The 2016 Education and Skills Network meeting is jointly organised by the Department of Labour and Employment, Philippines, ADB, OECD and GIZ and the latter’s regional programme RECOTVET (“Regional Cooperation Programme to Improve the Training of TVET Personnel”), which aims at supporting and creating personnel, institutional and thematic preconditions for quality improvement and regional harmonisation of the education and training of training personnel in South East Asia over the next years.

In-Company Training covers all training conducted in
the company such as retraining of existing staff,
training for new employees, on the job training and
training of apprentices and interns.
In-Company Training can be integrated as part of
human capacity development.
In the same way as Germany, the In-Company Training
could be integrated into the Vocational Education and
Training system and add-on the practical part into the
school-based education.
The private sector intervention in skill development
through In-Company Training can strongly support the
increased number of skilled workforce in the region.

What are purposes of the Standard?
Supporting better cohesion between education and training systems by synchronizing education standards and work demands in ASEAN Countries
What are the functions of the standard?
Baseline for competencies needed for trainers in delivering better training content and practices
Framework of training pedagogy and didactics
Overview
The standard follows the common scope of standards in the ASEAN region, description of the general requirements, competencies and the description of tasks and a frame curriculum.
It targets to all economic sectors and professions and is applicable to all areas of Technical Vocational Education and Training (TVET).
The standard was developed using a bottom-up approach by first defining the actual tasks of trainers in companies.
Concept of In-company trainer training:
To guarantee quality of in-company training, trainers should have adequate training skills including pedagogy and didactics.
The steps of capacity building of trainers as presented.
Master Trainers: Master Trainers being trained in 120-hr Master Trainers Training Course according to the curriculum developed based on the Standard for In-Company Trainers in ASEAN Countries. The Master Trainers are expected to have knowledge in all four modules addressed in the standard as well as the knowledge in In-Company Trainers Examination and Assessment. After the course, Master Trainers‘ qualifications will be certified by GIZ and partner organizations varied in each country.
In-Company Trainers: In-Company Trainers are those who perform training to trainees and other employees in their respective companies. To enhance their training skills, they will be trained by the trained Master Trainers. The training will also cover 4 modules with total of 80 hours.
Employees/trainees: after their training skills are enhanced, in-company trainers will come back to train other employees and trainees. Their enhanced training skills will increase their conduct of technical training even more effective and efficient. Employees and trainees will then learn more effectively and become demanded skilled workers.
