 Skill Gap in Industry
 Academic Pathway is remain more popular
compared to Vocational Pathway
 Small number of companies which are already
familiar with German Dual System
 According to the regulation, In-Company Training is
a compulsory
 In-Company Trainer Method has not been yet
standardized and formally managed

not only as a CSR but also as a strong commitment in developing VET in Indonesia

• Firstly introduced by AHK/IHK
• Astra Manufacturing Polytechnic has been invited by
AHK and involved in preparing of 1st ADA Training in
Indonesia since 2014
• 1st ADA Training (AHK version) in Semarang,
November 2015
• 2nd ADA Training (AHK version) in Astra, April 2016
• The length of training is 5 days
• Indonesia was invited to participate in GIZ-Mekong In-CT in August 2015
• Currently, the on-going process is in conducting Master Trainer Training (GIZ Mekong In-CT) through cooperation
with Training Center of APINDO (Indonesian Employers Association)
• GIZ Mekong In-CT gives an opportunity to develop more adaptive In-CT system for Indonesia
• In the near future, In-CT Training would be delivered and managed by APINDO Training Center in order to reach
wider business sectors
• The project has not obtain enough financial support from the government and most business associations
The Implementation of GIZ Mekong In-CT in Indonesia
• Clear internship/apprenticeship scheme
in companies
• Standard requirements for In-Company
Trainer candidates (working experience
is essential)
• Strong partnership between industry
and education institutions/training
centers

Current Situation in Indonesia  Skill Gap in Industry  Academic Pathway is remain more popular compared to Vocational Pathway  Small number of companies which are already familiar with German Dual System  According to the regulation, In-Company Training is a compulsory  In-Company Trainer Method has not been yet standardized and formally managed
  • 3. Astra International Established 1957 Astra Manufacturing Polytechnic is managed by one of Astra Foundations not only as a CSR but also as a strong commitment in developing VET in Indonesia
  • 5. In-CompanyTraining inAstra International (fromAstraManufacturingPolytechnic’sPerspective)  Most companies in Astra International are joint ventures  Most of App/Internship is still following principal’s system  The length of app/internship Program is about 6-12 months  Involved in Improvement Project  Currently most of In-CT method is still referring to principal’s methods with various standard.  Good technical mentors with sound pedagogical skill will enhance the outcome of In-Company Training Company Vocational Secondary School University Polytechnic
  • 6. Mutual Benefit of In-Company Training  Objectives and Frameworks  Achievements Total NQI by 200 Students per Year  Example Increasing Capacity of Cartridge Repackaging Station with Line Balancing Method at PT. Komatsu Marketing and Support
  • 7. In-CompanyTrainerTraining • Firstly introduced by AHK/IHK • Astra Manufacturing Polytechnic has been invited by AHK and involved in preparing of 1st ADA Training in Indonesia since 2014 • 1st ADA Training (AHK version) in Semarang, November 2015 • 2nd ADA Training (AHK version) in Astra, April 2016 • The length of training is 5 days
  • 8. • Indonesia was invited to participate in GIZ-Mekong In-CT in August 2015 • Currently, the on-going process is in conducting Master Trainer Training (GIZ Mekong In-CT) through cooperation with Training Center of APINDO (Indonesian Employers Association) • GIZ Mekong In-CT gives an opportunity to develop more adaptive In-CT system for Indonesia • In the near future, In-CT Training would be delivered and managed by APINDO Training Center in order to reach wider business sectors • The project has not obtain enough financial support from the government and most business associations The Implementation of GIZ Mekong In-CT in Indonesia
  • 9. • Clear internship/apprenticeship scheme in companies • Standard requirements for In-Company Trainer candidates (working experience is essential) • Strong partnership between industry and education institutions/training centers • High skill mentors with sufficient pedagogical skill • Adoption the essence of ‘German Dual System’ to Indonesian VET system • Sociological aspect (Academic vs Vocational) • Integration Standard & Certification Body • Implementation in various business culture (joint ventures) • Training schedule & length of program • Cost & Business Situation Key Success Challenges
  • 10. Recommendation • Closer cooperation between business associations with the government to support ‘Dual System’ & vocational education and training (including In-CT) • Bigger commitment from private sector, especially big-companies, to accommodate vocational education / training (including In-CT) • Mandatory Regulation and One National System of In-CT
