking system,
8. Repairs vehicle steering,
9. Repairs vehicle suspension system, and
10.Performs vehicle air-conditioning system service.
6. WORKING CONDITIONS
Generally they work during similar operating hours of an organization/company.
Ideally they work at a specified servicing and repairing area. They may work
individually or in a modular group in a conducive and ventilated environment.

7. EMPLOYMENT PROSPECTS
Excellent prospect due to the growing automotive market and increasing number of
franchisees in the country.
8. JOB OUTLOOK
There is employment growth for the professionals because the requirement in the
industry is promising. In view of the political stability, economic growth, and the need
to overcome current shortages, the demand for these experts will be tremendous.
There are many factors such as rapid technological changes, global job trends, etc
which influence the growth of this industry. There are prospects for exportation of
these skilled workers to other developing countries.
9. TRAINING, OTHER QUALIFICATIONS, AND ADVANCEMENT
Motor vehicle repairing professionals will receive on-the-job training at their
workplace. The minimum entry qualification is interest to work in the conditions as
mentioned above. Candidate must be able to read and write and have interest in
motor vehicle servicing and repairing field.
The Automotive Technician 1 can pursue their trainings and obtain SKM Level 2 in
Motor Vehicle Technician, Commercial Vehicle Technician, Natural Gas for Vehicle
(NGV) System Installer, and Automotive Air-conditioning Technician, Tyre
Technician, or Automotive Panel Beater. Having obtained the SKM Level 2 in the
relevant field, he/she can further obtain the SKM Level 3 (except Natural Gas for
Vehicle (NGV) System Installer, Tyre Technician, Automotive Panel Beater, and
Automotive Air-conditioning Technician).
For Natural Gas Vehicle (NGV) System Installer, Tyre Technician, Automotive Panel
Beater, and Automotive Air-conditioning Technician can further his/her trainings in
Automotive Technician 2 or Commercial Vehicle Technician 2, henceforth acquire
Level 3 certificate.
The Motor Vehicle Technician 3 with Sijil Pelajaran Malaysia/Sijil Pelajaran Malaysia
Vokasional (SPM/SPMV) qualification can further his/her trainings and obtain
Diploma Kemahiran Malaysia (DKM) and Diploma Lanjutan Kemahiran Malaysia
(DLKM) in higher learning institutions.
