Company Information
 Tanjim printing and packaging limited (TPPL) is one of the largest industrial accessories
producing companies in Bangladesh, established in 2002 , the company tried and accomplishes to
provide the best quality of its services to its clients without any topsy-turvy state of affairs. It is
located at BSCIC industrial estate , Begumgonj, Noakhali ,Bangladesh. The area of the industry is
13500 ft2.
 The company manufactures almost all types of printing and packaging products required for
manufacturing industries certified international standard facilities i.e. packaging, water glass, plate,
lunch box, tea cup, coffee cup, ice cup, and pinni plates that meet global standards. They are also
manufacturer of PP/HIPS films. Tanjim printing and packaging limited (TPPL) was established with a
purpose of providing hygienic, eco-friendly ,recyclable, best quality and stock products.
 It has two main production unit i.e;
• Tanjim printing unit and
• Tanjim packaging unit
Purpose Of This Report
This report presents the finding of an Environmental Impact Assessment (EIA) of the industry
namely Tanjim printing and packaging limited (TPPL), BSCIC industrial estate , Begumgonj,
Noakhali ,Bangladesh.
The report is prepared for-
 Identifying sources of environmental impacts of the particular industrial setup.
 Inspecting the industry’s compliance to the national standards and regulations.
 Predicting the impacts using qualitative and if possible, quantitative methods.
 Recommending an environmental management plan to reduce the adverse impacts and
enhance positive contribution of the project.
 Presenting the results of impact identification, prediction and assessment, with suggested
mitigation measures.
 Setting the basis for the continuous monitoring of key project activities and environmental
conditions.
Environmental Impact
Assessment (EIA)
 EIA can be defined as the systematic identification and
evaluation of the potential impacts (effects) of proposed
projects, plans, programs, or legislative actions, relative to
the physical-chemical, biological, cultural, and
socioeconomic components of the environment.
Objectives of EIA
The objective of the study is to provide an examination and assessment of the principal environmental
impact of the industry. The overall objectives of the assessment report are-
 To identify and describe elements of environment already affected or likely to be affected by the
and/or likely to cause adverse impacts to the proposed project, including natural and man-made
environment.
 To identify and quantify emission sources and determine the significance of impacts on sensitive
and potential affected users
 To identify and quantify any potential losses or damage to flora, fauna and natural habitats.
 To determine based on knowledge whether the proposed investment may result in environmental
impacts;
 Propose mitigation and monitoring measures in the form of applicable safeguard documentation to
address potential impacts;
 Evaluate the existing institutional capacity of the company cadre to manage the recommendations
implementing the measures outlined in the Environment Management and Monitoring Plan [EMMP]
 Provide recommendations to build capacity and strengthen environmental management and

 The EIA of Tanjim printing and packaging Ltd. was conducted by the students of
Environmental science and Disaster management department, Noakhali science and
Technology University. Our EIA team was consisted of 8 members.

PROJECT DESCRIPTION
 Tanjim printing and packaging limited (TPPL) is located at BSCIC industrial estate,
Begumgonj, Noakhali ,Bangladesh. The area of the industry is 13500 ft2. There are
about 70 employee work in the factory. The factory is situated beside the central
pond of BSCIC industrial Estate of Noakhali.
 There are a lots of other industries along with Tanjim printing and packaging Ltd. i.e;
Haque printing and packaging Ltd, Uni food Ltd, Farid Group ltd, Globe
pharmaceuticals Ltd, etc.
 The water sources of the factory are ground water and pond water. The waste water
of the factory directly discharge into “NOAKHALI KHAL”. Tanjim printing and
packaging factory have 2 sub-factory which have different operations.
 The surrounding environment of the factory is quite acceptable due to less emission
of toxic gases and substances.

month.
 Waste Generation : Due to recycle facility no measuring waste are generated.
 Water consumption : Only a little amount of water are consumed for machinery & domestic
purpose

OFFSET PRINTING FACILITY:
 As the factory has raw material available from their source, they have cheap labour facility and
all the other Accessories like electricity, water, communication, transport they lead a good
facility in the packaging site.

