The Digital Catapult aims to rapidly advance the UK's best digital ideas through collaboration. It works with partners in areas along the data value chain like internet of things devices and closed organizational data. For personal data sharing, it takes a collaborative approach to build trust by empowering consumers and addressing technical, legal, and commercial friction. Its Data Catalyser project aims to safely mix closed data and let innovators experiment to identify new values. It is also working with Camden Council to co-create internet of things use cases like smart parking and pollution reduction through a collaborative workshop.

10. Personal Data sharing: The Opportunities 10
• Data are currently silo’d – Generated and exploited vertically
• More horizontal opportunities are possible
For example:
• Mobile phone data to alert social
care if patient is unexpectedly idle
• Shopping data maybe used to
inform healthcare advice
• Band data to inform of retail
offers e.g. “bought broadband 12
months ago… so”
11. Personal Data sharing: The Barriers
Building Trust: Need to empower the customer:
Ethics: Recognize & respect the consumer’s
whishes
Control: Give tools/dashboards to enable real
control
Compliance: Verify orgs are sticking to rules
Communication: Kitemark to show whose in the
ethical sharing club
Remove Friction: Need to solve three sources of friction:
Technical: How to define and physically
transfer the data
Legal: How to establish the users identity and
assert permission within each silo’d system
Commercial: How to agree the price of access/
transfer

15. Data Catalyser: The Problem
• 90% of data are close or personal
• More value can be generated if data could be used for more than one purpose
• Need for a secure environment
• To open up some of the closed data
• Safely mix closed data
• Let innovators experiment with them
• Identify new values and new business
• Open more data up if greater value can be achieved

Digital catalyser
CONTEXT
--------------
The Data Catalyser is a set of services that allows Data Providers to contribute their closed data to a common platform where it can be mixed up with data coming from other organisations. The various datasets are analysed by some Data Experts vetted by the Data Providers participating to the project, with the aim of finding insights that will be translated into new products and services.
The Data Catalyser comes in 3 offerings:
As a Strong Room;
As a cloud platform managed by a partner of the Digital Catapult;
As a cloud platform managed by the Digital Catapult.
The cloud platform implemented by the Digital Catapult is compliant to HMG Official Security Level (former IL3) and offers Hive and R-Server as analytics tools.
At the core of the platform is a Hadoop cluster.
The platform includes a legal framework that aims at facilitating the agreement between Data Providers and Data Experts as the latter will participate to the revenue generated by the discoveries made on the platform. Output of data from the platform is strictly controlled and monitored so that no downloads are possible.
At the end of a project, the environment is safely erased after the Digital Catapult administrators extracted any new dataset or algorithm produced.
A unique selling point of the platform is given by the neutral position of the Digital Catapult as a player in the market as we have no shareholders and it is actually our aim to promote the growth of the UK economy.
