application system offline
used to process local
refineries owned goods
(BMD) automatically by
utilizing electronic data
processing.
This application is
programmed

Capital expenditure data input area
The main questions is why SIMDA application BMD and
still offline?
Data is still working with input twice both in the village and
BPKAD through application of existing BMD SIMDA import
and export options for the data but cannot be used
properly,
Kelurahan in order to import data must use flashdrive to
inform to BPPKD
Data was modified in MS Word 2007 and saved as a “Word
97-2003 Document” for the PC,
Meanwhile, kelurahan assistants authors with most of the
formatting specifications needed for preparing electronic
versions of their papers

there is recomendation from The Audit Board of Republic
Indonesia towards SIMDA BMD regarding the assets

11. This application is already running
four (4 years) in every Kelurahan of
Tanjungpinang city
Before this application exist, each of
Kelurahan in Tanjungpinang using
Microsoft Excel for the administration
and others.
Unlike the SIMDA BMD after their
application which has benefits for
both simplify administration of
procurement particularly in the
beginning of procurement planning in
Tanjungpinang.
12. Participation
◆ Each Kelurahan has one operator for SIMDA BMD
◆ Enthuasiasm and interest of civil servants in Kelurahan to running
SIMDA BMD.
◆ Technical guidance for civil servants since 4 years implementation only
once time on 13-15 March 2014.
◆ Supporting from another staff member in Kelurahan to improve e-
knowledge particularly e-government system
◆ G2G support from BPKAD and Kelurahan
◆ Kelurahan organization structure

◆Civil servants are capaple to operate the system of
SIMDA BMD
◆Supporting from other members in Kelurahan before
shifting to other kelurahan or agencies to teach
operator as impact of lack of socialization

socialization as part of education for operator in
Kelurahan as back up to face any organization
circumstance

year 2003 about national strategic and policy regarding e-government
development.