Water resource and
reservoir:
Water resource:
Mainly there is a limited use of water in a factory. Those limited water are collected from
groundwater, supply water. They have groundwater withdrawal facility and some case they use
distill water for machine, all are other purposes.
Water reservoir:
As water is used a limited amount they have limited reservoir like septic tank and water tank. In
machinery work they use water as recycling process so the amount of loss water is also little.
Environmental impacts and
mitigations
During our investigation we find Tanzim Printing and Packaging
Industry almost perfect. But as a Environmental scientists, we
discover some areas which need to improve in order to
minimize Environmental impacts. Before we get there we like to
highlight some of the positive side that we noted/identified as
positive impacts (from Environmental perspective).
BENEFICIAL IMPACTS
 The industry provided permanent employment of about 65 skilled and unskilled personnel
during its operation phase.
 Benefit to the national economy .
 The industry is well aware of waste generation and recycling. The residuals paper
(packaging) is sent to its original maker to regenerate same paper .By doing so they save
conservation of raw material, time and ensure economic usability of product.
 Again residuals plastic (plastic bottles, begs Etc.) well recycled by using intermediate
technology to have original or similar raw material.
 The storage and distribution of water pipe line ensures the distinct use of water.
 No harmful chemical substances use in printing section.
 They are using glass room to minimize the noise which is generated from power Generator.
Negative impacts
 No clear data found about the maintenance of air quality standard.
 Production of plastic products generates Carbon Di oxide and Carbon Mono Di
Oxide of which both of them are hazardous to health as well as Environment.
 The noises from different machinery are considerably higher than accepted
level.
 The resin (Sodium Silicate) which is used in paper packaging highly hazardous
to Environment once it is thrown outside.
 There is no dust control measure taken under responsible committee.
 The drainage for outgoing water is found incorporated.
Mitigation
 Although those factors are hardly ignorable, there are some ways by
which they can minimize or mitigate these problems. They can be
described as-
 The whole drainage facility (outside) can be checked periodically.
 If they can’t maintain air quality standard, they have to more careful the
source of ambient pollution source.
 The noise pollution can be minimized by using glass room for specific
machine.
 Ensure maximum usability and proper utilization of resin that don’t
throw in the Environment.
ENVIRONMENTAL MANAGEMENT
PLAN (EMP)
 Environmental Management Plan (EMP) is concerned with the implementation of the
measures necessary to minimize and offset the adverse impacts and to enhance
beneficial impacts.
Thus, the objectives of EMP for the present project are:
 Identification of Monitoring requirements and Monitoring indicators;
 Mitigation measures to reduce or eliminate negative impacts; and
 Enhancement measures to maximize positive impacts.

ENVIRONMENTAL MONITORING
Environmental monitoring is an essential tool in relation to Environmental Management System as it provides the
basic information for rational management decisions.
The prime objectives of monitoring are:
 To ensure that the areas of environmental concern identified during the EIA process are carried through to, and
appropriately considered and incorporated into the detailed design and tender stages of the project.
 To provide a database against which any short or long term environmental impacts of the project can be
determined
 To verify the environmental impacts predicted in the EIA study
 To establish baseline trends and conditions
 To check on whether mitigation and benefit enhancement measures are actually being adopted and are
providing effective in practice.
 To provide as means whereby impacts which were subject to uncertainty at the time of preparation of EIA, or
which were unforeseen, can be identified, and steps to be taken to adopt appropriate control measures.
MANAGEMENT CAPACITY
 Tanjim printing and packaging limited (TPPL) in order to be an environment
friendly and acceptable industrial unit, has its own environment monitoring
unit/cell with trained manpower with necessary equipment and other logistics
along with required budget.
 Tanjim printing and packaging limited (TPPL should develop a good working
relationship with the Department of Environment (DoE) and Bangladesh.

Recommendations
The impact mitigation measures that highlighted below:
• The proponent will comply with the occupational health and safety especially operation phase.
• The plant authority should provide appropriate personal protective equipment (PPE) and they
should strictly monitor this PPE during the production period.
• The authority should maintain regular incident register and proper corrective action plan.
• For the fire safety of the factory, the authority should check regularly the firefighting equipment
and train the workers regularly (in every 3 months).
• The authority should declare the factory a “no smoking zone”.
• Arrange proper training of the employees about the importance of safety codes.
Conclusion
EIA report has been prepared through identifying the potential impacts,
assessing them and recommending possible mitigating and enhancing
measure for negative and positive impacts, respectively. It is expected that
Tanjim printing and packaging limited (TPPL) will follow all environmental
compatible steps during operation and maintenance by which it sets a
positive example as an environment friendly industrial unit, very much within
the environmentally acceptable limits all the time.

