2. The Manual, aptly titled “UBAS and Good Governance:
Planting the Seeds for Sustainable Growth in the Barangay”
was conceptualized to sustain the success of UBAS as an
effective mechanism in fostering decentralization and equip
partners and stakeholders in achieving their goal of establishing
an effective partnership on good governance. The module is
designed as a tool for facilitators in the conduct of orientations,
specifically at the barangay level.

4. The session presents the key challenges that the
Philippines, as a developing nation, experiences today. It
also aims to show how, amidst these crises, our
Motherland and the Filipino race remain wonderful and
hopeful, thus bringing back the faith in ourselves.
5. The session tackles the basic concept of Barangay
Governance focusing on four elements of Good
Governance - Participation, Accountability, Responsiveness,
and Transparency (PART).
6. • Subpart 1: How It All Started
The session is about the story of the beginning of the
UBAS Project. It also presents the UBAS structure, working
teams and their different roles and functions. A discussion on
the steps in organizing the UBAS in the barangays is also
included in the session.
7. • Subpart 2: Sharing Possibilities for Partnership in the
Barangays
The session highlights the sharing of experiences of
barangays who have organized the UBAS in their respective
communities.
8. • Subpart 1: Action Planning and Presentation
Participants from the barangay council, churches, and
people’s organizations are expected to come together to
identify key challenges in the barangay and their possible
solutions. They should also form a preliminary UBAS
Action Team.
9. • Subpart 2: Commitment Building – We are advocates of
Good Governance!
Signing of the Pledge of Commitment of the participants
expressing their commitment to be advocates of Good
Governance in their communities and to become active
members of the UBAS Action Team highlights the session.
