Congress plays several key roles in the US constitutional system of government. It represents the people and checks the power of the other branches. Congress is made up of the House of Representatives and Senate, which have different terms to balance current and long-term interests. Congress has both enumerated powers listed in the Constitution as well as implied powers granted by the Necessary and Proper Clause. It regulates commerce, declares war, and passes laws while separated from but checking the executive branch.