  • 1. EIA REPORT OF TANJIN PRINTING AND PACKAGING LTD. GROUP-04 DEPARTMENT OF ENVIRONMENTAL SCIENCE AND DISASTER MANAGEMENT, NSTU
  • 2. Company Information  Tanjim printing and packaging limited (TPPL) is one of the largest industrial accessories producing companies in Bangladesh, established in 2002 , the company tried and accomplishes to provide the best quality of its services to its clients without any topsy-turvy state of affairs. It is located at BSCIC industrial estate , Begumgonj, Noakhali ,Bangladesh. The area of the industry is 13500 ft2.  The company manufactures almost all types of printing and packaging products required for manufacturing industries certified international standard facilities i.e. packaging, water glass, plate, lunch box, tea cup, coffee cup, ice cup, and pinni plates that meet global standards. They are also manufacturer of PP/HIPS films. Tanjim printing and packaging limited (TPPL) was established with a purpose of providing hygienic, eco-friendly ,recyclable, best quality and stock products.  It has two main production unit i.e; • Tanjim printing unit and • Tanjim packaging unit
  • 3. Purpose Of This Report This report presents the finding of an Environmental Impact Assessment (EIA) of the industry namely Tanjim printing and packaging limited (TPPL), BSCIC industrial estate , Begumgonj, Noakhali ,Bangladesh. The report is prepared for-  Identifying sources of environmental impacts of the particular industrial setup.  Inspecting the industry’s compliance to the national standards and regulations.  Predicting the impacts using qualitative and if possible, quantitative methods.  Recommending an environmental management plan to reduce the adverse impacts and enhance positive contribution of the project.  Presenting the results of impact identification, prediction and assessment, with suggested mitigation measures.  Setting the basis for the continuous monitoring of key project activities and environmental conditions.

Environmental Impact Assessment (EIA)  EIA can be defined as the systematic identification and evaluation of the potential impacts (effects) of proposed projects, plans, programs, or legislative actions, relative to the physical-chemical, biological, cultural, and socioeconomic components of the environment.
  • 5. Objectives of EIA The objective of the study is to provide an examination and assessment of the principal environmental impact of the industry. The overall objectives of the assessment report are-  To identify and describe elements of environment already affected or likely to be affected by the and/or likely to cause adverse impacts to the proposed project, including natural and man-made environment.  To identify and quantify emission sources and determine the significance of impacts on sensitive and potential affected users  To identify and quantify any potential losses or damage to flora, fauna and natural habitats.  To determine based on knowledge whether the proposed investment may result in environmental impacts;  Propose mitigation and monitoring measures in the form of applicable safeguard documentation to address potential impacts;  Evaluate the existing institutional capacity of the company cadre to manage the recommendations implementing the measures outlined in the Environment Management and Monitoring Plan [EMMP]  Provide recommendations to build capacity and strengthen environmental management and
  • 6. EIA METHODOLOGY  EIA methodology has been conducted by following procedures: Site visit and survey Design and planning documents Legal and policy documents Preparation of the recommendations Data analysis Documents regarding baseline environmental condition
  • 7. EIA TEAM  The EIA of Tanjim printing and packaging Ltd. was conducted by the students of Environmental science and Disaster management department, Noakhali science and Technology University.   • 8. PROJECT DESCRIPTION  Tanjim printing and packaging limited (TPPL) is located at BSCIC industrial estate, Begumgonj, Noakhali ,Bangladesh. The area of the industry is 13500 ft2. There are about 70 employee work in the factory. The factory is situated beside the central pond of BSCIC industrial Estate of Noakhali.  There are a lots of other industries along with Tanjim printing and packaging Ltd. i.e; Haque printing and packaging Ltd, Uni food Ltd, Farid Group ltd, Globe pharmaceuticals Ltd, etc.  The water sources of the factory are ground water and pond water. The waste water of the factory directly discharge into “NOAKHALI KHAL”. Tanjim printing and packaging factory have 2 sub-factory which have different operations.  The surrounding environment of the factory is quite acceptable due to less emission of toxic gases and substances.

Per month.  Waste Generation : Due to recycle facility no measuring waste are generated.  Water consumption : Only a little amount of water are consumed for machinery & domestic purpose

OFFSET PRINTING FACILITY:  As the factory has raw material available from their source, they have cheap labour facility and all the other Accessories like electricity, water, communication, transport they lead a good facility in the packaging site.  The manufacturing process flow of offset printing are below: Raw Materials( Offset Paper) Cutter Machine Hydrolic Cutter Machine Offset Print Machine Final Product (Printed Offset Paper)
  • 17. Water resource and reservoir: Water resource: Mainly there is a limited use of water in a factory. Those limited water are collected from groundwater, supply water. They have groundwater withdrawal facility and some case they use distill water for machine, all are other purposes. Water reservoir: As water is used a limited amount they have limited reservoir like septic tank and water tank. In machinery work they use water as recycling process so the amount of loss water is also little.
  • 18. Environmental impacts and mitigations During our investigation we find Tanzim Printing and Packaging Industry almost perfect. But as a Environmental scientists, we discover some areas which need to improve in order to minimize Environmental impacts. Before we get there we like to highlight some of the positive side that we noted/identified as positive impacts (from Environmental perspective).
  • 19. BENEFICIAL IMPACTS  The industry provided permanent employment of about 65 skilled and unskilled personnel during its operation phase.  Benefit to the national economy .  The industry is well aware of waste generation and recycling. The residuals paper (packaging) is sent to its original maker to regenerate same paper .By doing so they save conservation of raw material, time and ensure economic usability of product.  Again residuals plastic (plastic bottles, begs Etc.) well recycled by using intermediate technology to have original or similar raw material.  The storage and distribution of water pipe line ensures the distinct use of water.  No harmful chemical substances use in printing section.  They are using glass room to minimize the noise which is generated from power Generator.
  • 20. Negative impacts  No clear data found about the maintenance of air quality standard.  Production of plastic products generates Carbon Di oxide and Carbon Mono Di Oxide of which both of them are hazardous to health as well as Environment.  The noises from different machinery are considerably higher than accepted level.  The resin (Sodium Silicate) which is used in paper packaging highly hazardous to Environment once it is thrown outside.  There is no dust control measure taken under responsible committee.  The drainage for outgoing water is found incorporated.
  • 21. Mitigation  Although those factors are hardly ignorable, there are some ways by which they can minimize or mitigate these problems. They can be described as-  The whole drainage facility (outside) can be checked periodically.  If they can’t maintain air quality standard, they have to more careful the source of ambient pollution source.  The noise pollution can be minimized by using glass room for specific machine.  Ensure maximum usability and proper utilization of resin that don’t throw in the Environment.
  • 22. ENVIRONMENTAL MANAGEMENT PLAN (EMP)  Environmental Management Plan (EMP) is concerned with the implementation of the measures necessary to minimize and offset the adverse impacts and to enhance beneficial impacts. Thus, the objectives of EMP for the present project are:  Identification of Monitoring requirements and Monitoring indicators;  Mitigation measures to reduce or eliminate negative impacts; and  Enhancement measures to maximize positive impacts.

  • 24. ENVIRONMENTAL MONITORING Environmental monitoring is an essential tool in relation to Environmental Management System as it provides the basic information for rational management decisions. The prime objectives of monitoring are:  To ensure that the areas of environmental concern identified during the EIA process are carried through to, and appropriately considered and incorporated into the detailed design and tender stages of the project.  To provide a database against which any short or long term environmental impacts of the project can be determined  To verify the environmental impacts predicted in the EIA study  To establish baseline trends and conditions  To check on whether mitigation and benefit enhancement measures are actually being adopted and are providing effective in practice.  To provide as means whereby impacts which were subject to uncertainty at the time of preparation of EIA, or which were unforeseen, can be identified, and steps to be taken to adopt appropriate control measures.

Recommendations The impact mitigation measures that highlighted below: • The proponent will comply with the occupational health and safety especially operation phase. • The plant authority should provide appropriate personal protective equipment (PPE) and they should strictly monitor this PPE during the production period. • The authority should maintain regular incident register and proper corrective action plan. • For the fire safety of the factory, the authority should check regularly the firefighting equipment and train the workers regularly (in every 3 months). • The authority should declare the factory a “no smoking zone”. • Arrange proper training of the employees about the importance of safety codes.

Conclusion EIA report has been prepared through identifying the potential impacts, assessing them and recommending possible mitigating and enhancing measure for negative and positive impacts, respectively. It is expected that Tanjim printing and packaging limited (TPPL) will follow all environmental compatible steps during operation and maintenance by which it sets a positive example as an environment friendly industrial unit, very much within the environmentally acceptable limits all the time.
